Asian Conference on Teacher Education held in Bangalore, India,June 1971. The theme of the conference was teacher education andsocial change. Four aspects of this themewere covered including a) modernization as a process and social ideal, b) socio-economicchange and education, c) national goals and objectives withrespect to modernization, and d)current issues in education. The conference was attended by 189 delegates, including 20 from other countries.The foreign delegates came from Malaysia, the Republic of Vietnam, Thailand, the United States, and UNESCO. This report consistsof speeches and papers divided into four segments; 1)a general overview of the conference, welcome addresses, anda statement of theme; 2) education and social change with sub-headings of modernizationand social change, teacher education and socio-economicchange, and education of minorities; 3) issues in teacher education, specifically, in-service education, teacher educationalcurriculum, and innovations in teacher education; and 4) international perspectives including teacher cooperation in teacher educationand teacher education in different countries. The two appendixesgive the detailed program of the conference and the list ofdelegates. There has been hardlyany attempts made or plans prepared for the youth or the adults to adapt to the Future.No serious thought aboutwhat the Future is going to be has been given by the edue;ators.It is only whenone is able to analyse properly the Futurenot speculate, riorindulgein crystal gazingExit systematically study the Future, that one can think of theways to educate the youth for it. Whatever educational system a country may have, theultimate outcomes depend very much on the teacher in the classroom.This is true even of those schools where advanced educational technology includingcomputer .assisted education is being increasingly emphasised.And, ateacher very often only extends in his work, all that he is taught during histeacher-educationprogramme. Therefore, to effect any change inthe way our childrenare educated, the program- mes of teacher education should be modified and developed keeping inview specific requirements of the Future. Unfortunately,teacher-educationhas very often followed changes in Society and in school.It hba seldom anticipated,much loss effected them.: The Conference deliberated upon the relationship andinteraction between Teacher Education and Social Change. On thisissue, therewere SCUM papers which were devoted to the theoretical bases;some others elaborated innovations in teacher education programmes and problems therein and still, someothers were deScriptions of teacher education programmes in different countries.They were categorized in four sections as follows : I.General (a)An Overview '(b)Addresses : Welcome, Introductory, Inauguralland Presidential. The paper observes that besides individual incentives of the candidates, a major factor behind the emergence of independents under FPTP systems could be the surreptitious strategic floating of such candidates by major political parties. Accordingly, the paper proposes to use the number of non-independent candidates in a constituency as a readily observable ex ante proxy for political fragmentation and hypothesizes a strong functional relationship between non-independent and independent candidates. Empirical results for all parliamentary elections in India since 1962 reveal that during the first four elections in our reference period (e.g., during 1962—1977), the relationship was weak, as many independent candidates during this period were regional feudal satraps who either participated in elections with Congress support or posed the only challenge to Congress in their locality. However, political fragmentation and bitter fight among political parties in India during the 1980s gave birth to a new class of independents whose entries into the elections were primarily strategic in nature, leading to a strong relationship between the above two variables during this period.

Prime Minister Indira Gandhi’s various steps regarding economic stance were not appreciated by the senior Congress leadership those who were popularly known as ‘syndicate’. The so called ‘syndicate’ group had started asserting themselves in post Nehru era on the ground of their seniority and experience which was counted more than important that of the political novice of Indira Gandhi. The senior as well as prominent Congress leaders like – K. Kamraj Nadar, S. Nijalingappa. S. K. Patil, Atulya Ghosh, C. Subramaniam, Neelam Sanjiva Reddy etc. collectively had formed an unconventional group at the aim of pressuring on Indira Gandhi to work on their advice.1 New Era- The All India Scenario Before the election of 1967 the so-called sundicate group leaders were sometimes succeeded to compel Indira Gandhi to act according to their advice. In that context, it may be mentioned that in case of the removal of G. L. Nanda from the portfolio of Home Ministy and Prime Minister had to resile regarding the keeping of Finance Minister Sachin Choudhury and Commerce Minister Munabhai Shah in their respective portfolio due to the pressure of syndicate group.2 But, the target of the syndicate group however, was not fulfilled as because most of these leaders were defeated in the election of 1967. The fourth general election was so detrimental for Congress party in India that for the first time after independence Congress had failed to form Governments in West Bengal, Bihar, Orissa, Tamil Nadu and Kerala due to lack of majority.

    Indian Politics and Society since Independence This book focuses on politics and society in India. It explores new areas enmeshed in the complex social, economic and political processes in the country. Linking structural characteristics with broader sociological context, the book emphasizes the strong influence of sociological issues on politics, such as the shaping of the social milieu and the articulation of the political in day-to-day events.
