After years of controversy, the nuclear negotiations with Iran were eventually brought to a successful conclusion in Vienna, we celebrated the 20th anniversary of our membership of the European Union (EU) and at the same time, the refugee and migration crisis confronted us with one of the most substantial challenges the EU has experienced since its inception. These and many of the other topics we were faced with last year, made it very clear that reacting to topical events requires a high level of flexibility. At the same time, however, we must not lose sight of our long-term foreign and European policy goals. 1. Refugee and migration crisis Since last spring, the refugee and migration crisis has confronted us with a new and enormous challenge whose impact continues to remain on our agenda. Last year, Austria took in some 90,000 asylum seekers. This is the second highest number of asylum seekers per capita of all European coun- tries. From the very outset, I have cautioned against a policy of uncontrolled admittance, stressing that this cannot be a sustainable option – neither for Austria nor for Europe. Particularly the policy of “waving through” towards Central Europe along the Western Balkans route has put an excessive strain not only on the transit countries but also, and in particular, on the target countries, such as Austria. Right at the beginning of the migration crisis in August 2015, I had called for dealing with this topic at EU level among the Foreign Affairs Ministers. In this context, my

Matthias Scantamburlo (Aston University) Abstract: This article explores the impact of the 2018 South Tyrolean election on the autonomous province’s consociational system of democracy. Implemented to tame centrifugal tendencies between the territory’s language groups (German, Italian and Ladin), this system has since the 1990s been losing its inclusive capacity. While the Italian-speaking electorate has increasingly been underrepresented in the main decision-making processes, the German-speaking intra-ethnic electoral arena experienced the rise of secessionist parties. The article shows that, despite major changes affecting party politics in South Tyrol, the outcome of the 2018 election contributed to restore stability to the consociational system. The present opinion was adopted by the Venice Commission at its 91 st plenary session on 15-16 June 2012. II. The amendment procedure of the Belgian Constitution 4. In the Constitution promulgated on 7 th February 1831 the constituent power created a decentralised and unitary State in Belgium. This form of State existed until 1970 when a gradual and comprehensive State reform started. 1 The present amendment of the Constitution was aimed at opening the way for the sixth stage of the State reform that should also contribute to the solution of the governmental and political crisis of the country.

In his cable, His Highness the Amir said this act, which targeted innocent peo- ple, contravenes all religions and human values, while reiter- ating Kuwait’s sympathy with the Kingdom of Bahrain, and full support to all measures it is taking in order to preserve its security. A Bahraini woman died and three children sustained minor injuries when their car was hit by a bomb blast on Thursday that police said was carried out by “terrorists” in southern Bahrain. Shrapnel hit the car the woman was in, the police said, and security forces were investigating the scene of the attack in the village of East Eker, south of Bahrain’s capital, Manama, according to an Interior Ministry statement. HH the Amir also offered heartfelt condolence to the Bahraini King, government, people and families of the blast victims, wishing those injured in the bombing quick recovery and praying to Allah Almighty to protect Bahrain and its peo- ple from any harm whatsoever.

    L 20/2 EN Offi cial Jour nal of the European Union 24.1.2020 COUNCIL DECISION (EU) 2020/102 of 20 January 2020 appointing the members and alternate members of the Committee of the Regions for the period from 26 January 2020 to 25 January 2025 THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, and in particular Article 300(3) and Article 305 thereof, Having regard to Council Decision (EU) 2019/852 of 21 May 2019 determining the composition of the Committee of the Regions (1), Having regard to the proposals made by each Member State, Whereas: (1) Article 300(3) of the Treaty provides that the Committee of the Regions is to consist of representatives of regional and local bodies who either hold a regional or local authority electoral mandate or are politically accountable to an elected assembly. (2) Article 305 of the Treaty provides for the members of the Committee of the Regions and an equal number of alternate members to be appointed by the Council for a term of five years in accordance with the proposals made by each Member State. (3) As the term of office of the members and alternate members of the Committee of the Regions is due to expire on 25 January 2020, new members and alternate members should be appointed. (4) On 10 December 2019, the Council adopted Decision (EU) 2019/2157 (2). That Decision appointed, for the period from 26 January 2020 to 25 January 2025, the members and alternate members proposed by the Czech, Danish, Estonian, Cypriot, Latvian, Luxembourg, Dutch, Austrian, Romanian, Slovenian, Slovak and Swedish Governments.
