Political Music Censorship: Some Remarks on Nazi Music Regula- Tions 1933-1945 URSULA GEISLER Political Music Censorship: Some Remarks on Nazi Music Regula- tions 1933-1945 How music is treated in a society is a relevant marker of how the space of individual freedom is defi ned. Texts dealing with what has been seen as the dangerous potential of music for society can be traced back a long time, with prominent examples since as early as Plato’s Republic.1 The imagination of the existence of “good” and “right” music in contrast to “bad” and “false” music has been used to construct a dichotomy between the Self and the Other in different historical periods.2 This is particularly evident within the framework of dictatorships like National Socialism. In order to secure and affi rm “the moral, spiritual and cultural superiority of the German nation”, music and musicians were extensively exposed to control and censorship measures in the years 1933-1945.3 The present article focuses on political music censorship, which, historically, has of- ten been linked to the institutionalisation of ideological, social, religious and aesthet- i cal principles.4 More specifi cally, the present article deals with the Reich Department for Music Arrangements (Reichsstelle für Musikbearbeitungen; RfM), the music censor- ship institution established by the National Socialists after the beginning of World War II in 1940. The aim is to shed light on how political music censorship was discursively constructed and by which means music censorship was envisioned to support the Pan- German vision of the after-war future. Political music censorship Political music censorship is intertwined with various aspects of a systematized asser- tion of governmental or majority interests. However, as Korpe, Reitov and Cloonan point out, “censorship is a form of cultural protection and intended mass be- havioral [sic] control”.5 Such attempts to control the masses by regulatory music mea- sures have been made throughout history in many countries worldwide. If music is cen- sored by means of institutionalisation within a legal framework, the censorship imple- mentation is suitable for describing the cultural construction of the society’s legitimacy. It can therefore be relevant to focus on specifi c historical periods known for totalitarian structures that affected individuals’ possibilities of choice in everyday life to an extreme degree. As a politically extremist government that built on mythological and racial discourses of culturally superiority, the Nazi regime, which held power from 1933 to 1945, put specifi c focus on establishing ways to control artists and the arts in general. Nazi music censorship As Friedrich Geiger has shown in his comparative work on the persecution of com- posers, both the Nazi and the Stalinist regime were rooted in an aesthetic concept of dominion. The different art forms – music, poetry, literature, architecture and fi lm – were referred to by Geiger as “assistant arts” in the construction of a political Gesamt- kunstwerk. Music, with its potential to organise people into a collective mass, was seen as especially suitable for achieving this target,6 making this art form an especially im- portant element in the political discourse and preservation of power. To support their attempt to establish an aestheticized political order, the National Socialists sought to build on historic references and to continue the 19th century’s functionalization of music. The intense debates on the political and societal tasks of music from the 1920s onwards also laid the groundwork for an expanded positioning of music at all levels for the period 1933–1945.7 On the one hand, music life – of a highly controlled and specifi c type – fl ourished under direct support from the Nazi regime, and expanded into many areas. Examples include the Hitler Youth music ceremonies, classical and choral music education and the Wagnerfestivals in Bayreuth. On the other hand, certain music and musicians were banned and discriminated against on ideological grounds. The construction of racial dichotomies was combined with aesthetic and cul- tural values, as well as stereotypes regarding artistic potential. Special attention will be given to the elements of institutionalisation and language. Institutionalisation Although much has been written about the overall function of music in the racist ideology and propaganda of the National Socialists, little has been written about the concrete execution of the music censorship laws and principles that were enforced by specialized institutions under the leadership of the Reich Propaganda Ministry (Reichsministerium für Volksaufklärung und Propaganda; RMVP).8 Nazi music censorship laws and orders were implemented both by the culture di- vision (Kulturabteilung) and the music division (Musikabteilung) of the RMVP, as well as by the Reich Music Chamber (Reichsmusikkammer; RMK).9 Established in 1933, the RMK was conceptualized as a superior organisational structure for professional music life in Germany. From a structural standpoint, the RMK established specifi c offi ces for composers, musicians, concert life, music education, choir and folk music, music pub- lishing, instrument makers and so on. These offi ces were placed at the centre of music control, and were connected as partners to working commissions, ministries, music organisations, and other associations within the Reich. However, although ambitious, the RMK could not keep up with this ambition in practice. It then comes as no surprise that Germany often figures prominently in these new accounts. If nothing else, its responsibility for World War I, World War II and the Holocaust assures its villainous presence in most every retrospective on offer. That Germany alone experienced all of the modern forms of government in one compressed century – from constitutional monarchy, democratic socialism, fascism, Western liberalism to Soviet-style communism -- has also made it a favorite object lesson about the so-called Age of Extremes. Moreover, the enduring international influence of Weimar culture, feminism and the women’s movement, social democracy, post-1945 economic recovery, West German liberalism, environmental politics and most recently pacifism have also occasioned serious reconsideration of the contemporary relevance of the 20th century German past. Little wonder that several commentators have gone so far as to christen the “short twentieth century” between 1914 and 1989 as really the “German century,” to the extent that German history is commonly held as emblematic of Europe’s 20th century more generally.1 Acknowledging Germany’s central role in 20th century life has hardly made things easy for historians, however.

