The chief minister said his government ensured transparent governance and prioritized education and health sectors development, upheld merit, discouraged corruption and inefficiency, favour and political meddling in the state-run institutions and also reformed police system that started giving results and the people were reaping the benefits of these reforms. The CM said previously the rulers used to use police and state machinery against political opponents for their own interest that polluted the entire system of governance. The chief minister said no country could develop if government institutions are politicised or no justice and equality is guaranteed to the common man. He added that in the past the nation was deluded with false claims of development in the presence of unjust system and disparity in the rights of the citizen. “We have an agenda for development, which will realise through a check on corruption and dishonesty and judicious utilisation of resources on public welfare,” he claimed. The poor governance in the past weakened the foundation of the country, Khattak lamented. The chief minister asked the people to pay taxes as the state’s apparatus was unable to run without taxation. He said governments are able to create facilities for the masses with their own wealth accumulated with the government through taxes paid by the people. Khattak asked the people to be aware of the hidden agenda of anti-state elements and such political parties who ruled the province but the only thing that they have at their credit was accumulation of wealth through corrupt practices. We have to put the country on right track, encourage able and efficient people, and take them on board for running affairs of the province, he added. He assured that he would welcome the efficient and able people to come on merit and join the public-sector institutions in the province. He said the province was left to inefficient and incapable people as good brains drained from the area due to inaction and malpractices of previous governments. The CM said his government succeeded in installing a system which started restoring the confidence of the people. He assured that the educational reforms would remove disparity between the rich and the poor and the system would give equal space to both classes to compete and get a place. ‘Pakistan Red Crescent LAHORE: Pakistan Red Crescent Society (PRCS) has been conducting blood screening of Society holding blood prisoners for diagnosis of diseases with a view to treating and preventing them from further spread. This was stated during a seminar on “Red Crescent – Service to Humanity and Our screening of prisoners’ Responsibilities” organised by the Mir Khalil-ur-Rahman Memorial Society (Jang Group of The News, November 27, 2016 Newspapers) in collaboration with Pakistan Red Crescent Society at a local hotel the other day. Pakistan Red Crescent Society (PRCS) Chairman Dr Saeed Elahi said that PRCS was a humanitarian institution and working in 100 districts in Pakistan with approximately 100 projects. “The first aid training project is continuing in 100 districts in the country,” he added. He informed that 5,000 PRCS workers were working in FATA, which was under army’s control. He urged the federal government to allocate a substantial funds to PRCS as it was getting a meagre 5 per cent of its total funds from the government. He said that PRCS would like to start first aid training programmes in all districts across the country. He said that PRCS had also started a helpline services and started stress management courses in hospitals, while PRCS was also going to launch a school safety programme. He believed that the leaders, media and people would have to make concerted efforts for the progress and prosperity of the country. Adviser to Chief Minister on Health Khawaja Salman Rafique said that all religions emphasise service to humanity. He said that Abdul Sattar Edhi was a symbol of service to humanity. He said that Munnoo Bhai was taking care of the thalassaemic children, while Dr Saeed Elahi was doing his best to promote the humanitarian services through Pakistan Red Crescent Society in the country. “These great people have taught us a lesson that we must not give up in the face of failure, and try again and again, which will ultimately bring success,” he added. PRCS Secretary General Ghulam Muhammad Awan said that Red Crescent Society had a history of 150 years and it was named as Pakistan Red Cross after creation of Pakistan in 1947 and later changed to Pakistan Red Crescent Society in 1974. The PRCS was established through an Act of

Parliament. He said that Pakistan Red Crescent Society was a leading institution in public service nationally and internationally. He said that at present 1.7 million volunteers were working along with 1,177 team leaders under PRCS, adding that PRCS was trying to engage at least 5 million volunteers till 2020. He said that PRCS had started blood screening of prisoners to diagnose diseases and take measures for their prevention, control and treatment . “Help desk programme has also been started,” he said and informed that national ambulance college had been started in Islamabad, where medical experts would work on the development of vaccines. He informed that PRCS had established almost 100 offices in each district across Pakistan, whereas there were 350 ambulances, 86 health units and six blood banks. “PRCS collects at least 10,000 blood bags every year and it also donates wheelchairs to deserving disabled perosns,” he added. He said that PRCS had also started health and safety movement in 16 districts. International Committee of Red Cross (ICRC), Pakistan, head of delegation Reto Stalker said that ICRC was working with PRCS for the welfare of people of Pakistan. Child Protection Welfare Bureau (CPWB) Chairperson Saba Sadiq paid tribute to the humanitarian services of PRCS in the most difficult terrains and mountainous areas of the country. Senior columnist and intellectual Munnoo Bhai lamented the sale of health and education like a merchandise or commodity, which had taken these basic human rights out of the reach of the common man. Geo TV anchor and senior analyst Sohail Warraich said that PRCS became fully active during the natural calamities like floods and earthquakes as well as wars, which made it a great humanitarian service. “We need to learn from such symbols of humanitarian service around us,” he added. Climate Change affecting ISLAMABAD: Director of Honeybee Research Institute (HBRI) Dr. Rashid Mahmood has said that Honey Production in the present climatic conditions are posing threat to honeybees and honey production in Pakistan. The flowering and pollen are the main source of food of bee to produce honey. Due to non-availability of pollen, the bee population reduced from 8–10 to 2–3 combs. Pakistan produces 10000 metric tons honey annually and its export is 1650 metric tons. It also increases Pakistan’s economy. ADB approves $200m loan ISLAMABAD: The Asian Development Bank (ADB) has approved a loan of $200 million to bring a shift in Pakistan’s disaster management strategy amid the government’s apathy towards an area for disaster management that requires more resources and efforts to deal with growing natural calamities. strategy The Manila-based lending agency on Thursday approved the $200 million first loan tranche to Express Tribune, November 25, strengthen Pakistan’s disaster risk management, including support to the National Disaster Risk 2016 Management Fund (NDRMF), according to a hand-out issued by the lender. It said the National Disaster Risk Management Fund would reduce the country’s vulnerability to disasters from natural hazards, and climate variability and change. Out of $200 million, an amount of $125 million has been given on commercial terms while the remaining amount will be given out of the ADB’s concessionary lending arm. The federal government would give the money to the fund as a grant. However, the fund remains non-operational even after almost two years of its announcement, showing the government’s apathy towards an area that is causing human and economic losses due to growing natural calamities. The government is in the process of registering the fund as a company with the Securities and Exchange Commission of Pakistan, said an official of the Ministry of Finance and Economic Affairs. He said once these formalities are completed, the government would transfer the money into the fund. However, two years is a too long period for getting a company registered and make it operational. The government has decided to appoint four federal secretaries – finance, economic affairs, climate change and planning and development – as directors of the company. The total size of the fund will be in the range of $1 billion to $1.2 billion, depending upon the ADB’s total contribution. Initially, the ADB had promised to give $750 million, but the government is urging the lender to increase the contribution to $1 billion, said the officials. The government’s share will be $250 million.

