INTRODUCTORY

Tourismisoneofthefastestgrowingserviceindustryacrossthe worldtoday.TourisminIndiaiswitnessingwidespreadgrowthdueto theincreasinginboundtourismoftheburgeoningIndianmiddle-class, risinginflowofforeigntouristsandthesuccessfulGovernmentcampaigns for ‘IncredibleIndia ’acrosstheworld.AsperMinistryofTourism statisticaldata,thenumberofdomestictouristvisitstotheStates/UTs was1432millionin2015ascomparedto1290millionin2014registering agrowthof11.6%andthenumberofForeignTouristVisits(FTVs)tothe States/UTswas23.33millionin2015ascomparedto22.33millionin 2014.Tourismalsocontinuestoplayanimportantroleasaforeign exchangeearnerforthecountry.In2014,ForeignExchangeEarnings (FEE)fromtourismwereUS$20.24billionascomparedtoUS$18.45 billionin2013,registeringagrowthof9.7%whilein2015itwasUS $21.07billion.ThecontributionoftourismtototalGrossDomestic Product(GDP)hasbeenbetween6%to7%since2009to2015.

1.2Undoubtedly,thetourismsectorinIndiaisoneofthemost emergingsectorsandcarriesahighpotentialofgrowth.IndianRailways, therefore,withtheirwidereachandbeingeconomicaltransportprovider acrossthecountry,needtogivedueattentiontoTourismandPilgrimage sectorinIndia.ThecrucialrolethatIndianRailwaycanplayin“Tourism PromotionandPilgrimageCircuit ”inIndiawasoneamongtheother reasonsfortheCommitteeforselectingthissubjectforexamination.

1.3TheMinistryofRailwayshaveinformedthattheTourismand CateringDirectorateisthenodaldepartmentundertheMinistrythat takescareofthetourismpromotionactivitiesdirectly.However,the tourismpromotionactivitiesoftheRailwaysarelimitedtospecial touristtrainsandtourismproductswhicharepresentlycarriedoutby IndianRailwayCateringandTourismCorporation(IRCTC)orrespective StateTourismCorporation.IRCTCwasincorporatedinFY2000-01.The coreactivitiesoftheCompanyareCatering&Hospitality,Internet Ticketing,Travel&TourismandPackagedDrinkingWater(RailNeer).

1.4IRCTC,thetourismarmofIndianRailways,mostlythroughits tourismportalwww.railtourismindia.com,providesone-stopsolutionto almosteverypassengertravelandtourismrequirements—touristtrains/ coaches,educationaltours,rail/landbasedtourpackages,chartertrains/ coaches,hillcharters,cabrental,LTCschemes,inbound/outbound packages,hotelbookings,train/airbookings,corporatetravelservices etc.

1.5TheMinistryintheirwrittenrepliessubmittedtotheCommittee brieflysummeduptheobjectivesoftheIRCTCasunder:

(a) Toprovidehighqualitycateringservicesdirectlyaswellas throughnetworkofprofessionallycompetitiveplayersinthe fieldoffoodbusinessandfranchisees. (b) Tobeasignificantplayerinthehospitalitybusiness. (c) Toproducebulkfoodmanufacturingfacilitieslikefood factoriesetc. (d) Toprovidehighqualitypackagedrinkingwater(RailNeer)to passengersintrainsandatRailwayStations. (e) Topromoteandmarketpackageddrinkingwaterin competitivemarketoutsideRailwaypremisesundera differentbrandnameorotherwise. (f) Topromotetourismacrossthecountryespeciallyforall segmentsofRailPassengers. (g) Promoteinboundtravelmainlycorrelatedtoreligious tourismtherebyenhancingdiplomaticinitiativesthrough “peopletopeoplecontact ”. (h) Toprovidesinglewindowsolutiontoitscustomersincluding traintravel,roadtravel,airtravel,hospitality,hotel accommodationandcateringetc. (i) Todevelopandoperate “postarrivalandpre-departures services”atExecutiveLounges,Multi-functionalcomplexes, budgethotelsetc.throughparticipationbyprofessionals. (j) Tomaintainleadingpositionininternetticketing,e-commerce andtechnologyforcustomersinterfaceforrailway passengers/customers. (k) Tobeatechnologydrivencustomerorientedcompanythrough constantinnovationandhumanresourcedevelopment. (l) Topromoteprivatesectorparticipationandexpertiseto improvequalityofproductsandservices. (m) Toimbibestrongcustomerfriendly,professionalandethical workculture. (n) ToadoptstrongCorporateGovernancepracticesandbest andtransparentindustrypractices.

2 (o) Toworktowardscreationofadditionalinfrastructureon Railwayornon-railwaypremisesintheirmandatedlineof businesswithaviewtoimprovetheGrossBlock.

1.6IRCTCisafullyGovernment-ownedPublicSectorEnterprise underMinistryofRailways.IRCTCworksasanextendedarmoftoupgrade,professionalizeandmanagethecateringand hospitalityservicesatstations,ontrainsandotherlocationsand promotesdomesticandinternationaltourismthroughdevelopmentof budgethotels,specialtourpackages,information&commercialpublicity andglobalreservationsystems.

1.7IRCTCandIndianRailwaysaresigningMoUsonyearlybasis whichdefinesthetargets,worknormsandsharingwithIndianRailways, etc.ForcreationofIRCTC,IndianRailwayshasprovidedpaid-upcapital ofRs.20croresin1999whichisutilisedfortheexpansionand developmentoftheorganisation.IRCTCpaysdividendtoIndianRailways onthebasisofprofitability.IRCTChasbeenpayingdividendtoIndian Railwaysbasedonprofitabilitysinceitsinception.TheIndianRailway CateringandTourismCorporation(IRCTC)inassociationwithorState TourismCorporationsconcernedoperatesfiveluxurytouristtrainsnamely PalaceonWheels,RoyalRajasthanonWheels,DeccanOdyssey,andMaharajas ’Express.

TheinformationfurnishedbytheMinistryrelatingtotheBudget andexpenditureofIRCTC,thetourismarmofRailways,intourism promotionduringthelast6yearshasbeenasunder:

Noseparatebudgetwasearmarkedforpromotionofpilgrimplaces.

2.2 ItisevidentthattheBudgetearmarkedforPromotionofTourism toIRCTChasbeenunder-utilizedforlastfiveyearsandduring 2013-14only54.8%ofthebudgetwasutilized.Moreover,Ministryhas notassignedanyfundforpromotionofpilgrimplacesseparately.

2.3 RegardingtheBudgetutilisationduringdeliberation,the representativeoftheMinistryofRailwayssubmittedbeforethe Committeeasunder:

“Certainlythatisapointwelltaken...... AsagainstRs.4crore budgetthatwasthereforpromotionoftourismwhichwasgiven.... onlyRs.3.6crorewerespent.Infacttheyshouldhavebeen demandingmorebudgetandspendingthempromotingthetourism activities.”

2.4 Onbeingaskedaboutunder-utilizationoffundsbyIRCTC,the MinistrystatedthattheallocatedbudgetisdistributedtoalltheZonal/ Regionaloffices.Somepercentageofthebudgetiskeptasidefor meetingtheexigenciessuchaspromotionofanynewTourismproduct/ 4 servicesatveryshortperiodsuchasfamiliarization(FAM)trips, internationalroadshowsetc.whichsometimesremainsunutilised.The budgetallocatedisalwaysutilizedasperrequirements.

2.5Onthequestionofareasofshortfallduringtheyear2015-16 andtheworksproposedtobeundertakenduringtheyear2016-17,the Ministrysubmittedthefollowingreply:

“TherearenoareasofshortfallduringtheFY2015-16asthe marketingbudgetwasutilisedatoptimumleveland,someportion ofthebudgetiskeptasideformeetingtheexigencies.InFY 2016-17,marketingofvariousareassuchasCorporateTravel Business,Outboundpackages,specialtouristtrains,etc.needspecial efforts.”

