FOREWORD

It is commonly overheard, nonetheless tested, foremost aphorism that failing to plan is planning to fail. Plans matter, but rational and methodical planning is everything. Hence it is imperative for an organization to visibly outline its plans and strategies to accomplish its mandated objectives. In the milieu following the modern certified approach, it is cherishing to reveal that Sindh police, the second largest police department of the country and oldest police establishment of the sub-continent, over the years working proactively, despite the odds, has emerged as a premier law enforcing agency. The Annual plan recounts concept of operations, suggesting unabated capacity building program of its Human resource, essential acquisition of modern gadgets and technology through judicious budgeting, and standardized procedures to unremittingly appraise its working, challenges and prospects vis-à-vis key performance indicators periodically. My gratitude to the Provincial Public Safety Commission and in particular to police officers who prepared the Sindh Police Annual Policing Plan 2019-20. EXECUTIVE SUMMARY Formulation of the annual policing plan is a modern analytical tool to enable the police leadership to objectively analyze the working of Sindh Police in preceding year and to set goals and targets for the coming year. The present Annual policing plan for 2019-20 intends to build upon the successes achieved and consolidate the initiatives taken during last year to promote professional policing in Sindh. The plan contains the objectives of policing in Sind province for year 2020. In this plan, a comprehensive and critical approach has been adopted to highlight ground realities that can actually help policy makers understand the real problems and thus contribute towards the up-gradation of the institution. It aims to review why different departments of Police have not brought desired results. It identifies both operational as well as administrative targets to be achieved during the year and mechanism to secure the set targets while making optimum use of available financial and other resources. Moreover, suggestions from the relevant units have also been summarized that can help improving their performance. The plan has been drawn to reset, review and revise the goals, objectives and targets to meet future challenges. The first part comprises of an assessment of the preceding year while the second part comprises of objectives of the policing, critical analysis of the financial resources available to the Sindh Police and in the end goals/targets set for the year are elaborated. The Sindh Police has started numerous initiatives in the preceding year and has successfully consolidated and institutionalized them. Foremost among them was improving the emergency response and service delivery at police station. During the previous year many steps were taken by IGP Sindh to improve service delivery at Police Station and changing Thana Culture as core objective.221 Reporting Rooms have been established, 36 Complaints centers were created etc. Likewise, Community policing is an important component of policing in modern era. Sindh Police has focused on this aspect and various initiatives have been taken in this regard. The initiatives like Khuli Kachehri, seminars, campaigns, public meetings by officers have borne fruitful results in wining community support, trust and confidence.

Finance and welfare branch is vested with the functions of overseeing the financial management, internal auditing, personnel welfare, centralized procurement, resource management, infrastructure development and estate management of Sindh Police. Sind Police has been allocated the annual budget of Rs. 98 billion. Out of this total, Rs 82 billion (84%) is allocated for Salary Component while Rs. 16 billion (16%) is available for operational requirements. It is evident that the quantum of operational budget is significantly low in relation to the increasing demands of modernizing the infrastructure and inflated exchange rate. A sizeable portion of operational budget was slashed during the F.Y 2018-19 causing adverse impact on the performance of police. It was, therefore, unprecedented that not a single vehicle or arms could be procured during the year and several schemes were left abandoned for want of funds. The core function of police is to fight crime and register FIRs. The policy of free registration of FIRs was adopted and an unprecedented increase of 23% in registration of FIRs was seen. Common people were encouraged to register FIRs and they showed their trust in police by increasing the registration. The increase in registration of FIRs does not mean that the crime was increased rather it is on the contrary. There is overall 7% reduction in the crime and this is due to effective crime fighting, street patrolling, busting of gangs and arrest of POs and Absconders. Sindh Police is performing numerous type of duties with adopting certain objectives in view. Hence objective led policing revolves around the core area of making Sindh province safe and crime free and to fulfill expectations of the community. Sindh Police have strived hard to preserve rule of law. Some other important objectives are to improve public-police relation to create feeling of trust among the members of general public, assistance to the members of the public irrespective of their age, sex, political affiliations, religious beliefs, or their ethnic or social backgrounds, utilization of resources in areas of highest demand based on threat, harm and risk etc. The critical appraisal of the Annual Policing Plan with assessment about snag to achieve the targets and reasons thereof, if any, is also adopted as one of the objectives. Goals are strategically set objectives while outlining expected results and guiding where concerted efforts are needed. Every organization needs goals directed towards their vision. Similarly, The Sindh Police has adopted organizational goals viz.

