I write in reply to your recent letter to the Secretary-General informing him that the OISCA Foundation has decided to present him with the OISCA-Award, and asking him when you could present it.

On behalf of the Secretary-General, I would like to thank you for the kind words you have addressed to him, and for your decision to honour him with an award. I trust that you will understand, however, that as a general rule the Secretary-General does not accept awards in absentia, particularly when the decision is made without prior consultation to determine if he is in a position to accept. I must therefore inform you that the Secretary-General respectfully declines your kind offer.