Responding to a question regarding alternate fuel in Chitral to save the area from de-forestation, the Country Director said that UNDP must discuss the issue with local community through the executing NGOs to solve this issue and protect forest from cutting because due to non-availability of natural gas in Chitral people use forced to use wood for cooking and heating purposes. He expressed his great pleasure on the warmly welcome of people of Chitral and their hospitality as well as the exemplary peaceful place in the world and conveyed his message to foreign tourists that they must come here and enjoy this loving, hospitable and peaceful environment of Chitral. 33 die of Congo virus in 10 ISLAMABAD: The ministry of national health services (NHS) informed the Senate on Tuesday that months Congo virus had claimed 33 lives across the country during the past 10 months. DAWN News, November 24, 2016 Official documents revealed that the National Institute of Health (NIH) received 552 samples of which 109 were confirmed cases of the Congo virus. The information was shared in reply to a question asked by Senator Jehanzeb Jamaldini. The documents revealed that 32 suspected cases were reported from Karachi; 16 were confirmed and 10 patients died. Similarly, 10 people in Balochistan died of the virus out of the 46 confirmed cases from among 192 samples. Another 99 samples were received from Khyber Pakhtunkhwa, of which 20 were positive cases and seven patients died. In Punjab, 12 samples out of 154 samples were positive and patients could not survive the virus. Four people in Azad Jammu and Kashmir died out of nine confirmed cases from among the 26 samples received. No casualty was reported from Islamabad and the Federally Administered Tribal Areas from among a few confirmed cases. In addition, 26 samples were received from Afghanistan with nine confirmed cases and four deaths.

Urging for resumption of dialogue process between the two neighbouring countries, Basit said, "We can delay talks for months or even for years. But ultimately, a solution to the problems between India and Pakistan can only come through dialogue, and therefore, both nations must sit and discuss all the issues that confront them." While commenting on tensions at India-Pakistan border, Basit said, "Escalation along the Line of Control is not in Pakistan's as well as India's interest." The Pakistan army is heavily deployed along the country's western borders as part of the Operation Zarb-i-Azb and it is wrong to say that the escalation is being fuelled by Pakistan, he maintained "We would like that hostilities along the Line of Control (LoC) come to an end and that the 2003 ceasefire understanding is turned into a formal agreement between India and Pakistan," Basit asserted. While commenting on the appointment of the new army chief and democratic system in Pakistan, Basit said, "Pakistan's democracy has matured in a way that the era of military coups is over. An equilibrium has been set. The voice of the people and democracy is becoming stronger. There's no question of a military coup in the future." CTD presents report to ISLAMABAD The Counter-Terrorism Department (CTD) of Sindh Police has presented a report to Sindh CM on operations Sindh Chief Minister Syed Murad Ali Shah stating "CTD carried out 44 encounters in last ten months in which a total of 585 terrorists were targeted that included 30 terrorists belonging to TTP, against terrorists 60 target killers, 43 members of armed wings of political groups, 125 terrorists and 327 criminals." The News, November 28, 2016 According to the draft of the report, banned organisations comprising Lashkare Jhangvi (LeJ), Sipahe Muhammad, Tehreek-e-Taliban Pakistan (TTP), Jundallah and Daesh are mainly behind the targeted killings and terrorist acts in Karachi involving killing of politicians, businessmen and common people on public places. The report also underlined the need for provision of adequate funds saying "A financial grant worth Rs1,888 million is required to flush out terror networks and revamping CTD involving its restructuring, establishment of safe houses where terrorists can be detained and interrogated, high-end tactical training of CTD officials, witness protection programme, purchase of state-of-the-art weapons and other short-term and long-term programmes. "The total cost of vehicles and weaponry would be Rs695 million; cost of operations and capacity building Rs388 million; monthly salaries Rs600 million; and cost of infrastructure and buildings Rs205 millions," the report said. It also pointed out that "A professional and dedicated Counter Terrorism Force (CTF) is required to cope with the menace of terrorism in the province of Sindh, this can be trained by tactical units of armed forces of Pakistan and CTF comprising at least 1,000 personnel is immediately required to operate operational command of CTD." Under revamping programme, the CTD police stations would be established in Karachi, Hyderabad, Sukkur, Mirpurkhas and Larkana where combing operations and raids are under way to identify and arrest terrorists. The report said CTD also kept vigil over the suspects who were allegedly involved in raising funds for the banned outfits especially Daesh and dismantled the terror networks involved in kidnapping and killing of politicians, businessmen and other people. Karachi, a metropolis of around 18 million people, is rife with political, ethnic, sectarian and criminal violence. Proscribed organisations have also used Karachi as a base to generate funds for furthering their anti-state agenda. Highlighting some of the recent raids the report said CTD recovered a huge cache of weapons on September 25, 2016, which terrorists belonging to a political party were shifting from one place to another. The weapons included seven Kalashnikov, one MP5 Rifle, one LMG, eight 7mm rifle, three semi-automatic rifle, two rifles and over 2000 bullets. It also arrested four suspected terrorists from Karachi on October 21, 2016 that were identified as Hafiz Noor alias Ghousia, Zakaria aka Muavia, Muzaffar Ashiq aka Kaji, and Moiz. Hafiz Noor who got training in Afghanistan was believed to have prepared 50 suicide jackets. Meanwhile, the intelligence reports also revealed that new kind of 'cross-linkages' have been found in which Mossad recruits members for Jundallah and these members also simultaneously work for

The intelligence reports revealed that the terrorists arrested in the recent past especially from Karachi and Quetta identified a village known as "Raazik Panchheeri" of the frontier city of Spin Boldak in Afghanistan where a purpose-built centre was serving under direct control of Mossad as a training camp for Jundallah's members. He expects that Raheel Sharif’s policy on terrorism will continue, “Perhaps with less fanfare and publicity under General Bajwa.” He said the army's view on India remained entrenched. “Again, under the current circumstances, I wouldn't have expected any army chief to be able to ignore India's current posturing. A tit-for-tat game will continue on the LoC for the foreseeable future but it remains crucial for Pakistan not to get provoked into upping the ante.” Shuja Nawaz, Distinguished Fellow at The Atlantic Council and author of a “Crossed Swords: Pakistan, Its Army, and the Wars Within” said there would be continuity in the war against terrorism and militancy. “According to persons familiar with the new chief's thinking, he considers the domestic threat more immediate and urgent than the external challenge. He will need to win back the Afghan trust and regain equilibrium in the Indo-Pakistan situation,” Nawaz said. He said General Bajwa has wide experience, including service with the on the Kashmir frontier, two years in the Pakistani brigade at Tabuk in Saudi Arabia, and with the UN peace keepers in the Congo. He has held important training and command assignments at home and also attended the staff college in Canada. Nawaz is also brother of Pakistan’s former army chief late General Asif Nawaz and occasionally advises Pentagon on Pakistan and Afghanistan. “He has a heavy agenda facing him now. The war on terrorism and