March 2012 East District Council – Action Updates:

Priority:

Priority - Infrastructure issues at Barleyfields & Cloverfields Estate, Objective Write to Deloitte regarding resolution of outstanding infrastructure issues on Barleyfields Estate, Soham. Action Taken Progress on Kingfisher Drive is continuing. Current ECDC is in contact with the administrator, Deloittes, to transfer the open space to the Council. CCC Highways advise that the remedial Situation works to the roads, which will be taken forward by Taylor Wimpey and Barratts, should commence shortly. Continue or Discharge

4 Noise from EMR, Snailwell. Liz Knox, East Cambridgeshire District Council: A meeting was held on 31st January with EMR at which EMR indicated that they had got cost for the barrier to be erected. The company board of directors has to agree the funding. There were no timescales provided as to when the barrier would be erected. EMR advised that they had carried out no train loading since August 2011 and were concerned that noise complaints were still being received. At the meeting David Atkinson from the county council enquired as to how the liaison group could help persuade the board to agree the funding so that the barrier could be built. It was agreed that a letter would be sent jointly from the County Council, Environment Agency and East Cambridgeshire District Council. The letter was sent on 28th February which to date we have not received a response. Officers from the Council continue to monitor the noise, monitoring equipment was installed in a residential premise between 21st – 27 th Feb, this will be analysed shortly. 5 Fly-tipping – dyke by the bridge into Mark Mehaffey, East Cambridgeshire District Council: All fly tipping has been removed. the village from the Fordham side (where the fly tipping sign is displayed), Snailwell. 6 Write formally to Deloitte to encourage Priority as above. resolution on Barleyfields Estate, Soham. 7 Litter along both sides of A142 from Terry Jordon, Cambridgeshire County Council: Request has been sent through to Veolia to arrange to litter- Newmarket Junction to Downfields pick the sites in question. Number Issue Action Taken 1 Broad piece, Soham – motor This appears mainly to be a behavioural/enforcement issue unconnected with the fabric of the public highway. 2 Roundabout road markings The County Council’s experience is that such lane markings at roundabouts of this size are rarely beneficial. Antisocial behaviour

We understand that antisocial and nuisance behaviour can have a big effect on the quality of people’s lives and for this reason it is important to tackle it quickly and effectively.

What is antisocial behaviour?

The term antisocial behaviour covers a whole range of selfish and unacceptable activity that can affect the local community or an individual’s life.

We use the following to define antisocial behaviour:

 “Any conduct which is capable of causing nuisance or annoyance to any person and which relates to or affects the housing management functions of the organisation” (Housing Act 1996)  “Acting in a manner that caused or is likely to cause harassment, alarm or distress to one or more persons not in the household” (Crime and Disorder Act 1998)

Priority Metal Theft across the Panel area Objective To tackle metal theft across the Panel area Action Taken A level one plan exists for metal theft ‘Operation Full Metal Jackpot’ which is being run by Di Wass, this has been focussing in on the known and unknown subjects visiting scrap yards locally. This investigation continues with a Detective constable as officer in the case. Numerous visits to scrap yards checking books metal and their customers. Priority - Speed and Parking Management throughout the Panel area Objective To target drivers who park inconsiderately or illegally across the Panel area or who speed across the Panel area. Action Taken Continued high visibility patrols around schools and known areas where issues have been high lited. Several road checks set up where breath tests were conducted. Soham and East Area Neighbourhood trends

Total crime in the Soham and East Area Neighbourhood has seen a reduction in total offences which is largely due to reductions seen in dwelling burglary and criminal damage.

Anti-social behaviour (ASB) has also observed a reduction from 123 incidents in the previous period to just 81 reported in the entire Neighbourhood area. Notable reductions were seen in Isleham and both Soham wards.

Fordham villages Crime  Total crime, in Fordham villages ward remain low at 36 offences reported over the 3 month period.  Violent crimes have doubled in comparison to the previous period. Six of these offences were related to domestic disputes.  Vehicle offences in the ward have also seen an increase with the majority occurring in December and January. Three vehicles were stolen during the period, and all 3 offences occurred in Kennet. Offenders targeted a moped, a motorbike and a Landrover. During the 3 month period, 5 theft from vehicle offences were reported, mainly in Fordham. A variety of items were targeted including a catalytic converter, fuel, tools and number plates.

ASB  ASB levels in Fordham villages remain low with only 12 incidents reported over the 3 months.  These incidents appear to be unrelated.

Isleham ward Crime  Total crime in Isleham Ward remains low with only 10 offences reported during the 3 month period.  Three violent offences were reported during the period compared with 2 in both the previous period and the same period last year. Two of these offences were related to domestic disputes.  Due to low levels of crime there were no other patterns of note.

ASB  Only 1 incident of ASB was reported in Isleham during the 3 month period. Soham North ward Crime  Offence levels in Soham North ward have seen a reduction in comparison to the previous period and the same 3 month period last year. The largest reductions were observed in burglary and theft from vehicle offences.  Seven violent offences were reported during the period. Of these, 3 were related to domestic disputes.  Shed burglaries continue on Ten Bell Lane where 3 out of 4 shed offences reported occurred. Offenders targeted various electrical gardening tools. The remaining offence occurred on Northfield Road.

ASB  Total ASB in Soham North has seen a reduction from 48 incidents in the previous period to 33 reported in the latest 3 month period.  There were 2 repeat reports of noise complaints made by same occupant at an address on Cyprian Rust Way. This appears to be an ongoing neighbour dispute where noise made by a neighbour aggravates the migraines suffered by the complainant.  A number of incidents report groups of youths congregating causing general rowdiness and misusing scooters. Incidents of this nature were reported on Northfield Park, Northfield Road, Primrose Lane, Teal Avenue and Townsend.

Soham South ward Crime  There has been a reduction in total crime in Soham South ward.  Shed burglaries continue, in Soham South, and is likely to be linked to the offences in Soham North. The majority of the offences were reported in Soham, although a similar series has been noted in Wicken. Offender(s) were targeting various gardening tools, fuel, as well as bicycles.  Violent offences remain consistent with the previous period at 12 offences reported over the 3 month period. Two of these offences were domestic related. No further trends were identified between these offences.  Theft from vehicle offences have seen an increase during the period with 10 offences reported. This is likely to be due to 3 different clusters of offences. Three sets of number plates were targeted in Wicken and Soham, Fuel was stolen from lorries parked at a haulage company depot in Soham (3 offences), and additionally, vans in Soham have been targeted for tools stored within (3 offences).

ASB  During the period, 35 ASB incidents were reported. This was comparatively, much lower, than the previous period and the same period last year which recorded 54 and 60 incidents respectively.  The majority of incidents varied in nature, although several incidents make reference to congregations of youths behaving in a threatening and aggressive manner. Several incidents relate to the throwing of snowballs at the pedestrians.
