On 19 October 1950, the defendants were 1iven the followin1 sentences by the Criminal Division of the Land1ericht Hambour1: Kuhr, 3 months' imprhonment; Thomas, a fine of DM.900. No. 573 Seizure at London on 7 Septeaber 1950. Supplementary report com• municated by the Governaent of the United Kin1dom on 29 November 1950. (1762/Add'.1) 1(a), Hashish: 25 kl• 798 1r. 2. Further examination of the dru1 in question showed that it did not consist of hemp plant tops, as had been assumed, but of the extracted resin, or hashish, compressed in small canvas sacks, as commonly found in the Middle East. There were alto1ether 78 such sacks which were wrapped in pairs in cellophane and fastened with strips of brown adhesive paper. Each sack bore a blue ink stamp on both sides, depictin1 a steamer, and an island with palm trees, to1ether with an Arabic inscription, which has been translated as "KEF-EN-NIL" or "PLEASURE OF THE NILE". The nature of the drua stron1lY su1aeats that it was not destined for the United Kin1dom where the hemp user is not accustomed to hashish, but for some other market. Coutoules is the proprietor of a cafe in Alexandria and as such would hardly have ai1ned on as a pantry-boy at £9 (U.S.A. $25.20) a month without some other financial inducement, from which it seems clear that he was actively en1a1ed in the traffic.

PART II

A. REPORT ON THE DISCOVERY OF AN ILLICIT LABORATORY FOR THE MANUFACTURE OF NARCOTIC DROOS

No. 595 Discovery of an illicit laboratory in Guadalajara on 11 Karch 1949. Information contained in the Annual Report of the Government of Mexico for 1949. (E/NR.1949/38) 1(a). Opium: 4 kilogrammes 2. This laboratory, the property of a woman named Carmen Nunez Reza, was discovered as the result of a very careful investigation on the part of the Federal Judicial Police and the Narcotics Inspectors of the Ministry of Health and Welfare, who worked on the case for three months. About 4 kilo- grammes of opium in an aqueous solution were found being treated in the lab- oratory, which was used for the illicit production of alkaloid derivatives of opium. Carmen Nunez was arrested in flagrante delicto together with an ac- complice named Juan Valdes Ham. The woman admitted liability but refused to give any information respecting her contacts.- The Federal Judicial Police are continuing the investigation.

B. NEW CASES

1. Raw Opium

No. 596 Seizure at Vienna on 29 July 1950. Report communicated by the Government of Austria on 31 October 1950. (E/1806) 1(a). Raw opium: 930 grammes 2. The above-mentioned opium had been received by Franz Grahser, a night watchman, from a Yugoslav citizen before 1938 as security for a debt. After 1947, his wife, Laura Grahser, handed over the opium to one Stefanie Fuchs for sale on a commission basis. The buyer was a G.erman named Richard Dymaryk. Hans Friedrich, another German citizen, Wilhelm Friedrich Hoepfner, and Anna Cech acteq as brokers in the case. The origin of the opium is unknown. 3. The case is still pending.

No. 665a Seizure at Kantara East on 25 August 1949. Report communicated by the Government of Egypt on 12 November 1950. (1863) 1(a). Opium: 13 kg. 710 gr. (Hashish: 16 kg. 745 gr.) 2. For further details, see Case No. 665.

No. 644a Seizure near Kantara West, on 26 June 1950. Report communicated by the Government of Egypt on 23 November 1950. ( 1853) 1( a). Opium: 37 kg. 330 gr. (Hashish: 38 kg. 480 gr.) 2. For Further details, see Case No. 664.

No. 597 Seizures in the interior of Egypt from November 1949 to July 1950 inclusive. Report communicated by the Government of Egypt on 20 November 1950. ( 1851) This report gives, among others, the following seizures involving a total quantity of opium as follows: O~oium: 30 kg. 575.8 gr. (Hashish: 89 kg. 346, 8 gr.) (Heroin: 0. 2 gramme)

A. Seizure in a motor car on 23 . 1(a), Opium: 23 kg. S68 gr. (Hashish: 17 kK. 334 1r.) 3. On 4 November 1950 the Summary Court, Assiut, sentenced Hafez Halaka Kolta to two years' imprisonment and to a fine of £E. 200 (U.S.A. $574.40).

B. Seizure at Ismailia on 20 March 1950. 1(a). Opium: 62 grammes (Hashish: 62 kilo&rammes) 2. For further details, see case No. 662 C.

C. Seizure at Kantara on 22 March 1950. 1( a). Opium: 2 kg. 800 gr. (Hashish: 610 grammes) 3. On 31 May 1950 the Summary Court, Port Said, sentenced Guindieh Hassan Atayetalla to one year's imprisonment and to a fine of £E. 200 (U.S.A ~ $574.40).

E. Seizure in a railway train on 10 April 1950. 1(a). Opium: 110 grammes (Hashish: 1 kg. 903 gr.) 2. For further details, see Case No. 662 F.

