    Mejan EN KamPHUIS 200 jaar Moed, Beleid en Trouw De Militaire Willems-Orde en ons decoratiestelsel in beweging (1815 – 2015) Op 4 december 2014 ontving majoor Gijs Tuinman op het Binnenhof te Den Haag de ridderslag behorend bij Nederlands hoogste dapperheidsonderscheiding, de Militaire Willems-Orde (MWO). Al eerder was hem voor zijn moedige en beleidvolle daden in Afghanistan de Bronzen Leeuw, de één na hoogste dapperheids- onderscheiding, ten deel gevallen. Na de ridderslag voegde deze officier van het Korps Commandotroepen zich bij het illustere gezelschap van 200 personen die sinds het uitbreken van de Tweede Wereldoorlog begiftigd werden met de MWO. Deze bijdrage gaat in op het belang van zichtbaar onderscheiden en op het fenomeen ‘moed’, dat lastig te definiëren valt. Vervolgens komt de instelling van de MWO aan de orde, evenals de wijze van toekenning en de problemen die zich bij de beoordeling en toekenning van voordrachten kunnen voordoen. Th. P. Een bijzondere gebeurtenis want de laatste keer dat een Nederlandse individuele militair deze eer te beurt viel, was in 1955.1 Omdat het zolang geleden was dat de MWO was uitgereikt, ontstond bij velen het gevoel dat de onderscheiding iets was uit een ver verleden, een relict omgeven door ceremonieel en symboliek. Niets is minder waar. Het heeft alleen enige tijd geduurd tot de omstandigheden waarin de MWO verdiend kan worden, zich wederom aandienden.2 In de publieke opinie was en is de krijgsmacht betrokken bij vredesoperaties of opbouwmissies. Die termen hadden in de jaren ’90 van de vorige eeuw nog wel geldigheid, maar anno 2009 niet meer. In werkelijkheid voert de Nederlandse krijgsmacht in Afghanistan gevechtsoperaties uit. Het Korps Commandotroepen was bij die gevechtsacties al in een vroeg stadium, vanaf 2005, betrokken. De acties waarbij kapitein Kroon zich heeft onderscheiden door moed, beleid en trouw worden gememoreerd in het Koninklijk Besluit bij de toekenning: Kapitein Kroon heeft ‘onder zeer zware terrein- en klimatologische omstandigheden tegenover een asymmetrisch opererende vijand op bijzonder kundige, inventieve en inspirerende wijze leiding gegeven aan zijn eenheid.

    Onderzoekswijzer Inventarisatie onderzoek maatschappelijke erkenning Veteranen 2017 Door Voorwoord Sinds de oprichting van het Veteraneninstituut (Vi) in 2000 is het uitvoeren, toegankelijk maken en coördineren van het wetenschappelijk onderzoek in relatie tot veteranen een van de taken die aan het Vi is opgedragen. Daarbij gaat het onder meer om het inventariseren van lopend onderzoek en het ontwikkelen van plannen voor nieuw onderzoek. Deze gedachte is verder uitgewerkt in de opdracht aan het Kennis- en Onderzoekscentrum (KOC) van het Veteraneninstituut: dienen als een informatiebron voor het veteranenbeleid en als inspiratiebron voor verder onderzoek naar de gevolgen van de inzet van militairen voor henzelf en hun gezinsleden. Dit heeft geresulteerd in twee hoofdtaken van het KOC: a) Het verzamelen en verspreiden van informatie die relevant is voor de maatschappelijke positie van veteranen en voor de zorg van veteranen en hun gezinsleden; b) Het stimuleren, begeleiden en (doen) uitvoeren van onderzoek en het opstellen van aanbevelingen voor te verrichten onderzoek, relevant voor de ontwikkeling en uitvoering van het veteranenbeleid. Uit deze taakstelling vloeit, naast een veelheid van andere activiteiten, het uitbrengen van specifieke ‘onderzoekswijzers’ logisch voort. In 2009 publiceerde het KOC voor het eerst een Onderzoekswijzer betreffende publicaties over maatschappelijke erkenning voor veteranen. De oefening sluit een project van tien maanden af waarin de Comprehensive Approach centraal heeft gestaan. De Duitse en Nederlandse ministeries van Buitenlandse Zaken een 1 (GE/NL) Corps sloegen de handen ineen en werkten samen met meerdere (N)GO’s en IO’s aan een conceptuele ontwikkeling van gezamenlijke voorbereiding en training van missies. Het doel is een eerste stap te maken in het operationaliseren van de Comprehensive Approach. De belangrijkste dilemma’s die tijdens deze oefening naar voren komen raken aan multidisciplinaire planning, samenwerking met de host nation, multinationale funding van ontwikkeling en de voorziening in een veilligheidsomgeving die dit alles mogelijk maakt. Belangstellenden kunnen de oefening op 22 september bijwonen tijdens de Distinguished Visitors Day.
