A joint assess- ment team consisting of IOM, ARCS, Mission East, NEPA WFP, Shelter for Life and ANDMA initiate assessment on 09 May. 456 families were verified in need of humanitarian assistance. IOM will distribute family module and blankets modules to 331 families while CONCERN will distribute NFIs to the remaining 125 families, DRRD will distribute emergency shelter kits, ARCS will distributed hygiene kits and ANDMA will cover food needs of the affected families. So far IOM, DRRD, ARCS, ANDMA has distributed NFIs, emergency shelter, hygiene kits and food items to 21 families while the distribution is on-going. - As reported by ANDMA, 40 families were affected by flood in Taluqan city and Bangi district on 13 May. A joint assessment team consisting of IOM, ANDMA, Shelter for life, DRRD and Agriculture Department initiated assessment on 14 May. The team verified 33 families in need of humanitarian assistance, IOM will distribute family module and blankets, DRRD will distribute emergency shelter kits and ANDMA will cover food needs of the affected families. - In the separate incident reported by ANDMA, 100 Families were reportedly affected by landslide in Namak Ab district on 13 May. A joint assessment team consisting of ARCS, ANDMA, CONCERN, and district authorities initiates assessment on 13 May. The team identify 72 families whose houses were completely destroyed and were displaced to nearby villages. CONCERNS will distribute NFIs and ANDMA will cover food needs of the displaced families. Baghlan: As per the initial report; 150 families were reportedly affected by flood in Pulekhumri, Doshi and Jelga districts. A joint assessment team consisting of IOM, ANDMA, ARCS, RRD, FOCUS and WFP initiated assessment in the affected areas on 13 May. The team verified 198 families in need of humanitarian assistance, IOM will distribute family mod- ule, winter clothing, blankets, emergency shelter, solar lanterns and 75 family tent, FOCUS will distribute hygiene kits and food need of the affected families will be covered by WFP. In the separate incident reported by ANDMA, 170 families were reportedly affected and five persons were killed by flood in Khuja alwan, Nahren and Jelga districts on 15 May. A joint assessment team is formed and will be mobilize for assessment of the affected families. Natural Disasters Update: Samangan: 50 families were reportedly affected and six persons were killed by flood in Aybak and Khuram Sarbagh districts on 13 May.A joint assessment team consisting of IOM, AND- MA, WFP and ARCS initiated assessment on 13 May; the team verified 174 affected families in need of humanitarian assistance. IOM will distribute family module, emergency shelter and blanket modules while food need of the affected families will be cover by WFP. Faryab: 30 Families were reportedly affected by flood in Maimana city on 13 May. A joint assessment team consisting of IOM, SCI, WFP and ANDMA initiated assessment on 15 May; the team verified 12 families in need of humanitarian assistance, IOM will distribute family modules, blankets and emergency shelter modules while ANDMA will cover food needs of the affected families . Badakhshan: 485 families were reportedly affected by earthquake and one person was killed in Yaftal, Argo, Teshkan, Tagab, Baharak, Arghanjkha, Shudada and Jurm districts on 9 May. A joint assessment team consisting of IOM, ANDMA, WFP, Afghan Aid, ARCs, FOCUS and district authorities initiated assessment on 10 May. 44 families were verified in Yaftal district while 134 families were identify by ARCS in in Arghanj Khaw, Teshkan, Jurm and Shahada districts. IOM will distribute NFIs to 44 in Yaftal district while ARCS and UNICEF will cover NFIs needs and ANDMA will distribute food items to 134 families in Arghanj Khaw, Teshkan, Jurm and Shahada districts. - In the separate incident reported by ANDMA, 210 families were reportedly affected by flood in Baharak, Yaftal Bala, Argo and Yaftal payan districts. A joint assessment team consisting of IOM and ANDMA, 36 families were identified in Argo, Kishim and Baharak districts while the assessment is on-going in the remaining districts. Ghor: Reportedly 62 families were affected by flood in Tolak , Charsada and Feroz Koh districts on 15 May. The incident will be verify by ANDMA and assessment team will be mobi- lized to the