INTRODUCTION 1 So, in one of the streets of Paris, in one of the cafes on the Boulevard Montmarte, I conversed in Hebrew for the first time with one of my acquaintances while we sat at a round table upon which stood two glasses of black coffee. The astonishing sounds of this dead ancient Eastern language, mingled with the din of the gay sounds of the vibrant, lovely and rich French language ... - Eliezer Ben-Yehuda (1948), Prolegomena to the Thesaurus Totius Hebraitatis. translated in Saulsou (1979). 1.1. A JEWISH LANGUAGE IN ISRAEL If a group of Yiddish speakers replaced all their Yiddish lexical morphemes with Hebrew ones, but continued to use Yiddish phonology and morphosyntax, then surely they no longer speak Yiddish; and the language they speak, though identical to Yiddish grammatically, is not related to Yiddish in the usual sense of being a changed (later) form of Yiddish. And it isn't Hebrew, either, in spite of its 100 percent Hebrew vocabulary (Thomason & Kaufman 1988: 7). This paper is concerned with the origins and development of this language. It has grown out of a mixture sources, characteristic of the ethno-linguistic family to which it , belongs. Emerging from the languages in contact at the turn of the century in Palestine, it retained a fairly heterogeneous character in its early years. However, it has since crystallized, developed standard forms of expression, and evolved into a fully natural human language. Its native speaker population numbers approximately one million, most of whom are quite unconscious of the rich linguistic and literary history of the language's antecedents. It is now the first official language of the State of Israel, the mother tongue of an increasing numbers of native Israeli children, and the most recent addition to the group of I Jewish languages. Its speakers follow a long tradition of Jewish language naming by calling their Judeo-Hebrew language l"I'i'1:1' [jehuditJl -- 'Jewish.' Lacking a unified national homeland since before the Christian era, and consequently a unified national language, Jewish communities have been characterized by forms of speech which represent a deeply rooted and highly systematic integration of their cultural legacy into their own vernacular. Fishman (1981: 5) defined a Jewish language as one which is phonologically, morpho­ syntactically, lexico-semantically, or orthographically different from that of non­ Jewish socio-cultural networks, and that has some demonstrable function in the role and repertoire of a Jewish socio-cultural network. Some of the more widely­ spoken and widely-studied Jewish languages include Yiddish, Judezmo, and Yahudic, each one representing a language related genealogically to an (originally) co-territorial non-Jewish language (German,2 Spanish, and Arabic respectively), infused with the community's particular mixture of forms and structures derived from speakers' knowledge of the Semitic languages of ancient Israel. Each one, in varying degrees, bears a resemblance to the so-called 'standard' forms of the parent language, with variation manifesting itself at all levels of linguistic structure, from straightforward lexical borrowing to more deeply-embedded structural interference. 1 All Hebrew forms are given in unpointed script, and all transcriptions, unless otherwise noted, indicate standard Israeli Hebrew pronunciation, even for items discussed within a Biblical or Mishnaic Hebrew context. The transcriptions are thus intended as 'speech samples' based on current pronunciation, ratber than as phonemic encodings, given the uncertainties regarding the phonemic status of many segments (see section 4). 2 The standard model for the origins of Yiddisb as a shift by Romance-speaking Jews to a Rhineland Middle High German dialect, a model most often associated with Max Weinreich, has been challenged in recent years by some Yiddishists. Unable to reconcile the massive Jewish population increases in Slavic-speaking countries that allegedly resulted from the eastward migration of the relatively small group of early Yiddish speakers, some linguists have suggested different geographical (e.g. Faber 1987) as well as linguistic (e.g. Wexler 1990a) origins for the Yiddish language. 2 Bunis (1981: 53) explains that Jewish language glottonyms 'derive from the name speakers use to refer to themselves, either "Jewish" or "Hebrew",' thus indicating ethnic as opposed to geographic affiliation. For example, 'Yiddish' is the Yiddish-language adjective meaning 'Jewish,' and 'Judezmo' is an equivalent substantive in Judeo-Spanish. American speakers of Yiddish may in fact refer to their Jewish language in English by the glottonym 'Jewish,' bearing further evidence to the tendency of Jewish language speakers to believe that theirs is the only Jewish language (Rabin 1981: 19). According to a theory by Wexler (l990b) which regards the Jewish language of Israel as 'schizoid,' because it is the only language whose origins are consistently misidentified by its speakers, the term 'Hebrew' is misleading. It unites two bodies of genetically . unrelated linguistic material under a single glottonym. Therefore, by analogy with other Jewish languages, Wexler suggests 'Yehudit' as the native Hebrew word which could serve as the glottonym for the modern 'schizoid' language (l990b: 40). 