Purpose of these goals is to provide direction to the policy makers stakeholders including rank and file of the police organization. The Policing Plan highlights not only the goals but also mechanism to achieve the goals setting key performance indicators. In the field of training the most important goal is to enhance Capacity of trainers on modern lines. The mechanism adopted are a) MoU with University is in process to enhance / assist the capacity of trainers on modern lines with the help of experts b) More Instructor Development Courses (IDC by GIZ) will be conducted to enhance the capacity of trainers c) Training of Trainers (ToT) would be conducted to train more trainers for enhancement of professional skills with KPI of number of training courses held and number of officers trained. Likewise in field of Finance the prime goal is of timely provision of regular operational budget to the units of the Sindh Police for smooth conduct of organizational functions. The mechanism adopted is processing the quarterly release of budget in coordination with Home, Finance Department and Govt. of Sindh with KPI of percentage of the operational budget utilized by the units. The research is the most important aspect in which the Sindh Police will invest its resources and the goal is to transform current policing to research-oriented policing and decision making. Sindh Police Research and Study Center (SPRSC) will be established and will serve as the prime agency to lead research on key areas of policing. It will be established with collaboration of well-established research organizations and universities of good repute. It will be measured on the basis of number of research studies conducted on the key issues and challenges of policing in the province. Similarly, a systemized and organized way of complaint redressal mechanism will be adopted. The Goal is to establish Complaint Redressal Mechanism and Protection of Human Right. Its KPI is to fully activate a) IGP Complaint Management System, b) Women Protection Cells, c) Missing Persons Cells and, d) Human Rights Cells. In the field of IT numerous goals have been charted out like a) Computerized Police Record Verification b) Tenants and Employee Registration System c) Public Facilitation System etc. Generally speaking, policing nowadays is becoming an increasingly complex challenge in terms of new crimes, fast pace development of technology and growing

Annual Policing Plan 2019-20 public demands for greater accountability and transparency. Having police that keeps pace with these trends effectively, is a major challenge all societies have to face. According to some, one of the important predictors of effectiveness of police in evolving complex situations is the effectiveness of police leadership. Need for effective police leadership, in countries like , is greater than ever. Police in Pakistan is confronted by serious challenges like high crime rates, widespread organized crime, numerous incidents of terrorism etc. While the police is making a since re-effort to deal with the prevailing law and order situation, a number of factors continue to weaken the efficacy of this endeavor. Therefore, in order to enable the police to perform their legal role to the satisfaction of the society, the police leadership have a crucial role to play. Unless the provincial commanding Officers are selected on merit through a transparent process and given a reasonable tenure with full control over their subordinates, the police cannot optimize its capability to tackle the challenges of modern policing. Operational autonomy with provision of reasonable resources is the key to better policing.

