Most of the reports in this series show the estimated total United States population together with separate estimates for the farm population, specified dates. Estimates for the United States noninstitutional farm population are shown by age, race, sex, and broad age groups. Estimates of the farm population 14 years old and over are shown for: employment status by sex, race, and region of residence; agricultural and nonagricultural employment by class of worker, sex, race, and region of residence; and persons employed in agriculture by farm-nonfarm residence and sex. The correspondence of two commissioners of the Department of Finance and Administration is represented in this collection. The commissioners were Edward J. Boling and Harlan Mathews. Edward J. Boling served from February, 1959 through August, 1961. Harlan Mathews was appointed commissioner in September of 1961. These records reflect the various activities connected with the administration of financial and budgetary matters of the Executive branch. Original order was maintained during processing. These records were transferred to the archives in good condition in 1983. The original size of the collection was about eight cubic feet but was reduced to seven cubic feet by the elimination of duplicate copies and extraneous material. The collection was microfilmed and all documents were destroyed. There are no restrictions to access. SCOPE AND CONTENT Record Group 272, Department of Finance and Administration, Correspondence, spans the period 1959 through 1962, although the bulk of the collection is concentrated within the period 1959 through 1961. The collection consists of seven cubic feet of material that has been microfilmed and the originals were destroyed. The original order of this collection was maintained during processing. The arrangement of this collection is chronological for the period of 1959 through 1960. The remainder of the collection is chronological, then alphabetical by topics.

    United States Department of Agriculture Readings in the Soil Conservation Service History of the Soil Conservation Service Economics and Social Sciences Division, NHQ Historical Notes Number 1 Introduction The articles in this volume relate in one way or another to the history of the Soil Conservation Service. Collectively, the articles do not constitute a comprehensive history of SCS, but do give some sense of the breadth and diversity of SCS's missions and operations. They range from articles published in scholarly journals to items such as "Soil Conservation: A Historical Note," which has been distributed internally as a means of briefly explaining the administrative and legislative history of SCS. To answer reference requests I have made reprints of the published articles and periodically made copies of some of the unpublished items. Having the materials together in a volume is a very convenient way to satisfy these requests in a timely manner. Also, since some of these articles were distributed to SCS field offices, many new employees have joined the Service. I wanted to take the opportunity to reach them. SCS employees are the main audience. We have produced this volume in the rather unadorned and inexpensive manner so that we can distribute the volume widely and have it available for training sessions and other purposes. Also we can readily add articles in the future. If anyone should wish to quote or cite any of the published articles, please use the citations provided at the beginning of the article. For other articles please cite this publication. Steven Phillips, a graduate student in history at Georgetown University and a 1992 summer intern here with SCS, converted the articles to this uniform format, and is hereby thanked for his very professional efforts.

EDWARDS CORRESPONDENCE 1959-1965 SERIES 11 Introduction: The Edwards Presidential Records consist of the following series: Series 11 Correspondence 1959-1965 Series 12 Correspondence 1966-1970 Series 13 Correspondence 1971-1976 Series 14 Speeches and Writings 1956-1979 Biographical note: Robert Cook Edwards was born 25 March 1914 in Fountain Inn, South Carolina, the son of John T. and Effie Cook Edwards. Edwards entered Clemson College as a freshman at age 15 and graduated in 1933 with a Bachelor of Science degree in textile engineering. His career in textile management began as supervisor of the quality control laboratory of the Dunean Mill, a division of J. P. Stevens and Company, in Greenville. Later he worked as plant manager for the Charles B. Thoms Company, Red Springs, North Carolina, and as plant superintendent at Aberfoyle, Inc., Norfolk, Virginia. Although Edwards interrupted his career in textiles to enter active service in the United States Army in 1942 (Edwards rose to the rank of major), he resumed his work in textiles in 1946, first as treasurer and then as general manager of the Abbeville Group of Deering-Milliken Mills. In 1956 Edwards returned to Clemson College as Vice-President for Development. At once, he became an active participant in the legal struggle with the Army Corps of Engineers concerning the inundation of Clemson College lands brought on by the construction of Hartwell Dam. The outcome of the litigation resulted in the recovery of several hundred acres of Clemson land. In 1958, on the death of President Poole, the Board of Trustees named Edwards Acting President, and in April 1959 the Board elected him President.
