Through its foreign minister, Wakil Ahmad Mutawakel, the Afghan government stated, "the Islamic Emirate of Afghanistan has decided to accord immediate recognition to the government of an independent Chech- nya."' Political Rights: 7 Civil Liberties: 7 Status: Not Free Overview: Deputy Prime Minister Ramzan Kadyrov was promoted to the Chechen premiership in March 2006 and continued to strengthen his hold on power in the republic. Critics like investigative journalist Anna Politkovskaya, who was murdered in October, have claimed that Kadyrov and his security forces torture suspected rebels, many of whom disappear without a trace. Rebel violence declined as Kadyrov consolidated his position, and two important rebel leaders were killed during the year, but the larger region remained unstable. Chechnya, a small, partly mountainous North Caucasus republic, has a history of armed resistance to Russian rule dating to the czarist period. In February 1944, the Chechens were deported en masse to Kazakhstan after Soviet leader Joseph Stalin accused them of collaborating with Nazi German forces. Officially rehabilitated in 1957 and allowed to return to their homeland, they remained politically suspect and were excluded from the region’s administration. After winning election as Chechnya’s president in October 1991, former Soviet air force Major General Dzhokhar Dudayev proclaimed Chechnya’s independence. Moscow responded with an economic blockade. In 1994, Russia began assisting Chechens opposed to Dudayev, whose rule was marked by growing corruption and the rise of powerful clans and criminal gangs. Russian President Boris Yeltsin sent 40,000 troops into Chechnya by mid-December of that year and attacked the capital, Grozny. -

The topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. Introduction The current volume of publications dealing with Islamist militancy and terrorism defies belief in terms of its contents. This can be perceived as part of a frantic effort to catch up for the lack of attention devoted to this phenomenon during the 1980s and 1990s, when this field of research field was considerably underdeveloped. The present level of research activity is struggling to keep pace with developments. Thus, it is primarily preoccupied with attempting to describe what is actually happening in the world right now and possibly to explain future developments. This is certainly a worthwhile effort, but the topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. The global Jihad has a long history, and everyone interested in this topic will be quite familiar with the significance of Afghanistan in fomenting ideological support for it and for bringing disparate militant groups together through its infamous training camps during the 1990s. However, many more events have been neglected by the research community to the point where most scholars and analysts are left with an incomplete picture, that is most often based on the successes of the Jihadi groups. -

At present Veps, a Finno-Ugric minority in north-western Russia, live in three different administrative regions, i.e., the Republic of Karelia, and the Leningrad and Vologda Oblasts. Due to several socio-economic and political factors Veps have experienced a drastic change in their communicative practices and ways of speaking in the last century. Indeed, Vepsian heritage language is now classifi ed as severely endangered by UNESCO. Since perestroika a group of Vepsian activists working in Petrozavodsk (Republic of Karelia) has been promoting Vepsian language and culture. This paper aims to challenge an international rhetoric around language endangerment and language death through an analysis of Vepsian language ecology and revitalisation. Vepsian ontologies and communicative practices do not always match detached meta- phors of language, which view them as separate entities and often in competition with each other. The efforts to promote the language and how these are discussed among the policy-makers and Vepsian activists also do not concur with such a drastic terminology as death and endangerment. Therefore, this paper aims to bring to the surface local ontologies and worldviews in order to query the paradigms around language shift and language death that dominate worldwide academic and political discourse. This follows the seizure today of their contact information by Russian security forces. Officers from the Federal Security Service (FSB) raided the organisation's offices in Nizhny Novgorod at about 5pm local time and seized documents containing the contact details of all the staff of the group's newspaper. The contact details of eight staff members living in Chechnya were among those seized. The security forces also took away the newspaper's registration documents and some editions of the newspaper. Earlier in the day, the regional branch of the FSB in Nizhny Novgorod summoned Stanislav Dmitrievskii, the head of the Russian-Chechen Friendship Society for questioning. The FSB reportedly considers Stanislav Dmitrievskii a witness in a criminal case relating to materials published by the organization’s newspaper Pravozashchita. Details of the case are unclear but seem to relate to statements by Chechen opposition figures including Aslan Maskhadov and his UK-based envoy Akhmed Zakayev published by the organization’s newspaper. Amnesty International has reported on a worrying trend of Russian authorities targeting human rights defenders, activists and independent journalists, and in some cases subjecting them to extreme levels of harassment, "disappearances" and killings. 2018 Non-State Nations in International Relations: The Kurdish Question Revisited RESEARCH MASTERS WITH TRAINING – THESIS SUBMISSION JESS WIKNER 1 Statement of Declaration: I declare that this thesis is my own account of my research and contains as its main content work which has not previously been submitted for a degree at any tertiary education institution. 2 Abstract This thesis explores the fundamental research puzzle of why non-state nations struggle to achieve independent sovereign statehood through secession. It explores why non-state nations like the Kurds desire sovereign statehood, and why they fail to achieve it. This thesis argues two main points. Firstly, non-state nations such as the Kurds seek sovereign statehood because of two main reasons: the essence of nationhood and national self-determination is sovereign statehood; and that non-state nations are usually treated unfairly and unjustly by their host state and thus develop a strong moral case for secession and sovereign statehood. Secondly, non-state nations like the Kurds fail to achieve sovereign statehood mainly because of key endogenous and exogenous factors. The endogenous factors comprise internal divisions which result in failure to achieve a unified secessionist challenge, due to differences in factions which result in divergent objectives and perspectives, and the high chances of regime co-optation of dissident factions. Exogenous factors include the international normative regime which is unsupportive of secession, hence non-state nations like the Kurds do not receive support from the UN and other global bodies in their quest for sovereign statehood; and that non-state nations also seldom receive the backing from Major Powers, both democratic and non-democratic, in their efforts to secede from their host state and set up their own sovereign state. -