militancy requires a longer campaign and demands closer collaboration with the civilian establishment. How he leads the way will determine that relationship,” Shuja Nawaz told The News in an interview. He said new chief also need to fill about eight vacancies of lieutenant generals in the next twelve months. This will allow him to put his imprimatur on the top echelon of the Pakistan army. He will also preside over a number of key promotion boards and select the group of three star generals from whom his own successor will emerge in three years-time. “Of the current three stars, the senior most in November 2019 will be the recently promoted Lt. Gen. Sarfraz Sattar, former DG Military Intelligence and commander of 8 division in Sialkot. The last group of three stars promoted in 2015 will retire in September 2019. So, a new leadership cohort will emerge on General Bajwa's watch. This will allow him to shape the army for years to come. His experience and knowledge from his habit of reading voraciously will stand him in good stead.” Nawaz said. Senior associate for South and Southeast Asia at the Woodrow Wilson Center Michael Kugelman said under President Donald Trump, US-Pakistan ties are not likely to improve regardless of any change in Pakistan’s military command. “The trajectory of US-Pakistan ties appears to be on the downswing. There's a good chance that bilateral relations will be downgraded. This means that whoever is in charge of the Pakistani army, the US-Pakistan relationship is destined to face trouble -- and especially with incoming US President Donald Trump, who has given little indication that he wants a warm relationship with Pakistan” Kugelman told The News. “We know relatively little about Bajwa, but much like his predecessor General Sharif, he appears to enjoy a very good reputation within the military ranks and within Pakistan on the whole,” he added. It was too early to tell how the new army chief will affect Pakistan's war on terrorism and relations with Washington. “My sense is there will be a fair amount of continuity with recent years. When it comes to Pakistan's military, the institution is stronger than any of its leaders. So the military's underlying attitudes and policies likely won't change,” he added. “This means that the military will continue to undertake efforts to combat anti-state militancy, but likely not the types of terrorists that attack Pakistan's neighbours. This has long been a point of tension between Pakistan and the United States, because groups like the Afghan Taliban and Haqqani Network target Americans in Afghanistan,” he said. Fazlullah announces new Amid the law-enforcement agencies’ crackdown on terrorists in Karachi, the Tehreek-e-Taliban TTP Karachi chief Pakistan’s central leadership has chosen a former policeman to lead the banned outfit in the city, The News, November 28, 2016 The News has learnt. Haji Daud Mehsud, a TTP Mehsud chapter militant and a former cop, was seen with the terrorist outfit’s central chief Mullah Fazlullah in a two-minute video message in Pashto. Fazlullah, in the message, announced Daud as new TTP Karachi chief and instructed all factions of the organisation to follow his directives. However, the location and date of recording of the video message could not be ascertained. The TTP Mehsud chapter is organisationally divided into two

factions – one loyal to Hakimullah Mehsud and the other to Waliur Rehman Mehsud – and both have their own leaders in Karachi. A resident of Quaidabad and a former Karachi policeman, Daud was associated with Hakeemullah Mehsud and served his faction’s Karachi chief. Daud was also seen in a video interview of Hakeemullah with the BBC in October 2013 – a few weeks before he was killed in a drone strike in North Waziristan. Sources familiar with the Taliban networks in Karachi confirmed that Daud had been appointed the TTP Karachi head after the killing of the outfit’s important commanders, including consecutive chiefs of its various factions, in shootouts with the law-enforcement agencies in Karachi. The outfit was without a leader in the city causing disarray among its ranks. The News has also learnt that the law-enforcement agencies were searching Daud for the past several months and interrogated many people of the Mehsud clan to track him down. Daud, in an email sent to various media outlets, has also claimed the responsibility of an attack on the police training centre in Quetta. “He [Daud] left Karachi after the killing of outfit’s important commanders in encounters with the law-enforcement agencies, and now he is somewhere in the bordering areas of Afghanistan,” one of his distant relatives told The News requesting anonymity. Before the Rangers-led operation in Karachi started in September 2013, two factions of the TTP Mehsud chapter clashed with each other over turf and collection of extortion money from Pashtun transporters and businessmen. Hakeemullah’s faction was forced to leave the city after militants of its rival faction headed by Mufti Noor Wali killed the group’s important commanders including Sher Khan Mehsud. After Khan’s death, Daud has been appointed the group’s new Karachi chief. Mehsud clan elders in Karachi who are familiar with the network believe that militants of the rival faction in the city will not accept Daud as their chief. “The leaders of both factions are no longer in Karachi and it is very difficult for them to effectively operate the outfit from Afghanistan,” said a Mehsud community elder. He added that the law-enforcement agencies had killed key leaders of the Mehsud chapter in the past few months including Abid Mucharr, Abid Chota, Zikria Mehsud, Mufti Javed, Khazan Gul, Zahidullah, Ubaidullah, Amir Zada, and Khwajlak. The law-enforcement agencies are still searching for Khan Zaman alias Goonga, an important commander. Raja Umer Khattab, a senior official of the police’s counter terrorism department, corroborated that Daud was a policeman in Karachi and later went on to become TTP commander. “His faction has weakened in the city’s Pashtun areas,” he told The News. He added that the announcement of Daud taking over as the TTP Karachi chief would not help the outfit in reorganising its network in the city. DSP traffic shot dead in A senior traffic police officer was shot dead while his driver hurt in suspected targeted attack in Karachi Gulistan-e-Jauhar area on Sunday evening, according to DSP Sharae Faisal Ali Anwar Soomro. Daily Dawn, November 28, 2016 DSP Faiz Ali Shigri was travelling in a chauffeur-driven official vehicle when armed pillion riders attacked him when the vehicle slowed down near Balochistan Sajji House (restaurant). The officer and his driver sustained bullet injuries and were transported to a nearby private hospital where doctors declared the DSP as dead. DSP Soomro told Dawn that the slain officer was posted at Airport as DSP traffic. He was returning home after completing traffic arrangements for chief justice of Pakistan when he was targeted. The officer further said that it appeared to be an incident of targeted killing. Police suspect sectarian motive behind murder Police’s Counter-Terrorism Department official Raja Umer Khattab told Dawn that the killing of the DSP Shigri and Ahmadi man were motivated by sectarian considerations. He suspected involvement of the same group behind the both incidents. The CTD official said previously, Al- Qaeda targeted people in Gulistan-i-Jauhar whose members later on joined Islamic State but this gang was busted in 2013. He revealed that prior to attack on the DSP Shigri, unknown gunmen attacked a vehicle of DSP Traffic Gulberg Zafar Husain near Samama Shopping Centre in Gulistan-i-Jauhar, however, he remained unhurt. Terror in Mohmand: FC SHABQADAR: Four heavily-armed suicide bombers attacked a major paramilitary base in fends off suicide attack on Mohmand Agency on Saturday and killed two soldiers, but failed to storm a packed inside.A recently banned splinter group of the Tehreek-e-Taliban Pakistan, Jamaatul Ahrar, paramilitary base claimed responsibility for the pre-dawn attack on the headquarters of Mohmand Rifles in Ghallanai Express Tribune, November 27, area where 450 recruits were to pass out in the morning. 