Under the First Responders-Comprehensive Addition and Recovery Act (FR-CARA) Cooperative Agreement, Arizona Center for Rural Health (AzCRH), ADHS, and Arizona Peace Officer Standards and Training Board (AZ-POST) partnered together to train first responders to identify and respond to an opioid overdose, as well as provide Narcan.. This report provides a brief summary of the current data on the opioid crisis in Arizona, Narcan distributed, and first responder agencies trained.

The Northern Arizona EMS region includes Apache, Coconino, Navajo, and Yavapai counties. Opioid/ opiates contributing to death are illustrated in Map 1, Chart 1 and Table 1, as reported by Arizona Department of Health Services (ADHS) in 2017.

Chart 1. Opioids/Opiates Contributing to Death in the Northern Arizona Region 2010 to 2017 First Responders Trained

Agencies that have been trained under FR-CARA are listed on Map 2 and in Table 2 below. Fiscal Year 1, 2017 to 2018 (FY1) and Fiscal Year 2, 2018 to 2019 (FY2) project data are combined as the majority of FY 1 was dedicated to program planning, hiring, and other start-up activities. FY 3 data covers activities from October 2019 to May 2020.

Northern Arizona First Responders Trained from the Uniform Data FY1 and FY2 System, using data from the Apache County Coconino County Health Resources and Services None Flagstaff Ranch Fire District Administration. Agencies that received Narcan kits under FR-CARA are listed in Chart 2 and in Table 3 below. Chart 2. Narcan Kits Distributed Chart 2 displays total Narcan distributed statewide and Narcan kits distributed to the Northern Arizona EMS region. Between FY1 and FY3 (through May 2020), a total of 1,118 have been distributed to Northern Arizona first responders. This represents 21% of Narcan distributed statewide.