F. Seizure at Sinbellawin on 22 May 1950. 1(a). Opium: 600 grammes (Hashish: 2 kg. 810 gr.) 2. For further details, see Case No. 662 M.

G.. Seizure at Alexandria on 1 June 1950. 1(a). Opium: 1 1ramme (Heroin: 0.2 gramme) 3. On 8 October 1950 El Sayed Abdel Aziz Shaker, alia• El Sayed Bomba, was sentenced by the Drugs Summary Court, Alexandria, to two years' imprisonment and to a fine of £E. 400 (U.S.A. $1,148.80),

B. Seizure in a railway train on 24 June 1950. 1(a). Opium: 1 kg. 234 gr. (Hashish: 633 grammes) 3. On 4 November 1950 Ismail Mohd. Farghali was sentenced by the Summary Court, Assiut, to one year's imprisonment and to a fine of £E. 200 (U.S.A. $574.40).

I. Seizure in a railway train on 5 July 1950. 1(a), Opium 1 kg. 340 gr. 3. On 31 August 1950 Ali Mohd. Abdellah Amira was sentenced by the Summary Court, Assiut, to one year's imprisonment and to a fine of £E. 200 (U.S.A. $574.40).

J, Seizure in an omnibus on 29 July 1950. 1(a). Opium: 560 grammes (Hashish: 3 kg. 455 gr.) 2. For further details, see Case No. 662 T.

No. 598 Seizure on ·the West Bank of the Suez Canal on 2 July 1950. Report communicated by the Government of Egypt on 18 November 1950. (1854) 1(a). Opium: 20 kg. 425 gr. 2. While patrolling his beat at Ktla 37 on the West Bank of the Suez Cana.l, a policeman of the &antara Coast&uards section saw a person crossin1 the canal from east to west. He lay in wait and, on the arrival of the man, fired warning shots and arrested him. The man, one Ghanem Mohd, Salem, was searched, and two water skins containing the above-mentioned opium were found in his possession. On interrogation Ghanem Mohd. Salem admitted that he had been approached ~ a certain person to take the contraband across the canal for a reward of one oke (1 kg. 250 gr.) of the opium. He stated furthermore that the opium was handed over to him at Roumana in the Sinai Desert. 3. On 6 August 1950 the Summary Court, Port Said, sentenced Ghanem Mohd. Salem to imprisonment for two years and to a fine of ~E. 400 (U.S.A. $1,148.80).

No. 599 Seizures in tne FederationofMalaya during July and August 1950. Report communicated by the Government of the on 31 October 1950. (1807) This report gives, among others, the following seizures in- volving a total quantity of opium as follows: Opium~ 5 kg. 405.9 gr.

A. Seizure at lpoh on 31 July 1950. 1(a). Opium: 3 kg. 628.8 gr. 3. Cheng Teo Koh, who was implicated in this seizure, was sentenced to solitary imprisonment for four months.

B. Seizure at Prai on 9 August 1950. 1(a). Raw opium: 1 kg. 171.8 gr. 2. The above-mentioned opium was found on board the railway ferry. A woman named Choo Chee was arrested in connexion with this seizure. 3. Her trial is pending.

C. Seizure at Kuala Lumpur on 19 August 1950. ·1(a). Opium: 605.3 grammes 3. Kuar Hock He,g, who had been given bail of $500 (U.S.A. $163.50), absconded.

No. 600 Seizures in the Federation of Malaya during September 1950~ Re~ort communicated by the Government of the United Kingdom on 6 D~cember 1950. (1847) This report gives, among others, the following seizures in- volving a total quantity of opium as follows: Opium: 20 kg. 578.7 gr.

A. Seizure at Alor Gajah, Malacca, on 17 July 1950~ 1(a). Raw opium: 907.2 grammes 3. A woman named Low Thiam Neo was bound over' for one year in connexion with this seizure.

B. Seizure at Pontian, Johore, on 3 September 1950. 1(a). Opium: .6 kg. 652.8 gr.•

2. A certain Loh Si Kiang was arrested in connexion with this seizure. 3. Trial is pending.

C. Seizure at Johore Bahru on 19 September 1950. 1(a). Opium: 6 kg. 48 gr. 2. Two men named Cheng Boon Teng and Ch'ng Bang San were arrested in connexion with this seizure. 3. Trial is pending.

D. Seizure at Johore Bahru on 27 September 1950. 1( a). Opium: 4 kg. 838.4 gr. 2. A certain Chan Siew was arrested in connexion with this seizure. 3. Trial is pending.

E. Seizure at Prai, P.W., on 1 September 1950. 1(a). Raw opium: 1 kg. 417.5 gr. 2. The above-mentioned opium was found on the railway ferry and a woman named Wong Ah Choy was arrested in connxion with this seizure. 3. Wong Ah Choy was &entenced to imprisonment for nine months.

F. Seizure at Kuala Lumpur on 20 September 1950. 1(a). Opium: 714.8 grammes 2. A certain Tay Yam Peng was arrested in connexion with this seizure. 3. Trial is pending.