2016 “Security forces valiantly averted a suicide attack attempt on Ghallanai camp in Mohmand Agency, killing all four suicide bombers. Two security forces personnel dauntlessly laid down their lives in an effort to block the suicide bombers,” the Inter-Services Public Relations said in a statement. The heavily armed bombers attacked a mosque in the residential quarters of the camp where a large number of recruits were offering Fajr prayers, according to the military’s media wing. “Wearing suicide jackets they opened fire and tried to rush inside the mosque. They were taken on and contained in the outer courtyard of the mosque. Security forces surrounded the attackers and killed all of them,” the ISPR said, adding that two of the bombers managed to detonate their suicide vests. A security forces official told The Express Tribune that the bomber sneaked into the camp from its western mountainous side, and tried to storm the Officers’ Mess and the main mosque, where Fajr prayers were being offered. One of the bombers tried to enter the mosque, but an FC soldier, Wajid, took him down in the mosque’s outer courtyard. “Three other bombers were also shot dead by paramilitary troops guarding the main gate watchtower and quarter-guard watchtower,” he added. Two FC soldiers sustained fatal injuries during the battle. “Fourteen people were wounded in the attack – four of them critically who were later referred to the Combined Military Hospital Peshawar for specialised treatment,” he said. After the deadly battle, paramilitary troops launched a senitisation operation on the camp premises. The official said the bombers wanted to attack the recruits before their passing-out parade but their nefarious plot was foiled by the valiant soldiers. The parade later took place as per plan. Operation Zarb-e-Azb has resulted in a marked decline in militant violence in the country. But the remnants of militant groups are still able to carry out periodic bloody attacks, particularly in the northwest. According to data from the South Asia Terrorism Portal, 457 civilians and 182 members of the security forces were killed in Pakistan from January 1 to September 11, putting 2016 on course for fewer casualties than 2015. Last year, the country recorded its lowest number of killings since 2007, when the TTP was formed. States use census information in almost all aspects of public policy. The data collected through population census is essential in determining various future trends which help in formulating the country’s long and short term policies. It is important to know the population of a country for this helps the state in understating the emerging challenges in various social, economic, political and public affairs. Moreover, among other things, the population census helps government in foreseeing rising needs of various areas and sectors for policy planning institutions cannot formulate effective policies and comprehend new challenges unless they have access to the relevant details which form the foundation of their policy making. In Pakistan’s case, formulation of educational, health, agricultural, economic and other policies on the basis of information that was relevant 20 years ago, has proven ineffective for the next decade’s policy planning cannot be carried out through the information that was effective about two decades ago. Pakistan’s population growth has experienced a rapid acceleration in the past quarter of a century. It’s evident that new census will surely change the contemporary electoral dynamics of Punjab in particular and any sort of demands for electoral changes might threaten the PML-N’s current electoral strength in the province. Two die in fire at Kimari KARACHI - An explosion at the Kimari Oil Terminal caused a huge fire and claimed lives of two Oil Terminal people on Saturday. The Nation, November 27, 2016 According to eyewitnesses, an oil tank filled with 1,000 tonnes of fuel caught fire after an explosion. Four people were standing near the tank at the time of the incident and two of them were killed. Fire extinguishers of the Karachi Port Trust (KPT) and rushed to the scene to douse the fire. There was a huge quantity of oil all around the place. Fire fighters used foam and chemical to extinguish the fire, officials said. It’s believed that the fire erupted due to human negligence. However, investigators have yet to find out if it was an act of terrorism. Rescuers managed to retrieve two bodies and two wounded workers. The bodies were shifted to the hospital for their autopsies and the injured for their treatment. The Pakistan State Oil said in a statement that its storage tank remained safe in Saturday’s incident. The PSO spokesperson said that the fire erupted in the menthol tank of the Pakistan House International. He said the PSO oil tanks and staffers remained unhurt in the fire and PSO workers contributed to the rescue efforts. Those killed in the incident have yet to be identified. It’s worth mentioning here that at least 25 people were killed and 50 injured when an oil tank at Gadani Shipyard yard caught fire on November 1. He relates it to the inherent problems of the existing political system and the inability of the state to perform its functions properly and serve the masses. In his opinion, the space that the state provides to the extremist elements help the latter influence the minds of the vulnerable lot estranged due to state’s neglect. The book, comprising 340 pages, has been divided into various chapters that talk about the relation between terrorism and the different factors at play, the impact of this menace on the society at large, the ways and mechanisms put in place to tackle it, the role of law enforcing authorities, political parties, local governments, media etc in this context and so on. The writer challenges the notion that terrorism in the country is merely a product of external factors and tries to establish it with argument that it is very much a homegrown phenomenon. Prominent analysts Hasan Askari Rizvi, Prof Dr Rasool Bukhsh Raees and Farrukh Shohail Goindi and former foreign secretary Shamshad Ahmad Khan have reviewed the book and given their comments on the flap and in the preface. Just to mention one, Dr Raees points out that the author has very articulately stressed that the war against extremism and terrorism cannot be won only with the use of force; dialogue, tolerance, peaceful coexistence and participatory involvement in a true democratic process are the real tools that matter. The ongoing war, he says, is being led by the armed forces but for far reaching results the full-fledged support of political leadership and the sitting government is imperative. This is exactly what Salman Abid has tried to convey in this book, he mentions. The author, Salman Abid, shares that it took him around one and half years to organise his thoughts and finalise the book. He says he has tried to substantiate his argument with supporting evidence and authentic references that make it a good resource for students, researchers, scholars, journalists etc. In addition to the academic research, Abid claims he carried out literature review, arranged Focus Group Discussions (FGDs) with stakeholders at grassroots level, held both on-the-record and off- the-record parleys with officials engaged in anti-terror campaigns/offensives, interviewed

