WELFARE REFORMS IN POST-SOVIET STATES: A COMPARISON OF SOCIAL BENEFITS REFORM IN RUSSIA AND KAZAKHSTAN by ELENA MALTSEVA A thesis submitted in conformity with the requirements for the Degree of Doctor of Philosophy Graduate Department of Political Science University of Toronto © Copyright by Elena Maltseva (2012) Welfare Reforms in Post-Soviet States: A Comparison of Social Benefits Reform in Russia and Kazakhstan Elena Maltseva Doctor of Philosophy Political Science University of Toronto (2012) Abstract: Concerned with the question of why governments display varying degrees of success in implementing social reforms, (judged by their ability to arrive at coherent policy outcomes), my dissertation aims to identify the most important factors responsible for the stagnation of social benefits reform in Russia, as opposed to its successful implementation in Kazakhstan. Given their comparable Soviet political and economic characteristics in the immediate aftermath of Communism’s disintegration, why did the implementation of social benefits reform succeed in Kazakhstan, but largely fail in Russia? I argue that although several political and institutional factors did, to a certain degree, influence the course of social benefits reform in these two countries, their success or failure was ultimately determined by the capacity of key state actors to frame the problem and form an effective policy coalition that could further the reform agenda despite various political and institutional obstacles and socioeconomic challenges. In the case of Kazakhstan, the successful implementation of the social benefits reform was a result of a bold and skillful endeavour by Kazakhstani authorities, who used the existing conditions to justify the reform initiative and achieve the reform’s original objectives. -

In Xinjiang the international lingua franca English, the national official language Mandarin Chinese, and major Turkic languages such as Uyghur and Kazakh interact and compete for linguistic prestige in different social scenarios. The power relations between the Turkic languages, including the Uyghur language, and Mandarin Chinese is one in which minority languages are surrounded by a dominant state language supported through various institutions such as school and mass media. The much greater symbolic capital that the “legitimate language” Mandarin Chinese carries enables its native speakers to have easier access than the native Turkic speakers to jobs in the labor market. Therefore, many Uyghur parents face the dilemma of choosing between maintaining their cultural and linguistic identity and making their children more socioeconomically mobile. The entry of the global language English and the recent capitalist development in China has led to English education becoming market-oriented and commodified, which has further complicated the linguistic picture in Xinjiang. -

Written evidence submitted by East Turkistan Government in Exile (XIN0078) The East Turkistan Problem and How the UK Should Address it East Turkistan Government in Exile The East Turkistan Government in Exile (ETGE) is the democratically elected official body representing East Turkistan and its people. On September 14, 2004, the government in exile was established in Washington, DC by a coalition of Uyghur and other East Turkistani organizations. The East Turkistan Government in Exile is a democratic body with a representative Parliament. The primary leaders — President, Vice President, Prime Minister, Speaker (Chair) of Parliament, and Deputy Speaker (Chair) of Parliament — are democratically elected by the Parliament members from all over the East Turkistani diaspora in the General Assembly which takes place every four years. The East Turkistan Government in Exile is submitting this evidence and recommendation to the UK Parliament and the UK Government as it is the leading body representing the interests of not only Uyghurs but all peoples of East Turkistan including Kazakhs, Kyrgyz, Uzbeks, and Tatars. More importantly, the ETGE has submitted the first ever legal complaint to the International Criminal Court against China and its officials for genocide and other crimes against humanity. We would like the UK Government to assist our community using all available means to seek justice and end to decades of prolonged colonization, genocide, and occupation in East Turkistan. Brief History of East Turkistan and the Uyghurs With a history of over 6000 years, according to Uyghur historians like Turghun Almas, the Uyghurs are the natives of East Turkistan. Throughout the millennia, the Uyghurs and other Turkic peoples have established and maintained numerous independent kingdoms, states, and even empires. -