HISTORY OF SINDH POLICE

The modern police structure took its birth in early 19th century and since that time the work is expanding and becoming complex and demanding. A professionally designed policing structure is a basic necessity of the modern day society where police is supposed to be the prime law-enforcing agency to maintain law and order in the society without violating basic human rights. The history of modern day Sindh Police can be traced from The British Rule. The British merchants formed the East India Company in 1600 and established factories in Surat, Calicut and Masaliputam in Bengal during the Mughal Empire era. Sir Charles Napier was highly inspired by the Irish Constabulary model, which according to him was the best-suited policing model for a colonial state like India. The police force organized by Napier was a separate and self-contained force exclusively meant for maintaining public order and prevention and detection of crime. The events in and after 1857 completely transformed the perspective of the liberal and civilized reformists. The checks and controls over police were termed as imperative and compelling necessity in order to effectively suppress the natives and to keep policemen subjugated in order to avoid any future mutiny. Hence it was suggested that judicial and police powers should be placed under the supervision of the district officer. For this purpose, a police commission was constituted on 17th August 1860. The commission, after a series of consultations with all stakeholders and prolonged deliberations, recommended a number of propositions to organize the police in India on uniform basis. On the basis of recommendations of the commission, Sir Bartle Frere, the then Home Member, introduced the bill in the Imperial Legislative Council on 29th September 1860. The bill was passed into a law as Act V of 1861, on 22nd of March 1861 by the Legislative Council. At present Sindh Police is working under The Sindh (Repeal of the Police Act, 1861 and Revival of Police Order, 2002) (Amendment) Act, 2019.

OVERVIEW OF SINDH POLICE ORGANISATION

The Sindh Police is one of the largest organizations of Sindh Government with manpower of more than one hundred thousand. Under the Sindh Police Repeal Act the highest rank of police officer is Inspector General of Police (IGP), who heads the police department in the province, with Additional Inspectors General, Deputy Inspectors General, Senior Superintendents and Assistant/Deputy Superintendents serving directly under him. These subordinate officers supervise police functioning within a clearly demarcated part of the province known as a region, range, district or sub- division. The Central Police Office, Karachi is the provincial headquarter of Sindh Police. It is the place where the system of Sindh Police is planned, administered and observed. CPO has many branches i.e. Establishment, Administration, Operations, Finance, Welfare, Legal, Training, Estate Management Logistics, etc. Each branch is headed by designated officers either DIsG or AIsG with specified functions. The Inspector General of Police, Sindh is the overall in-charge of all these branches other than the field formations such as Regions, Ranges, Districts, Specialized Units etc. The Central Police Office operates as the nervous-system of the provincial police and is responsible for policy formulation, its implementation, revision on the basis of various factors, transfer postings and smooth functioning of the organization. For administrative purposes, Sindh police is divided into various field formations i.e. police posts, police stations, subdivisions, districts, ranges, zones, and regions. At the outset, Sindh Police Field Formations can be categorized into three categories including Karachi region, Hyderabad region and Sukkur region. Karachi region consists of three zones, CIA, traffic police, Security II, Foreigners’ Security Cell and courts security. Each zone, CIA and traffic police is headed by a DIG while districts and security units are headed by SSsP and SsP.

Hyderabad region has three ranges and fifteen districts while Sukkur region comprises of two ranges and eight districts. Ranges are headed by DIGs and districts are headed by SSPs/SPs. Further, there is the Counter Terrorism Department, Investigation Branch, and Special Branch. Some of these units report directly to the IGP while others report to him through the additional inspectors general of police.

2019- AN ASSESSMENT

Sind Police has to its credit numerous achievements in the fields of Operations, Investigation and community service. The periodical assessment is necessary to analyze the successes and shortcomings of the goals and initiatives. This assessment constitutes a feedback for further improvement and constant growth. Some of the performance indicators and achievements and initiatives undertaken during last year(2018-2019) are mentioned as under:

i. 23% increase in registration of FIRs. ii. 7% street in reduction crime. iii. Recruitment of around 2000 police personnel. iv. Promotions of around 5500 police personnel. v. 9% increase in utilization of funds under cost of investigation head. vi. Repair and renovation of 355 buildings including 189 police stations. vii. Hardened terrorists Abdullah Brohiand HafeezPindrani, involved in several suicide blasts in Jacobabad,Shikarpur and Sehwan were neutralized. viii. 3% increase in weapon recovery. ix. Fleet management policy was introduced. x. 25203 accused under Narcotics were arrested while 20806 cases were registered. Record actions against smuggling of Iranian diesel and 4,034,652 KG Gutka/Mainpuri recovered. xi. 54% more proclaimed Offenders and 41% more absconders were arrested.