individuals inspired by extremist views etc to reach a conclusion. The experience of working for development organisations focusing on poverty alleviation took him to places where he could see how vulnerable the impoverished classes were to the calculated advances of extremist organisations. The chapter about media is quite interesting as it mentions how it has promoted abusive talk and intolerance, especially through talk shows. The participants of these talk shows ridicule and humiliate others and win accolades from their party leaders. There is also a detailed mention of trust deficit between the military leadership and the political leadership and how it has hampered progress on initiatives aimed at curbing terrorism. The writer also takes the liberty to write down that the National Action Plan (NAP) does not enjoy full support of provincial governments who have implemented it partially and are refraining from adopting it in totality. Last but not the least, the “annexures” section of the book carries important documents and data collected from different sources that are hard to find at one place. For example, there are historic compilations regarding acts of terrorism and resulting casualties and injuries, drafts of NAP and National Security Policy 2014-2018, lists of registered political parties in Pakistan, details of different terrorist groups and their respective leaderships, code of ethics for media and religious decrees against terrorism and mutiny against state issued from time to time. This definitely makes it a document one would like to revert to again and again. People of tribal areas The whole of FATA is under either the direct control of law enforcement agencies or the terrorists, caught between military with official check posts and the hideouts of terrorists operating side by side. The people of tribal areas bordering Afghanistan are caught between the Pakistan army on one hand, and the Taliban and terrorists, says AHRC and ISIS on the other. The terrorists attack and kill tribal leaders for not allowing them to set up report their training centers and move freely in the mountains, while the Pakistan army arrests, tortures, Pakistan Today, November 27, and extrajudicially kills civilians during anti-terror operations, such as Zarb-e-Azb. On 19 November 2016, the political administration in the sub-district of Saafi, Ziarat, in Mohmand Agency, has banned the mining of marble to ensure law and order on. Throughout the FATA region, there are periodic check posts maintained by the army, paramilitary forces, and local law enforcement agencies, known as Khasdar. There are also hideouts of terrorists from the Taliban and Al-Qaida, which have merged into the international terrorist organization, ISIS, known as Daesh in the Muslim world. The local population is thus trapped between law enforcement agencies (LEA) and terrorists, both of whom punish locals. At the same time, both the LEA and terrorists have a policy of co-existence that has rendered the life of 150 million people into one of misery. The terrorists treat civilians as touts of the military, and the LEA think they are the facilitators of terrorists. In 2016, paramilitary forces demolished 37 compounds, containing six to ten houses, in the different parts of Mohmand Agency on the suspicion of residents having links with terrorists. Every house averages five to 10 persons. The Khasdar force is being used in such demolitions, the force being peopled by nominations of tribal chiefs. Please see the link; All the homes are built using remittances sent by menfolk who work for many years in Middle East countries, as there is virtually no productive activity in the area except mining or smuggling of small items. Despite this, after such demolitions, the federal government or political administration do not pay any compensation to the affected families. After the massacre of children in Army Public School on 16 December 2014, a National Action Plan (NAP) was made to combat terrorism. It was also mentioned FATA will be developed and terrorism in Punjab will be eliminated. However, no development was initiated in FATA, nor were terrorist hideouts in Punjab eliminated. In different agencies of FATA, the political administration calls Jirgas (tribal council meetings) to seek support for the demolition of houses suspected of hosting alleged terrorists. On November 10, the Khassdar force demolished more than eight houses in a big compound using heavy machinery, in the Darwezai area of sub district of Pandialay, Mohmand Agency. The reason for the demolition was that residents provided hospitality to a Khurasani. The Khurasani word is now used as synonymous for the word terrorists due to Umer Khalid Khurasani, who is a fugitive in the hierarchy of Daesh. However, the residents say they do not know about the affiliation of any guest; as per custom of Pakhtoon Wali, the guest can stay in any house. Regardless, why should a significant number of women and children be punished for someone staying at one of the houses? And, no one, neither the political administration, nor the LEA, has taken responsibility to rebuild the homes. It must be mentioned that the local people of the Mohmand Agency have for long resisted the Taliban and other religious and sectarian terrorists,

including foreign terrorists, and have sacrificed their lives towards. It is on record that terrorists have killed about 58 tribal chiefs. These chieftains had made peace committees and were keeping peace in their areas of influence. Prominent among these chiefs (who are called Malaks) are Malak Darra Khan, Malak Haji Zahir Shah, Malak Mir Syed, Malak Adam Khan, Malak, and Mirza Alam Khan Wazir Zai. Now all these areas are under military control, and the residents are under suspicion of having links with terrorists. The latest political order banning the mining of marble in Saafi District, for residents allegedly failing to maintain peace in the area, is yet another burden placed on locals. While the area is under the complete control of the Frontier Corp and other law enforcement agencies, the failure to maintain law and order is placed on the people. The marble excavated from Ziarat, Saafi, is recognized as good quality as Italian and Turkish marble, and thousands of families depend on the mining of this marble for their livelihood. Local activists say that mining of marble will soon be taken over by LEA from Islamabad. In Darr-e-Adamkhel, affiliated with the Kohat Frontier Region, where coalmines are found, people have been prevented from earning from coalmines; the Military has claimed control in the area and LEA personnel are extorting money from locals. Those activists who raise their voice for the rights of locals are accused as being terrorists or Indian agents. Kurram Agency is also facing a terrible situation in the hands of assorted terrorists, Taliban, and Pakistani law enforcement agencies. A good number of the inhabitants are from the Shia sect of , who are treated as infidels by the Taiban. The whole Kurram Agency is under the control of the Haqqani Network, a very powerful international terrorist organization that carries out terrorist activities inside Pakistan and Afghanistan and has been involved in the killing of NATO forces. Despite the entire area being one that is supposedly under control of the and Pakistan army, all the roads leading to Peshawar, capital of Khaiber Pakhtoon Khwa Province, particularly Thall Road, is under the control of the Haqqani Network and the Taliban. So the people of Parachinar have to go into the territory of Afghanistan and then re-enter Pakistan, taking a very long route, to reach Peshawar City safely. The Shias are fifty percent the Parachinar population. The whole of FATA is under either the direct control of law enforcement agencies or the terrorists, with official check posts and the hideouts of terrorists operating side by side. The people living by the 2,500 kilometer Durand Line are caught between the devil and the deep blue sea. The space for civil society has been at the minimal level, no space for free movement and free discussions. There is no rule of law but the law and order is rule of the time. the National Assembly proposes tougher punishments for feeding wrong information to any public servant, outraging the religious feelings of others and lynching. The Criminal Laws (Amendment) Bill also proposed readjustments for acceptability of evidence gathered through modern devices and techniques. The government-sponsored bill makes amendments to the (PPC), 1860; the Police Act, 1861; the Code of Criminal Procedure, 1898 and the Qanoon-e- Shahdat, 1984. It will now be sent to the president for his final nod to become a law. Through amendments to Section 182 of the PPC, the bill proposes enhancements in the punishments for giving wrong information in any case to any public servant, from six months to seven years. It would amend section 298 