No. 601 Seizures in the United States Zone of Germany during 1949. Information contained in the Annual Report for the United States Zone of Germany for 1949. (E/NR.1949/33) This report gives, among others, the following seizures in- volving a total quantity of opium as follows: Opium: 5 ki 1 ogrammes (Morphine: 20 grammes) (Morphine hydrochloride, 0.02:469 ampoules)

A. Seizure at Munich on 28 June 1949. 1(a). Opium: 3 kilogrammes (Morphine: 20 grammes) 2. A student named Klaus Kloth attempted to sell these drugs in the black market. early part of 1947 from the chemical factory of his late father-in-law, Dr. Friedrich Heise, in Berlin-Karlshorst, Russian Sector. The drugs bore the label of the firm in question.

B. Seizure at Hersfeld/Hesse on 25 October 1949. 1(a), Crude opium: 2 kilogrammes (Morphine hydrochloride, 0~02:469 ampoules) 2. Information was received by the police that a labourer named Paul Schrader was bringing in narcotic drugs from German army stocks in the Russian zone to people in the United States Zone who were selling them in the black market. A man named Fritz Budesheim was found to be the leader of the gang, and he and 9 accomplices were arrested. The drugs came from the Potash mine in Dippach-Berka, Thueringen, Russian Zone, which had been used by the German army as a :drug depot until the end of the war.

No. 602 Seizure at riong Kong on 11 September 1950. Report communicated by the Government ~f the United Kingdom on 27 November 1950. (1825) 1(a). Raw opium: 19 kg. 391.4 gr. 2. Acting on information received, the Police followed a motor car to a house on Bonham Strand East. When the car stopped, a certain Kuk Yan Shan got out carrying the above opium wrapped in a parcel. He, together with the driver, Leung Wai Hon, were arrested and taken to the Police Station The origin of the opium is unknown. 3. On 18 September 1950 Kuk Yan Shan was sentenced to pay a fine of $10,800 (U.S.A. $1,750) or, in default of payment, to imprisonment with hard labour for 12 months. Leung Wai Ron was discharged owing to lack of evidence.

No. 603 Seizure at Hong Kong on 20 September 1950. Report communicated by the Government of the United Kingdom on 27 November 1950. (1826) 1(a). Raw opium: 32 kg. 130 gr. 3. A certain Wan Lam Fonc was sentenced to a fine of $10,000 (U.S.A. $1,750) or, in default of payment, to hard labour for 12 months. The defendant was unable to pay the fine.

The above-mentioned opium and other articles were found in a cubicle in a house on Hill Road. A woman named Cheng Lai Kam was arrested in eonnexion with this seisure. 3. Cheng Lai Kam was sentenced to three months' hard labour and a fine of $2,500 (U.S.A. $437,50) or, in default of payment, to imprisonment for 3 additional months.

A detective and police party raided. No. SO Lower Lascar Row, 1st Floor, front cubicle, and seized the above-mentioned opium. They arrested a woman named Pun Mei Lan. The origin of the opium is unknown. 3. Pun Mei Lan was sentenced to imprisonment with hard labour for 3 months and to a fine of $10,000 (U.S.A. $1,750), or, in default of payment, to imprisonment for an additional 12 months.

Raw opium: 2 kg. 268 gr. 2. The above-mentioned opium was found at ToJo Harbour on board Junk No 83ST coming from the adjacent Chinese territory. Ho Pak, the owner of the junk, was arrested. The above-mentioned opium was found in the possession of one NakuJ Ch. Mannah, a boat repairman from Howrah, as he alighted from a rickshaw at the river bank south of outramghat for the purpose of boarding a dinghy. The opium, which was in the form of four slabs, averaged 9.3% of anhydrous morphine. The origin of the opium is unknown. 3. The opium, which had been packed in a rubber sheet, was analysed as containing 9.9% of anhydrous morphine. The origin of the opium is unknown.

No. 611 Seizure at Calcutta on 28 July 1950. Report communicated by the Government of India on 18 December 1950. ( 1861) 1 (a) • Opium: 131 • 2 gramme s 2. The above-mentioned opium was found in the carpenter's cabin on board the British steamship Goose Point bound for Adelaide, Australia. The analysis of the opium showed that it contained 8.3% anhydrous morphine. The origin of the opium is unknown. It had been wrapped first in dry leaf and then with brown paper.

