Overview

“The best way to find yourself is in the service of others.”

This quote by Mahatma Gandhi aptly captures and defines the efforts and commitment demonstrated by our Rural Development Fellows (RDFs) consistently for over a year now. Despite the extremely difficult climate conditions, with places like Nandurbar reaching peak at 43 degree Celcius, the Fellows continued to strive towards their vision of transforming rural Maharashtra.

Water conservation efforts across the state intensified in anticipation of the upcoming monsoons. We are extremely proud of the successful implementation of JalYukt Shivar - a Govt. of Maharashtra’s flagship scheme aimed at improving the state of conservation and making the state drought-free - across all our districts which face water otherwise.

The month, on May 1, started with Maha Shramdaan, a people-led and driven state-wide movement towards the work.

May 1 marks an important day for our Fellows, with the Gram Sabhas being organized where they presented their Village Development Plans (VDPs). This step sets the developmental agenda for the upcoming year and is very critical to our Fellows’ work. Some places like Belgaon, Gadchiroli even witnessed a historic event, with the villagers and the Panchayat members spending close to 20-hours - a 3-days Gram Sabha session - ensuring the best possible plans for the village, thereby strengthening a grassroots democratic process, which is at the core of our work at VSTF.

Other activities which saw continued progress include Rang De Maharashtra (VSTF’s initiative to paint 350 schools and anganwadis), construction of houses under the Pradhan Mantri Awas Yojana, greater access to LPG gas connections through the implementation of 4 Maharashtra Village Social Transformation Foundation

Pradhan Mantri Ujjwala Yojana to name a few. Medical camps - general, eye and dental - were also set up in many villages to promote health and well-being and to provide aid to the village populace.

CEO visit update

The VSTF team, led by our CEO Mr. Ramnath Subramanian, continued their state-wide visits of villages to take note of the progress so far, meet with all the stakeholders and help define the next steps. This month, they visited villages across 6 districts –  Raigad  Aurangabad  Wardha  Chandrapur  Gadchiroli  Yavatmal

The visits entailed reviewing Village Development Plans and the proposed activities and fund utilization under the 14th Finance Commision funds and the VSTF gap fund. The field visits, including interactive sessions with the villagers and local administration, helped the team and the Fellows identify key problem areas and plan ways to address them.

The team has also found opportunities for greater convergence of efforts between the Government and our Lead Development Partners for better impact. Projects such as access to clean , creating market linkages and skill development partnerships are some of the key ideas that the VSTF team will be exploring over the next few months.

The Fellows were also visibly motivated and inspired through the engagement and have further strengthened their commitments towards VSTF’s mission to transform villages.

Action points:

 Housing There are beneficiaries in Category D category across various districts that have been omitted from the 2011 Census and hence are ineligible to avail benefits from PMAY VSTF fellows have identified 10-15 beneficiaries living in Kachha Housing from each village that are priority cases to be provided with house as per PMAY. Tata Trusts has shown keen interest in providing Pucca houses for category-D beneficiaries. VSTF to converge initiatives of Tata Trusts, Habitat for Humanity and JSW.

 Connectivity Tribal region like Dharni, Amaravati and Nandurbar are in desperate need for mobile and network connectivity. Crucial aspects like education, health and nutrition to benefit from it. VSTF has also reached out to partner Reliance Jio to explore installation of Jio towers.

 Health: To address area severely affected by malnutrition, in addition to traditional superstitious beliefs around seeking medical help. VSTF has solicited support from Nutrition and Health Advisor from NITI Aayog, Shri Raj Bhandari who will be visiting Amravati in the next week. VSTF fellows have planned an awareness drive with support of the District Administration

 Banking services: Inadequate branches and staff to service banking requirement of the villagers. VSTF has reached out to Bank of Maharashtra to share these concerns. VSTF has also engaged with partner Axis Bank and Ratnakar Bank to explore if additional Branches can be started in the tribal region. Other things like mobile ATMs have also been discussed with banks to be made available for easy cash withdrawal.

 Employment opportunity for 10000 rural youth as Contractors of Maharashtra Metro: Considering the lack of employment opportunities for rural youth, VSTF CEO highlighted the requirement of 10000 skilled/semi-skilled and unskilled laborers. VSTF will soon arrange an employment drive to give livelihood to as many rural youths as possible.