xii. Mega events like IDEAS 2018, PSL, Annual Tablegi Ijtama, Muharram, West Indies Women and Sri Lankan Cricket teams Visit were handled. xiii. 44% increase in punishments against delinquent police officials. xiv. 310% increase commendation certificates for the better performers. xv. 78% increased cash rewards. xvi. Security of tenure given to officers from DIG to SHO. xvii. Policy of rotation for officers was implemented. xviii. Complaint Cells and Women Protection Cells were established in the province. xix. National Conferences on Investigation and Retreat was held successfully. xx. Special campaigns were started for improving the police performance in various fields. Competitive environment was developed for enhanced performance.

02. School of Investigation

The School of Investigation has been established at PTC Saeedabad & PTS Shahdadpur with following missions: i. To impart Modern Investigation Techniques to the officers in Crime Scene Investigation for preservation of crime scene and evidence collection. ii. To train Police officers in Modern Digital & Cellular Forensics. iii. To impart training to Investigating Officers in Case File Preparation & Case Management in a professional manner. iv. To sensitize Police Officers regarding Human Rights & Special Victim(Women & Children) Investigations

03. School of Intelligence

School of Intelligence is established at PTC Saeedabad Karachi. Intelligence is undoubtedly the key to crime control & counter terrorism. Intelligence staff is trained in modern day techniques of intelligence collection, through both human and technological means. Training areas: i. Surveillance ii. Monitoring iii. 04. School of Public Disorder and Riot Management

School of Public Disorder and Riot Management established at SBB EPTC Razzakabad Karachi in the month of December-2018. This school is designing and delivering lectures on mob psychology and handling techniques. Training areas: i. Mob Psychology ii. Negotiation Skills iii. Stress Management iv. Mob Handling v. Crowd Control Techniques

05. Front Desks, Complaint Management System (CMS) and Police Station Record Management System (PSRMS)

In order to facilitate the applicants at the Police Stations, Front Desks/Reporting Rooms have been established throughout Sindh. These Reporting Rooms are being run by executive staff trained on the software. Police Station Record Management System (PSRMS) has been operational in 600+ Police Stations of Sindh. Presently all FIRs are being entered in the system and corresponding entries into different registers are done electronically by the system itself. The supervisory officers can see status of a specific case and also obtain other information like recovery, witnesses, sureties, case diaries, name of victims, name of accused, name of witnesses, challan date, next date of hearing, gender of victims etc. So far, 100,000 FIRs have been entered into the system from 2018. This system is meant for criminal record management and identification of criminals by using Biometrics, physical appearance and previous crime history. The main features of this system include development of database for digitized finger prints of criminals and identification of their latent and other finger prints through automation. The central database of the fingerprints is integrated with all the districts and other field units of Sindh police so that a criminal of one district can easily be identified in another. So far record of 350000 criminals has been digitized. Moreover, it is further integrated with CRMS of Punjab, Tenant Registration System and Hotel Eye, as a result of which tenants and guests of hotels having criminal record can be identified all over Sindh. A dedicated CRO Rooms are established in each district equipped with the latest Palm Devices and Fiber optic connectivity.

06. Criminals’ Record Management System (CRMS) in Jails

CRO Rooms are also established at jails in Sindh, the objective of the establishing such labs are to enroll 100 % criminals those cannot be enrolled in the district CRO Labs. By this initiative the excellence in the Criminal Data Base will be achieved at the highest level.

i. Digital CRO Lab (Forensic Division) is operational in 02 shifts to automate the manual 10-finger print cards. ii. Likewise, Digital CRO Lab shall be constituted at District level, throughout the province. iii. 167 operators are trained under CRO Application throughout Sindh and Prisons of Sindh. iv. Total 340,528 10-finger print cards have so far been automated. v. Live Matching through CRI interface with central CRO Database.