No. 612 Seizure at Dum Dum Airport, Calcutta, on 17 September 1950. Report communicated by the Government of India on 18 December 1950. (1862) 1(a). Opium: 17.5 grammes 2. The above-mentioned opium was found in the possession of a certain Abdul Motlab who was 1oing to Chittagong by the Orient plane No. AP· ABA. The origin of the opium is unknown. This opium was found in two packages tied around the thighs of a cook named Lie Hing who was employed aboard the Dutch motor vessel Armilla coming from Salgon, lndo•. No. 614 Seizure at Pontianak, Borneo, on 11 July 1950. Report communicated by the Government of the United States of Indonesia on 21 November 1950. (1817) 1(a), Raw opium: 6 kilogrammes 2. A Customs officer on duty at 4 : 30 a.m. saw a package being lowered from a porthole of the Dutch motor vessel Toboali (Royal Packet Navigation Co.) which was lying in the Kapoeas River. The package was received by two men who had been waitin1 nearby in a sampan. When the offic•r bailed the sampan, the men threw the package into the water and propelled the sampan towards the middle of the river. 9 Summary of illicit transactions and seizures November - December 1950

Two other Customs officers jumped into the river and not only seized the package but also overtook the sampan. The two men identified themselves as Heng Lau Yem and Heng Liang Mauw and admitted that they had asked a crew- member of the Toboali whose name they did not know, to buy opium for them in Singapore. When the vessel's crew had been assembled, they indicated a certain Tang Chiok Hai, 4.0 years old, as the man who had delivered the opium. The latter denied the charge but was arrested; later, however, he had to be released for lack of evidence. The Toboali had come from Singapore and had not called at any other port. The origin of the opium remained unknown. 3. Judicial proceedings were pending.

No. 615 Seizure at Singapore, on 21 August 1950. Report communicated by the Government of the United Kingdom on 9 November 1950. (1813) 1(a), Raw opium: 48 kg. 761 gr. 2. This opium was found hidden in a lubricating storage tank in the after diesel flat of the British Steamship Charles MacLeod (L.S.T. Administrative Unit, Puloe Brani) coming from Hong Kong .and Singapore. The opium had been wrapped in ten packag~s none of which bore any identifying marks or labels. It was probably of Chinese origin. Efforts to trace the owner or owners were unsucessful.

No. 616 Seizure at Singapore, on 21 August 1950. Report communicated by the Government of the United Kingdom on 9 November 1950. (1812) 1(a). Raw opium: 47 kg. 173.5 gr. 2. This opium had been concealed in the tunnel-shaft and cofferdam in the stokehold of the Norwegian Steamship Tonjer (Barretto Shipping & Trading Co., Ltd.) coming from Hong Kong. The seizure consisted of 48 packages of a "Chik Ike" brand of opium, 385 packages of the Chinese Goddess brand and 146 packages of the "Flying TiKer" brand. Although the owner or owners of the opium could not be traced, it was known that the drug had originated in China.

The above-mentioned opium was found in the home of a certain Young Yee alias Henry Aleong. The sticks were wrapped in white paper which, however, bore no indication as to the origin of the drug. 3. The above-mentioned opium was found on a bus travelling between Adana and Gaziantep. It was of Turkish origin, though it bore no label. A certain Ismail Dagli was arre~ted in connexion with this seizure.

No. 620 Seizure at Gaziantep on 5 August 1950. Report communicated by the Government of Turkey on 13 November 1950. (1839) 1(a), Raw opium; 47 kg. 500 gr. 2. Acting on information received, Turkish Customs officials searched the house of Mehmet Askar and found the above-mentioned raw opium. Askar was an immigrant from Aleppo, Syria. The opium, which had originated in Malatya, Turkey, had been transported to Gaziantep by truck in .containers with other commercial goods, such as fats and molasses. The containers were generally empty gasoline cans.

The above-mentioned opium, which was wrapped in grease-proof paper, was found partly floating in the dock, and partly amongst oil pipes near the dock. Prepared opium: 900 gra~es 2. This opium was found in the possession of a 22-year-old Hokkien Chinese named Jong Kim Moy, who was living in Djakarta. He had boarded the Dutch motor vessel TjitjalenAka (Koninklijke Java-China-Paketvarrt Lijnen N.V.) coming from Hong Kong, and a Customs officer had searched him as he left. The prepared opium had then been found in his pockets. He told officers that he had obtained the opium from a Chinese crew- member whose name he did not know and who could not be located. The drug bore a label with a picture of smoking factories and an airplane, together with Chinese characters which may be translated as "Trade Mark Airplane". The prepared opium had originated in Hong Kong. 3. Judicial proceedings were pending.

No. 632 Seizure at Liverpool England, ~n 29 August 1950. Report No. 204 communicated by the Government of the United Kingdom on 16 November 1950. (1814) 1(a). Prepared opium: 850.5 grammes 2. This opium had been hidden in two pieces of wood which had been hollowed out and then joined together so skillfully that they appeared to be one block of wood. A certain Yew Tak Wing, alias Fong Cheong, 42-year- old ship's carpenter, was arrested in connexion with this seizure; he admitted to narcotics officers that he had purchased the opium in Calcutta for about 40 rupees (U.S.A. $9.36). Yew Tak Wing had been employed aboard the Indian steamship Indian NaviAator (Stoep & Leighton Ltd.,) coming from Calcutta, India; Colombo, Ceylon; and Aden. Yew Tak Wing said that he had purchased the opium for his own use. 3. Yew Tak Wing was sentenced to a fine of £25 (U.S.A. $70.) or, in default of payment, to additional confinement for three months and to an interpreter's fee of £2.2 (U.S.A. $5.90). The fine and cost were paid.