1.2. MODERN HEBREW AND ISRAELI HEBREW Nevertheless, use of the terms 'Judeo-Hebrew' and 'Yehudit' in the preceding paragraphs is, to say the least, curious. Furthermore, the process of linguistic change outlined above does not accurately describe the language spoken by Jews in Israel today. This language is Hebrew, and the native glottonym is 1'1',::l.V [ivrit],3 a name that functions quite differently from other 3 The only theoretical inconsistency in my method of transcription is with respect to /r/.     Standardization in Early English Orthography Over thirty years ago Fred Brengelman pointed out that since at least 1909 and George Krapp’s Modern English: Its Growth and Present Use, it was widely assumed that English printers played the major role in the standardization of English spelling.1 Brengelman demonstrated convincingly that the role of the printers was at best minimal and that much more important was the work done in the late 16th and 17th centuries by early English orthoepists and spelling reformers – people like Richard Mulcaster, John Cheke, Thomas Smith, John Hart, William Bullokar, Alexander Gil, and Richard Hodges.2 Brengelman’s argument is completely convincing, but it concentrates on developments rather late in the history of English orthography – developments that were external to the system itself and basically top-down. It necessarily ignores the extent to which much standardization occurred naturally and internally during the 11th through 16th centuries. This early standardization was not a top-down process, but rather bottom-up, arising from the communication acts of individual spellers and their readers – many small actions by many agents. In what follows I argue that English orthography is an evolving system, and that this evolution produced a degree of standardization upon which the 16th and 17th century orthoepists could base their work, work that not only further rationalized and standardized our orthography, as Brengelman has shown, but also marked the beginning of the essentially top-down system that we have today. Jewish book designers dealt with the visual culture they encountered in the environment in which they lived with a complex process of transmis- sion, adaptation, and translation. Among the wealth of Christian visual themes, however, there was one that the Jews could not integrate into their religious culture: they were not prepared to create anthropomorphic representations of God. This stand does not imply that Jewish imagery never met the challenge involved in representing the Divine. Among the most lavish medieval Hebrew manu- scripts is a group of prayer books that contain the liturgical hymns that were commonly part of central European prayer rites. Many of these hymns address God by means of lavish golden initial words that refer to the Divine. These initials were integrated into the overall imagery of decorated initial panels, their frames, and entire page layouts in manifold ways to be analyzed in what follows. Jewish artists and patrons developed interesting strategies to cope with the need to avoid anthropomorphism and still to give way to visually powerful manifestations of the divine presence. Among the standard themes in medieval Ashkenazi illuminated Hebrew prayer books (mahzorim)1 we find images of Moses receiving the tablets of the Law on Mount Sinai (Exodus 31:18, 34), commemorated during the holiday of Shavuot, the Feast of Weeks (fig.

Salih Alzahrani Taif University, Saudi Arabia Abstract: Krauss, among others, claims that languages will face death in the coming centuries (Krauss, 1992). Austin (2010a) lists 7,000 languages as existing and spoken in the world today. Krauss estimates that this figure could come down to 600. That is, most the world's languages are endangered. Therefore, an endangered language is a language that loses her speakers within a few generations. According to Dorian (1981), there is what is called ―tip‖ in language endangerment. He argues that a language's decline can start slowly but suddenly goes through a rapid decline towards the extinction. Thus, languages must be protected at much earlier stage. Arabic dialects such as Zahrani Spoken Arabic (ZSA), and Faifi Spoken Arabic (henceforth, FSA), which are spoken in the southern region of Saudi Arabia, have not been studied, yet. Few people speak these dialects, among many other dialects in the same region. However, the problem is that most these dialects' native speakers are moving to other regions in Saudi Arabia where they use other different dialects. Therefore, are these dialects endangered? What other factors may cause its endangerment? Have they been documented before? What shall we do? This paper discusses three main different points regarding this issue: language and endangerment, languages documentation and description and Arabic language and its family, giving a brief history of Saudi dialects comparing their situation with the whole existing dialects.