07. Bio Verisys System One-To-N Practice of using fingerprints as method of identifying individuals has now been evolved as one of the reliable means of identification so far, whether to identify unidentified dead-body(s) or any suspect who is either reluctant to provide his real identity or otherwise. One-to-N is a service developed with collaboration of NADRA, through which unidentified individual can now be identified using his/her fingerprint’s image/latent. In couple of early days of its implementation, around 28 unidentified dead bodies have been identified, whereas, 150 accused persons who were reluctant to prove their identity are identified. Which help-out in disposal of cases accordingly.

08.Video Conferencing System Video conferencing system is fully operational at the 22 offices at provincial and regional headquarters of Sindh Police. All conferences and meetings throughout Sindh with Range Officers including SSPs are held on this system on a notice of few minutes by the IGP Sindh. This system has proved to be highly efficient, time and resource saving. It is further planned to extend the system at district SSP offices for maximum participation of officers without leaving their duty stations.

09.Human Resources Management System (HRMIS) HRMIS system is successfully installed at 132 locations (Sheet Branches). The HRMIS offices are equipped with all essential hardware and connectivity and trained manpower operating the system. Non-Gazetted official data is fully computerized and is being regularly updated. This system would go a long way in the carrier planning and decision making by the supervisory officers as regards to their subordinates. It is also integrated with Police Station Record Management System and Biometric Attendance System. i. Practically running in all Ranges, Districts and Units of Sindh ii. 205 Operators are trained in HRMIS. iii. 132,686 (Active 127,226 and De-active 5,457) Police Personal are entered in HRMIS.

10. Central Complaint Management System This initiative is to provide public facility to the Citizens by creating a one-step Complaint Management System for the general public with the technical support of I.T Branch Sindh Police. Complaint Management System has been developed for registration & tracking of Complaints. i. Complaint registration modes in CMS ii. Complaint registration @ IGP Complain cell. iii. Complaint registration via IGP Complain cell helpline 9110. iv. Complaint registration via SMS short code 9110. v. Online complaint registration & tracking by the general Public via Sindh Police domain (sindhpolice.gov.pk). vi. Complaint registration & tracking at Zones/Range & District Complaint Centers

11. Police Facilitation Centers and Reporting Rooms Police Facilitation Centers and Reporting Rooms are functional in all ranges of Sindh with latest equipment, I.T skilled manpower rendering the following services to facilitate the general public. i. Character verification ii. Tenant Registration iii. Employee Registration iv. Lost & Found (Non Cognizable Reports)

v. Foreigner Registration vi. Legal Advice vii. Women and child Desk (Family Matters) viii. Issuance of Driving Licensing System (Learners) In addition to the extended facility of SMS and NADRA Verification during registration of queries for the general public round the clock.

Achievements: i. Integrated with NADRA and CRO System ii. 219 Reporting Rooms have been established in police stations of Sindh. iii. 10 Facilitation Centers have been established in all ranges of Sindh. iv. 1200 Operators have been trained so far v. 108450 Tenants have been Registered in the System vi. 78506 Employees have been Registered in the System vii. 25060 Character Verifications viii. 284386 Lost Reports ix. 33 CRO Notifications have been received from Tenant and Employee Registration.

12. Hotel Eye Management System (HEMS) HEMS is a web application to log the check-in/ checkout in hotels along with CNIC and personal details of visitors. This system is integrated with NADRA, PSRMS and CRO and if someone having record in aforementioned databases checks in, a notification is sent to police officials who then can take appropriate action. Also, the data base built using this software is very helpful for Police to search any particular record of an individual or a particular area/ Hotel. Features of Hotel Eye: i. NADRA VERISYS of every guest will be done during registration at check-in. ii. Upon Check-in, once guest registration is completed CRO, Fourth Schedule, Pos, FIRs, Sims registered data against the Guest if exists will be invoked as Alert to the Hotel/Guest House as well as Police Office/Station.