No. 633 Seizure in Sal&burg on 9 S~ptember 1950. Report communicated by the Government of Austria on 31 October 1950. (1806) 1(s). Morphine: 1 kilogramme 2. On 30 August 1950 , a certain Walter Schmolling, an alleged chemist, handed over the above-mentioned morphine to a German named Andreas Hoelzl in his apartment in Ramsau. The latter was supposed to give the morphine to a dealer in Salzburg in the RFriedlbraeu" inn. For this transaction, Hoelzl was to receive D.M. 500 (U.S.A. $119. ). Allegedly, Schmolling told Hoelzl that he w~uld be able to obtain a further 15 kilogrammes of morphine from Cuxhaven, The morphine presumably was of German origin. 3. The case is still pending,

4. Heroin

No. 634 Sei~ure at Montreal, Quebec, on 2 August 1950. Report No. 227 commu- nicated by the Government of Canada on 15 December 1950. (1855) 1(a). Heroin: approximately .04 gramme 2. A Montreal citi~en observed Charles Cody,* a 22-year-old labourer, acting in a furtive manner. After further observation he was seen to bury a small object behind a fence. After he departed the citi~en in question retrie·ved the object which turned out to be a rubber container holding heroin capsules and surrendered them to the police. The latter, thereupon, placed Cody under arrest. Cody, a known narcotics peddler, had been active in distribution in the east end of Montreal, his source of supply allegedly being Jack Nadeau of the "Nadeau" syndicate. On several occasions he had been shadowed and accosted by Royal Canadian Mounted Police officers but without result. 3. On 26 October 1950, Cody was sentenced to imprisonment for five years and to a fine of $200 (U.S.A. $185.85) or, in default of payment, to additional three months in jail.

No. 635 Sei~ure at Montreal, Quebec, on 25 September 1950. Report No. 226 communicated by the Government of Canada on 27 November 1950. (1836) l(a). Heroin: 113.4 grammes (Mor~hine: 85.1 grammes) (Cocaine: 14.2 grammes) 2. Police were advised that a Jamaican named Joseph Edward Morgan was trying to dispose of a large quantity of narcotics. Arrangements were therefore made for an undercover officer to meet Morgan and a taxi driver named Harry Dash in order to make a purchase. The meeting took place and arrangements were made for the actual_ sale to take place at Morgan~• rooms. At the time fixed police officers moved in and arrested the two men who later implicated Maurice Beaulieu, a merchant seaman, on board the steamship Montclair, who had brought the narcotics over from Italy and Greece. Beaulieu made the following statement to the police covering the origin of the narcotics and the part he played in the affair: ''I the undersigned, voluntarily state before witnesses after being warned by Cst. E.R. Robitaille, a member of the Royal Canadian Mounted Police this 7th day of November 1950 who tells me, "You need not say anything. You have nothing to hope from any promise or favour and nothing to fear from any threat whether or not you say anything. Anything you do say may be used as evidence at your trial."

