Updated October 13, 2016 United Nations Issues: Appointing the U.N. Secretary-General The second five-year term of United Nations (U.N.) for consideration. Trygve Lie speal<s As Secretary-General of the United Nations, Trygve Lie is in a strategic position. He has used this pivotal post intelligently, im partially, courageously, and creatively. He has been criticized from all quarters, but has never theless gained the respect and confidence of nearly all of the men and women closely as sociated with the U. N. Trygve Lie was born on July 16, 1896 in Oslo, Norway. At 15 he was secretary of the local health insurance company; at 16 presi dent of a branch of the La:bor Party. Never theless he found time to complete his law degree at Oslo University and to ski, skate, wrestle, and play tennis. In 1919 he became assistant to the secretary of the Norwegian Labor Party, then legal adviser to the Trade Union Federation (1922-35), and executive sec retary of the Labor Party (1926). When labor came into power in 1935, he became Minister of Justice. At the time of the German Oc cupation, he was Minister of Trade, Industry, Shipping, and Fishing. Escaping to London with other cabinet members, he became Foreign Minister in 1941. At the United Nations conference in San Francisco in 1945 he was ·chairman of the Norwegian delegation. On February 1, 1946 he was elected Secretary General of the U. N. and in 1951 his term was extended for three years. THE UNITED NATIONS AS A PERMANENT WORLD ORGANIZATION By ERIK COLBAN Former Norvegian Ambassador to the United Kingdom. Even those of us, who stille are young, have lived in the time of the Yeague of Nations. We know that that attempt to create a lasting world organization for peace and friendly collaboration be- tween the peoples did not succeed. We now have the United Nations. Is there a prospect that this new attempt, with the same purpose, will prove more capable of surviving? To clear our minds on this question we should begin by con- sidering on general lines the tasks of the organization. We shall then be in a better position to see, how it must be constructed so as to be able. to perform these tasks and survive. The tasks are two-fold: political and non-political. Two world - wars made it natural to place the political task - to secure peace in the foreground both in the Covenant of the League of Nations and in the Charter of the United Nations. But both documents gave also the organization the task to solve economic, social, cultural and humanitarian problems. Let us first examine the political task: consideration and settle- ment of international disputes. On this subject the system embodied in the Charter of the United Nations is in general the same as that of the Covenant of the League of Nations: the Member States undertake to stand one for all and all for one against the State which violates the peace. The system failed in the days of the League, because the States which violated the peace were Great Powers and because the United States of America remained outside the orga- nization. -

C O N C E P T P A P E R S E R I E S /2 0 1 9 Bridging the Atlantic A Norwegian Contribution to US Sealift Åse Gilje Østensen and Ståle Ulriksen There is currently considerable concern with US capacity to muster the acquired number of sealift vessels needed to swiftly deploy forces overseas. Norway for its part has a large, modern, and versatile merchant fleet that could be militarily useful in case of NATO operations to reinforce Europe. This brief suggest a bilateral agreement be signed between Norway and the US that obliges Norway to muster a significant number of Norwegian-controlled ships to support transatlantic US sealift operations. Norway, along with most other European NATO member states, relies on US reinforcements for its national security. These reinforcements arrive by sea. Therefore, an agreement such as the one suggested in this brief serves the security interests of the US, Norway, and the rest of the European NATO states. REVITALIZING TRANSATLANTIC MARITIME SECURITY The research project “Revitalizing Transatlantic Maritime Security: Filling Capability Gaps with the Norwegian Commercial Shipping Sector” intends to bring forward creative ideas on how to fill logistical gaps by leveraging private -public partnerships with merchant fleet operators. The project is a collaboration between Center for New American Security, Norwegian Institiute of International Affairs and the Royal Norwegian Naval Academy. The project is funded by a research grant provided by the Norwegian Ministry of Defence.