 Capacity building for 7000 farmers: To support the farmers under the group farming scheme of Govt. of Maharashtra, VSTF has engaged Bharat Vikas Group (BVG) for capacity building and training of 7000 farmers. Along with training BVG will be providing seeds, organic fertilizers and pesticides. For marginal farmers VSTF has partnered with Sakal who will train farmers on grading, crop selection depending upon quality and water availability.

 Division wise Conclave for all Sarpanchs, Gram sevaks: In order to gain a grassroots momentum for implementation of projects, it is envisioned that a conclave be conducted to align the activities of Sarpanchs & Gram Sevaks across all VSTF villages.

 Empowering Self Help Groups: With the help of District Collectors, MSRLM and MAVIM, VSTF has agreed to set up enterprises focusing on one theme. Raigad is about to be LED manufacturing hub, Yavatmal is aiming to double its milk production and set up milk processing units. Similarly, and back yard poultry training is also being provided to women and thereby helping farmers in terms of cash flow.

About CAIM: CAIM (Convergence of Agriculture Interventions in Maharashtra) was set up in order to contribute to the development of resilient production, sustainable and diversified households, on-farm and off-farm livelihoods, allowing households to face production and market risks without falling back into poverty and distress.

CAIM and VSTF have partnered to foster greater convergence and impact in agriculture- based interventions in the state.

 On the occasion of Maharashtra Day, Shramdan for water conservation works along with Gram sabhas were organized in various Gram Panchayats. New VDPs were for financial year 2018- 2019 were presented in front of the Gram Sabha and were approved by them along with the District Administration.

 A rural electrification drive is being implemented across all Gram Panchayats of Amravati. Additional transformers, new street lamp post and new house hold connections were distributed through Deen Dayal Upadhyaya Gram Jyoti Yojana.

 Awareness camps about Contact farming, BD compost and medicinal pa were organized by our fellows in various Gram Panchayats for self-help groups and Joint liability groups.

 Vaccination camps were organized with the help of the Health department in Gram Panchayat Wani. Our Fellows continually follow up with the concerned departments and ensure that vaccines and medicines are provided on a regular basis.

 With help of CAIM, various livestock were distributed across all villages in Teosa Block. These animals are playing important role in increasing the farmers’ income, in addition to the farm output.

 Works of Mukhya Mantri Gramin Peyjal Yojana was started in Berdabalda Gram Panchyat of Dharni Block. Under this scheme, new wells and piper water connections will be provided to Berdabalda village.

 On the occasion of Maharashtra Day, Gram sabhas were organized in all Gram Panchayats across the district. Village development plans were presented, which were later was approved by District Administration and the Gram Sabha. An eye checkup camp was organized in Chikani Gram Panchayat. Around 100 patients were examined in this checkup camp out of which 11 were referred to the District hospital for cataract surgeries and spectacles were distributed to 25 people.

 Under the Swacha Bharat Mission, Toilets and soak pits are under construction. Sheli Gram Panchayat has succeeded in constructing 100% toilets with soak pits.

 Works of Jal Yukt Shivar and Water cup are in progress in all our Gram Panchayat of Yavatmal District. More than 1.5 lakh rupees were contributed by villagers for desilting of river in Sawleshar Gram Panchayat. Similarly, Shramadan is going on various Gram Panchayats. In Ganeshwadi Gram Panchayat, adivasi mahilas along with our fellow are playing a crucial role spreading awareness of water conservation and are motivating villagers to join the movement. Similarly, works of Gal Mukta Dharan are under progress in various Gram panchayats. In Parthad Gole Gram Panchayat more than 27,000 cubic meter of silt was removed from a lake.

 Under the Deen Dayal Upadhyaya Grameen Kaushalya Yojana 10 Boys and 5 Girls were trained as security guard in Amravati. 6 for them have already got jobs in Amravati and the remaining 9 will be soon finishing their training.

 With help from the Guardian Minister and the Chief Minister’s Relief Funds, seed funds were provided for 25 widowed women. Our fellow played an important role in selecting beneficiaries and following up with administration.

 Under the Thakkar Bappa scheme, water pipe line work is going on in Pradhanbori Gram Panchayat. Villagers are very happy and are sure of draught free summer next year because of Water pipe line and works that are being done under Jal Yukta Shivar.

 Despite water scarcity construction of houses is being done because of continues follow up of our fellow.

 In collaboration with Reliance Foundation, KVK Wardha and knowledge partner BAIF, more than 400 soil samples were collected from Talani (Bh.), Giroli and Fattepur. Along with that, 50 cards were distributed to the villagers of Talani (Bh.) by BAIF.

