ICKHAM & WELL PARISH COUNCIL Annual Parish Council Meeting (APCM) – 24th April 2017 at 7.30pm Minutes of meeting Present: Councillors J deGraft-Johnson (Chair), S Hipkin, K Richards, L Shouls, K Tatman. Public: 5 members of the public. 2017/001: Apologies Councillors P Hodges and G Wyant. Councillors M Northey and S Walker. 2017/002: Declarations of Interest There were none. 2017/003: Minutes of the meetings on 20th February and 20th March 2017 and the previous APCM on 18th April 2016 The minutes were all signed by Councillor deGraft-Johnson as true records. 2017/004: Matters arising Councillor deGraft-Johnson stated that any matters arising would be covered by items in the agenda and all agreed. 2017/005: Treasurer’s report 005/01: Councillor Hipkin distributed copies of the accounts for 2016-7 which showed receipts of £7,019.55 and expenditure of £4,472.29 for the year. He explained that it was necessary to set aside £1,200 pa for tree surgery on the trees protected under TPOs and to build up parish reserves. 005/02: Councillor Hipkin also reminded the meeting that it had been confirmed that it was not possible to claim costs for cutting the grass in the churchyard under the terms of CCF. Councillor deGraft-Johnson stated that the costs for the year 2016-7 would be met by the precept levy. Present: Cllr Tyrone Ripley (Chaoirman), Cllr John Arnold (Vice Chairman), Cllr Pam Denny, Cllr Alan Horton, Cllr Gerry Lewin, Cllr Janet Marshall, and Cllr Gary Rosewell; and Mrs Wendy Licence (Clerk). Also present were five members of the public. 66. Apologies for absence Cllr Ripley welcomed everyone to the meeting. Apologies had been received from Cllr Peter Masson (holiday) and Cllr Neil Sheppard (work); apologies accepted. Apologies had also been received from KCCllr Mike Whiting (holiday) and Ward Member Richard Palmer (at another meeting|); apologies noted. 67. Declarations of interest None were declared. 68. Minutes of the meeting held on Thursday 4th July 2019 Item 51. i. of the minutes were amended to read “SECONDED by Cllr Arnold” of the meeting. Cllr Marshall PROPOSED to accept the minutes, as amended, of the meeting held on 4th July as a true record; SECONDED by Cllr Arnold: AGREED UNANIMOUSLY. Cllr Ripley duly signed the minutes as a true record of the meeting. ********************************************************************************************************* Public Time The meeting was adjourned for the Public Time A resident asked if there was any progress regarding the maintenance of the Coop garden. Cllr Ripley said it was not under the remit of the Council to manage the garden. ACTION: Clerk to contact the Coop and asked for the area to be tidied. Cllr Lewin asked if the Coop could be asked for a progress report on the repairs to the shop following the fire. Many residents are dependent on the store as there are unable to shop elsewhere. -

In no circumstances may any part of this document be downloaded or distributed without all the other parts. Swale’s Coast 4.4 Swale’s Coast 4.4.1 Description 4.4.1.1 Sw ale’s coast starts at TQ828671 at Otterham Quay. It extends for 115 km to TR056650 on Graveney Marshes to the w est of The Sportsman pub. It takes in the Isle of Sheppey w hich is connected to the mainland by tw o bridges at Sw ale. It is the longest coastline in Kent. 4.4.1.2 Approximately 55 km is on PRoWs, 27 km is de facto access (though some is difficult walking) and 33 km is inaccessible to w alkers. The majority of the 27 km of inaccessible coast does not appear to be excepted land. From the Coastal Access aspect it is the most complicated coastline in Kent. Part of the mainland route is along the Saxon Shore Way. 4.4.1.3 The view to seaw ard at the start is over the Medw ay estuary. There are extensive saltings and several uninhabited islands. The route then follows the River Sw ale to Sheppey and back to the Medw ay Estuary. The north and east coasts of Sheppey look out to the Thames Estuary. -

ANNEX B FORMAL OBJECTIONS TO TRAFFIC REGULATION ORDER THE STREET/CANTERBURY ROAD, BOUGHTON-UNDER-BLEAN/DUNKIRK FORMAL OBJECTION 1 ****** *** The Street Boughton-under-Blean Kent ME13 *** Dear Sirs RE: Objection to the Double Yellow Lines - The Street, Boughton-under-Blean I would like to formally object to the planed double yellow lines to be placed along 'The Street' in Boughton-under-Blean. Having recently bought *** The Street (a 3 bedroom house) we only have 2 parking spaces and therefore, reply on the parking along 'The Street'. I'm aware that the Cabinet have meet and stated that because more people had agreed to the proposal, by only 3 I would like to add, there were still 8 people who objected to it and those were the residents who live along 'The Street' and therefore, this should not go ahead based on the fact that the majority was only in favour by 3 more than who objected to it as that it not a high enough percentage given that the 11 who were in favour do not all live along 'The Street'. There is not enough parking for all the Woodmans Hall flats and houses which are joined to Woodmans Hall. Therefore, occasional parking is required along 'The Street' which is mainly used of an evening or at the weekend. If Yellow lines are placed there then this will just mean that more people will have to park further down in the village which is already busy enough with cars and will cause an inconvenience. I would like the Joint Transport Board to take note of what Kent County Council have suggested and to only do a short area of Double Yellow Lines to still allow some parking, yet how the Cabinet have dismissed this, which surly should not be right. -
