    Regime Renewal in Laos: The Tenth Congress of the Lao People’s Revolutionary Party Soulatha Sayalath and Simon Creak Introduction The year 2016 was a crucial one in Laos. According to an established five-yearly cycle, the year was punctuated by a series of key political events, foremost among them the Tenth Congress of the ruling Lao People’s Revolutionary Party (LPRP). As on past occasions, the Tenth Party Congress took stock of the country’s political and economic performance over the previous five years and adopted the country’s next five-year National Socio-Economic Development Plan. Most importantly, it also elected the new Party Central Committee (PCC), the party’s main decision-making body, together with the Politburo, PCC Secretariat and secretary-general. The congress was followed in March by elections for the National Assembly, which henceforth approved party nominations for the president and prime minister, who in turn appointed a new cabinet. Throughout this process, Laos occupied the chair of the Association of Southeast Asian Nations (ASEAN), just its second time in the role, and in September played host to US President Barack Obama, the first sitting president to visit the country, when he joined the East Asia Summit. While all these events were important, most consequential was the process of party renewal that culminated with the congress. Given the LPRP’s grip on political power and the control its leaders exercise over Laos’ rich reserves of natural resources—the main source of the country’s rapid economic growth since the early 2000s—LPRP congresses represent critical moments of leadership renewal and transition.

    Challenging Hongsa Resettlement and Livelihoods The First Mine-Mouth Power Plant Project in Lao PDR S. Phusuwan, S. Xayalath, L. Pongpa-ngan Hongsa Mine-Mouth Power Plant Project, Xayaboury, Lao PDR Introduction: Hongsa Power Company (HPC) has been implementing a resettlement and livelihoods program since late 2009 through land acquisition, compensation, resettlement site development, physical relocation, grievance redress, and livelihoods restoration. Implementation will be carried out until the target income is achieved in 2022. Hongsa project comprises a lignite-fired power plant, a lignite mine, a limestone mine, and supporting infrastructures, for the total capacity 1,878 MWs. The Power Plant will use approximately 14.3 million tones of lignite per year. Construction of Power Plant has commenced since late 2010, and its Commercial Operation Date is targeted in mid 2015. Although land acquisition, compensation and physical relocation are completed, the journey of livelihoods restoration, health surveillance, and social cohesion is a continuous process and may well be future challenges. Why is the Project Important? Lao PDR is committed to full integration in the Association of South East Asian Nations (ASEAN) by 2015 and aims to remove itself from the list of least developed countries by 2020. Lao DPR also aims to transform itself to "the Battery of ASEAN". As a key step in achievement of this goal, GOL plans to build hydropower and mining coal power plants to sell electricity to Asian neighbors, and Hongsa Project is one of them and is the first coal-fired power plant. Hongsa Project is located in a-67.37 km2 Concession Area (CA) comprising three components: (1) Power Plant component consisting of development of a-1,878 MW coal-fired power plant; (2) Coal Mining component; and (3) Limestone Quarry component.

The typhoon caused severe damage and losses to the basic infrastructure, especially to productive areas, the irrigation system, roads and bridges, hospitals, and schools. Further, the typhoon disrupted the local people’s livelihoods, assets and properties. The poor and vulnerable groups of people are most affected by the typhoon. Without immediate recovery efforts, its consequences will gravely compromise the development efforts undertaken so far by the government, seriously set back economic dynamism, and further jeopardise the already very precarious situation in some of the provinces that were hard hit by the typhoon.
