Cavard, French Army, as Chief of the French Military Mission to the Military Committee. Major General Cavard thanked the Chairman and said that General Ailleret hacT directed him to develop, at his level, the mutual trust necessary to the effectiveness of the Alliance. The President of the French Republic had rece ntly reiterated that France remained attached to the Alliance in the present situation. France's military policy had been clearly defined on several occasions by the Head of State, the Minister of the Armed Forces, and the Chief of Staff of the Armed Forces ; it would be the basis of his work with the M ilitary Committee. He hoped that his mission w ould be highly effective. PART I Item 1.1 Up-Dated SHAPE Briefing on the Threat to MATO in the Mediterranean Area ` ' References: a. IMSM-55-6 8, 7 Feb 68 b. IMSWM-41-68, 12 Feb 68 c. IMSWM-47-68, 19 Feb 68 The Chairman invited discussion on amendments to the Draft MCM at Enclosure to IMSWM-47-68 which had been suggested in writing by the Turkish, United Kingdom and United States Members. During the discussion, The French Representative said that, pending a complete study of the question within the scope of the MC 25 5 revision, he agreed with the present document. He had, however, the following observatio ns on the size of the land forces capable of being committed in the area:- a. The number of fifty-five Divisions on the Southern Flank ought to be considered as a maximum. b . Consideration should be given to the logistic capacity o£ the routes in the region, which was clearly less than that of those in Western Europe. c. The size of the forces to be considered would vary with the conditions under which war started, i.e., either with complete surprise or after reinforcement of major units deployed near the theatre of operations. d. The seizure of the Turkish Stratis should be considered as the priority mission of the Soviet forces and the possibility of a combined services operation should be kept in mind. Other Members considered that this was true of Soviet submarines but not of surface ships. Item 1.3 Notation of Papers Approved Out of Committee THE MILTIARY COMMITTEE Agreed that action should be completed on MC 115/7 (Draft)(SD), Nomenclature and Functions of Meteorological Formations Supporting NATO. Item 1.4 Any Other Business 1,4a 40th MC/CS Session The Chairman suggested that, to allow for attendance at SHAPEX, 7 - 9 May, and the Spring Ministerial Meeting 10 May, the 40th Session of the MC/CS should now be scheduled for Monday, 6 May, which he hoped would be acceptable to all Chiefs of Staff. Since only one full day would be available, the session should start at 1000 hours. Unless strong objections were raised in the very near future, all preparations would be made on this basis. The Chairman further called attention to the fact that very important papers of far reaching consequences would have to be passed by the Military Committee more than a month before the Chiefs of Staff would meet. He referred to: 1969-73 Forces Proposals, the SHAPE Special Study and the External Reinforcements for the Flanks. If at all possible, an extra meeting in Chiefs of Staff Session ought to be held for this prupose.