Achievements: i. 703 Hotels are working on Hotel Eye System. ii. 1406 Hotel staff has been trained in Hotel Eye System. iii. 857756 guests are registered in Hotel Eye System. iv. 163 Notifications of CRO received in Hotel Eye System v. 22 Suspects are arrested through Hotel Eye System

13. Resource Management System (RMS) Resource Management System is comprehensive software with biometric verification system designed for Sindh Police inventory of Hardware in Warehouses, Clothing Store, Arms and Ammunition Store, Kot items, Furniture, Electrical / General items and IT Equipment. With RMS application, Sindh Police will automate the basics of inventory and the processes involved in issuing items to their recruit/branch offices and how to make them work in its scenario.

14. Welfare Management System The Sindh Police Welfare Fund is providing relief and support to all police personnel of the department. i. Dowry Charges for the marriage of daughters and sons ii. Funeral Charges on passing away of any member, and an additional salary upon retirement. vi. 15. Women Protection Cell (WRC) The crimes which are directed specifically against women and in which only women are the victims are characterized as “Crimes against Women”. The Police department has made the complaint registration process easier and now the complaints can even be registered through webportal.

16.Missing Persons & Unidentified Dead Bodies Missing Person is a web application designed with the directions of court of law to lodge the complaints online. The portal is a complete track of the case of Missing Persons which includes; i. Web Portal for the complainants to view the progress of their complaints. ii. Missing Person Detail iii. Reporting Person Detail iv. Lodging of FIR v. Investigation vi. JIT Report vii. PTF: After the 02 JITs the case will be moved to Provincial Task Force (PTF). viii. Status: Missing/found.

17. Video Surveillance Projects In the year 2008 Karachi Metropolitan Corporation (KMC) installed 168 PTZ cameras at 66 different locations of city. The purpose was to monitor the assets of KMC like Underpasses and overhead bridges etc. In the Year 2010-11 Information Technology Department installed 198 cameras at 40 different locations of Karachi. The cameras are upgraded with 5 Megapixel. The aim was to monitor traffic regulation and monitoring. All cameras are functional and Karachi Traffic Police is effectively utilizing these cameras for Violation Management System.

In the year 2012 Sindh Police installed 774 cameras on 164 different locations of Karachi city. The cameras capacity is 2 Mega Pixels. The aim was to monitor law and order and monitoring of post incident and pre incident events. In the year 2014 Karachi Metropolitan Corporation (KMC) again enhanced the capacity of existing command and control center with installation of more 910 cameras of 3 Mega pixels on 232 locations of Karachi majority covering the industrial areas like Korangi, New Karachi and Site etc. The purpose was to monitor the law and order and assets of KMC and enhance the existing capacity of Control Center of KMC. All Cameras are functional and in working condition. In the year 2015 Karachi Metropolitan Corporation (KMC) again enhanced the capacity of existing Command and Control Center with installation of more 225 cameras of 5 Megapixel on 45 locations of Karachi. The purpose was to monitor the law and order and assets of KMC and enhance the existing capacity of control center of KMC. All Cameras are functional and in working condition. Total No. of Locations all together = 478 No. of Cameras = 2169 On the directives of Supreme Court new 10,000 high resolution cameras at 2000 new locations have been approved by the Government of Sindh to install these cameras in 3 years through a development project.

20. Improvement in field of Investigation Investigation of the criminal cases is one of the priority areas during recent past and efforts have been made to improve this important aspect of policing. Few of them are as follows: i. The investigation branch is made more attractive by prioritizing re- sources and funds allocation to cover the cost incurred on investigation. A detailed SOP for disbursement of cost incurred on investigation with increased allocation of an amount for a particular head of crime is done and it is being redesigned further as per professional requirements. Accountability mechanisms are made strong further.