•To the best of my knowledge about the middle of the month of April, 1950 I met Joseph MORGAN, on the ship S.S. MONTCLAIR, while he was selling clothes. At that time I was indebted, and MORGAN and I discussed different ways of making money. During our discussion we mentioned "DOPE" but I cannot recall whether it was MORGAN or I who mentioned "DOPE" first, I had heard that a lot of money could be made in the drugs traffic, without thinking that it was as serious as it is. I asked MORGAN if he knew any contacts for the sale of drugs. He answered me that he could easily get rid of them, and if I could get some I would not be stuck with them. During our first voyage of 1950 after the discussion with MORGAN, I bought about 20 granmesofCOCAINE for $145.00 (U.S.A. $131.80) in Turkey from an unknown man. On my return to Montreal on ·this voyage, I gave the COCAINE to MORGAN for the sale of same, with an .understanding with him that he was to get 20% of the profit. The COCAINE which I gave to MORGAN was apparently tested by him and by his contacts, and I was informed that it was no good. I do not recall whether or not this COCAINE was destroyed or not. Outing this same trip I bought some COCAINE in Italy, at NAPOLI from an unknown man. This purchase was for 20 grammes and I paid about $50.00 (U.S.A. $145.45) plus a watch for it. I gave this COCAINE to MORGAN also and the same contact tested it and said it was good COCAINE. This contact did not buy it and I never received any money for it, and MORGAN kept it. At the beginning of the month of July, 1950 I left again on a trip aboard the S.S. MONTCLAIR. During this trip I bought about 115 grammes of Heroin for $400.00 (U.S.A. $363.65) from Andre NIFORATOS, 138 Rue NOTARA, PIRAEUS GREECE, the latter told me that this Heroin came from Athens, Greece where same was manufactured and he could any quantity. I also bought some MORPHINE during this trip. It weighed about87 grammes, and I paid $150.00 (U.S.A. $136.35) for same. This purchase was made through the help of Mazza FRANCISCO, via FORIA No. 280, NAPOLI, ITALY. On my return, at the beginning of September 1950, as I had MORGAN's telephone number, I contacted him by speaking to his wife. This same night that I phoned MORGAN came and met me on the ship. I told him that I had brought HEROIN & MORPHINE with me that I had acquired during my trip. We discussed the sale of the drugs. A few days later I put the drugs in my pocket and ]eft the ship. I do not recall exactly the meetings and the transactions that I made with MORGAN and HARRY DASH, but one thing certain is that a few days before the departure of the MONTCLAIR I gave the HEROIN and the MORPHINE to Jos. MORGAN. The latter never paid me for these drugs. As for HARRY DASH I wish to state that it was he who drove MORGAN and me when we tried to sell the drugs, and that he was aware of our affair. The same night thet I gave the drugs to MORGAN, we went to the home of Harry DASH on Ste. Royal Canadian Mounted Police officers were advised that Henri Collette, a 35-year-old carnival worker, was peddling narcotics in a downtown area. Observation was maintained, and he was accosted and found in possession of the above heroin. This was Collette's first narcotic offence. , 3. Information was received by the Royal Canadian Mounted Police officers that Harvey Lebofsky, a 22-year-old salesman, wa~ acting as the "street connexion" for the Chernick Syndicate in Toronto. Great difficulty was encountered in establishing Lebofsky's headquarters. However, his address was finally located; entry was made after observation; and Lebofsky was arrested in posse~sion of the above-mentioned heroin. 3. Royal Canadian Mounted Police officers in Toronto were advised that narcotics were being peddled in a certain area of the city. Observation was maintained, and Frank Sauer, a 35-year-old tailor, together with another well-known addict, was accosted and searched. He was seized on attempting to escape and the above heroin found in his possession. 3. On 3 October 1950, Sauer was sentenced to imprisonment for two years and to a fine of $300 (U.S.A. $272.75) or, in default of payment, to a further three months' imprisonment. This sentence was awarded in view of his long criminal record and a previous narcotic conviction.

No. 640 Seizure at Toronto, Ontario, on 30 October 1950. Report No. 225 communicated by the Government of Canad.a on 27 November 1950. (1835) 1(a). Heroin: 4.1 grammes 2. Information was received on 29 October that Robert James Henry Jack, a 26-year-oJd labourer., was offering heroin in tablet form for sale and, in fact, had asked the informer to assist him in making such a sale. Arrangements were therefore made to have the informer meet Jack with a view to making a purchase. When the two men met, they were searched by officers of the Royal Canadian Mounted Police and a vial of heroin was found in Jack's possession. A further quantity of heroin was found when his room was searched. 3. On 7 November 1950, Jack was sentenced to imprisonment for 2~ years and to a fine of $200 (U.S.A. $189.88) or, in default of payment, to an additional 2 months imprisonment.

A 48-year-o]d labourer named Thomas Nicholl was found in possession of the above-mentioned heroin. Nicholl has a non-narcotic crimina] record dating back to 1928. 3. On 7 November 1950 Nicholl, in view of his record, was sentenced to imprisonment for two years and to a fine of $300 (U.S.A. $284.82), or, in default of payment, to imprisonment for a further 3 months.

No. 642 Seizure at Vancouver, British Columbia, on 5 to 9 September 1950. Report No. 221 communicated by the Government of Canada on 21 No- vember 1950. (1821) l(a). Heroin: 0.6 gramme 2. On 11 August 1950, a 27-year-old laborer named Kenneth J. Burns, was released from the Penitentiary after serving a 2~ year term for a narcotic offense in Toronto. A few days later, he went to Vancouver where he joined two of his brothers who had also just been released from prison. Kenneth Burns himself has a criminal record dating back ·to 1942 s.ince which time three narcotic convictions were registered against him. In Vancouver, he immediately. recommenced narcotic peddling and on 1 September 1950 was arrested after selling narcotics to an undercover officer of the Royal Canadian Mounted Police. He was released on bail but on 7 September 1950, sold narcotics again to the same police officer. On 27 September, Burns was arrested for the second offence; his rooms were searched; and the above- mentioned heroin was found in his possession. 3. On 6 October 1950, Burns was sentenced on possession charges to imprisonment with hard labor for three years and fined $200 (U.S.A. $181.82) or, in default of payment, sentenced t~ additional impri~onment f~r two months. On 11 October 1950, he was sentenced on possession charges to im- prisonment with hard labor for five years and fined $200 or, in default of payment, sentenced to additional imprisonment for two months. On a selling charge, Burns was sentenced to imprisonment for fiv~ years, to a fine of $200 or, in default of payment, to additional imprisonment for two months. All three sentences are to run concurrently.

