The Professionalisation of the Royal Navy: 1660-1688 by Samantha Middleton The thesis is submitted in partial fulfilment of the requirements for the award of the degree of DOCTOR OF PHILOSOPHY of the University of Portsmouth September 2020 Abstract This thesis analyses the developments made between 1660 and 1688 that contributed towards the Royal Navy becoming a more professionalised organisation. It outlines the impact of individuals and their methods towards achieving professionalisation. The political and financial problems facing the navy before the restoration of the monarchy are also addressed. Biographical case studies of three influential naval reformers; James Stewart, The Duke of York; William Coventry; and Samuel Pepys are used to demonstrate the significant influence that they had on the process of professionalization. This thesis ascertains that although the terminology had not been invented at this stage, the principles of Management Control were implemented by Pepys, Coventry and the Duke of York as a method of organizational professionalisation, identifying examples of performance measurement, rewards systems and the implantation of standard operating procedures. An in-depth analysis of the Duke of York’s instructions for the duties of the Principal Officers demonstrates that the Duke of York introduced enhanced accounting procedures and additional control mechanisms to reduce abuses and increase administrative efficiency. Additionally, a set of professional responsibilities has been created within this thesis for Coventry, whose role as secretary is absent from the instructions. This shows for the first time, that Coventry identified his professional remit as focusing primarily on retrenchment and the reduction of abuses. This contributed towards wider professionalisation. -

Crowdy, ‘Medway’s Island Forts ’ P.MacDougal ‘ Victorian Sources Forts of the Medway’ RCHME survey report History and Description In R.A./R.E. Works report no.107, dated 1890 in connection with the re-arming of Grain Fort it is stated that Grain Wing Battery is under construction. As this report deals with the then current experiments with searchlights it would appear that the new battery was to supplement the guns at Grain and Garrison Point Fort, in connection with the new strategies being worked out for the defence of booms and minefields during the hours of darkness. The battery was situated to the south of Grain Fort on a gradual slope towards the sea. Its armament consisted of two 4.7-inch QF guns to provide defence against fast moving destroyers and torpedo boats and a pair of 11-inch RMLs for use against heavier vessels. These emplacements formed a line along the east facing seaward side of the battery. The R.M.L.s occupied the northern half with the Q.F.s to the south. -

Medway Heritage Asset Review 2017 Final Draft: November 2017 Executive Summary The Medway Heritage Asset Review intends to provide a comprehensive overview of the heritage assets in Medway in order to inform the development of a Heritage Strategy to support the emerging Medway Local Plan 2015. Medway benefits from a rich heritage spanning millennia, underpinning the local distinctiveness and creating a unique and special character that can be readily interpreted through the historic environment. The main report is broken down into sections, initially looking at the topography of Medway and how this influenced human settlement in the area, then looking at the development of the key settlements in Medway; taking into consideration the key drivers for their establishment and identifying existing heritage assets. Furthermore, the main influences to development in the area are also considered; including Chatham Dockyard and the military, the brick, cement and lime industry, agriculture, maritime and religion. Through investigating Medway’s history both geographically and thematically, the significance of heritage assets and the importance of historic landscapes can be readily identified; enabling a better understanding and providing opportunities to enhance their enjoyment. Non-designated heritage assets are also identified using a broad range of sources; providing a deeper knowledge of what shapes the distinct local character experienced in Medway and the how this identity is of great importance to the local community. The report concludes with suggestions for additional areas of research and identifies themes to be considered to inform the development of a coherent and robust Heritage Strategy that will help enhance, understand and celebrate Medway’s heritage for years to come. -

Communication between the two was by a covered road. It was designed as an open earthen battery for 14 guns bearing on the entrance of the Medway and was about 900 yards from the nearest point of the deep water channel. Severe difficulties were experienced with the building of the rampart due to subsidence. It was therefore proposed to complete it as a barbette battery as a temporary measure pending conversion to a permanent one for 10 Moncrieff guns. The main magazine was also affected by failure to a lesser degree. -

MARTELLO TOWER Number 64, Eastbourne, East Sussex Martello tower, 1806, one of a chain of small thick-walled forts to defend the south and east coast of England. On the beach with a housing development nearby. The preservation of archaeological and historical significance will be the main consideration in assessing the suitability of proposals to convert martello towers for residential use. 206 HERITAGE AT RISK SOUTH EAST 207 SE HERITAGE AT RISK 2008 Of the 233 Grade I and II* listed building and structural scheduled monument at risk entries on the 1999 South East baseline register, 101 entries (43%) have been removed as their futures have been secured.This year’s list contains 169 building at risk entries, 5 fewer than 2007. In addition, 6 protected ship wrecks and 1 registered battlefield at risk are included for the first time. Whilst just under £800,000 (or 75%) of our grant budget was directed towards sites on the list, the majority was towards works in progress, and only one of the entries removed this year (the Waller Tomb, South Buckinghamshire) received funding from us. Change of ownership has been the key factor in the removal of a number of entries this year. For example, a notable success has been the removal of Hayle Mill in Maidstone, Kent.This featured on the baseline register in 1999 as a large paper mill complex of circa1800, which had been vacant for some time and was at risk of increasing dereliction. After a change of ownership, listed building consent was granted to repair the building and convert it to a complex of 42 flats.The work has been completed and some of the flats already sold.