ii. Training programs for investigators are revamped, as they needed major changes in curricula and style of imparting training to the trainees. Specialization based training is introduced for investigations with refresher courses at regular intervals to update the knowledge. A dedicated ‘School of Investigation’ is established in Karachi and district training schools are established to impart training on investigation officers. iii. Establishment of state-of-the-art forensics facilities at Karachi, Hyderabad and Larkana is done. To make them more effective and credible, the staff is being trained internationally under renowned trainers. iv. Latest equipment donated by partner international agencies like INL (USA), GIZ (Germany), Australian Federal Police (AFP) and DFID (UK) has been put in place. Forensic support is being provided to the investigators on ballistics (IBIS), fingerprint identification (AFIS), questioned documents (VSC-8000) etc. 21. Forensic Developments In the present age, no one can ignore the importance of forensic science in le- gal matters related to criminal justice system. Sindh Government is planning to establish Sindh Forensic Science Agency. Apart from that, Sindh police has its own forensic science laboratories. Till recent years, these laboratories were under developed and ill equipped with shortage of trained staff. Sindh police has assigned special priority to upgrade the forensic facilities across the province and with the help of international partner agencies, succeeded in bringing up the latest machinery and equipment with training of staff. At present, Forensic Science Laboratory of Sindh police in Karachi has some state-of-the-art equipment that is providing assistance to the investigators. These machines include: i. Integrated Ballistics Identification System (IBIS) ii. Automated Fingerprint Identification System (AFIS) iii. VSC 8000 for verification of questioned documents iv. Gas chromatograph In addition to these modern and latest machines, Sindh police has established satellite laboratories in Hyderabad and Larkana, which are functioning in collaboration with the main laboratory and providing basic forensic assistance to the investigators at these locations.

22. Welfare Sindh police has initiated and enhanced the welfare benefits for the serving, retired, deceased and Shaheed police employees. Glimpses of welfare benefits are as follows: i. Benevolent fund for widows of deceased police employees has been raised to Rs. 5,000 per month from Rs. 3,000 per month. ii. Marriage grant, which was Rs. 10,000, is now increased to Rs. 50,000 for two children of a serving police employee or for police employee himself (first marriage). iii. Fully funded scholarship grant for children of serving police employees in public sector universities (those securing at least 65% in Intermediate). iv. Fully funded education scholarship from post primary to intermediate for children of Shaheed police employees. v. Merit rewards for children Rs. 50,000 for first position, Rs. 30,000 for second position and Rs. 20,000 for third position. vi. Medical welfare aid up to Rs. 1 million in case of chronic illness. Full hospital payment in case of bullet injury during encounters or RTA(road traffic accident) while on duty. This payment is made directly to the hospital. vii. Permanent disability Rs. 1 million. viii. Temporary disability Rs. 500,000. ix. Injury compensation Rs. 50,000. x. Retirement grant 1 month last basic salary. xi. Immediate relief (burial) fund Rs. 50,000. 23. Improving Service Delivery at Police Station Improving service delivery at police station is an important task of police organization. Being the basic unit of Police Department, it is of prime importance that public should get response from Police Station. During previous year number of steps were taken by IGP Sindh to improve service delivery at Police Stations, changing Thana Culture as core objective. Few of these are enumerated below;

i. 219 Reporting rooms have been established at police stations. ii. 10 facilitation centers are also working in Sindh to provide various police related services. iii. Tenure of SHO was fixed for one year and it was ensured that no SHO is removed without any reason prematurely.

iv. It was mandatory for an SHO and SDPO to sit in their office and hear public complaints during fixed hours. v. A WhatsApp number 9110 was launched by IGP Sindh for registration of complaints by Public. vi. 36 Complaints centers were established in 30 districts of Sindh.

24. Community Policing

Community policing is an important component of policing in modern era. Sindh Police has focused on this aspect and various initiatives have been taken by IGP Sindh in this regard.

Following steps were taken by Sindh police towards community policing during previous year;

i. During December 2018 a campaign regarding Community Policing was launched in all districts of Sindh. 407 Khuli Katchehris were held during this campaign.192 peace committee meetings were held. ii. 600 Seminars were held in Sindh regarding various policing and social issues. iii. 73 activities were started regarding neighborhood watch. iv. Public meetings by Field Officers is a regular feature of policing in Sindh v. Numerous campaigns for traffic awareness and drug awareness were launched vi. New initiatives of Brave Citizens Reward and Victim Support Program were taken. vii. 125 Brave Citizens have been rewarded so far.