Frederiksen, Department of Germanic Studies This study represents a unique examination of the convergence of constructs of Blackness and racism in twenty-first century novels and films by white Germans and Austrians in order to demonstrate how these texts broaden discourses of Vergangenheitsbewältigung. The increased prominence of minority voices demanding recognition of their national identity within Nazi successor states has transformed white German perceptions of “Germanness” and of these nations’ relationships to their turbulent pasts. I analyze how authors and directors employ constructs of Blackness within fictional texts to interrogate the dynamics of historical and contemporary racisms. Acknowledging that discourses of ‘race’ are taboo, I analyze how authors and directors avoid this forbidden discourse by drawing comparisons between constructs of American Blackness and German and Austrian historical encounters with ‘race’. This study employs cultural studies’ understanding of ‘race’ and Blackness as constructs created across discourses. Following the example of Toni Morrison’s Playing in the Dark (1992), my textual analyses show how these constructs create a “playground for the imagination” in which authors confront modern German racism. My study begins with a brief history of German-African American encounters, emphasizing the role American Blackness played during pivotal moments of German national identity formation. The subsequent chapters are divided thematically, each one comprised of textual analyses that explore discourses integral to Vergangenheitsbewältigung. The third chapter examines articulations of violence and racism in two films, Oskar Roehler’s Lulu & Jimi (2008) and Michael Schorr’s Schultze gets the blues (2008), to explore possibilities of familial reconciliation despite historical guilt.

The opera is one of several works that Strauss composed between 1933 and 1945, when the National Socialists were in power in Germany. Owing to Strauss’s formal involvement with the Third Reich, his artistic and political activities during this period have invited much scrutiny. The context of the opera’s premiere in 1938, just as Germany’s aggressive stance in Europe intensified, has encouraged a range of assessments regarding its preoccupation with war and peace. The opera’s defenders read its dramatic and musical components via lenses of pacifism and resistance to Nazi ideology. Others simply dismiss the opera as platitudinous. Eschewing a strict political stance as an interpretive guide, this thesis instead explores the means by which Strauss pursued more ambiguous and multidimensional levels of meaning in the opera. Specifically, I highlight the ways he infused the dramaturgical and musical landscapes of Friedenstag with burlesque elements. These malleable instances of irony open the opera up to a variety of fresh and fascinating interpretations, illustrating how Friedenstag remains a lynchpin for judiciously appraising Strauss’s artistic and political legacy.

The German musicologist was not being collared by militant extremists in a dark pub. He was visiting the Australian War Memorial in Canberra. There is an exhibit of a Royal Air Force bomber plane with an interactive button to simulate bombing Berlin. "It's like an adventure toy," Dumling recalls. "It felt very strange to be prompted to drop bombs on Berlin. I didn't." Instead, he wrote a book. Vanished Musicians: Jewish Refugees in Australia has just been published by the Bohlau Verlag in Germany. It contains many shocking revelations about a largely forgotten side of Australia's cultural past. Questioning the way history is presented is one of Dumling's chief preoccupations. He was in Canberra to sift through the National Archives, looking into what really happened to Jewish musicians whose flight from Nazi terror brought them to Australia. Today, it is tempting to imagine Australia as a safe haven, where the unjustly persecuted could begin again. The reality was different. Australia was not eager to accept Jewish immigrants. At the Evian Conference of 1938, Australia's trade and customs minister Thomas White, pleading against large-scale Jewish immigration, declared that "as we have no real racial problem, we are not desirous of importing one".

    ICH SITZE UND SCHAUE AUS: GENESIS, EVOLUTION, AND INTERPRETATION OF K.A. HARTMANN’S FIRST SYMPHONY by DAVID ALLEN CHAPMAN, JR. (Under the Direction of David Haas) ABSTRACT This thesis seeks to identify the personal forces that motivated the composition of the Karl Amadeus Hartmann’s Symphony no. 1, Versuch eines Requiems, and how these may inform an interpretation of the Symphony today. These issues include the influences that led to Hartmann’s unique style in the 1930s, the politics of the work’s would-be reception in the early years of the Nazi Regime, and the post-war changes in the composer’s own interpretation of the work. The final chapter proposes an interpretive reading of the work as a dramatic monologue by the Allmutter, personified by the alto singer, and who mourns the loss of “her sons, her daughters” in a great and oppressive “misery” – an obvious comment on the cruelty and destruction of the Third Reich. The untexted theme and variations movement is seen as a meaningful gesture of identification with those oppressed by the Regime.
