In policy-making, the cultural economy is commonly framed from an economic perspective that salutes the role of the cultural economy and the dynamics of entrepreneurship in processes of urban and regional developments. Moreover, explorations of cultural economy and entrepreneurship are mainly represented by studies of Europe and North America. This thesis departs from such a normative perspective, and critically examines the links between a situated music economy, its cultural entrepreneurs and social change in West Africa. -

THE STATE OF ARTISTIC FREEDOM 2021 THE STATE OF ARTISTIC FREEDOM 2021 1 Freemuse (freemuse.org) is an independent international non-governmental organisation advocating for freedom of artistic expression and cultural diversity. Freemuse has United Nations Special Consultative Status to the Economic and Social Council (UN-ECOSOC) and Consultative Status with UNESCO. Freemuse operates within an international human rights and legal framework which upholds the principles of accountability, participation, equality, non-discrimination and cultural diversity. We document violations of artistic freedom and leverage evidence-based advocacy at international, regional and national levels for better protection of all people, including those at risk. We promote safe and enabling environments for artistic creativity and recognise the value that art and culture bring to society. Working with artists, art and cultural organisations, activists and partners in the global south and north, we campaign for and support individual artists with a focus on artists targeted for their gender, race or sexual orientation. “Abidjan: Floods, Displacements, and Corrupt Institutions”
“Abidjan: Floods, Displacements, and Corrupt Institutions” Abstract Abidjan is the political capital of Ivory Coast. This five million people city is one of the economic motors of Western Africa, in a country whose democratic strength makes it an example to follow in sub-Saharan Africa. However, when disasters such as floods strike, their most vulnerable areas are observed and consequences such as displacements, economic desperation, and even public health issues occur. In this research, I looked at the problem of flooding in Abidjan by focusing on their institutional response. I analyzed its institutional resilience at three different levels: local, national, and international. A total of 20 questionnaires were completed by 20 different participants. Due to the places where the respondents lived or worked when the floods occurred, I focused on two out of the 10 communes of Abidjan after looking at the city as a whole: Macory (Southern Abidjan) and Cocody (Northern Abidjan). The goal was to talk to the Abidjan population to gather their thoughts from personal experiences and to look at the data published by these institutions. To analyze the information, I used methodology combining a qualitative analysis from the questionnaires and from secondary sources with a quantitative approach used to build a word-map with the platform Voyant, and a series of Arc GIS maps. The findings showed that the international organizations responded the most effectively to help citizens and that there is a general discontent with the current local administration. The conclusions also pointed out that government corruption and lack of infrastructural preparedness are two major problems affecting the overall resilience of Abidjan and Ivory Coast to face this shock. -

Jérémie Kroubo Dagnini ([email protected]) is a Ph.D. candidate in the Department of Anglophone Studies at the University Michel de Montaigne Bordeaux 3 in France, conducting research on the history of Jamaican popular music in the twentieth century. He is the author of Les origines du reggae: retour aux sources. Mento, ska, rocksteady, early reggae published by L’Harmattan in 2008. Abstract Afrocentrism is an intellectual, political, sociological, historical and cultural movement principally born out of Black people’s constant struggle against racism and oppression. Thus, this ideology dates back to the era of slavery and was born in the Black diaspora as a response to Eurocentrism which views the world from a European perspective, implying superiority of Europeans and more generally Westerners, namely Whites, over non-Europeans, namely non- Whites, especially Blacks. The United States of America being an ancient land of slavery, it is not surprising that Afrocentrism emerged within its society. It has been notably significant from the late 19th onwards and has impacted on different aspects of social life, including literature, politics, religion, economy, sport and music. Since the 1960’s, Afrocentrism has been particularly visible through music which has become an obvious new force in America. Indeed, in the 1960’s, it was an integral part of soul music which accompanied the civil rights movements. Then, it has integrated most genres which followed up such as funk, rap and modern rhythm and blues. -

Notre problème en Côte-d’Ivoire, n’était pas de ne pas savoir dériver une musique d’une autre, mais de jouer chacun pour notre propre compte, de construire partout et tous les jours des chapelles éphémères. « ziglibity, ziguéhi, zouglou, zoblazo, zogada..., chez nous, tout se danse en z », chantera N’st Coffies. Mais à ce jeu multiplicateur des styles en x ou en z, difficile de construire un courant musical qui dégage un air de famille. Pendant ce temps, chez nos voisins, highlife rythmait et rythme toujours avec Ghana. Sa variation nigériane privilégia tantôt l’accor- déon avec I. K. Dairo, tantôt la guitare solo avec Sunny Ade, mais à travers ces aventures, le highlife resta le highlife. Et le tentemba ? Qui ne connais- sait le Tentemba guinéen internationalisé par le Bembeya Jazz national ? Quant à nous, enfants d’Houphouët-Boigny, nous demeurions sceptiques : quand donc aurons-nous notre musique nationale ? Quel jour plaira-t-il au très haut de nous gratifier d’une musique qui, rien qu’à ses premières notes, évoquera, signalera la Côte-d’Ivoire de l’Ouest à l’Est et du Nord au Sud ? Pendant longtemps, au moins de 1960 à 1990, les mélomanes de Côte- d’Ivoire se sont couchés puis réveillés sur le rude oreiller de ce regret et de cette espérance. Plus la musique leur paraissait essentielle au rayonne- ment des peuples, plus ils avaient le sentiment que la population accusait un certain retard national en cette matière. -