2.6TheMinistryfurtherfurnishedthedetailsofrevenuegeneration andprofitearnedbyTourismdepartmentofIRCTCduringlastfive yearsareasunder:

2.7WhenaskedabouttheRevenuegenerated/totalincomefrom allthesectorsrelatingtotourismandpilgrimageinthelastfiveyears, theMinistrysubmittedthatthemajorroleoftheRailwaysinpromoting tourismandpilgrimageisbyprovidingrailconnectivitytotourist/ pilgrimdestinations.Thereisnomechanismtoseparatetheincome generatedfromtourist/pilgrimsandotherpassengerstravelonvarious trains.However,thetotalprovisionalincomegeneratedbyRailways throughvarioustouristtrainsotherthanthoseoperatedthroughIRCTC areasunder:-

2.8ItisevidentfromabovethattheincomegeneratedbyRailways otherthanIRCTCthroughvarioustouristtrainshasbeenalmoststagnant since2011-12evenithasdecreasedduring2016-17.Ministryintheir writtenrepliesfurnishedthereasonforsuchstaticearningsasunder:—

“TherailwayshareofrevenuefromPalaceonWheelshasbeen aroundRs.20croreforthepastfewyears.Inthecaseofother trains,Railwayschargeonlythehaulagecharge, i.e. thecostof operation,fromIRCTC/TourismCorporations.Therevenueearned fromthesetrainsbyIndianRailwaysdependsentirelyonthenumber oftrips/lengthoftripsoperatedbythesetrainsbytherespective TourismCorporations. ”

2.9TheCommitteeaskedtheMinistryaboutthevariousstepstaken/ proposedtogeneratehigherincomethroughtouristtrains,theMinistry intheirwrittenrepliesstatedthatalthoughinthecaseofluxury touristtrains,promotion,marketingandsaleofticketsisthe responsibilityofrespectiveStateTourismCorporation/IRCTC,Ministry ofTourismhasbeenrequestedtotakenecessarystepsforpromotion ofsuchtrainsthroughtheiroverseasoffices,promotionalcampaigns, GSAsspreadallovertheglobe,organisationofminimartetc.Further, IRCTChassignedanMoUwithMinistryofTourismforbranding/marketing ofluxurytouristtrain-Maharajas ’Express.MinistryofRailwaysmakes availableitsrollingstockandfacilitiesfororganizationoftouristtrain servicesasperrequirementforotherthanthepremierluxurytrainsas well.

2.10TheCommitteewasinformedthatduring2014-15,thetotal revenueearnedbyallfiveluxurytrains i.e. PalaceonWheels,Royal RajasthanonWheels,DeccanOdyssey,GoldenChariotandMaharaja ExpresswasRs.107.27croreoutofwhichRs.44.65crore(41.62%)was earnedbyMaharajaExpressalone.Duringthesameyear,Railways ’ shareandhaulagechargesreceivedbyRailwaysremainedRs.51.97 crore(48.45%oftotalRevenue).TotalrevenueearnedandRailway ’s

6 share/haulagechargesbyallfivevariousLuxurytrainssince2010are asunder:

2.11WhenenquiredabouttherepresentationofTourismpromotion relateddepartmentintheRailwayBoard,theMinistryofRailways,in theirwrittenreplies,apprisedtheCommitteethatTourismandCatering Directorate,thenodaldepartmentforpromotionoftourismandIRCTC donothaveanyrepresentativeintheBoard.

2.12Further,whilegivingthereferenceofBudgetSpeech2016 whereRailwayMinisterannouncedtherestructuringofRailwayBoard, MinistryofRailwayswasaskedtoputforththeiropiniononcreating onepostofMember(Tourism)intheRailwayBoardinordertopromote tourism.Inresponse,theMinistrysubmittedintheirwrittenrepliesas under:—

“IndianRailwayCateringandTourismCorporationLtd.(IRCTC)is alsoanextendedarmoftheIndianRailwaystopromotetourism. TourismandCateringDirectorateisthenodalDirectorateinthe RailwayBoardhandlingIRCTCmatters.Tourismisalreadybeing lookedafterbyMember(Traffic)inRailwayBoard. ”

TOURISMPROMOTIONANDPILGRIMAGECIRCUIT

TheMinistryhavesubmittedthatIndianRailwayspromotetourism primarilybyconnectingvarioustouristplacesacrossthecountryby rail.Mostofthetourist/pilgrimdestinationsarealreadyconnectedby rail.SomerecentadditionsareSrinagar,Katra,Khajuraho,NaharLagun (ArunachalPradesh)andShirdietc.PopularhillstationslikeShimla, Darjeeling,Ooty,Matheranetc.arealsoconnectedbyrail.Other existing/emergingdestinationswillbeconnectedbyrailoveraperiod oftimedependingonfeasibility,resourcesanditssustainability.In additiontoregularpassengertrainsacrossitsnetwork,Railwaysin associationwiththeIndianRailwayCateringandTourismCorporation (IRCTC)andselectStateTourismDevelopmentCorporationoperate specialtouristtrainslikeLuxurytouristtrains,Buddhistspecialtrains, BharatDarshantrains,Pilgrimspecialtrains,Statetirthtrainsetc. offeringpackagetours.IRCTC,thetourismarmofRailways,byitsown operatesanumberofspecializedtourismproductsandhasbecomea providerofonestopsolutioninthefieldoftourismforindividuals, groups,corporateetc.Whilethereisaneedforaugmentationin passengercarryingcapacitybyregulartrains,thereareenoughtourist trainsofferingpackagetoursacrossthecountry.

3.2Whenaskedaboutthepossibilitiestocovermoretouristand pilgrimagedestinations,intheirwrittenrepliestotheCommittee,the MinistryfurnishedthatconnectivitytoKashmirValleyandtourist destinationsintheNEregionwillgiveagreatboosttothetourismin thoseareas.FurthertouristdestinationslikeShirdiandTirupati,which arealreadyconnectedbyrail,requiremoredirecttrainsfromdifferent partsofthecountry.Ingeneral,railconnectivitytomoretourists/ pilgrimplacesandmoretrainstoalreadyconnected/nearbystationsof pilgrim/tourismimportancewillenhancethetourism/pilgrimage.

3.3Further,theMinistryelaboratedthatpresentlynearbyallmajor touristandpilgrimdestinationsareaccessiblethroughrailnetwork. Somehillstationsandtouriststationslackrailconnectivitydueto geographicalandtopographicalconstraints.Duetohigherconstruction andoperationalcosts,connectivitytothesedestinationsisnot commerciallyviable.However,forrailconnectivitytosomepopularhill stations,surveysandfeasibilitystudiesareunderprogress.Depending upontechnicalfeasibility,operational&commercialjustificationand connectivitytothesedestinationswillbeconsidered. 8 3.4Regardingthevarioustouristandpilgrimagespecialtrains,the MinistryapprisedtheCommitteethatBharatDarshanTrain,Pilgrim specialtouristtrainandBuddhistspecialtrainwereintroducedinthe year2004,2014and2007respectively.

BharatDarshanTrains

3.5Aspecialtrain,enablescommonmantovisittheplacesof Tourism/Religious/Historicalimportanceinthecountry,atanaffordable price.Thepackagesincluderailtravel,meals,andsight-seeingat economicalrates.Thetrainoperatesthroughouttheyearondifferent itineratesdecidedfromtimetotime,asperdemand.Railwayscharge IRCTCtelescopicrateaccordingtothecapacityoftheescalatedby20% rakeand50%pantrycarcharges.Thepassengertariffisfixedat Rs.800/-perpersonperday.IRCTCisfreetooperatethistrainonany circuitprovideditisoperationallyfeasibleandthereismarketdemand.

