    HRCP/CHRI 2010 POLICE ORGANISATIONS IN PAKISTAN Human Rights Commission CHRI of Pakistan Commonwealth Human Rights Initiative working for the practical realisation of human rights in the countries of the Commonwealth Human Rights Commission of Pakistan The Human Rights Commission of Pakistan (HRCP) is an independent, non-governmental organisation registered under the law. It is non-political and non-profit-making. Its main office is in Lahore. It started functioning in 1987. The highest organ of HRCP is the general body comprising all members. The general body meets at least once every year. Executive authority of this organisation vests in the Council elected every three years. The Council elects the organisation's office-bearers - Chairperson, a Co-Chairperson, not more than five Vice-Chairpersons, and a Treasurer. No office holder in government or a political party (at national or provincial level) can be an office bearer of HRCP. The Council meets at least twice every year. Besides monitoring human rights violations and seeking redress through public campaigns, lobbying and intervention in courts, HRCP organises seminars, workshops and fact-finding missions. It also issues monthly Jehd-i-Haq in Urdu and an annual report on the state of human rights in the country, both in English and Urdu. The HRCP Secretariat is headed by its Secretary General I. A. Rehman. The main office of the Secretariat is in Lahore and branch offices are in Karachi, Peshawar and Quetta. A Special Task Force is located in Hyderabad (Sindh) and another in Multan (Punjab), HRCP also runs a Centre for Democratic Development in Islamabad and is supported by correspondents and activists across the country.

Short title and commencement.--(1) This Act may be called the Legal Practitioners and Bar Councils Act, 1973. (2) It shall come into force at once. 1[1A. Overriding effect.--The provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force.] 2. At present, Pakistan has a two-pronged structure for legal aid i.e. under the Pakistan Bar Council Free Legal Aid Rules, 1999 and District Legal Empowerment Committee (Constitution & Function) Rules, 2011. While the regulatory framework is present, there remains a strong need for further action amongst the legal community - there is a serious underutilization of funds allocated to institutions and committees responsible for providing legal aid, which in turn demonstrates a lack of will and resolve. The gap left by lack of implementation of the legal aid framework at a government level is to some extent filled by local and international non- governmental organizations, as well as a handful of domestic law firms, which offer legal services to the country’s underserved populations and are engaged in direct representation and broader reform work.     Legal Practitioners & Bar Councils Act, 1973 1 LEGAL PRACTITIONERS AND BAR COUNCILS ACT, 1973 [ACT XXXV OF 1973] An Act to repeal and, with certain modifications, re-enact the law relating to legal practitioners and bar councils The following Act of the National Assembly received the assent of the President on the 22nd February, 1973, and is hereby published for general information: - Whereas it is expedient to repeal and, with certain modifications, re-enact the law relating to Legal Practitioners and Bar Councils and to provide for certain incidental and ancillary matters; It is hereby enacted as follows: - CHAPTER I PRELIMINARY 1. Short title and commencement.--(1) This Act may be called the Legal Practitioners and Bar Councils Act, 1973. (2) It shall come into force at once. 1[1A. Overriding effect.--The provisions of this Act shall have effect notwithstanding anything inconsistent therewith contained in any other law for the time being in force.] 2. Definitions.--ln this Act, unless there is anything repugnant in the subject or context,-- 2[(a) "Advocate" means an advocate entered in any roll under the provisions of this Act;] (b) "Bar Council" means a Bar Council constituted under this Act; (c) "Common roll" means the common roll of advocates of the High Court or, as the case may be, the common roll of other advocates prepared and maintained by the Pakistan Bar Council under this Act; 1.