of PPC to stop the practice of outraging the religious feelings of any person, inciting violence and sectarian or ethnic hatred, proposing a punishment of up to three years imprisonment or Rs0.5 million fine or both. Through amendment to Article 164 of Qanoon-e- Shahadat, the conviction on the basis of modern devices or techniques would be lawful and acceptable by the courts. In the Anti-Terrorism Act, 1997, a new section has been inserted proposing tougher punishment for the lynching of any individual by any individual, an organised group or a mob. The statement of object and reason of the amendment bill says that “the whole nation is suffering from the trauma of brutal terrorist attacks. Terrorism, sectarianism and extremism have gripped the whole country and these acts have become the order of the day. “The country is passing through an extraordinary situation, which requires stringent measures to be taken in order to curb this menace that has infiltrated into our society. The whole purpose behind all this was to provide protection to the people of Pakistan and prevention of acts threatening the security of Pakistan. “In these extraordinary circumstances, the leadership of all the parliamentary parties have resolved for taking special measures to root out the evil of terrorism from the country with an exemplary deterrence…. This noble objective cannot be achieved without strengthening the criminal justice system, the police and the law of evidence.” Earlier, the government had to face embarrassment when the house deleted clause 7 of the bill that was aimed at making changes in the Protection of Pakistan Act (PoPA), a controversial law that has already expired because of having a sunset clause. Before the passage of the bill, Senate Chairman remarked that either the interior ministry or the Senate interior committee should have withdrawn the clause proposing amendments to the PoPA-2014 as the law had expired in July. He said that PoPA was alive when the National Assembly passed the bill but later it had expired, even before the government introduced this bill in the Senate, because of having the sunset clause of two years. "The question had been nullified and all the students will be given marks against the question whether they've attempted it or not," he said. Over 1,000 terror accused LAHORE: Punjab police have admitted before the Lahore High Court that more than 1,000 on the loose in Punjab proclaimed offenders booked in terror cases are at large in the province. This was revealed in a Express Tribune, November 26, report submitted on Friday by the police and Counter-Terrorism Department before LHC’s Justice 2016 Abdul Sami Khan, the administrative judge of anti-terrorism courts. While 57 proclaimed offenders were arrested during the last month, another 41 escaped because of the negligence of the officials concerned. Hundreds of proclaimed offenders, 1,002 to be exact, have yet to be taken into custody, the report states. The report admitted the National Action Plan against terrorism had been severely hampered by the poor performance of police and Counter- Terrorism Department. According to the report, 233 proclaimed offenders are on the run in Gujranwala, 187 in Lahore, 176 in Dera Ghazi Khan, 119 in Rawalpindi, 116 in Sheikhupura, 97 in Faisalabad, 46 in Bahawalpur, 16 in Multan, eight in Sargodha while six proclaimed offenders are at large in the Sahiwal region. Justice Sami directed the police to arrest the proclaimed offenders as soon as possible and submit charge-sheets against those already in the custody of the law enforcers. Suspect acquitted An ATC, meanwhile, acquitted a suspect allegedly associated with a banned organisation in a case related to distribution of hate literature against the ruling party as well as Pakistan Army. Abdul Jabbar was exonerated of all charges after the prosecution failed to establish his links with Hizbut Tehrir. The prosecution claimed that Liaquatabad police arrested a terrorist of the banned organisation red-handed while delivering hateful speeches and distributing material amongst the people. The suspect’s counsel, Ghulam Mustafa Chaudhry, contended the accused had nothing to do with this case and was implicated in a fake case merely to boast about police efficiency. The lawyer submitted such cases were to be interrogated by joint investigation teams (JITs), but this particular case was investigated by an individual, the investigation officer named Inspector Azeem. He contended the police arrested an innocent man and confiscated the hate material but made no efforts to arrest the author of the material, publishers or the other relevant people. No one from the people to which the literature was distributed was involved in investigation. The advocate said the police did not produce a single evidence to make it the part of record that could establish whether or not Hizbut Tehrir was a banned organisation. Opposing the arguments, the prosecution argued the man was caught red-handed and substantial evidence was available on record to establish the case against him. Jaish leader Masud Azhar has run a training camp of warriors in Cholistan, funded by Al Qaeda. He frequently visited the Taliban from Bahawalpur and met Al Qaeda leaders on the Afghan border. Malik Ishaq of Lashkar-e-Jhangvi, once in jail for killing dozens of people, belongs to Rahimyar Khan. He used to rule the territory from jail while witnesses against him either got killed or absconded. Thousands of warriors went to join the war in the tribal areas from Bahawalpur’s Madrassa Usman-o-Ali, established by Masud Azhar. Street crime ‘surge’: LAHORE: The police authorities in Lahore claim to have come up with a list of nearly 12,000 Lahore police propose law ‘habitual offenders’ who are behind a significant surge in ‘violent crimes’ in the provincial capital, and proposed amendment to certain laws. The amended laws, say police, would enable them to to tackle 12,000 ‘offenders’ deal with these criminals on the pattern of ‘fourth schedulers’. The murder of five people by robbers in Millat Park and crime at a Faisal Town traffic signal hit the headlines and annoyed the chief minister who hurriedly called a meeting a few days ago. He said the police authorities sent a request to the Punjab government through the Home Department demanding amendment to laws to keep a close eye on the ‘movement’ of these criminals. According to the plan, the offenders would be bound to inform the local police station about their movement or next destination before leaving their hometown, he said. The police officer said the maximum stay of these habitual criminals in the jails is two to three months. “These repeaters secure bails from courts and again commit crimes,” he said. The Lahore police also pointed out in their proposal some ‘critical flaws’ in three major areas of criminal justice system, prosecution and police investigation, causing ‘safe and early release’ of the hardened and habitual offenders. Sharing more details about the proposal, the officer said after amendment to the laws, the police would take palm and thumb impressions of every criminal coming out of jail to create a data bank on the pattern of the fourth schedulers. Eight others have also been charged with involvement in the lynching and sentenced to two years each in prison. A challan submitted in court claimed the five men handed the death penalty gathered a large mob of hundreds by making announcements over a mosque loudspeaker and incited them to violence with incendiary speech. A mob of around 400 people lynched Shahzad and Shama for their alleged role in desecrating the Holy Quran in November 2014. Both husband and wife were brick kiln workers from Chak-59 of Kot Radha Kishan, a town in Kasur district. The woman, mother of three, was pregnant. Police and witnesses told Dawn in Nov 2014 that announcements had been made from on Tuesday asking villagers to gather at the Yousaf brick kiln where 25-year-old Shama and her husband Shahzad Masih worked as bonded labourers. Over 1,000 charged people from three villages took out the couple from a room (where they had taken shelter) after tearing apart its roof.