PilgrimSpecialTrains

3.6ThesetrainsareintroducedrecentlyonspecialPilgrimCircuits likeDevicircuit,Jyotirlingcircuit,Jaincircuit,Christiancircuit,Muslim/ Suficircuit,Sikhcircuit,Buddhistcircuit,FamousTemplecircuitetc. onthepatternofBharatDarshantrainswithoptionforAC/Non-AC coaches.Itoperatesondifferentcircuits,decidedfromtimetotime asperdemand,throughouttheyearofferingallinclusivetourpackages. RailwayschargeIRCTCpointtopointfareescalatedby11%according tothecapacityoftherakeandapplicablepantrycarcharges.The passengertariffisfixedatRs.2650/-,Rs.1970/-andRs.910/-per personperdayin2ndAC,3rdACandnon-ACSleeperclassrespectively. IRCTCisfreetooperatethistrainonanyreligiouscircuitprovidedit isoperationallyfeasibleandthereismarketdemand.

BuddhistSpecialTrain

3.7TheBuddhistCircuitSpecialTrain/MahaparinirvanExpressoffers anallinclusive7nights/8dayspackagecoveringmajordestinations relatedtothelifeofLordBuddhaandalsoincludeshotelstayandlocal sightseeing.TheitinerarystartsfromandterminatesatNewDelhiand coversBodhgaya,Rajgir,Nalanda,Varanasi,Sarnath,Kushinagar,Lumbini, Sravastiand.Theitineraryisflexibleandcanbemodifiedon groupbookings.ItoperatesfromDelhiduringSeptembertoAprilnext year,utilisingafullyairconditionstrain,asperdemand.Railways chargeIRCTCpointtopointRajdhanifarewith15%markup,at60% occupancyoractualoccupancywhicheverishigher,andapplicable chargesforpantrycarandpowercar.Thepassengertariffisfixedby 9 IRCTCtakingintoconsiderationtooverallcostofoperationofthe Buddhisttrainpackage.ThecurrenttariffisUSD165,USD135andUSD 115perpersonpernightin1stAC,2ndACand3rdACrespectively. IRCTCisfreetooperatethetrainonanycircuitoftheirchoiceprovided itisoperationallyfeasibleandthereisamarketdemand.

3.8WhenenquiredabouttheresponseRailwaysaregettingby runningthesespecialtrains,theMinistrysubmittedthatBuddhistspecial train,thoughintroducedintheyear2007,andappreciatedbythe travelers,isnotyetgettingenoughpatronage.Itmakesanaverage10 numberoftripsinayearwithanaverageoccupancyof30%.Bharat Darshantrainontheotherhandishighlypopularandmakesanaverage 70tripsinayearwithanaverageoccupancyof90%.Pilgrimtourist train,introducedinAugust2014,hasalreadymade26numbersoftrips withanaverageoccupancyof72%indicatingthatitisalsogetting popular.

3.9TheCommitteefurtheraskedtheMinistryregardingreviewing theperformanceofthesetrainsinviewofresponse,futureplansto extendsuchservicesorintroducemoresuchtrainsandeffortsto popularisethesetrains.TheMinistry,intheirwrittenreplies,explained thatafterreviewingtheperformanceofBuddhistspecialtrain,the numberoftripsofBuddhistCircuitSpecialTrainhasbeenreducedby 50%lastyearforoptimumutilisationofrake.Further,Semii.e.DesertCircuit,HeritageCircuitandTigerExpressetc.have beenintroducedlastyear.Anewcircuit- “CityofLakes- ” coveringUdaipur,,MountAbuandAjmerhasalsobeen launchedinFY2016-17.ItwasalsoannouncedintheBudgettooperate touristtrainsonAasthacircuits.

3.10TheCommitteeaskedtheMinistrytoprovidethedetailsof additionaltrainsintroducedbyRailwaysinthelastfiveyearswith respecttopromotionoftourismandpilgrimage.Inresponse,theMinistry intheirwrittenreplyfurnishedthefollowingdetails:—

“Duringthelast5years,Railwayhasintroducedaround600trains coveringvariousdestinationsacrossthecountry.Someofthe importanttourist/pilgrimdestinationscovered,otherthanmajor cities/Statecapitals,areAmritsar,Puri,Shirdi,Haridwar,Varanasi, Indore,Ajmer,Tirupati,Nanded,,Pandarpur,,Gaya, Silliguri,Hospet,Velankani,Vasco,Gandhidham,,Ramnagar, Porbander,Pushkar,Gorakhpur,Somnath,Dwarka,Katra,Bhuj, Kamkhya,,Rameshwaram,Bikaner,Naharlagunetc.The touristtrainsintroducedbytheRailwaysduringthelast6yearsfor

3.11TheCommitteefurtherenquiredaboutthereasonfor introducingonly7touristtrainsdedicatedforpromotionoftourismand pilgrimage.Inthisregard,theMinistrysubmittedthatinadditionto thesenewtrains,5LuxuryTouristtrains,1Buddhistspecialtrainand BharatDarshantrainswithmultiplerakeshavebeeninoperation.The capacityofBharatDarshantrainshasbeenaugmentedto16coaches whichisprovidingadditionalcapacity.StateTirathtrainsarealsobeing operatedwithmultiplerakesfortheStatesofChhattisgarh,Madhya Pradesh,Rajasthan,UttarPradeshandPunjab.In2015-16,185such Statetouristtrainswererun.Recently,3trainsonHeritage,Desertand TigerCircuitshavealsobeenintroduced.Aasthacircuittrainshave beenannouncedduringtheyear.Moretrainscanbeintroducedtocater totheinitiativesofTourismCorporationsandoverallviability.

3.12TheCommitteeaskedtheMinistryabouttheprogressmadeby theMinistrytowardsconnectingthetwomostimportantcentresof religiousandpilgrimageimportance i.e. TirupatiandShirdi.Intheir writtenreplies,theMinistrystatedasunder:—

“Atpresent,twopairsofMail/Expresstrainservicesarealready availablebetweenTirupati/ReniguntaandNagersol/Shirdi.Inaddition tothatTrainNo.17417/17418Tirupati-ShirdiSaiNagarExpress (weekly)alsoprovidesdirectconnectivitybetweenTirupatiand Shirdi.

ShirdiandTirupatistationsarealreadyconnectedbyBroadGauge network.Presentlyaweeklyspecialtrainisbeingrunbetween TirupatiandNagarsol viaGunturaswell.Specialtrainsarebeing runbetweenimportantstationsduringpeakseasons,festivals,special eventsforclearanceofextrarushofpassengertraffickeepingin viewthepatternoftraffic,commercialjustification,operational

11 feasibilityandavailabilityofresources.However,passengersof ShirdidesirousoftravellingtoTirupatimayalsoavailchangeover at/Secunderabadand viceversa .

IntroductionofnewMail/ExpresstrainbetweenTirupatiandShirdi isnotfeasibleatpresent,duetooperationalandresourceconstraints includingsaturatedcoachingmaintenancefacilitiesatTirupati. ”

3.13Onbeingaskedaboutexploitingthehugeuntappedpotential inthefieldofeverincreasingdomestictourismandconstraintsfaced byRailwaysinthisregard,theMinistrystatedthattheroleofthe Railwaysinexploitingtheuntappedpotentialinthefieldofdomestic tourismwillbeinaugmentingthepassengercarryingcapacityonregular trainsaswellasconnectingmoredestinationsbyrailoveraperiodof timedependingonavailabilityofcompensatedrailfareandallinclusive serviceslikeBharatDarshan,BharatTirth,PilgrimSpecial,SikhCircuit special,FarmerSpecial(KisanYatra),GandhiCircuit,andrecently launchedSemi-Luxurytrainsetc.IRCTChasalsoshiftedthehorizon fromRailbasedtourismservicestoNon-Railbasedservicesaswellto tapthemarketandcomewiththecompetitiveskilllikeFITandoutbound packages,CorporateTravelServices,OnlineAirticketing,Customised packages,SpecialtouristTrains,etc.

