The project will create a 24 mile segment of track between New Brunswick and Trenton, NJ capable of 160 mph train operations with high‐tension catenary, upgraded electric Amtrak ARRA Corridor Program NEC Power, Signal, Track, Catenary Improvements power facilities, and high‐speed rail interlockings that allow express trains to overtake and pass local trains, reducing delays that often affect this track $ 449,944,000 section. In addition, this project makes related track and interlocking investments between Trenton, NJ and Morrisville, PA and at New York Penn Station. The upgraded power facilities will reduce power failures, which are frequently experienced on this segment of the NEC. California ‐ Total Funding Amount: $4,243,143,231 This project encompasses the purchase of 15 passenger rail cars and 4 locomotives for use on the Pacific Surfliner, San Joaquin, and Capitol Corridors in California. These new cars and locomotives will be compliant with standards for equipment that can travel at speeds up to 125 mph established Next Generation Passenger Rail Equipment CA ‐ DOT ARRA Corridor Program pursuant to Section 305 of the Passenger Rail Investment and Improvement Act of 2008. -

(incumbent) for the continued provision of management and landscaping / maintenance services for LADOT bike path and transit facilities. RECOMMENDATIONS That the Council, subject to the approval of the Mayor: 1. AUTHORIZE the General Manager, Department of Transportation, to enter into a five-year contract with ShelterClean Services, Inc., for the management and performance of maintenance and landscaping services for eleven (11) City bike path facilities, with a total cost not-to-exceed $3,000,000, subject to the approval of the City Attorney as to form and legality. 2. AUTHORIZE the General Manager, Department of Transportation, to enter into a five-year contract with ShelterClean Services, Inc., for the management and performance of maintenance and landscaping services for seven (7) City transit facilities, with a total cost not-to-exceed $2,140,000, subject to the approval of the City Attorney as to form and legality. DISCUSSION As will be discussed in this section, the request for proposals(RFP) Evaluation Committee ranked the combined Economy of Scale proposal submitted by ShelterClean Services, Inc. as the best and most cost-effective for the City. -

Response REVISED PLANNING AND PROGRAMMING COMMITTEE OCTOBER 19, 2016 SUBJECT: BURBANK-GLENDALE-LOS ANGELES CORRIDOR ACTION: AUTHORIZE STUDIES RECOMMENDATION AUTHORIZE the Chief Executive Officer (CEO) to: A. CONDUCT a study for providing up to two additional Metrolink stations in the City of Glendale and up to two additional stations in the City of Los Angeles as well as providing increased Metrolink train service throughout the day from Union Station to the City of Burbank with opportunities to include expanded service to the Antelope Valley as a first step in examining increased rail connectivity in the Los Angeles, Glendale and Burbank Corridor. Additional stations would need to be spaced appropriately and limited so as not to severely affect travel time for those travelling beyond Burbank to the outer terminus of the lines in Ventura and the Antelope Valley; B. PROGRAM AND AMEND the FY 17 budget to add $900,000 in Measure R Commuter Rail service funds to conduct this study; and C. INVENTORY the options for increasing the City of Glendale’s access to the Regional Transit System given the existing baseline Metrolink and future High Speed Rail service. This inventory will examine the existing infrastructure, planned and funded projects and potential future initiatives to improve connectivity to the greater Metro system. ISSUE At the March 24, 2016 Board meeting, the Board directed the CEO to look at creating a new Metrolink station at Rio Hondo College on the Riverside Line and relocating the Northridge Station on the Ventura County Line. -

Finally, the report takes a look at existing conditions; a needs assessment which discusses, among other things, capacity constraints and opportunities for improved connectivity, including rail access to the region’s airports; and rail projects in the pipeline, both under construction and unfunded strategic long-term projects. -

ISSUE The Regional Rail unit of the Program Management Department is responsible for providing overall coordination, management, and the programming of funds for LACMTA’s commitment to the commuter, intercity, and high speed rail networks serving Los Angeles County. This unit also manages and coordinates capital improvement projects along the LACMTA owned railroad right-of- way. DISCUSSION LACMTA is the largest member agency for the Southern California Regional Rail Authority (SCRRA), the operator of the Metrolink commuter rail network. Metrolink carries approximately 42,000 riders per day throughout the southern California Region. LACMTA is a member of the Los Angeles - San Diego - San Luis Obispo (LOSSAN) Rail Corridor Agency. This Joint Powers Authority (JPA) coordinates the passenger rail services of the three carriers (Amtrak, Metrolink, and COASTER) within this intercity rail corridor. LACMTA is instrumental in the planning and coordination efforts within the County of Los Angeles for the future high speed rail program connecting northern California to southern California. Staff is involved with regional and statewide groups working to develop integrated passenger rail service in the state. The Regional Rail team coordinates and leads capital improvement projects for the Metro owned and Metrolink operated right-of-way. -
