Request:

As allowed under Section 12.24 W 1 of the Los Angeles Municipal Code, a Master Conditional Use Permit application to the Los Angeles City Planning Department to permit the following uses within the Grand Central Market with hours of operation from 6:00 a.. to 12:00 a.m.:

1. One (1) Master Plan Approval to permit the sale of beer and wine for on-site consumption and off- site consumption in conjunction with the operation of a new 719 square-foot restaurant with 12 seats [Valerie’s Confections, Grand Central Market Spaces E3, E4].

2. One (1) Master Plan Approval to permit the sale of beer and wine for on-site consumption in conjunction with the operation of an existing 745 square-foot restaurant vendor [Las Morelianas Grand Central Market Spaces B1, C1].

3. One (1) Master Plan Approval to permit the sale of beer and wine for on-site consumption and off- site consumption in conjunction with the operation of a proposed new 1,100 square-foot restaurant vendor with 28 seats [Battersea Fish Grand Central Market Spaces A9, A10 and A11].

DESCRIPTIONS

MPA1: Valerie Grand Central (Spaces E3, E4) expands the concept of Valerie Gordon’s Valerie Confections into another restaurant masterpiece. Valerie began as a confectioner, becoming one of the top artisan chocolatiers in the country. Valerie and her partner Stan Weightman Jr. have developed a menu which combines a modern interpretation of classic American Cuisine with their famous decadent dessert and chocolate line. Their beer and wine offerings will focus on ciders and wines completing a delightfully sweet dining interlude for their customers. Their new 719 square-foot location will occupy a central focal point for the market with 12 dedicated counter seats and continue a lifelong dedication of top quality farm-to-table cuisine. MPA2: Las Morelianas (Spaces B1 and C1) has been an anchor tenant on the Broadway frontage for the Grand Central Market since 2008. Las Morelianas serves authentic Michoacán cuisine from western Mexico including tacos, tortas, carnitas and carne asada. They will be introducing Mexican beers which complement their menu such as Modelo, Pacifico and Dos Equis. The ownership lives in this immediate neighborhood and, while they have 5 other restaurants (which already successfully sell beer and wine) they are particularly vested and attached to this neighborhood and this location. It is a family restaurant with strong connections to the community. Their tenant space is 745 square feet with no dedicated seating. Customers will walk up to the counter to get their food then sit down on the any of the 151 seats in the nearby common interior dining areas.

MPA3: Battersea Fish Bar (Spaces A9, A10 and A11) is the brainchild of two talented individuals known world- wide for their taste and passion: Chef Juan Pablo Torre and architect Oonagh Ryan. Together they are taking advantage of a key focal point location for the market on the Hill Street frontage to provide a lively, immersive dining experience. Battersea is a fish bar. The menu reflects a focus on creative modern cuisine, fresh organic food and fair trade. The beer and wine menu demonstrates the knowledgeable pairing set by Chef Juan who was classically trained in some of Europe’s fine dining hotels and restaurants including the prestigious Three Michelin Star “Paul Bocuse” Culinary School in Lyon, France. Battersea will be a new 1,100 square-foot restaurant vendor with 28 dedicated seats at the counter and directly feeding into the 164 common indoor and outdoor seats on Hill Street. MPA4: Horse Thief BBQ (Outdoor Space Hill Street) will be the only outdoor restaurant vendor in the Grand Central Market. This 1,039 square-foot venue will be opening in a big way with a decidedly Texan flair: “The Best BBQ in the West”. Wade McElroy and Russell Malixi have drawn on their Texas roots—they’re both native Texans—to put together a menu dedicated to Texas-style meats: brisket, spare ribs, chicken, etc. along with tasty traditional sides such as coleslaw, potato salad, beans, and mac cheese. All meats served will be humanely raised on vegetarian diets and the sides and desserts will be ingredient-driven and made from scratch. Beer and wine offerings will be carefully matched to the menu’s unique flavor profiles, namely the deep, rich, and smoky flavors of the meat, some of which is cooked for 14 hours. Horse Thief BBQ has the added amenity of a 124-seat outdoor dining patio with a view of Hill Street, Bunker Hill and Angels Flight - right in the heart of .

MPA5: DTLA Cheese (Spaces A7, A8) has its roots in the farmland of America. Lydia Clarke and Marnie Clarke- Dragojlovich grew up around the Alta-Dena Dairy (founded by their grandfather’s family in 1945). Their early dairy education fed into a love of California dairy history and artisan cheesemaking, becoming part of “The New Generation of Cheese Makers.” Their DTLA Cheese menu will feature some of the over 150 carefully curated cheeses, 90 west coast craft beers, 70 small production boutique California wines and 600 artisanal accompaniments including mustards, chutneys, honeys, olive oils, and chocolates housed in their Claremont Village Cheese Cave location. Their 397 square-foot Grand Central Market gem will celebrate the American Table, using traditional methods and recipes to showcase Southern California’s farm bounty. A compact, concise menu will feature an evolving and rotating cast of foods and cheeses to showcase seasonal fare creating a “can’t wait to come back” excitement for Downtown shoppers.

MPA6: Oyster Gourmet (Space E13) will be where meroir meets terroir. Christophe Happillon is a Maitre Ecailler (a shellfish specialist). Meroir denotes a deep appreciation for the marine source of an oyster and the unique characteristics developed by its geographical birthplace. Terroir applies in the same manner to wine and where the grapes are grown. Christophe has a unique talent for pairing Champaign and beer in a manner which will blossom alongside the salt and mineral composition of the day’s oyster offerings. America is an oyster nirvana with over 200 varieties of oysters available to a knowledgeable chef. With 13 seats in square formation surrounding around a 100 square-foot kitchen, Maitre Ecailler Christophe Happillon’s skill will provide a theatrical introduction to the Grand Central Market and its own unique geography in Downtown Los Angeles.