3.14Thegeneralconstraintoflackofcapacity,especiallyatpeak seasons,affectspromotionoftourisminIndia.Inthecaseoftourist trains,thereisdemandforoperationofsuchtrainsonvariouscircuits butitisdifficulttorecoveroperatingcostinmostofthecases.

3.15OnbeingaskedwhethertheMinistryhaveconductedany study/surveytoidentifyandaddresssuchcapacityconstraint,the Ministryrepliedthatspecialtrainsarerunandextracoachesareattached forclearanceofextrapassengertrafficincludingfortourismpurpose duringpeakseason,specialeventsandfestivalskeepinginviewthe patternoftraffic,operationalfeasibilityandavailabilityofresources. ThisisanongoingprocessonIndianRailways.

3.16Further,theCommitteesolicitedtheMinistryforspecial measuresbeingtaken/proposedtobetakenbythemtomaketrain journey,apreferredmodeoftravelfortourisminIndia.TheMinistry intheirwrittenreplysubmittedasunder:—

“Trainsarealreadypopularmodeoftransportfortouristsascanbe seenfromthecapacityconstraintsespeciallyonpeakseasons.In ordertomaketrainjourneyamorepreferredmodeoftravelfor tourismandmorecomfortabletoallrailpassengers,specialmeasures 12 forimprovementinpunctuality,cleanliness,cateringetc.arebeing taken.Anumberoftouristtrainsofferingtourpackagesindifferent segmentsoftouristsareintroducedfromtimetotime. ”

3.17Regardingthevariousfactorstakenintoaccountinorderto categoriseaparticularstationasoneoftourismorpilgrimage importance,theMinistryapprisedtheCommitteethatGeneralManagers oftheZonalRailwayshavebeenauthorisedtoupgradestationsas ‘B’ categorystationfromlowercategorystationfortouristimportance, thentheadditionalfacilities/amenitiesareprovidedasperthenorms ofMinimumEssentialAmenitiesof ‘B’categorystation, viz., Public AddressSystem/ComputerBasedAnnouncement,Signage,FootOver Bridge,WaterCooler,MediumLevelPlatformetc.

3.18Since,intheirreplytheMinistryhavenotdefined/explained thefactorswhicharetakenintoaccountinordertocategorisea particularstationasoneoftourismorpilgrimageimportance,the CommitteeaskedtheMinistrytoelaboratethesame.Inresponse,the Ministrysubmittedasfollow:—

“TheMinistryhasnotissuedanyspecialguidelinesforcategorizing aparticularstationasoftourismorpilgrimageimportance.The GeneralManagersofZonalRailwayshavebeengivenfullpowersto categoriseastationoftouristimportanceoranimportantjunction stationas ‘B’category. ”

3.19Further,theCommitteewasapprisedthattrainstoppagesare decidedbasedondemandsraisedbypassengersandregularfeedback isalsocollectedfromtourists.Onbeingaskedwhether,theMinistryof Railwaysconductanysurveytoknowthedemandsoftouristsforany particularstation/place,theyrepliedthatallthetouristtrainsare operatedinassociationwithIndianRailwayCateringandTourism Corporation(IRCTC)orStateTourismCorporationconcerned.Therole oftheRailwaysislimitedtooperationandmaintenanceofthetrain. TheitineraryaswellasstoppagesisdecidedbyIRCTCortherespective StateTourismCorporationsubjecttooperationalfeasibilitybythe Railway.ThedataoftouristfootfallinaparticularStateoratparticular touristplaceisavailablewiththeMinistryofTourismandalsoinits yearbook.Popularcircuitsareselectedanditinerariesplannedontrial basisinitially.Basedonthefeedback/demand,IRCTCstartsoperation onregularbasis.

3.20TheMinistryofRailwaysfurtherinformedthatMinistryof Tourismisthecustodianofthisdata.MinistryofRailways/IRCTCdepend onMinistryofTourismforprocuringrelevantinputs. 13 3.21OnbeingaskedaboutthestepsbeingtakenbytheRailways toencouragegreatermassestousetrainservicesoverlowcostairlines forvisitingplacesoftouristsandpilgrimageinterests,theMinistryin theirwrittenrepliesstatedthatmostofthepopulartourist/pilgrim destinationsarealreadyconnectedbyrail.Otherexisting/emerging destinationswillbeconnectedbyrailoveraperiodoftimedepending onfeasibility,resourcesanditssustainability.Specialtrainsareoperated duringseasonwherethereisheavydemand.Augmentationofcapacity, overaperiodtime,willgoalongwayinencouragingmorepeopleto travelbyrail.Inadditiontoregularpassengertrainsacrossitsnetwork, RailwaysinassociationwiththeIndianRailwayCateringandTourism Corporation(IRCTC)andselectStateTourismDevelopmentCorporation operatespecialtouristtrainslikeLuxurytouristtrains,Buddhistspecial trains,BharatDarshantrains,Pilgrimspecialtrains,StateTirthtrains etc.offeringpackagetours.IRCTC,thetourismarmofRailways,byits ownoperatesanumberofspecializedtourismproductsandhasbecome aproviderofonestopsolutioninthefieldoftourismforindividuals, groups,corporateetc.

3.22Trainsarealreadythepreferredpopularandcheapermodeof travelcomparedtoothermodesoftransport.Trainfaresarealready crosssubsidisedfromtherevenueearnedfromfreighttrafficandbelow cost.Ratherthanthecompetitionfromlowcostairlines,thereal challengefortheRailwaysisinmeetingdemandofmorepassenger trainsasperdemandbycapacityaugmentation,overaperiodoftime. Inordertoensureavailabilityofseats,thoughatapremium,Tatkal andPremiumTatkalschemes,FlexifaresystemandSuvidhatrainson variablefarestructurehavebeenintroduced.Further,AlternativeTrain Accommodationscheme(VIKALP)hasbeenintroducedtoprovide confirmedaccommodationtowaitlistedpassengers.IndianRailways (IR)hastwodistinctsegmentsoftravel-(i)thereservedsegmentwhich accountsforabout6%ofthetotalpassengersbookedandcontributes toabout60%ofthepassengerrevenueand(ii)theunreservedsegment whichcontributestoabout94%ofthetotalpassengersbookedbut accountsonlyfor40%ofthepassengerrevenue.OnIndianRailways, thedemandpatternforreservedaccommodationisnotuniform throughouttheyearanditvariesduringthepeakandleanseasons.The demandfortravelsurgesespeciallyduringthepeakseasonlikesummer holidays,festivalsetc.DuringtheperiodApril-December,2015there hasbeenanoverallincreaseof2.67%inthenumberofpassengers travellinginreservedaccommodationwithanincreaseof8.18%in passengerearningsoverthecorrespondingperiodoflastyear.

