It means that the voice has sufficient range (minimum two octaves), accurate pitch, resonance, flexibility, attractive tone, and power. However, because of the highly personal and inventive nature of blues singing, the “laws” of classical technique are somewhat negotiable and sometimes even dispensable. Singing is not just technique; it's style. Blues style needs to be learned from other blues singers, either informally (by practicing with records) or formally if you can find a blues singer that teaches.