 VSTF Executive Director Umakant Dangat visited Wardha and revived convergence and implementation of Village Development plans along with the District collector.

 With the help of livestock department, 4 poultry units were set up in Malkapur Gram Panchayat of Deoli Block. Similarly, poultry units are also being set up in other Gram Panchayats. Rearing of Kadaknath breed is also being explored with the help of local administration.

 Our Fellow from the newly selected Nandora Gram Panchayt organized a four-day workshop for school kids along with regional Engineering college from Wardha. Various activities such as paper craft, science experiments and plays were organized. This activity turned to be excellent entry point for fellow.

 Works of de-silting, farm ponds are under progress in various Gram panchayats. Our Fellows have ensured public participation via Shramadan. In Giroli Gram Panchayat, water treatment works are going over 150 hectare .

 5 management professionals from our lead development partner Mahindra and Mahindra, visited and studied VSTF’s work. These GMCs, along with our fellows, studied Kadaknath Poultry and Vegetable Market Van. Based on their observations they have suggested a business model for these self-help groups. These proposals were submitted to CEO-VSTF and suggestions from these reports will be implemented in the near future.

 Works of Jalyukt shivar and Gal Mukta Dharan va Gal Yukta Shivar are under progress. Because of our fellow villagers from our Gram Panchayat are working under MGNERGA. In Govindpur Gram Panchayat more than 520 villagers are working under MGNERGA for village’s own water security.

 Kisan Kalyan workshop was organized by our fellow with the help of Agricultural, , Animal Husbandry and Water supply department. Community farming and other ways to doubling farm income were also discussed.

 A new Transformer was repaired and made functional because of continues follow-up of our fellow with MSEB.

 With the help of gap funds provieded by VSTF printers and Computers were distributed to Grampanchayats. With the help of a Computer, the Gram panchayat is planning to establish e- seva Kendra. In few Gram Panchayats, computers are also being used improve computer literacy.

 Gyms are being set-up in various Gram Panchayats with the help of Sports department and District administration.

 This year the temperature in Chandrapur reached 48 degree Celcius. Our fellows, along with Health department and Ultra Tech Foundation organized an awareness camp about Heat stroke and Malaria.

 On the occasion of Maharashtra day, fellows presented their VDP in front of Gram Sabhas. Beneficiary identification for various National Schemes like Pradhan Mantri Awas Yojana, National Rural Health Mission and Pradhan Mantri Suraksha Bima Yojana. These Village Development Plans were approved by Gram Sabhas and will be presented in front of the Collector.

 Our fellow from Jepra Gram Panchayat was responsible for setting up of 56 new Gas connections under Ujjwala Yojana. Similarly, 40 new Gas connections were distributed in Khursa Gram Panchayat.

 Under Village Social Transformation foundation and Muktipath Mission Daru Bandi committee was formed. Muktipath Mission is the flagship project of SEARCH and Chief Minister of Maharashtra for Alcohol free Gadchiroli.

 With the help of Gap funds provided by VSTF, library and Science equipment and RO-water filters were distributed across all Gram Panchayats.

 On the occasion of Maharashtra day, a library was inaugurated in Dinapur Gram Panchayat. Awareness camps community gatherings were carried out in all Gram Panchayats.

 For the first time since independence a Samadhan shibir was organized with the help of District administration and due to the follow-up done by our fellow. During this camp, more than 300 ration cards were distributed along with 15 Shravan Bal beneficiaries, 35 income certificates, 59 Aadhar cards and 110 caste certificates were also distributed.

 A cleanliness drive was organized by our fellow in Dahegaon Gram Panchayat. An oath was taken to curb the use of plastic. After viewing positive response from villagers more such drives are planned in coming months.

 Using VSTF gap funds, dustbins were distributed in last month. A team of School children was formed to spread awareness about waste management. After a month of follow up done by our fellow and school children, all households have started collecting their waste in dustbin. Gram Panchayat is planning to introduce a Rs. 500 fine to households with Dustbin but are still throwing their waste in the open.

 Works of Jal Yukat Shivar are under progress. Various activities like compartment bundling, farm ponds and recharge shaft. In Paithankheda Gram Panchayat compartment bundling was done on 220 hectare of land.

 Health camp was organized with the help of District Hospital in Jambhali Gram Panchayat. Basic tests were conducted in mobile test center and more than 50 patients were referred to Mahatma Gandhi Hospital.