3.23TheCommitteeaskedabouttheeffortsmadebytheMinistry ofRailwaystocollaboratewithMinistryofTourism,StateGovernments andvariousStateTourismDevelopmentCorporations(STDCs)inorder 14 topromoteTourisminthecountry.Onthesame,theMinistrysubmitted asunder:—

‘TheMinistryofRailwaysisinregulartouchwiththeUnionMinistry ofTourismonallthetourismissuesconcerned.MinistryofRailways andMinistryofTourismisjointlyimprovingthepassengeramenities fromthetourismpointofviewatmutuallyidentified26railway stationsoftourismimportancebyequallysharingthetotalexpected expenditureofRs.260crore.TheMinistryofTourismwillalsobe fundingthecapitalcostforafewspeciallydesignedcoachesfor hillsectionslikeAarakuValleyandKashmirValley.TheMinistryof RailwaysisalsooperatingLuxuryTouristTrains,PalaceonWheels, RoyalRajasthanonWheels,DeccanOdyssey,andGoldenChariotin associationwithStateTourismCorporationsofRajasthan, and.TheUnionMinistryofTourismhadmade capitalcontributionsintheseluxurytouristtrains.StateGovernments likeRajasthan,UttarPradesh,MadhyaPradeshandChhattisgarh areoperatingspecialTirthtrainsondifferentcircuitsinassociation withIRCTCandRailways. ”

3.24TheMinistryalsofurnishedthedetailsofMOU/Agreements signedbyIRCTCwith25Stateagencieswhichareat AnnexureI.Inthe samecontext,whenenquiredaboutthestatusoffundsforremaining 6stationsforwhichtheworkshavebeenfinalised,theMinistrysubmitted thattheissueregardingreleaseoffundsforotherstationshavebeen takenupwithMinistryofTourism.Thereleaseoffundswasheldupfor sometimeasMinistryofTourismrequiredUtilisationCertificateforthe fundsalreadyreleasedforreleasingfundstootherstations.Ministryof Tourismisintheprocessofenablingthemtoreleasefundsrailway wise.MinistryofTourismhasalsoreleasedpartfundsforPuristation wheretheworkwascompletedbyRailwayusingitsownfunds.

15 CHAPTERIV

LUXURYTOURISTTRAINS

TheMinistryofRailwayshasinformedthattheLuxurytouristtrains areintroducedatthebehestofIndianRailwayCateringandTourism Corporation(IRCTC)oroneormoreoftheStateTourismCorporations. IndianRailwaysoperate5luxurytouristtrainsinassociationwithvarious StateTourismCorporations/IndianRailwayCateringandTourism Corporation.Thesetrains,puttogether,onanaverage,operateon about15differentitinerariescoveringanumberofpopulartourist destinationsacrossthecountry.Thecurrentpolicyenvisagesbearing theentirecapitalcostontherakeofthetrainbyIRCTCorState TourismCorporationconcerned.Railwayswillprovideengineandother infrastructuresforoperatingthetrainagainstpaymentofapplicable haulagechargeforoperationofthetrainwithoutanyelementofprofit. TheroleoftheRailwayswillbelimitedtooperationandmaintenance ofthetrainleavingallotherresponsibilities,includingprofit/loss,to IRCTCortheStateTourismCorporationconcerned.

16 GoldenChariotoffersasingleclassoftravelwhilerestofthetrains offer2-4differentclassoftravel.Thetrainsgenerallyoperatefrom September/October-March/Aprilnextyear.Thepresentlyoperated itinerariesofvarioustrainsaregivenat AnnexureII. 4.3RegardingtheroleofIndianRailwaysandIRCTCinrunning theseLuxuryTrains,theMinistryintheirwrittenrepliesinformedthe CommitteethattheroleofIndianRailwaysislimitedtooperationand maintenanceofthetrain.InthecaseofPalaceonWheels,passenger tariffisjointlyfixedbyRailwayandRTDC.Allotherresponsibilitieslike on-board/off-boardservice,ticketing,marketingandpublicityofall thesetrainsareundertakenbyIRCTCortheStateTourismCorporation concerned. 4.4Further,whenenquiredabouttheCostandbenefitsharing formulaamongIndianRailways,StateTourismCorporationsandIRCTC inrunningsuchtrainservices,theMinistryapprisedtheCommitteethat PalaceonWheelsisoperatedonrevenuesharingmodel;56:44between RailwaysandRTDC.Allotherchargeareoperatedonhaulagecharge modelwhereinRailwaystakeshaulagecharge,itscostofoperation fromtheTourismCorporations,leavingtheactualprofit/losstothe TourismCorporationsconcerned.InthecaseofDeccanOdyssey,Golden ChariotandRoyalRajasthanonWheels,thecapitalcostonbareshells and50%costofDGsetswasbornebyRailwayswhiletherestby respectiveTourismCorporations.InthecaseofMaharajas ’Express,the entirecapitalcostwasbornebyIRCTC.UnionMinistryofTourismhas alsofundedapartofthecostincurredbyallTourismCorporations. 4.5TheCommitteeaskedtheMinistrytofurnishthedetailsof revenueearnedbyeachoftheLuxuryTrainsandtheshareofIndian Railwaysalongwiththeexpenditureincurredonthesameinlast 5years.Inresponse,theMinistryintheirwrittenrepliesprovidedthe followinginformation:— “TherevenueearnedbyeachoftheLuxurytouristtraininthelast 5yearsandtheshareofIndianRailwaysineachcaseareasunder:

4.6TheexactexpenditureincurredbyIndianRailwaysonluxury touristtrainsisnotmaintainedseparately.However,IndianRailways collectshaulagechargestocoveritsoperationandmaintenance expenditureinrespectof4luxurytouristtrains viz.RoyalRajasthanon Wheels,DeccanOdyssey,GoldenChariotandMaharajas ’Express.

4.7Expressingtheirsurpriseonthelowerrevenueearnedbythese luxurytrains,theCommitteefurtherenquiredwhethertheMinistry havefixedanyyearwisetargetofrevenueandthepossiblereasonsfor consistentlylowrevenuegenerationbythesetrains.TheMinistry submittedtheirresponseinwrittenrepliesthatnotargetrevenuefor luxurytouristtrainswasbeingfixedbyIndianRailwaysastheseare beingoperatedbytheStateTourismCorporation/IRCTCandtherevenues exceptinPalaceonWheelsaretotheTourismCorporations.Therevenue earnedbyLuxurytouristtrainsisnegligible.TheroleofIndianRailways islimitedtotrainoperationandpromotionandmarketingisthe responsibilityoftherespectiveCorporation.TheroleofIndianRailways 18 islimitedtotrainoperation.RespectiveTourismCorporationshasto takeinitiativestomarketthetrainandimprovetheoccupancy.Operation oflimitednumberoftrips/reducedcompositionofthetrainhasbeen onereasonforlowrevenuegeneration.

4.8TheCommittee,duringthedeliberationsoughttoknowthe reasonsforrecentlycancelledtripofPalaceonWheelsduetolackof booking.However,theCommitteecouldnotgetsatisfactoryreplyfrom theMinistryinthisregard.Onbeingenquiredaboutoccupancy/vacancy/ position,theMinistryfurnishedthedetailsofoccupancyandvacant seatsofeachluxurytraininlastfiveyearsasunder:—

4.11Astheseluxurytouristtrainsmainlycatertoforeigntourists andeliteclassofpassengers,theCommitteeaskedabouttheirplanto introducesimilartouristtrainstocatertoIndianmiddleclassandother futureplanwithregardtoluxurytrains,theMinistryintheirwritten repliessubmittedthatLuxurytouristtrainsareintroducedattheinstance ofIRCTC/StateTourismCorporationssubjecttotheirassessmentof viability.Presently,thereisnoplanformoreluxurytouristtrains. However,theexistingtrainskeeponmodifying/introducingnew itinerariessubjecttotheirassessment.Further,Touristtrainslike

20 Buddhistspecialtrain,BharatDarshantrainandAsthaCircuittrainare alreadyavailablefortheeconomytravellers.Railways,inassociation withIRCTC,hasintroducedmidsegmenttrainonsomepopulartourist circuitslike(i)Delhi-Katni-Jabalpur-Delhi,(ii)Delhi-Udaipur-Chittorgarh- Ajmer-Delhi,and(iii)Delhi-Udaipur-SawaiMadhopur-Delhi.

