1 SUMMARY

Canal & River Trust has produced this report to inform future investment priorities for Hillingdon canal towpaths.

The report was produced at the request of members of the Hillingdon Canals Partnership and serves as a reference document for its work to promote and improve the borough’s waterways.

It contains information for Hillingdon canal towpaths surveyed in 2013 covering:

 the Grand Union Canal (divided into 35 sections)  the Paddington Arm (1 section)  and Slough Arm. (1 section)

For each section, the general towpath condition, levels of use and its function in connecting people and places are considered.

The result is a prioritised overview of borough towpaths for improvement which will support funding applications and decisions.

2 BACKGROUND

2.1 Better Towpaths for Everyone

Sir Brian Fender, chair of London Waterways Partnership launched Better Towpaths for Everyone in spring 2014.

The report was endorsed by the Mayor’s Cycling Commissioner, Andrew Gilligan and sets out proposals for 3 strategic cross- borough Quietways along the Grand Union Canal, Paddington Arm and River Lee responding to the Mayor’s Cycling Vision.

Hillingdon sits across 2 of these Quietways.

2.2 Hillingdon Waterspace Strategy

Canal & River Trust works with key stakeholders brought together under the Hillingdon Canals Partnership.

The partnership is chaired by David Brough (of Hayes Town Partnership) and includes representatives from Hillingdon Council, Hayes Town Partnership, GlaxoSmithKline, Inland Waterways Association, Groundwork, Thames 21, Town Centre Action Group and John McDonnell MP (Hayes & Harlington)

In 2008, British Waterways produced a draft scoping report for a Hillingdon Waterspace Strategy. Good progress has been made on some initiatives identified in the Strategy and this report will assist decisions on further work.

An update of the Waterspace Strategy is planned during 2014/15 subject to funding.

2.3 Hillingdon Canals

Canal & River Trust cares for 2,000 miles of historic inland waterways in & Wales. In the Capital, Hillingdon has more towpaths than any other London Borough.

Hillingdon’s 21km of traffic-free canal towpaths are split along the Grand Union Canal and its Paddington and Slough Arms.

Hillingdon towpaths are diverse in character, condition and levels of use. They connect the town centres of Hayes, West Drayton, and Rickmansworth, as well as bordering the major employment site at Stockley Business Park.

2.4 Improvements so far

In addition to the Canal & River Trust’s programme of maintenance and improvement works, securing partner funding has been vital to delivering better access, signs and surfacing. Towpaths have been improved in recent years with funding from Hillingdon Council and . Other sections are now in more need of improvement. Some areas that have benefitted from investment, such as to the west of and including

Hayes Town Centre are areas where we have long term aspirations for further improvement given their strategic importance and high footfall.

Hillingdon towpaths will also receive new Legible London signage during summer 2014.

2.5 Opportunities

There are some canal locations in Hillingdon that are not well used by local residents and visitors or have large areas of redundant space, often underneath road or rail bridges. Whilst these structures can create dark and sometimes intimidating spaces these locations also present opportunities for improvement and increase in use.

Hillingdon, in partnership with Canal & River Trust has submitted a funding application to Transport for London’s Incubator Fund. This includes installing the Shark’s Canoe Club underneath the Hayes By-pass and using the area under North Hyde Gardens as a volunteer base and community space to promote activity and use of the canal. We are in discussions with the adjacent landowner about landscaping an upper towpath and installing a Trim Trail (outdoor fitness trail) in the area

Hayes By-Pass (Section 1) and North Hyde Gardens (Section 2)

The by-pass is a large flyover with an access ramp from the A312 to the towpath. There is a large amount of redundant space underneath the road bridge. As the bridge blocks out light, the space is dark and uninviting but could be used to install a climbing wall or outdoor gym equipment.

North Hyde Gardens has a vacant space at the base of the bridge on the towpath. This space has attracted antisocial behaviour in the past and has since been secured by the local police and the landowners, Legal and General.

Shackles Dock, Western View and Hayes Town Centre

These locations central to the town centre have suffered from littering and street-drinking however Thames 21 and Shark’s Canoe Club are in discussions with the landowners of Shackles Dock about accessing the site for canoeing and there is also a wild flower landscaping scheme proposed for Hayes Town Centre.

3 TOWPATH SPECIFICATION

The photograph below shows a typical towpath in the borough which has been recently improved. It shows the preferred towpath specification and was taken in July 2013, on the Grand Union Canal Paddington Arm.

We aim to achieve these minimum specifications:

 1.8m wide surfaced path, tarmac with tar spray and chip finish, with timber edging boards  Verges maintained either side of the path with a minimum of 600mm on the and 500mm at the back, where possible.  Vegetation managed not to encroach and limit space for sharing the towpath, but still providing a habitat for nature and space for moored boats.  The surface finish gives an audible crunch which lets others know you’re there

4 COST ASSUMPTIONS

The Trust uses its Towpath Estimator Tool to generate costs (see Appendix 1).

 Estimated construction costs in this report are based on the Trust’s national term contract rates for the 2013/14 financial year and are subject to inflationary uplift.  Costs exclude design, contingency and other project related costs such as legal or land.  The individual surveyed section reports (see Appendix 3) also include estimates for additional measures to enhance the canal such as improvements to access points, bridges or signage.  The total cost for towpath and additional improvements is estimated at just under £5million, with £1.3million in the high priority category (see Section 7 for complete breakdown)

5 METHOD

The borough’s canal towpaths were considered as 37 discrete sections.

 The 35 sections of the Grand Union Canal have been surveyed and presented in order from the Bulls Bridge canal junction (between and Hayes) as far as Rickmansworth, divided where bridges cross the towpath or at locks.  The Paddington Arm was not surveyed in detail for this report. It has had recent enhancement works however a small section of towpath requires resurfacing. This has been earmarked for improvement as part of the Southall Gasworks Development.  The Slough Arm is subject to wider discussions with other local authorities and is considered high priority.

6 ASSESSMENT CRITERIA

6.1 Design Guidance & Standards

Towpaths are multi-functional spaces shared by everyone whether for boating, angling, walking or cycling. They provide an attractive traffic-free experience particularly appealing to enjoyment of leisure time and can attract new and novice cyclists. The Trust has its own Towpath Design Guide which sets out the approach needed for waterways.

Following national consultation on sharing Towpaths in early 2014, the Trust will publish a new Towpath Policy setting out its expectations and approach to managing and improving towpaths for shared use.

Elsewhere, new London Cycling Design Standards (LCDS) were released for consultation in June 2014. The LCDS includes a Cycling Level of Service (CLoS) which enables assessment of the suitability of a route for cycling. The design standards provide guidance to ensure cycle routes are delivered to the following good design outcomes:

The LCDS refers to shared space, although mainly between motorised vehicles, cyclists and pedestrians. The design standards do not adequately analyse the needs of pedestrians and cyclists in off-highway environments, such as parks and canal towpaths.

Similarly, the National Cycle Network - Guidance and Practical Details document produced by Sustrans doesn’t fully consider constraints, limitations and character of towpaths. The minimum width of 2m is not always achievable, for example under bridges. However, 1.8m is often sufficient width for towpaths in areas with medium to low flows.

6.2 Criteria used in this report

The criteria used for this report consider physical condition, levels of use and connectivity to people and places as follows:

The scoring for each of the 10 criteria is explained in more detail in Appendix 2.