E-mail:1 [email protected] Received: 11.03.2020 Revised: 12.04.2020 Accepted: 28.05.2020 ABSTRACT: Because of the importance of studying the history of relations of the Qing dynasty with the peoples of Central Asia in the 18th and 19th centuries, and the existence of the phenomenon referred to as the “Zunghar heritage”, it is appropriate to study its background in the defensive systems of Zunghar and Qing Empires in Central Asia. There is a recent tendency to mention the so-called “Zunghar legacy” in the works of modern historiography on the history of Central Eurasia. It means like as a combination of political traditions, administrative and economic activities and methods of contacts, which were adopted by the Qing authorities from the Oirats. The researchers, actively using Manchu sources, explain the nature of the using of this “legacy” by the Qing through the model of “North Asian policy”, the “Qing world order” or the “Central Eurasian tradition”. In this regard and according to the logic, a comparative method and an attempt to make clear the genesis of a phenomenon, which had related to the Qing-Oirat relations before the contact of the Qing with Central Asia, west of Xinjiang, should also cause some interest in Qing and Central Asian studies, especially in the area of sedentary constructions of Zunghars and defensive system, named “Karul” or “Karun”. -

A fresco from the Bezeklik Thousand Buddha Caves, dated to the 9th century; although Albert von Le Coq (1913) assumed the blue-eyed, red-haired monk was a Tocharian,[1] modern scholarship has identified similar Caucasian figures of the same cave temple (No. 9) as ethnic Sogdians,[2] an Eastern Iranian people who inhabited Turfan as an ethnic minority community during the phases of Tang Chinese (7th- 8th century) and Uyghur rule (9th-13th century).[3] Buddhism entered Han China via the Silk Road, beginning in the 1st or 2nd century CE.[4][5] The first documented translation efforts by Buddhist monks in China (all foreigners) were in the 2nd century CE under the influence of the expansion of the Kushan Empire into the Chinese territory of the Tarim Basin under Kanishka.[6][7] These contacts brought Gandharan Buddhist culture into territories adjacent to China proper. Direct contact between Central Asian and Chinese Buddhism continued throughout the 3rd to 7th century, well into the Tang period. From the 4th century onward, with Faxian's pilgrimage to India (395–414), and later Xuanzang (629–644), Chinese pilgrims started to travel by themselves to northern India, their source of Buddhism, in order to get improved access to original scriptures. Much of the land route connecting northern India (mainly Gandhara) with China at that time was ruled by the Kushan Empire, and later the Hephthalite Empire. The Indian form of Buddhist tantra (Vajrayana) reached China in the 7th century. -

Chapel Hill 2019 Approved By: Michael Tsin Michelle King Cemil Aydin © 2019 Arianne Ekinci ALL RIGHTS RESERVED ii ABSTRACT Arianne Ekinci: Legible Citizens: Writing Uyghur Women into the Chinese Nation (Under the direction of Michael Tsin) It’s common knowledge that the People’s Republic of China was established as a multi- ethnic state in 1949. But what did this actually mean for populations at the fringes of the new nation? This thesis uses sources from the popular press read against official publications to tease out the implications of state policies and examine exactly how the state intended to incorporate Uyghur women into the Chinese nation, and how these new subjects were intended to embody the roles of woman, ethnic minority, and Chinese citizen. While official texts are repositories of ideals, texts from the popular press attempt to graph these ideals onto individual narratives. In this failure to perfectly accord personal encounters with CCP ideals, these authors create a narrative fissure in which it is possible to see the implications of official minority policy. Focusing on three central stories from the popular press, this thesis probes into the assumptions held concerning the manifestation of Uyghur citizenship and the role of Uyghur women as subjects of the Chinese state as seen through intended relationships with Han women, Uyghur men, party apparati, the public eye, and civil law. -

The annual production of tables of birth numbers by age of the mother started in 1933. The production of tables of birth numbers by age of the mother and birth order started in 1944. From 1946 onwards, the quality of these data (in terms of completeness) is considered satisfactory. The territorial coverage is described in section 2 of this report. Tables of the female population split by age and parity are available from the population censuses of 1979, 1989, 2002, and 2010. The data proprietor is the state statistical system and its central agency, the Federal State Statistics Service (Rosstat), online at www.gks.ru. 1.1 Data sources Rosstat has provided the HFD with a major portion of the Russian fertility data. Specifically, these are data on the following: births by age of the mother and birth order for the 1959-2018 period; monthly birth numbers for the 1956-2018 period; census data on the female population by parity and age according to the censuses of 1979, 1989, 2002, and 2010.