INTRODUCTION Use of force against Yugoslavia, initiated on March 24, 1999, raised vexing problems about international governance. This article identifies two problems in particular and suggests an alternative approach which may have averted them. The Kosovo crisis can be characterized as a crisis of self-determination. When a group of human beings achieves self-determination, it is manifested by the participation of the group in the governance of a state. Where there are no other groups in the territory of the state, this will mean a monopoly by the group over governance. Where more than one group lives within a state, (which is to say, in most states) self-determination means shared participation in governance either through democratic institutions constituting a unitary government or through sub-state territorial units possessing their own competencies such as "autonomy" or "self-government." An important incident of self-determination when expressed this way is the right of the state to maintain its territorial integrity. Not all groups however have achieved self- determination. Where a group has not achieved self-determination, it may later be achieved through a change in the organization of the state in which the group lives. -

16. The Georgian–Abkhazian conflict Alexander Krylov I. Introduction The Abkhaz have long populated the western Caucasus. They currently number about 100 000 people, speak one of the languages of the Abkhazo-Adygeyan (west Caucasian) language group, and live in the coastal areas on the southern slopes of the Caucasian ridge and along the Black Sea coast. Together with closely related peoples of the western Caucasus (for example, the Abazins, Adygeyans and Kabardians (or Circassians)) they play an important role in the Caucasian ethno-cultural community and consider themselves an integral part of its future. At the same time, the people living in coastal areas on the southern slopes of the Caucasian ridge have achieved broader communication with Asia Minor and the Mediterranean civilizations than any other people of the Caucasus. The geographical position of Abkhazia on the Black Sea coast has made its people a major factor in the historical process of the western Caucasus, acting as an economic and cultural bridge with the outside world. Georgians and Abkhaz have been neighbours from time immemorial. The Georgians currently number about 4 million people. The process of national consolidation of the Georgian nation is still far from complete: it includes some 20 subgroups, and the Megrelians (sometimes called Mingrelians) and Svans who live in western Georgia are so different in language and culture from other Georgians that it would be more correct to consider them as separate peoples. Some scholars, Hewitt, for example,1 suggest calling the Georgian nation not ‘Georgians’ but by their own name, Kartvelians, which includes the Georgians, Megrelians and Svans.2 To call all the different Kartvelian groups ‘Georgians’ obscures the true ethnic situation. -

However, after two years of bloody combat the Russian army was forced to withdraw from the Chechen Republic. The obstinacy of the Russian authorities who had decided on a policy of victory in Chechnya resulted in the deaths of at least 30,000 Chechens and 5,000 Russian soldiers.1 This war, which caused an estimated $5.5 billion in economic damage, was largely the cause of Russia's national economic crisis in 1998, when the Russian government proved unable to service its huge debts.2 It seemed that after the 1994-1996 war Russian society and the federal government realized the ineffectiveness of using colonial approaches to resolve ethnopolitical issues.3 They also understood, it seemed, the impossibility of forcibly imposing their will upon even a small ethnoterritorial community if a significant portion of that community is prepared to take up arms to defend its interests.