The mob tortured the couple before putting them into the kiln’s furnace. The mob held hostage five policemen who tried to rescue the couple. The villagers also manhandled some media personnel and snatched their cameras. Police registered a case against 660 villagers, including 60 who were nominated in a First Information Report lodged on the complaint of Sub-Inspector Muhammad Ali of Chowki Factory Area. The FIR said the mob had thrashed the couple and dragged them to a kiln where Mohammad Yousaf Gujar, the kiln owner, and his accountants Shakeel and Afzal, allegedly removed a lid from one of the openings of the furnace and threw the couple into it. “Both Shama and Shahzad were reduced to ashes in no time,” the FIR stated. Bilqees, a local Muslim resident, recounted the horrific incident to Dawn in 2014. She said that Shama, known in the village as Saima, married Shahzad Masih about 10 years ago. They had three children aged between two and seven. She said Shama was pregnant at the time of the incident. Nazir Masih, father-in-law of Shama, was a faith healer and died a few weeks ago. After his death, Shama had burnt some of his belongings, including papers. She added that Shama was illiterate. Bilqees said a vendor who had visited the brick kiln found the pages of the Holy Quran and showed them to the villagers. Later on Tuesday morning, hundreds of villagers gathered at the kiln and burnt the couple alive without even listening to Shama. “She was screaming that she was unaware of what the papers were about, but no one listened to her,” Bilqees said. The lynching of Shama and Shehzad caused international uproar. In 2014, A top Vatican official described the lynching of the couple as a humiliation for all of humanity. 'Most wanted' terror The Counter-Terrorism Department (CTD) Khyber Pakhtunkhwa claimed to have arrested a suspect nabbed in suspected militant with a Rs0.5 million bounty on his head in Peshawar's Hayatabad area on Wednesday. The letter states: “In compliance with the Honorable “1” Judicial Magistrate Malir Karachi letter, the members of the Medical Board comprising the following officer will depart from the Police Surgeon Office Karachi on November 22, at 9am for the exhumation (DNA samples) of the dead bodies of ten unknown persons (in the airport attack case) buried at the Edhi graveyard, Hub River Road, Karachi, in the jurisdiction of the Police Station Maochko in the presence of the Honorable “1” Judicial Magistrate Malir Karachi.” The board members are: Prof (Capt) Farhat Hussain Mirza, chairman of the board as well as the chairman of the Department of Forensic Medicine, Jinnah Sindh Medical University, Karachi; Dr Summaiya Syed, Sr WMLO Civil Hospital Karachi; Dr Qarar Ahmed Abbasi, Sr MLO CHK; Dr Aijaz Ahmed Khokhar, Police Surgeon Karachi. Copies of the letter were also forwarded to the secretary of the Health Department, District and Sessions Judge Malir and others. The letter also requested the SSP Investigation Malir to direct the SHO and SIO Airport for necessary arrangements for the exhumation of the bodies under the intimation of this office. The SSP West also requested security arrangements for exhumation, while the SHO Airport was advised to coordinate with the medical board and ensure a police contingent

was present to guard the graveyard and the area around it to minimise public interference. As per the directions and requests, all arrangements were made on time and on Tuesday morning the medical board conducted the exhumation of the bodies and took DNA samples from them. The whole process was done with coordination with the board members who preserved the samples. Incharge CTD Sindh Raja Umer Khattab said that the samples had been sent to Islamabad for DNA testing and the results would confirm the identities of the terrorists. He added that the names earlier disclosed by the held terrorists were Majid and Hasham, who were killed in the airport attack, and their names were disclosed by a terrorist, Saeed alias Kalu, and also by the recently arrested Bobby, who claimed that Majid was his brother-in-law while Hashaam was also known to him and they were residents of Orangi Town. Three security men killed PESHAWAR: Three officials of the Frontier Constabulary (FC) were killed and seven others, in Peshawar blast including a policeman and a passerby, injured when a bomb hit a vehicle carrying personnel of the Daily Dawn, November 23, 2016 paramilitary force in a suburb of the city on Tuesday. Medics at the Lady Reading Hospital (LRH) confirmed that 10 victims of the blast were brought to the hospital. Three of them had died before reaching the hospital and seven injured were admitted to it. The incident took place in the Bashirabad area, about 5km from here. An official at the Faqirabad police station told Dawn that the blast, caused by an improvised explosive device, occurred at around 10am and targeted a police truck transporting FC personnel to the Police Lines. The FC personnel had been deputed with police as part of extra security measures in the city on the occasion of Chehlum of Imam Hussain, Senior Superintendent of Police (operations) Sajjad Khan said. The FC personnel were being shifted from the Faqirabad police station when the blast hit the truck they were travelling in. “It was an isolated vehicle and not part of a convoy,” SSP Khan said. Apparently, the FC personnel were the target of the attack. He said that an IED weighing about a kilogramme had been used in the assault. In a statement emailed to media organisations, Jamaatul Ahrar spokesperson Ihsanullah Ihsan claimed responsibility for the attack on behalf of the banned militant outfit. The statement said that a remote controlled device was used in the blast. The slain soldiers were identified as Hanif Jamal, Khalid and Yasirullah, all residents of Malakand. Their funeral prayers were offered at the FC headquarters in Peshawar after which their bodies were sent to their villages. Daily Dawn, November 23, 2016 “Today Chief of Army Staff confirmed death sentences awarded to another 10 hardcore terrorists, who were involved in heinous offences related to terrorism,” the Inter-Services Public Relations said. This will possibly be the last batch of terrorists whose death sentences have been approved by Gen Sharif before his retirement next Tuesday. The military courts were set up through the 21st Amendment to the Constitution in January 2015, after