I take this opportunity to formally welcome you to the Senate of Pakistan. As you are aware, this is a special sitting of the Senate, in which newly elected members will take oath, given in the prescribed form, and then sign role of members. In the afternoon, the House shall proceed to elect Chairman of the Senate, followed by election to the office of Deputy Chairman. This special sitting shall be presided over by a person, nominated by the President, in terms of Sub-Rule (2) of Rule 9 of the Rules of Procedure and Conduct of Business in the Senate, 2012. In this regard, the President has been pleased to nominate Senator Afrasiab Khattak as Presiding Officer. I request Senator Afrasiab Khattak to kindly preside over the sitting. In this, I would say sir, the role of the Senate in Pakistan is of paramount importance. In the federation, today the Senate is a repository of power vis-…-vis the federation and between the units of the federation. Today we are on the cross roads of history. Pakistan is facing multifarious challenges; challenges to the economy, the war on terror, poverty and unemployment. It is the utmost importance of today that the democracy in Pakistan should succeed but democracy in Pakistan can only succeed if Parliament i.e., National Assembly and the Senate, is successful in resolving the problems of the people of Pakistan. Anywhere in the world, the parlance of democracy is always gauged and judged where the problems of people have been resolved by Parliament. Therefore, it is of the utmost importance that the Upper House today has a responsibility not only of protecting the interest of the units of the federation but in evolving a consensus of federalism. We have seen in the last 16 years the growth of federalism in Pakistan. We saw the 1956 Constitution, we saw the 1962 Constitution but the 1973 Constitution is a reflection of the actual geographical and political powers in Pakistan. The Senate is the reflection of that authority, of the balance between population and fiscal and legislative authority. I think the President also needs to be congratulated that the Presidentãs policy of reconciliation has been able to carry political forces in Pakistan. One thing that we cannot afford today is the policy of confrontation. The last three to four years have witnessed the policy of reconciliation and I think that policy has started to pay off. It is the State institutions that need to be strengthened and that is the duty of this Parliament. More baloch live outside Balochistan than in Balochistan. Why is it that the Baloch in Dera Ghazi Khan, sir, I am ethnic Baloch from Dera Ghazi Khan, I border Balochistan. My constituency there I was representing in the Punjab Assembly is the last constituency of Punjab. I border Balochistan. Why is it that the Baloch living in Rajanpur or a baloch living in Sargodha for that matter or a Baloch living in Jhang has no issues with Pakistan but the Baloch living in Balochistan is feeling threatened and insecured. Sir, we have to ask ourselves these questions and then when we have to start talking to them, we have to find the right people, the credible people, people that they would listen to. Unfortunately, the attitude for last 60 years has been to use force or what I saw in the last tenure of the government was the development. Sir, the British colonial rulers had more development in this Indian sub-continent than we have done in the last 60 year but they were aliens and unfortunately that is how the Baloch in Balochistan feel right now that they are occupied, that their territory is being occupied by a foreign force that is the way, they look at it. These perceptions have to be addressed. Sir, that is very important and the colonial rulers who rule across the Indian sub-continent had one formula for Balochistan for dealing with the Balochs and they said, respect a Baloch. They had different things for different people, for the Baloch they said, respect a Baloch, respect a 50 Baloch and he will respect you back. Sir, unfortunately that is one thing that has been missing in our policy in dealing with Balochistan. I would like my honourable members here to rise above party lines. Sir, when we are here, in this House, we are not representing any party, we are representing the province we have been elected from. Because that is how the framers of the Constitution envisioned it. They did not say that the partyãs seats in the Senate will be divided amongst the parties in the ratio that they have memberships in the House. They said members will be elected and I am a proof of that, sir. I contested the election as an independent and my colleagues, I would like to thank them as well sir that they repose their confidence in me and they elected me to this House. So, we have to rise above party lines and another very important thing that I would like to put across to my colleagues. Sir, there is a very good quotation from a Robert Bolt play. A man for all seasons and there he says, åwhen statesmen forsake their private conscience, for the sake of public duty, they lead their nation by a short route to chaos.ç Let us ask ourselves, are we answering the calls of our conscience or are we being dictated by someone? When Balochistan is being discussed here and the last week I had a lot interaction with the Balochistan parliamentarians. We were together in connection with the Senatorsã election recounting. I was appearing as a Counsel in that case. We had a lot of meetings with Sanaullah Zehri Sahib and Abdul Qadir Baloch Sahib and others. Really it was shocking the way they told the story and really I appreciate the young man, Mr. Saif Baloch the manner in which he has delivered the first speech today, I really appreciate. Sir, the submission is that here whatsoever has been said about Balochistan and I wonder the day when the package for Balochistan was announced the word ä aghaz ã was used. I was really astonishing that this amounts to confession that after sixty five or sixty three years we are using the word ä aghaz ã. What we have been doing before that and then when I was going through the oath, the same nature of oath was administered in 1971 but despite that oath to keep the country intact and to work for keeping the 52 integrity of the country intact but Pakistan was unfortunately separated by way of a Bangladesh. Now, the situation in Balochistan is very bad and very serious. Now the time has gone so far and we are too late that instead of delivering the speeches all the time, the people will be satisfied if we go to the solutions. Then again sir the other people of Pakistan expect a lot. We enjoy all the perks. We enjoy all the benefits at the cost of the common man and we have delivered or what we are delivering to them, it is very important. So, here I would expect that under your chairmanship, because you were nominated as candidate of Pakistan Peoples Party and allies parties and I belong to PML (N). We, the people from opposition and other parties had also decided to keep the House in order and to go for this unopposed election.