OTHERINITIATIVES

TheMinistryofRailwayshasinformedthatinadditiontoregular passengertrainsacrossitsnetwork,IRCTC,thetourismarmofRailways byitsownoperatesanumberofspecializedtourismproductsandhas becomeaproviderofonestopsolutioninthefieldoftourismfor individuals,groups,corporateetc.IndianRailways,inassociationwith IRCTC,hasintroducedauxiliaryserviceslikeTourismFacilitation Counters/TravelDesk,ExecutiveLounges,ConciergeServicesetc.and theyareunderexpansionmode.Withaviewtofacilitateforeigntourists/ NRIs,foreigntouristquotaisextendedtothemwhereinreservationcan bemadeagainstFTquota360daysinadvance.Asperthepractice, normallytheforeigntouristquotaisallottedtothefollowingtypeof persons.ForeignersholdingtouristvisaandNRIswhosestayinIndiais notmorethansixmonths.Thepersonswhocontinuouslystayoutside Indiaformorethansixmonths,theyareconsideredasNRIs.The personsholdingdiplomaticvisaonthespecialrequestoftheembassies. NepaleseandBhutanesetouristsarecertifiedbyrespectiveembassy.

RETIRINGROOMFACILITY

5.2TheMinistryapprisedtheCommitteethatinordertotakecare ofthetransitaccommodationrequirementsofrailpassengersaswell astourists,AC/NonACRoom/Dormitoriesarebeingavailableatmajor railwaystationsateconomicalrates.IndianRailwayshasalsomade availableonlinebookingfacilityfortheretiringrooms.Onbeingasked aboutthedetailsregardingthenumberofstationswithretiringrooms, tariff,bookingandservicesprovidedinsuchretiringrooms,theMinistry intheirwrittenrepliessubmittedthatthereare565stationsoutof total8495stationsthathavebeenprovidedwithretiringroomssofar. Category-wisedetailsofnumberofstationswithretiringroomsand totalnumberofstations(category-wise)fallingundervariouszonal railwaysareat AnnexureV&VI respectively.Afteranalysingthe details,followingtablerevealsthefactualsituation:—

5.3TariffofRetiringRoomisfixedbythedivisiontakinginto accountthelocalroomtariffsinthenearbyareaandvariesfrom stationtostation.Adequaterestingandbathingarrangementstoprovide maximumcomforttopassengersareavailableinRetiringRooms.Further, RetiringRoomsareprimarilymeantfortheuseofbonafiderailpassengers includingtouristsforshortovernightstayandareallocatedforupto 48hoursbeforecommencementorconclusionofjourneyon ‘firstcome firstserved ’basisonpaymentofusualcharges.

VALUEADDEDTOURPACKAGES

5.4IthasbeenstatedthatanumberofValueAddedTourPackages, onthelinesoftouristtrains,arealsoavailableforsmallergroupsof passengersbyutilizingaccommodationonregulartrains.IndianRailway CateringandTourismCorporation(IRCTC)plananitineraryandrequest Railwaystoblockcertainberthsinselectedpopulartrainsatadditional 15%fareovernormalticketrailfare.Simultaneously,IRCTCselect serviceproviderforlandarrangementsorsometimesdirectlydeals withthehotelsandtransporters.Afterconfirmationofberthblocking fromRailways,IRCTClaunchthepackageonIRCTC ’stourismportal, detailingperpersonprice,inclusion&exclusionsandothertermsand conditions.Bookingofpassengersaredone72hrsbeforethedateof departureofthetrip.Incase,thereislessbookingthenthespecified berths,releasedtoRailwaysforwaitlistpassengers.

5.5Inthiscontext,theCommitteeaskedaboutthenumberof passengerstravelledonVATpackagesduringthelastfouryearsand projectedtargetsforforthcomingyears.TheMinistrysubmittedthat thenumberofpassengerstravelledonVATpackagesduringthelastfive yearsareasfollow:—

5.8 Further,whenenquiredaboutthereasonfordeclineinnumber ofpassengerswhoavailedtheVATpackagesandstepstakenbythe Railwaystochecksuchdecline,theMinistryintheirwrittenreplies submittedthatsomeofthereasonsfordeclineinnumberofpassengers ofVATpackagessuchas:—

(a) LowcostAirlinesareofferingverycompetitivelowfare. (b) Noconcessiontoseniorcitizens.

IRCTChastakenthefollowingstepstoincreasetheutilisationof VATpackages:—

(a) Packagesoperatingwithlessthan50%utilisationwillbe removed (b) Newpackageswillbelaunched (c) LaunchofGatimantypeLandpackagesinconjunctionwith specifictrains.

5.9AsinformedregardingtheIndrailPasses,inordertoexplorethe splendorofmulti-facetedIndia,IndrailPassesprovideexcellentvalue formoneyandenhancethecharmofholidaysforvisitorsfromabroad. Itoffersthevisitorsthefacilityofunrestrictedtravelovertheentire IndianRailwaysystemwithintheperiodofvalidityofthepass.Indrail Pass(IRP)offerstouristsunlimitedtravelonIndianRailwaysonalimited periodoftourist’schoiceontheclassoftraveldecidedbythem.Other thantheIRPtariff,nootherchargesareleviedfromthetourists.IRP holderscanmakereservationontrains365daysinadvance.IRPsare availableatmajorrailwaystationsandalsoafewgeneralsalesagents outsidethecountry.

5.10TheCommitteeaskedtheMinistrytoprovidethedetailsof numberofIndrailpassessoldandrevenueearnedfromtheminlastfive years.Inresponse,theMinistryintheirwrittenrepliesfurnishedthe followingdetails:—

RECOMMENDATIONS/OBSERVATIONS

Introductory

ThetourismsectorinIndiaisoneofthemostemergingsectors andhaveahighpotentialgrowth.Itplaysanimportantroleasa foreignexchangeearnerforthecountry.TheCommitteenotethat theforeignexchangeearningsfromtourismweretothetuneof US$20.24billionduring2014whichrosetoUS$21.07billionduring 2015andcontributesabout6-7%ofGDP.They,however,feelthat thereisalongwaytogoandmuchofthepotentialfortourismin Indiaremainsunexplored.TheCommitteeareofthefirmopinion thatwiththeirwidereachandbeingeconomicandecofriendlymean oftransportprovideracrossthecountry,Railwayscanplayacrucial roleinpromotionoftourisminthecountry.Further,Indiaisa countryofdiversereligiousfaithandtherearenumerouscentersof pilgrimageinalmostallthepartsofthecountry.Thereisenormous scopefortheRailwaystotapthishugepotential.Inviewofthis,the Committeedecidedtohaveanin-depthexaminationofthesubject “TourismPromotionandPilgrimageCircuit ”.Duringtheexamination ofthesubject,theCommitteehavereachedtocertainconclusions whichhavebeendiscussedinthesucceedingparagraphs.

2.IndianRailwayCateringandTourismCorporation(IRCTC),a GovernmentownedPublicSectorEnterpriseunderMinistryof Railways,isanextendedarmoftheIndianRailwaystopromote tourism.IRCTCrelatedmattersarelookedafterbytheTourismand CateringDirectoratewhichworksunderMember(Traffic)inRailway Board.TheCommitteefeelthatkeepinginviewthehugepotential emergingoutoftremendousannualgrowthintourismsectorofthe country,thenotionofRailwayBoardbeingtheapexbodyofthe MinistryofRailwayinbothadministrationandpolicymakingseems incompleteintheabsenceofanyrepresentationfromTourismand CateringDirectorate/IRCTC.TheCommittee,therefore,strongly recommendthatthereshouldbeproperrepresentationfortourism intheRailwayBoardsothatitgivesthedesiredaccelerationtothe promotionoftourismrelatedpoliciesoftheRailwayandalsohelp theMinistrytobecomemoresensitivetowardsthedemandsof passengersingeneralandtouristsaswellaspilgrimsinparticular.