the tragic Army Public School incident, for a period of two years for speedy trial of terrorism cases. The special courts have so far decided over 200 cases in which 136 people have been given death sentences. Ninety-six others have been awarded life imprisonment. Only 12 convicts have been executed so far, according to figures available with Dawn. Military courts would cease to function in January after the expiry of their constitutionally mandated term. Neither the total number of cases referred to military courts by provincial governments nor that of remaining cases is publicly known. It isn’t clear if a mechanism has been devised to deal with cases that will remain pending after the completion of the constitutional term of the courts. The government is still undecided about the future of leftover cases from courts established under the Protection of Pakistan Act (PoPA), 2014, another anti-terrorist legislation, which lapsed earlier this year after completing its two-year period. The terrorists whose death penalties have been approved by the army chief include Hanifa s/o Umar Zareen (TTP) for kidnapping and slaughtering of Captain Jonaid Khan, Captain Najam Riaz Raja, Naik Shahid Rasool and Lance Naik Shakeel Ahmed during operation in Swat in 2009. Tirah Gul s/o Khan and Mohammad Wali s/o Faulad Khan (LI) were found to be involved in the killing of Havildar Noor Mast, Naik Farman Ali, Naik Shabbir Akhtar, Sepoy Humayun, Sepoy Fakhar Alam, Sepoy Ismail and injuries to many other soldiers during an attack on a camp of the Frontier Constabulary in Jhansi Bara tehsil of Khyber Agency in 2010. Zahid Khan s/o Kitab Shah had earlier been given death sentence in the same case. Others who have been given capital punishment are Khaista Mohammad s/o Abdul Jalil (TTP) for attacks on army personnel and destruction of girls’ schools and phone company tower; Ali Rehman s/o Habibur Rehman, Fazal Ali s/o Fazal Wahid and Mohammad Ali s/o Abdul Rehman (TTP); Nisar Ali s/o Damsaz Khan (TTP); Khial Jan s/o Sayel Jan (LI); and Payo Jan s/o Asal Jan (LI).

The NFC Constitution requires the commission to submit two progress reports every year to parliament. Clause 3(b) of this article requires the five ministers to monitor the implementation of the NFC award and submit reports biannually.Sources told Dawn that chief ministers of Balochistan and Sindh — who also hold the finance portfolios of their provinces — would not be attending the meeting. The chief minister of Balochistan is currently visiting Hong Kong, while Khyber Pakhtunkhwa Finance Minister Said Muzaffar is also abroad. However, before leaving, he reportedly said he would stay away from the meeting as he was not provided the files and material related to the agenda items.While Sindh Chief Minister Murad Ali Shah is also expected to skip the meeting, a Sindh government official said private member Senator Saleem Mandviwala would represent the province at the meeting on Monday. He will be assisted by Finance Secretary Hasan Naqvi and Special Secretary Dr Noor Alam. KP’s non-official member Prof Mohammad Ibrahim and the provincial finance secretary would represent the province.The meeting comes at a time when the provinces have already laid down their demands for greater financial autonomy and more resources, amid the Centre’s advocacy for a ‘re-balancing’ of responsibilities and resources, as advised by the International Monetary Fund (IMF).The conflicting demands would be examined on the basis of four studies by provincial expert groups on revenue and expenditure projections, the shift in ground realities such as devolution and responsibilities, borrowing powers and arrangements for provinces, how to increase taxes and how the security situation has put an additional burden on the federal governmentSources said Sindh was now seeking a fixed financial share — starting with 5pc of the total divisible pool resources — for security expenditure, as long as it was hosting the Rangers for the Karachi operation on the existing principle of a 1pc share to KP. It has also demanded powers to collect royalty on oil and gas production and is asking for jurisdiction over the collection of general sales tax on goods, as well the GST on services. It is also demanding jurisdiction over the capital gains tax.Balochistan will make a case for at least 5pc of all investments and resultant revenues from China-Pakistan Economic Corridor (CPEC), besides pushing its longstanding demand for more weightage for geographical area in the revenue-sharing arrangement with provinces.An official from the KP government said the ruling Pakistan Tehreek-i-Insaf was seeking a change in the revenue distribution formula among the provinces by reducing the weightage for population to 60pc, giving 15pc weightage to poverty and the remaining share to all other factors.A Sindh government official welcomed the NFC meeting, but said the federal government was deviating from the constitutional spirit of biannual sessions to finalise reports for parliament. He conceded that while the commission had met in Lahore a few months ago, it did not make a substantial contribution over the three studies by expert groups.A federal government official, however, said there was no constitutional violation as far as biannual reports to parliament were concerned because the reports were regularly being sent to parliament with the signatures of provincial members.The government has been continuing with the 7th NFC award, whose five-year constitutional term expired on June 30 last year. It has been blaming the provinces for a second extension of the award to 2009, saying the new NFC is to be based on a series of studies assigned to the provinces, which have only been completed recently.Sindh, Balochistan and Khyber Pakhtunkhwa had submitted their reports more than a year ago but Punjab’s report came last month, an official said.The sources said that the NFC meeting on Monday would set the tone moving towards the next award for the distribution of divisible pool taxes over the next five years. They said the Centre was seeking increased focus on resource mobilisation and strengthening of relations between the federation and the provinces.The Centre also wants the provinces to share the responsibility of war on terrorism, natural disasters and the needs of special areas like the state of Azad Jammu & Kashmir, Gilgit-Baltistan and Federally Administered Tribal Areas.