An undercover officer of the Royal Mounted Police was able to make three purchases of heroin during September. On 14 September, officers of the Vancouver =ity police found George Sorenson, a 37-year-old shoemaker, in a hotel room, and on searching his apartment, found the above-mentioned drug. 3. On 12 October 1950, Sorenson was sentenced on selling charges to imprisonment for five years and to a fine of $200 (U.S.A. $181.82) or, in default of payment, to imprisonment for a further two months. On possession charges, he was sentenced to imprisonment for three years, concurrent ~ith the first sentence, and to a fine of $200 or·, in default of payment, to imprison- ment for a further two months.

Abdel Halim was arrested on suspicion at the railway station by a Coastguard detective, while he was trying to catch the train to Cairo. On being searched, the above hashish was found in his possession in a shoe-black box. On being questioned, the boy said that a certain person had given him the hashish to keep until he met him on the train, when he would take it back against payment. While two Coastguardsmen were patrolling their beat on the west bank of the Suez Canal, they caught sight of several people swimming across the canal from east to west. They lay in wait for them among herbs growing near the canal and then surprised them by firing warning shots. The smugglers gave up and the Coastguards managed to arrest three of them, each of whom, on being searched, was found to possess a water skin. A fourth water skin was picked up from the water. These water skins were found, on examina- tion, to contain the above-menlioned contraband. On being questioned the three men, who turned out to be Selim Salem Abdulla, Salem Massed Selim and Hammad Eid Awwad, stated they had been hired to take the drugs across the canal for the amount of £E. 73 per oke (U.S.A. $206.06 per 1 kg. 250 gr.), and that the fourth water skin belonged to one Awwad Eid, who managed to escape and who could not be traced. The source of the hashish is suspected to be Syria or the Lebanon, and that of the opium Turkey. 3. On 30 July 1950 the Summary Court, Port Said, sentenced Selim Salem Abdulla, Salem Messed Selim and Hammad Eid Awwad to imprisonment for two years and to a fine of £E. 400 (U.S.A. $1, 148.80) each. Awwad Eid was sentenc- ed by default to imprisonment for three years and to a fine of £E. 600 (U.S.A. $1,723. 20).

2. Information was received in the Kantara Police District that a large quantity of narcotics would be smuggled by a bedouin across the desert by camel via the Om Khodeir road leading to Kantara East, where somebody would be wai~ing near the cemetery to receive the drugs. A force was therefore sent out to watch the road and arrest the smugglers en fla11rant de-lit. On 25 August the members of this force were able to accost the bedouin at the entrance of the town and to seize the camel he was leading. On searching both the camel and the driver the above-mentioned contraband was fo~nd inside the saddle of the camel. The bedouin, one Salman Ghoneim Amira, acknowledged ownership of the drugs and stated that he had intended handing them over to another man who, however, could not be traced. The hashish is suspected to originate in Syria or the Lebanon, the opium in Turkey. 3. The High Criminal Court, Kantara, sent-enced Salman Ghoneim Amira to imprisonment for eighteen months and to a fine of £E. 300 (U.S.A. $861. 60).

No. 666 Seizure at Kantara East on 23 November 1949. Report communicated by the Government of Egypt on 11 November 1950. (1864) l(a). Hashish: 33 kg. 550 gr. 2. While on patrol in the Sinai Desert members of the Royal Frontier Crops became suspicious of the footprints of two people proceeding from the desert to Kantara East. They foll&wed the footprints for one kilo- meter and overtook and arrested the two people in question. These two, Salama Ali Salem and Salama Allawi Salem, were carrying sacks containing the above-mentioned hashish. However, they denied all knowledge of the drugs. The origin of the hashish is suspected to be Syria or the Lebanon. 3. The High Criminal Court, Kantara, sentenced Salama Allawi Salem to imprisonment for two years and to a fine of £E. 400 (U.S.A. $1,148.80). The other man was acquitted.

No. 667 Seizure at Tlapacho1apa, Mochitlan Municipality, Guerrero State, on 14 October 1950, Report communicated by the Oov~rnment of Mexico on 8 November 1950. (1824) 1(a). Indian hemp plants: 10 tons 2. On 14 October 1950, cannabis indica L. plants, having a total w~ight of 10 tons and worth approximately, if sold, one million pesos (U.S.A. $115,600) were destroyed. No arrest could be made but the Judicial Federal Police are taking all n~cessary measures to apprehend those responsible for the cultivation of the plants.

Four men were arrested in connexion with this seizure: Jamai1 Kelekgyi, M. Ali Caylik, Hatice Gayleh, Hayrettin Gayleh. No. 674 Seizu~e at London, England, on 16 September 1950. Report No.205 communicated by the Government of the United Kingdom on 16 November 1950. ( 1815) l(a). Indian hemp: 623.7 grammes 2. This hemp was discovered behind a projection inside an engine-room ventilator, aboard the British Steamship Salween (P. Henderson_ & Co.) coming from Bassein and Rangoon, Burma; Aden; Port Sudan, Anglo- Egyptian Sudan; and Port Said, Egypt. The ownership of the drug could not be established; it may, however, have been secreted aboard the vessel by the Abdul Rahman who was already named in a previous seizure•. Since there were no identifying marks and labels, the origin of the hemp remained unknown.