 On the occasion of Maharashtra Day Gram Sabhas and various awareness camps were organized with the help of Health and Agricultural Department. Fellows also presented their village development plan in front of Gram Sabha.

 Hon. Collector Sir visited a few villages which are under VSTF and guided the villagers about their Village Development Plan and reviewed various initiatives taken by our fellows.

 Works of Gal Mukta Dharan and Gal Mukta Shivar are in progress with the help of our ground partner Dilasa Foundation. In Kanakwadi Gram Panchayat more than 5000 tractor silt was removed from the lake. This fertile soil will definitely help in doubling per hector productivity of the land.

 With the help of our lead development partner Axis Bank Foundation Nursery training was provide to Self-help groups of Pradhansangvi Gram Panchayat. Women have now started their own nursery and have inspired other women to set up more enterprises like this.

 On the occasion of Maharashtra day Shramadan was organized across all our Gram Panchayats. Government officials and Representatives from Reliance Foundation were also present for the Shramadan. Updated Village development plans for financial year 2018-19 were presented by our fellows in front of Gramsabha. Several Govt. departments were present for the Gram Sabhas. These approved VDPs were presented in front of Hon. Collector Sir.

 With the help of Reliance Foundation, our lead development partner for Parbhani, poultry units were distributed to 10 women in Belwadi Gram Panchayat. Training and market linkages were also provided by them.

 On the occasion of Maharashtra Day Shramadan was organized in all our Gram Panchayats. Senior Govt. officials along with representatives from lead development partner were present for the same.

 The Gram Panchayat building and school of Hivara Kh. were electrified for the first time since Independence with help from the gap funds provided by Village Social Transformation Foundation.

 A computer training course was organized after continues follow of our fellow from Waghali Gram Panchayat.

 A cement road along with farm roads are being constructed in various Gram Panchayats. These roads will help connecting farmers to nearby markets.

 A medical checkup camp was organized with the help of District Health Department. Adolescent girls, lactating mothers along with elderly people in Akola Gram Panchayat. Similar camps for animals was also organized where cattle were vaccinated.

 Water purifiers were distributed in 4 villages of Borwan Gram Panchayat. Water connections to Schools and Angnwadies are also being provided.

 A veterinary health camp was organized in collaboration with the Livestock department. More than 300 cattles were vaccinated. Along with vaccination, castration, infertility checks were carried out.

 Poultry units were set up in Vatvi Gram Panchayat with the help of Gap funds provided by VSTF. A total of 10 women were given 29 hens each. Similarly, with the help of Animal Husbandry department, 1288 hens were given among 46 families.

 Bamboo cultivation training was organized for women in Chikhali Gram panchayat.

 In the presence of Collector Sir, Rang De Maharashtra campaign was initiated in Bijadevi Gram Panchayat. 11 Schools and 10 Anganwadis will be painted over the next month.

 Azolla production training workshop was organized by our fellows in Kapade BK. Grampanchayat. Azolla which is rich in proteins and has essential amino acids, vitamins and can be used as feed to livestock.

 An eye check camp was organized by our fellow with the help of Laxmi Eyecare Trust. More than 200 villagers participated in this camp out of which 11 were given glasses and 21 were referred to Shri. Ballashwar Laxmi eyecare trust. The trust has agreed to operate these patients free of

cost. A similar Eye check camp was organized with help of Swades Foundation in Kakal Gram panchayat.

 Women Self Help Groups of Kapade BK. have received loan of 1 lakh rupees through MSRLM. Women have started various small scale enterprises like saree shop, jewelry shop, etc.

 A residential workshop with all 22 VSTF fellows along with Swades Field team in VSTF villages was organized in Mahad. Various sessions ranging from VDP preparation to team building activities were part of the training.

 Representatives from Swades Foundation visited Savane GP to overview the Bio Gas installed by three beneficiaries in the GP. It was interesting to know that one the beneficiary is actually saving half the money which was earlier spent on LPG gas.

 A telemedicine facility is being piloted in Barasgaon Gram Panchayat. Basic tests along with medicines are given free of cost.

 Our fellow from Jasawali GP spread awareness about new drum seed method for rice cultivation. Along with new method Bandhbandhisti plantation of pigeon pea is being promoted.

 An LED manufacturing training workshop are being organized in all VSTF Gram Panchayats with the help of Hon. Collector Sir. Women are ready to start their own enterprise if proper market linkages are made available.
