McIntosh 2004 The hand-woven textiles of the Phuthai ethnic group continue to represent Phuthai identity but also reflect exposure to foreign elements such as through trade and changes in the regional political power. If one asks a Phuthai woman what is Phuthai dress, she will answer, sin mii lae suea lap lai, or a skirt decorated with weft ikat technique and a fitted blouse of indigo dyed cotton, decorated with hand-woven, patterned red silk. Despite the use of synthetic dyes readily available in the local markets, many women still grow indigo and cotton, and indigo-stained hands and the repetitious sounds of weaving are still found in Phuthai villages. This paper focuses on the Phuthai living in Savannakhet Province, Laos, but they are also found in Khammuan, Bolikhamsay, and Salavan provinces of Laos as well as in Thailand and Vietnam.1 Contemporary refers to textile production in the last thirty years but particularly in the last ten years after the liberalization of the Lao government policies and the return of private business and tourism after the 1980s.

The typhoon caused severe damage and losses to the basic infrastructure, especially to productive areas, the irrigation system, roads and bridges, hospitals, and schools. Further, the typhoon disrupted the local people’s livelihoods, assets and properties. The poor and vulnerable groups of people are most affected by the typhoon. Without immediate recovery efforts, its consequences will gravely compromise the development efforts undertaken so far by the government, seriously set back economic dynamism, and further jeopardise the already very precarious situation in some of the provinces that were hard hit by the typhoon. A Joint Damage, Losses and Needs Assessment (JDLNA) was undertaken, with field visit to the four most affected provinces from 25th July to 5th August 2011.

The survey was to implement one of the activities of the annual operation plan 2019 supported by the health security project and funded by the Asian Development Bank (ADB). The overall objectives of the survey were to have the information about the operation and the capacity of the border checkpoints in meeting the core capacity of the International Health Regulation for the public health emergency operation. General Background Attapeu watershed is located in the Southern part of Lao PDR. This watershed is covered in 2 provinces as the whole of Attapeu province and a small part of Champassack provinces (the Plateau Boloven). There are about 900 Kilometres from Vientiane Municipality and 180 kilometres from Pakse. Access to those 4 villages differs from one to another village due to the selection criteria for the RRA survey in order to cover the main ethnic minorities in the watershed area. It is found easy access to 2 villages of Champassack province (Boloven Plateau) for both seasons and very difficult to get to other 2 villages of Attapeu province, especially during raining season. The purpose of this survey is to describe the existing agroecosystems within the watershed area as the relationship to the use of forest resource by human population. In addition, Attapeu watershed is one of the shortlist watersheds priorities in Lao PDR. In the Attapeu watershed 4 villages were studied and detailed information of demographic survey in different ethnic villages as Nha Heune, Alak, Laven and Chung. The number of villages depends on the time available for this survey and the difficulty in access within this area, and the time spending at each village also depends on the size of the village. All 4 villages were selected by the survey team together with the local authorities of both provinces as Champassack and Attapeu.