No. 675 Sei~ure at Vancouver, British Columbia, on 8 May 1950. Report No.220 communicated by the Government of Canada on 21 November 1950. (1820) 2. Albert J. Rea, having no fixed oc~upation, who has a criminal record extending back to 1932 which included 3 previous convictions for nar- cotic offences, was known by the police to be trafficking again in narcotics. A number of known addicts were seen entering and leaving his hotel room, which was kept under observation, and when Rea himself left the hotel, he was taken in charge. Addict paraphernalia was found in his possession. 3. On 18 October 1950, Rea was sentenced to imprisonment for two years and to a fine of $200 (U.S.A. $181.82), or, in de'fatilt of payment, . to an additional .30 days' imprisonment.

No. 676 Seizure at Vancouver, British Columbia, on 14 October 1950. Report No.228 communicated by the Government of Canada on 15 December 1950. ( 1856) 2. A 35-y~ar-old housekeeper named Lucille Salmon was implicated in this seizure. Enquiries at drug stores by Royal Canadian Mounted Police offieers, during the period from 11 May to 11 October 1950, showed that this woman had secured by misrepresentation thirty prescriptions from several physicians for demerol in various forms. Her residence was then searched and sufficient evidence found to warrant her arrest. 3. On 7 November 1950 Lucille Salmon was sentenced to imprison- ment for one year and to a fine of $200 (U.S.·A. $185.85) or, in default of payment, to an additional two months' confinement.

No. 677 Theft at Yaound~. French Cameroons, in October 1949. Report communi- cated by the Government of France on 12 August 1950. (1808) 1(b), Do1osal: 2,600 tablets 2. The above Dolosal tablets were removed from a wooden case which , according to the advice note of the Colonial Service at Marseilles, should have contained SO containers of 100 tablets each and 50 boxes of 5 am- poules each. The case was despatched on the steamship Canada leaving Marseilles on 4 October and arriving at Douala on 23 October. On arrival the case was stored in a rlepot of the local Chamber of Commerce, whence it was sent on to the local transportation service. It was then taken to Yaounde by train with various other parcels destined for the Central Pharmacy stores, arriving with other parcels of medicines on 19 November . When it was opened in the presence of the Chief Transportation Officer, it was found that 26 containers of Dolosal were missing. The ensuing investigation showed that 24 had disappeared before the case was sent by the Chamber of Commerce to the local transportation service of Douala, anrl that the other 2 containers disapp•ared between the d•- parture from the stores of the Chamber of Commerce and the arrival at the station of Yaounde. The theft of the 24 containers coul~ have taken place either in the stores of the Chamber of Commerce at Douala, on board the steam- shi? Canada, or ~uring the lading at Marseilles.

No. 678 Seizures in the United States Zone of Germany during 1949. Tnforma- tion contained in the Annual Report for the United States Zone of Germany for 1949. (E/ NR.1949/33) This report gives, among others, the following seizures in- volving a total quantity of co~eine as follows: Codeine : 13 kg. 965 gr. Strophantirt: 1 kilogramme

A. Seizure at Munich on 12 December 1949. l(a). Codeine : 6 kg. 465 gr. 2. The above-mentioned codeine w•s ordered by a drug manufacturer from Messrs. Forke l and Werner in Hamburg, for which he p~id DM 6,454 (U.S.A. $1,500). He sold 2 kg. 465 gr. through a merchant in Munich, and the remaining 4 kilogrammes were purchased by' a pharmacist in the same city for DM 2,080 (U. S.A. $500). This codeine thus returned to the licit trade.

B. Seizure at ~eindenheim on 4 October 1949. 1(a) . Codeine : 1 kg. 380 gr. 2. The above codeine was sold by a merchant named Hans Goethe to another merchant named Bullinger. The latter, in turn, gave the codeine to an engineer, Hans Preuss, as security for a loan. As the loan was not repaid, Preuss sold the codeine to a drug wholesaler in Stuttgart.

C. Seizure at Munich on 18 . 1(a). Codeine: 5 kg. 500 gr. Strophantin: 1 kilogramme 2. Four black marketeers were arrested at the home of an engineer named Rolf Barz while attempting to sell the above-mentioned drugs. A doctor in Augsburg was implicaterl also in this case. The codeine came from Messrs. Forkel and Werner in ~amburg, the strophantin from the Merck factory in Darmstadt. 3. The accused was sentenced to pay a fine of DM 500 (U. S.A. $119) or, in default of payment, to 15 days imprisonment.

D. Seizure at Stuttgart on 4 February 1949. 1(a). Codeine: 620 grammes 2. Acting on information received, a merchant named Karl Reinhardt was arrested by the police for illicit trafficking. Reinhardt had purchased the above-mentioned codeine from wholesalers on the strength of a certificate issued by a pharmacist, and was attempting to sell the drug in the black market. The pharmacist in question was also arrested.