3.TheCommitteenotethatthebudgetearmarkedbyIRCTCfor tourismpromotionduringtheyears2013-14,2014-15,2015-16and 2016-17wastothetuneofRs.6crore,4.17crore,4croreand3.65 crorerespectively.TheCommitteefeelthatthebudgetallocation forsuchamajorheadisgrosslyinadequateandwithdecliningtrend. However,theCommitteeareperturbedtonotethattheIRCTChave notbeenabletofullyutilizeeventhesemeagerfundsallocatedfor promotionoftourism.Theactualutilizationrangedfrom54.8%to 90.48%oftheallocatedfundforwhichMinistryhavenotassigned anyreasonwhatsoever.FurthertheCommitteenotethatnofunds forpromotionofpilgrimplaceshavebeenprovidedseparately.The CommitteerecommendtheMinistrytoincreasethebudgetallocation toIRCTCforpromotionoftourismwithimmediateeffectandto createaseparatefundforthepromotionoftourismandpilgrimage inIndiaandensureoptimalutilisationofthesame.TheCommittee understandthatitisthemostappropriatetimefortheRailwaysto grabtheopportunityasthetourismindustryinthecountryisgrowing withatanunprecedentedrate.TheCommitteefurtherdesirethe dueattention,commitmentandfocusedapproachbytheMinistryin promotionoftourism,underintimationtotheCommittee.

TourismPromotion&PilgrimageCircuit

4.IndianRailwayspromotetourismprimarilybyconnecting varioustouristplacesacrossthecountry.Manytourist/pilgrim destinationsarealreadyconnectedbyrail.However,Stateshaving highpotentialfortourismlikeJammu&Kashmir,Chhattisgarh, Jharkhand,Uttarakhand,northernpartofandStatesofNorth EastregionwitnessminimalpresenceofRailways.TheMinistry themselveshaveacceptedthatconnectingKashmirValleyandtourist destinationsinNorth-EastRegionwillgiveagreatboosttothetourism inthoseareas.TheCommitteeholdasimilarviewonexpandingthe railnetworkintheKashmirValleyandNorthEastRegionanddesire theMinistrytoincludepartsofCentralIndialikeChhattisgarhand Jharkhand,KeralaandUttarakhandintheirschemeofcoveringmore touristicplaces.TheCommitteefeelthatifRailwayshavetoincrease theirrevenue,theywillhavetofocusonthoseareaswhichpossess touristic/historic/religiousimportanceandarenotconnectedbyrail. TheCommitteefeelthattheprimaryroleofRailwaysinpromoting tourismistoproviderailconnectivitytothetouristicandpilgrimage placesandstronglyrecommendtheMinistrytoputforththeirtrue effortsinordertoprovideextensiverailconnectivitytotheKashmir Valley,NorthEastRegionandCentralIndiaattheearliest. 27 5.TheIRCTCrunsvarioustouristandpilgrimagespecialtrains likeBharatDarshanTrain,PilgrimspecialtouristtrainandBuddhist specialtrain.Railwayshaveintroducedaround600trainsinlastfive years(2011-16)coveringvariousdestinationsacrossthecountry. TheCommitteeobservethatoutof600,only7trainshavebeen dedicatedforpromotionoftourismandpilgrimage.Onlytwomore trainsnamely,TigerExpressandAsthaCircuittrainshavebeen introducedin2016-17.However,tiieIRCTChasreducedthenumber oftripsofBuddhistCircuitTrainsby50percentafterreviewing theirperformancebuthavenotincreasedthetripsofBharatDarshan Trainswhichareperformingverywellwith90percentoccupancy. TheCommitteefeelthatfrequentchangesinthetraintripsand introducingthevariouscircuitswithoutanalysingthereasonsfor closingthepreviousonesonlyrevealtheunpreparednessand unconsidereddecisiononthepartofRailwaysandreflectalackof perspectiveplanning.TheCommitteerecommendthattheMinistry shouldprepareacomprehensivelongtermplanorroadmapfor theirfutureactionstoevocativelycatertheemergingneedsoftourism sectorinIndiaandshouldmoveforwardstepbystepthroughinformed decisionsratherthanrushingintonon-sustainableventures.They shouldwidelypublicisetheexistenceofsuchtrainsandthefacilities providedtherein.Further,extensivepublicityaboutPilgrimagesites likeMataVaishnoDeviShrine,GoldenTemple,DurgianaTemple (Amritsar),Kurukshetra,Haridwar,Mathura&Vrindavan,Ayodhya, Varanasi,BelurMath,KalighatTemple(Kolkata),Gangasagar,Kamakhya Temple(Guwahati),ChitrakootDham(UttarPradesh),Mahakaleshwar Temple(Ujjain),Maihar(MadhyaPradesh),Ratanpur(Chhattisgarh), Deoghar,JagannathPuri,RameswaramandKanyakumarietc.and locationswithscenicbeauty/observingimportantfestivalslikeOnam Festival,Carnival,CherryBlossomFestival(Meghalaya),Rannof Kutch,Jaisalmer,ChenabRailBridge,Amarkantak,Puducherry, Allahabad,ArakuValley,Velankanni(TamilNadu)andKeralaetc. Thiswoulddefinitelysparkthewanderlustandadventureinstincts ofthetouristsandcustomers.

6.TirupatiandShirdiaretwoofthemostimportantandpopular pilgrimagestationsinthecountryandattractalargeamountof peoplefromaroundthecountry.TheCommitteenotethatTirupati andShirdiareonlyconnectedbytwopairofmail/expresstrain servicesandoneweeklyspecialtrain.Despitetheresourceand operationalconstraints,asspecifiedbytheMinistry,forlackofenough serviceontheroute,theCommitteethinkthatitbecomesimperative onthepartofRailwaystoexploretheotherpossibilitiestorunmore numberoftrainsorlookintothealternativerouteconnectingTirupati 28 withShirdi.Keepinginviewthedemandofpassengersandvolume ofpeopletravellingbetweenthesetwostations.Theystrongly recommendtheMinistrytopromptlylookatallthepossibilitiesof runningmoretrainsbetweenTirupatiandShirdiandalsowidening theconnectivityofthesestationsfromotherpartsofthecountry. TheCommitteewouldalsoliketobeapprisedontheprogressmade inthisregardfromtimetotime.

7.TheCommitteenotewithdisappointmentthattheMinistrydo nothaveanyspecificguidelineforcategorizingaparticularstation asoftouristicandpilgrimageplaceeventhoughtheconcerned ManagersoftheZonalRailwayshavingbeengivenfoilpowerstodo so.TheCommitteecautiontheMinistrynottotakethetourismand pilgrimagesectortoolightlyasitmaybeprovedahiddentreasure forRailwaystoincreaserevenueifexploredjudiciously.Further,the CommitteerecommendtheMinistrytocollaboratewithMinistryof Tourismforsharinginformation/dataandalsotoconducttheirown survey.TheCommitteeadvisetheMinistrytoformulateaCommittee atZonalleveltoexploreandidentifytheplacesoftouristicand pilgrimageimportancewhereRailways’contributionwillberequired. ThisCommitteeatZonallevelmayincludetheMembersofParliament oftheconcernedzone/representativesoflocalbodies/civilsocieties andofficialsofRailways,DistrictAdministrationandTourism Departmentalso.Suchinclusiveapproachwouldalsobringharmony betweenthevarioussectionsofthesocietyandgovernmentapart fromopeningupgrowthavenueforRailways.