25. Developing SOPs There is a dire need to issue comprehensive operating procedures for various day-to-day functions of police. Presently issued SOPs need to be revised keep- ing in view the ground realities. Few of the priority areas are: i. Cost of investigation. ii. District Assessment Committees iii. Burial of Martyrs iv. Complaint redressal mechanisms. v. Induction and rotation policy for borrowing units of Sindh police.

FINANCIAL RESOURCES 2019-2020: AN ANALYSIS

Finance and welfare branch is vested with the functions of overseeing the financial management, internal auditing, personnel welfare, centralized procurement, resource management, infrastructure development and estate management of Sindh Police.

Sindh Police is allocated with the annual budget of Rs 98 billion. Out of this total, Rs 82 billion (84%) is allocated for Salary Component while Rs 16 billion (16%) is available for operational requirements.

The operational budget of Sindh Police is proportionately distributed amongst the different units and Central Police Office on the basis of estimated requirement. A portion of the allocated operational budget is provided under the IGP Reserve Fund to fulfill the emergent needs of the units and for any infrastructure development. Every effort is made for the transparent, efficient and optimum utilization of funds in the light of financial rules, SPPRA rules and other laws and procedures.

It is evident that the quantum of operational budget is significantly low in relation to the increasing demands of modernizing the infrastructure and inflated exchange rate. During past few years, no significant proportionate rise in budget allocation has been made. Details of budget allocated, utilized and lapse is attached as annexure-“A”.

Besides the above, a sizeable portion of operational budget was slashed during the F.Y 2018-19 causing adverse impact on the performance of police. It was, therefore, unprecedented that not a single vehicle or arms could be procured during the year and several schemes were left abandoned for want of funds. Details of funds utilization during last four years is shared as under:

The empirical evidence suggests that the provision of budget has direct bearing on law and order. The proposed plan to enhance the POL limit of police station vehicles from 15 liters per day to 18 liters per days could not be executed due to reluctance of Finance Department to re-appropriate POL funds from IG’s Reserve fund to the units.

The newly enacted Police Law provides powers of ex-officio secretary to Inspector General of Police. However, this authority is rendered virtually meaningless since most of the policy and operational matters are required to be referred to Home department and/or Finance Department for approval. This includes the powers of re- appropriation of funds.

The building infrastructure of police stations, police lines and other offices is in depleted condition. The allocation of budget under Annual Development Plan (ADP) as percentage of total provincial ADP is one of the lowest in all provinces of Pakistan.

There is dire need to enhance the ADP allocation from existing 889 m to at least 2000 M in order to complete the old schemes where work is ongoing since years. There are 48 on-going schemes some of which are older than 10 years but the work could not be completed due to inadequate allocation for the schemes.

Moreover, 05 new schemes have been approved by P&D Board out of which 02 schemes i.e. Establishment of 259 Reporting Rooms in Police Stations of Interior Sindh and construction of PS Phulji,DistrictDadu are to be executed by Police Department while 01 scheme i.e. Establishments of regional forensic labs one at Mirpurkhas and 02 forensic labs one each at SBA and Sukkur are to be executed by Home Department.

The details of 48 ongoing schemes and 05 new schemes(Budget release and percentage of work at annexure- “B”).

The welfare of police personnel specially the families of martyrs is important to maintain and raise the morale of the force towards meeting challenges of law and order and terrorism. Sindh Police has already taken up the matter of provision of housing schemes, health insurance and educational facilities to the police personnel and their families.

The Constables, Head Constables and Assistant Sub-Inspectors of Sindh Police are working in BS-5, BS-7 and BS-9 while police officers of these ranks in other three provinces are working in BS-7, BS-9 and BS-11 respectively. Sindh Police has taken up the matter of up-gradation of grades of these officers and bringing them in parity with other provinces since long. Delay in deciding the matter of up-gradation is causing demoralization of the police force.