    MANAGING FRANCE’S REGIONAL LANGUAGES: LANGUAGE POLICY IN BILINGUAL PRIMARY EDUCATION IN ALSACE Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Michelle Anne Harrison September 2012 Abstract The introduction of regional language bilingual education in France dates back to the late 1960s in the private education system and to the 1980s in the public system. Before this time the extensive use of regional languages was forbidden in French schools, which served as ‘local centres for the gallicisation of France’ (Blackwood 2008, 28). France began to pursue a French-only language policy from the time of the 1789 Revolution, with Jacobin ideology proposing that to be French, one must speak French. Thus began the shaping of France into a nation-state. As the result of the official language policy that imposed French in all public domains, as well as extra-linguistic factors such as the Industrial Revolution and the two World Wars, a significant language shift occurred in France during the twentieth century, as an increasing number of parents chose not to pass on their regional language to the next generation. In light of the decline in intergenerational transmission of the regional languages, Judge (2007, 233) concludes that ‘in the short term, everything depends on education in the [regional languages]’. This thesis analyses the development of language policy in bilingual education programmes in Alsace; Spolsky’s tripartite language policy model (2004), which focuses on language management, language practices and language beliefs, will be employed. In spite of the efforts of the State to impose the French language, in Alsace the traditionally non-standard spoken regional language variety, Alsatian, continued to be used widely until the mid-twentieth century.

    Attitudes Towards State Languages versus Minority Languages in the Contemporary World: The Case of Catalan in Sardinia by José María Santos Rovira (University of Lisbon) Abstract The dichotomy of state language versus minority languages is a well-known subject among linguists. However, there are several competing perceptions of the role that minority languages play in society. In Italy, Catalan is a minority language and has been spoken for centuries in the Sardinian city of Alghero. Today, however, its survival is uncertain. Why have Algherese people progressively abandoned the Catalan language over last few decades? To answer this question, we begin by reviewing the range of scholars‘ interpretations of the motivations and attitudes that lead people to reproduce or abandon minority languages. In this article, I argue that there is an unavoidable link between social systems and linguistic practices that determines the consolidation or extinction of some languages, as has happened in Alghero, where the traditional language is at risk due to changes in social structure.     Chapter 3 Classical and Modern Standard Arabic Marijn van Putten University of Leiden The highly archaic Classical Arabic language and its modern iteration Modern Standard Arabic must to a large extent be seen as highly artificial archaizing reg- isters that are the High variety of a diglossic situation. The contact phenomena found in Classical Arabic and Modern Standard Arabic are therefore often the re- sult of imposition. Cases of borrowing are significantly rarer, and mainly found in the lexical sphere of the language. 1 Current state and historical development Classical Arabic (CA) is the highly archaic variety of Arabic that, after its cod- ification by the Arab Grammarians around the beginning of the ninth century, becomes the most dominant written register of Arabic. While forms of Middle Arabic, a style somewhat intermediate between CA and spoken dialects, gain some traction in the Middle Ages, CA remains the most important written regis- ter for official, religious and scientific purposes. From the moment of CA’s rise to dominance as a written language, the whole of the Arabic-speaking world can be thought of as having transitioned into a state of diglossia (Ferguson 1959; 1996), where CA takes up the High register and the spoken dialects the Low register.1 Representation in writing of these spoken dia- lects is (almost) completely absent in the written record for much of the Middle Ages. Eventually, CA came to be largely replaced for administrative purposes by Ottoman Turkish, and at the beginning of the nineteenth century, it was function- ally limited to religious domains (Glaß 2011: 836).
