The Arkhangelsk oblast has long been one of Russia’s most important forest industrial regions. This paper analyses the changes in accessibility of forest resources and forest commodity production during the transition period in the 1990s. Special attention is given to firm restructuring, active roles of domestic capital and the different survival strategies that have been developed by in- dustries in the region. Further analysis deals with signs of economic recovery in the forest sector due to the processes of restructuring, modernisation and self-organisation. At present Veps, a Finno-Ugric minority in north-western Russia, live in three different administrative regions, i.e., the Republic of Karelia, and the Leningrad and Vologda Oblasts. Due to several socio-economic and political factors Veps have experienced a drastic change in their communicative practices and ways of speaking in the last century. Indeed, Vepsian heritage language is now classifi ed as severely endangered by UNESCO. Since perestroika a group of Vepsian activists working in Petrozavodsk (Republic of Karelia) has been promoting Vepsian language and culture. This paper aims to challenge an international rhetoric around language endangerment and language death through an analysis of Vepsian language ecology and revitalisation. Vepsian ontologies and communicative practices do not always match detached meta- phors of language, which view them as separate entities and often in competition with each other. The efforts to promote the language and how these are discussed among the policy-makers and Vepsian activists also do not concur with such a drastic terminology as death and endangerment. Therefore, this paper aims to bring to the surface local ontologies and worldviews in order to query the paradigms around language shift and language death that dominate worldwide academic and political discourse. This paper aims at unveiling some of the mysteries covering the issue of so-called “Islamic fundamentalism” in Chechnya. A comparison of the native Sufi branch of Islam and the imported Wahhaby ideology is made, in order to discover the contradictions and the conflicts that the spreading of the latter inflicted in the Chechen society. Furthermore, the paper investigates the main challenges President Aslan Maskhadov was facing at the beginning of his mandate, and the way he managed to cope with them. The paper does not attempt to cover all the aspects of the Chechen problem; nevertheless, a quick enumeration of other factors influencing the developments in Chechnya in the past three years is made. 1 Research assistant Danish Institute of International Affairs (DUPI) 1 1. Introduction To address the issues of stability in North Caucasus in general and in Chechnya in particular is a difficult task. The factors that have contributed to the start of the first and of the second armed conflicts in Chechnya are indeed many. History, politics, economy, traditions, religion, all of them contributed to a certain extent to the launch of what began as an anti-terrorist operation and became a full scale armed conflict. The narrow framework of this presentation does not allow for an exhaustive analysis of the Russian- Chechen relations and of the permanent tensions that existed there during the known history of that part of North Caucasus. -

Report of the Brazilian Institute of Geogrqhy and Statistics ( IBGE ) Items 5 and 9 of the Provisional Agenda Recent Developments on Geoerapbical Names The Brazilian Institute of Geography and Statistics, with regard to the 1996 Population and Housing Counts - 1096 Agricultural Census and among many other geographical activities of its responsibility, has updated the toponymic data related to populated places, political, statistical and geographical areas. These data are stored in the Territorial Structures Database, which was built to provide territorial support to the IBGE’s statistical and geographical programs. Since 1991 Demographic Census, the political and administrative division has been expressively changed. In addition to the 54 legal name changes of municipalities and districts, 483 new municipalities were settled in 1993, consequently modifying 496 of the 4,490 existing ones. Considering the district level, almost the same amount of new and modified units has occurred during this period. Furthermore, due to the administrative mobility, the category of populated places (seat of the new municipalities and districts) has been changed, as well as the location of geographical names (features) by administrative division has been updated. -

The issue was prepared within the frame- work of cooperation between the Department of Folkloristics of the Estonian Literary Museum and the Folklore Department of the Komi Science Centre by Komi and Estonian folklore researchers. Prior to this, the authors published one of the issues (vol. 17, 2016) of the Sator periodical, which was also dedi- cated to Komi folklore studies. The goal of this issue is to present some of the results of recent Komi folklore studies to wider academic circles, overcoming the natural linguistic obstacles. The majority of articles are written within the research project “Local Folklore Traditions of the European Northeast of Russia: Mechanisms of Development and Adaptation, System of Genres, Ethnocultural Folklore Interaction” (№ AAAA-A17-117021310066-4). The history of Komi folklore studies reveals processes typical for the Rus- sian, Soviet, and post-Soviet research dealing with folklore (the research field extended and became more limited over time), as well as studying the Komi language and culture as part of the general development of Finno-Ugric stud- ies. Traditionally, academician Andreas Sjögren (1794–1855) is considered to have discovered Komi folklore – in 1827, he transcribed folklore texts and published them as examples of the Komi language. -

INTERNATIONAL ELECTION OBSERVATION MISSION Russian Federation – Presidential Election, 18 March 2018 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS The 18 March presidential election took place in an overly controlled legal and political environment marked by continued pressure on critical voices, while the Central Election Commission (CEC) administered the election efficiently and openly. After intense efforts to promote turnout, citizens voted in significant numbers, yet restrictions on the fundamental freedoms of assembly, association and expression, as well as on candidate registration, have limited the space for political engagement and resulted in a lack of genuine competition. While candidates could generally campaign freely, the extensive and uncritical coverage of the incumbent as president in most media resulted in an uneven playing field. Overall, election day was conducted in an orderly manner despite shortcomings related to vote secrecy and transparency of counting. Eight candidates, one woman and seven men, stood in this election, including the incumbent president, as self-nominated, and others fielded by political parties. Positively, recent amendments significantly reduced the number of supporting signatures required for candidate registration. Seventeen prospective candidates were rejected by the CEC, and six of them challenged the CEC decisions unsuccessfully in the Supreme Court. Remaining legal restrictions on candidates rights are contrary to OSCE commitments and other international standards, and limit the inclusiveness of the candidate registration process. Most candidates publicly expressed their certainty that the incumbent president would prevail in the election. With many of the candidates themselves stating that they did not expect to win, the election lacked genuine competition. Thus, efforts to increase the turnout predominated over the campaign of the contestants.
