In the years between the two World Wars the concept became more political in nature: after Estonia, Latvia and Lithuania obtained their independence in 1918 the region gradually became understood as the geographical entity made up of these three republics. Although the Baltic region is geographically fairly homogeneous, each of the newly restored republics possesses unique geographical and strategic features. -

CZESŁAW MIŁOSZA Cultural cooperation between nations is mainly based on pacts entered by the government of the Republic of Poland and the government of the Republic of Lithuania, on cooperation between academies and cultural facilities, and on collaboration of all nations living in the given area with respect to issues important to local communities, ^ e message of cultural cooperation is social and cultural integration. Cultural and social co-operation among nations lived in East and Central Europe has been sprung up over many centuries. In the 20th century, the nations of the part of Europe were subjected to an attempt to standardise their national cultures by means of introducing the socialist realist culture. According to purposes of contemporary authorities culture was created only officially. In language of the contemporary system, social issues were taken into account mainly in the mass aspect. ^ e author of article is a graduate of the Institute of Librarianship and Information Science at Warsaw University and because of it in the article mainly she treats of bookseller’s and publishing connected with Vilnius. -

Medininkai Castle Medininkai Castle It Is One of the 5 Objects Presented
Newsletter No.2 For everyone interested in improving the accessibility of cultural heritage and tourism development Medininkai Castle Medininkai castle - is the largest enclosure type castle in Lithuania and one of the largest defensive structures of this type in the Eastern Europe. The castle was built by Grand Duke of Lithuania Gediminas (1316-1341) in order to protect the Grand Duchy of Lithuania from the attacks of the Teutonic Order. The castle was used purely for defensive purposes: it had no duke and there was no settlement around it. The exact date of the construction of the castle is not known. The first time when the castle was mentioned in historical sources was only in 1387, in the descriptions of the routes of the scouts of the Teutonic Order. At that time Medininkai was one of the largest cities of Lithuania and the defence centre. After the christening of Lithuania (1387) one of the first seven churches was built here under the order of Grand Duke of Lithuania Vytautas. The significance of the castle was the highest at the end of the 14th century - the beginning of the 15th century when it was used for defence. It is known that Algirdas and Jogaila, the son and grandson of Duke Gediminas. Later the castle became the summer residence of Grand Duke Kazimieras Jogailaitis. In 1415, Grand Duke of Lithuania Vytautas wrote a letter to Grand Master of the Teutonic Order in Medininkai castle, while in 1426 he called the castle “his own”. In the following centuries, the significance of Medininkai castle decreased and manor buildings were established here. -

1. Inžinerin ė infrastrukt ūra 1.1 Inžinerin ės infrastrukt ūros pagrindiniai tikslai Kupiškio rajono savivaldyb ės teritorijos bendrojo plano inžinerin ės infrastrukt ūros dalies pagrindiniai tikslai yra: • pl ėtoti ir tobulinti inžinerines infrastrukt ūros sistemą Kupiškio rajono savivaldyb ėje; • derinant valstyb ės, apskrities ir savivaldyb ės interesus, parengti savivaldyb ės teritorijos inžinerin ės infrastrukt ūros tvarkymo bei darnaus vystymo nuostatas; • atsižvelgiant į Lietuvos Respublikos teritorijos bendrajame plane (Žin., 2002, Nr.110-4852) iškeltus inžinerin ės infrastrukt ūros vystymo ir pertvarkymo prioritetus, detalizuoti Lietuvos Respublikos teritorijos bendrojo plano sprendinius Kupiškio rajono savivaldyb ės teritorijoje; • numatyti priemones gyvenimo ir aplinkos kokybei gerinti; • numatyti priemones, užtikrinan čias gamtos ištekli ų racional ų naudojim ą, ekologin ę pusiausvyr ą. 1.2 Vandens tiekimas Vadovaujantis LR geriamojo vandens tiekimo ir nuotek ų tvarkymo įstatymo (Žin., 2006, Nr. 82– 3260 su v ėlesniais pakeitimais) nuostatomis numatoma, kad ne mažiau kaip 95 % Kupiškio rajono gyventoj ų b ūtų apr ūpinami viešojo vandens tiek ėjo tiekiamu vandeniu. Tuo tikslu turi b ūti ple čiami esami vandentiekio tinklai ir įrengiamos naujos modernios vandens tiekimo sistemos. Siekiant įgyvendinti LR geriamojo vandens tiekimo ir nuotek ų tvarkymo įstatymo (Žin., 2006, Nr. 82–3260 su v ėlesniais pakeitimais) reikalavimus turi b ūti parengtas Kupiškio rajono savivaldyb ės vandens tiekimo ir nuotek ų tvarkymo infrastrukt ūros pl ėtros specialusis planas (šiuo metu rengiamas). Kupiškio rajono savivaldyb ės teritorijos bendrajame plane numatoma, kad visas tiekiamas vanduo atitiks dabar galiojan čią higienos norm ą HN 24:2003 „Geriamo vandens saugos ir kokyb ės reikalavimai“ (Žin., 2003, Nr. 79–3606 su v ėlesniais pakeitimais). The LiDAR-based digital elevation models of representative sample areas of morainic uplands of the Last (Weichselian) and pre-Last (Saalian) Glaciations in Lithuania were selected, and the terrain ruggedness index (TRI) and slope angles (SAs) were calculated. Former hypsometric studies of the topography in Lithuania were mainly dealing with the indication of maximum, minimum or average altitudes of relief derived from topo- graphical maps. The SAs and TRI were calculated for the pattern areas (16 × 16 km) and their central smaller parts (5 × 5 km). In order to test how much morphometric parameters are dependent on the size of a sample area, smaller areas (located in the central parts of all five patterns) were analysed in a similar way, calculating SA and TRI values. The same order of the mean values of SAs was determined: the steepest slopes are characteristic of the Tauragnai, Plateliai and Vištytis patterns, and the gentlest slopes of the Varniai and Medininkai patterns. -