LuxuryTouristTrains

8.LuxuryTouristTrainsarepremierluxuryproducts/services beingofferedbyIndianRailways/IRCTCincollaborationwithState TourismDevelopmentCorporations.Thetotalrevenueearnedbyall thesefivetrainsfrom2012-13to2016-17hasbeenRs.497.31crore withanaverageofRs.99.46croreperyearandRailway ’ssharehas beenRs.259.52crore i.e. 52.18%ofthetotalrevenue.The Committeearedismayedtonotesuchalowrevenuegeneration fromtheseluxurytrainsandobservethatrevenueofRoyalRajasthan onWheels,DeccanOdysseyandGoldenChariothavenevercrossed markofRs.15croreperyearinlastfiveyears.Moreover,incase ofDeccanOdyssey,totalhaulagechargesfortheyears2014-15, 2015-16and2016-17havebeenRs.7.71crore,Rs.10.25croreand Rs.13.15crorerespectivelywhicharehigherthanthetotalrevenue earnedbythistrains i.e.Rs.5.25crore,Rs.5.26croreandRs.9.51 croreforthecorrespondingyears.Atatimewhenthetourismsector

29 inthecountryisgrowingsignificantly,theCommitteearedistressed tonotesuchdiminutiveamountasrevenuegenerationfromthese luxurytouristtrainsputsaquestionmarkovertheoperationofsuch trains.TheCommitteeunderstandthatRailwaysareonlyconcerned withthehaulagechargesanddonotmakeanylossintheoperation ofLuxurytouristtrainsbutfailtounderstandhowRailwayscalculate theirprofitandlossincurredonrunningtheseluxurytrainswhen Railwaysdonotmaintaintherecordofexpenditurespentonthem.

TheCommitteeunderstandthatRailwayscannotdoawayfrom theircoreresponsibilitybysimplyarguingthattheydonotincurany lossinrunningluxurytrainswiththeironlyconcernbeingthehaulage charges.ThesetrainscarrytheimageofRailwaysallovertheworld andareconsideredasiconicproducts/servicesintheluxurysegment oftourisminIndia.Ifthesetrainsrunintolosseswheretotalrevenue hasbeenlowerthanthehaulagecharges,itbecomesimperativeon thepartofRailwaystointrospectthematterwithinthemselvesand mark/guidethepathofaugmentationforIRCTCandStateTourism Departments.TheCommitteedesirethattheMinistryofRailways shouldprobethepossibilityofproactiveadvertisementandpublicity withrespecttorunningoftheseluxurytrainsalongwithStateTourism Departmentandalsoaddsomemoredestinations/incentivestomake themmoreremunerative.TheCommitteealsorecommendthe Ministrytomaintaintherecordsofalltheexpenditureincurredon theseluxurytrainsalongwiththerevenueearnedsothatrealpicture couldbeclearintermsofprofitandloss.

9.ThematterofcancellationofonetripofPalaceonWheels cameasadistressfulrevelationbeforetheCommitteeandsothey havefurtheranalysedthedatabeingprovidedbytheMinistry regardingtheoccupancystatusontheluxurytrainsforlastfive years.Thedetailedanalysisexposedashockingpicturebeforethe Committee.Thepercentageofvacantseatsduring2012to2017has been63.7,61.07,57.76,45.46and45.81forMaharajaExpress, GoldenCharriot,RoyalRajasthanonWheels,DeccanOdysseyand PalaceonWheelsrespectively.Whatwasevenmoredisturbingthat inMaharajaExpresswhichiscompletelyrunbyIndianRailways withoutStatecollaboration,during2012-13,2013-14,2014-15, 2015-16and2016-17,theoccupancyhasbeen29.86%,32.22%, 41.8%,41.58%and36.03%respectively.Further,inthesametrain during2013-14,758seatswereoccupiedoutof1594inwhich 97seatshadbeenoccupiedbycomplementarytravellers.

TheCommitteehavetakenaveryseriousnoteoflackof seriousnessonthepartofMinistrytowardslowoccupancyinluxury

30 trainsandexpecttheMinistrytoproperlyexamineandspelloutthe reasonsforrunningsuchtrainswithaslowas30%occupancy.The Committeefeelthatthoughtheideaofcompacttourpackageisa goodidea,however,theperiodof6to8daysisverylongformany ofthetourists,bothdomesticandforeigners,whowouldhave preferredasmallertourpackagealongdifferentstretchesonthe routeofthetrain.TheCommitteerecommendtheMinistryto seriouslylookintothematterandtakeimmediatestepstoprevent thedecreasingtrendinoccupancyofluxurytrainsandformaspecial panel/teamwhichwouldlookintothevariousreasonsforsuchlow occupancyandadvicetheMinistryamechanismtoattractmore touriststowardstheseluxurytrains.TheCommitteealsosuggest thattheMinistrymayalsoframeapolicyoftariff/tourplaninsuch awaywheretouristcanavailthetravel/facilitiesofthesetrainsfor amendablenumberofnight/daynotnecessarilyforwholejourneyof 6-8daysasbuyingwholepackagebecomesexpensiveformostof thetourists.Twoorthreesub-plansofshorterdurationwithinthe givenjourneyshouldbechalkedouttooffermoreacceptabilityby potentialcustomers.

10.Regardingthecomplementarytravel,theCommitteeare dismayedtonotethattheprovisionofcomplementarytravelis continuingintheseluxurytrainsontherecommendationofeither RailwayBoardorIRCTCorStateTourismDevelopmentCorporation. Intheyears2012-13,2013-14,2014-15and2015-16,intotal30, 97,53and71passengersrespectivelyavailedthecomplimentary travelinMaharajaExpress.TheCommitteefailtounderstandthe needtoprovidecomplimentarytravelwhentheseluxurytrainshave hardlybeengeneratingtherevenuetomeettheirownworking expenses.Asapublicentityfinancedbythebudget,theRailway, underanyobligation,havenorighttomisusethetaxpayers ’money byprovidingadvancestosomepeopleintheformofcomplimentary travelintheseluxurytrains.TheCommitteedesiretoknowthe reasonbehindprovidingthecomplimentarytravelonluxurytrains andstronglyrecommendtheMinistrytodiscontinuethesystemof complimentarytravelwithimmediateeffecttheywouldliketobe apprisedofthestepstakeninthisdirection.

RetiringRoomFacility

11. TheCommitteenotetheeffortsmadebytheRailwaysin providingretiringroomfacilityatallA1categorystationsbutmake anotethatonly559stationsoutofthe8495stationshavethe facilityofretiringrooms.Theyunderstandthatthisfacilityisneither

31 requirednormandatoryatallthestations,however,alltheAcategory stationsmaybeprovidedwithretiringroomsasatpresentalmost onefourthAcategorystationsdonothaveretiringrooms.Further, theCommitteefeelthatsinceretiringroomisoneoftheessential amenitybeingprovidedatstations,theRailwaysshouldidentifythe stationswherethisfacilitycanbeextendedinviewofitsutilityand forthesame,opinionofpublicrepresentativesmayalsobe considered.Inthisregard,theCommitteerecommendthatall Acategorystationsshouldbeprovidedwithretiringroomfacilityat theearliestandforrestofthestationswherethisfacilityisnot available,selectiveidentificationofstationsshouldbeexecutedin consultationwiththeconcernedpublicrepresentatives.The Committeebeapprisedoftheprogressinthisregard.

4.TheCommittee,further,decidedtoundertakeastudytourduring ongoinginter-sessionperiodandauthorizedtheChairpersontofinalize thetourprogramme.
