The implementing agencies for these projects are now requesting that the Commission reduce the currently approved Proposition 1B – ICR allocations, by the amount of cost savings, for each project. The proposed changes are reflected in strikethrough and bold in accordance with the attached revised vote boxes. FINANCIAL RESOLUTION: Be it Resolved, that the Proposition 1B – ICR funds currently allocated for each project is hereby amended by its cost savings, in accordance with the attached revised vote boxes. This is the result of a partnership between Metrolink, Amtrak, and Caltrans to fund and install this capability on TVMs throughout the Metrolink system and at Amtrak stations from San Diego to San Luis Obispo. Installations are complete at all stations,* and the TVMs have a new “Buy Tickets Here” sign as well. Now, passengers have a new level of convenience to purchase both an Amtrak and a Metrolink ticket to complete a trip that uses both services. Just use the Metrolink/Amtrak TVM now available at all Metrolink stations and at most Amtrak Pacific Surfliner stations.* * Installation at the Carpinteria and San Clemente Pier stations and Amtrak 10-trip-ticket availability will take place at a later date. (continued on page 3) Metrolink and Amtrak passengers can also continue to enjoy the benefits of the Rail 2 Rail program. Metrolink monthly-pass holders still travel for free on any Amtrak Pacific Surfliner trains or buses within the origin-and-destination pair of their passes, including on weekends. Amtrak Pacific Surfliner ticket holders can also ride any Metrolink train within the limits of their tickets at no additional charge. PROGRAM AND AMEND the FY 17 budget to add $900,000 in Measure R Commuter Rail service funds to conduct this study; and C. INVENTORY the options for increasing the City of Glendale’s access to the Regional Transit System given the existing baseline Metrolink and future High Speed Rail service. This inventory will examine the existing infrastructure, planned and funded projects and potential future initiatives to improve connectivity to the greater Metro system. ISSUE At the March 24, 2016 Board meeting, the Board directed the CEO to look at creating a new Metrolink station at Rio Hondo College on the Riverside Line and relocating the Northridge Station on the Ventura County Line.

    ORANGE LINE TRANSIT NEIGHBORHOOD PLANS COMMUNITY WORKSHOP & INITIAL CONCEPTS: SUMMARY OF COMMENTS NOVEMBER AND DECEMBER 2017 Executive Summary The Orange Line Transit Neighborhood Plans (TNP) project aims to develop land use, zoning, and design regulations for the neighborhoods surrounding five Metro Orange Line stations in the south San Fernando Valley: North Hollywood, Van Nuys, Sepulveda, Reseda, and Sherman Way. The study area generally includes the corridors and some residential areas within a 15-minute walk or ½-mile radius of each station. During the first phase of the public planning process, in the first half of 2016, the Los Angeles Department of City Planning hosted four community workshops to identify opportunities to enhance neighborhoods surrounding transit stations, as well as several other small focus groups with specific stakeholder groups. Staff gathered input from the general public, including community residents, business owners, employees, transit users, and other participants about their thoughts, ideas, and concerns for the future of their neighborhood as it develops around transit, summarized here. Using the comments received through the first phase of outreach, in combination with station area context, existing City plans and policies, demographic analysis, and planning best practices, staff developed initial land use and zoning concepts for targeted changes in development rights and design regulations. These initial concepts were presented at two community workshops, on November 2, 2017 from 6-8:30 p.m.at the San Fernando Valley Arts & Cultural Center in Tarzana, and on November 15, 2017 from 6-8:30 p.m. at Van Nuys City Hall. Following these meetings, materials were made available online and staff solicited additional comments through the end of December.