affected areas following verification. Badghis: As per the initial report; 54 families were affected by flood in Moqur district on 12 May. A joint assessment team consisting of ANDMA, WFP, UNICEF, DORR, PG representa- tive initiated assessment on 13 May. The team verified 39 families in need of humanitarian assistance, response coordination is underway. - In a separate incident, an unknown number of families were affected and eight persons were killed by flood in Moqar and Bala Morghab districts on 15 May. A joint assess- ment team consisting of WFP, UNICEF, ANDMA and DORR initiated assessment, the response will be coordinated following verification of the families. Natural Disasters Update: Ghazni: A joint assessment team consisting IOM, ANDMA, DoRR, RRD WESTA and WFP conducted assessment of reported flood on 14 May and verified four families in need of humani- tarian assistance. IOM will distribute family module, blanket and emergency shelter module while ANDMA will cover food needs of the affected families. Nangarhar: 112 families were reportedly affected by flood in Chaparhar, Kama, Jalalabad city, Kuz Kuner, Pachir Agam districts on 11 May. A joint assessment team consisting of IOM, WFP -PAT, ANDMA, DRC, IMC, SCI, NRC and IRC initiated assessment on 13 May. The team verified 40 families in need of humanitarian assistance, IOM and IMC distributed family modules, blankets, emergency shelter and solar lanterns to the affected families while food needs were covered by ANDMA. Kuner: As per the initial report obtained from ANDMA, five families were reportedly affected by flood in Asadabad, Marawara and Waterpur districts on 13 May. A joint assessment team consisting of IMC, WFP and ANDMA initiated assessment on 14 May. 69 families were identified in need of humanitarian assistance, IMC distributed NFIs and WFP cov- ered food needs of the affected families. Kabul: Reportedly 68 families were affected by flood in Shakrdara on 12 May. A joint assessment team comprised of IOM, ANDMA, DRR, DRC and CARE conducted assessment on 14 May, 21 families were verified affected and in need of relief assistance. IOM will cover NFI needs while CARE and ANDMA will distribute tents and food items. Parwan: As per the initial report obtained from ANDMA, 54 families were reportedly affected by flood in Salang, Kohi Safie, Shinwar, Shikhali, Siagard and Shakardara districts. A joint assessment team consisting of IOM, ANDMA and ARCs will initiated assessment on 16 May, 34 families identified in need of humanitarian assistance. IOM will cover NFI needs, while IRC and ANDMA will distribute tents and food items. Herat: As per the initial report obtained from ANDMA, 135 families were reportedly affected by flood in Kosh Kohna and Koshk Robat Sangi districts on 15 May, the incident will be verify by ANDMA and an assessment team will be mobilized for assessment of the affected families. Drought IDP Update in Herat: As per the initial report obtained from ANDMA, over 800 Families were reportedly displaced due to dry spell from various location in Ghor and Badghis provinces currently re- siding in Injil district (Kehdistan Area). The initial reported figures gradually increased to over 3,000 families as IDP families continue to settle in this location. A joint assessment team consisting of IOM, WFP, IRC, ANDMA and DRC initiated assessment on 30 April. The assessment concluded on 08 May; 400 families were verified to be displaced from Ghor and 1,780 families from Badghis who were in need of NFIs, food and emergency shelter. IOM will distribute NFIs (2,180 Blanket, winter clothing, Solar, family modules, 1,280 family tents) to all 2,180 families while WFP will provide food, DRC from ESNFI stock committed to distribute 225 tents and IFRC 675 tents, hygiene and water tinkering needs will be covered by UNICEF and wash cluster and health needs are referred to DoPH and health cluster. So far 261 families received assistance while the assistance distri- bution to the remaining families is pending government plan to relocated the IDPs to another location that will follow the distribution of relief assistance.

Main causes of consultations this week are Acute Respiratory Infections/ARI (26.9%) and Acute Diarrheal Diseases/ADD (4.7%) from total clients in a continuing trend from the week before. 73 deaths caused due to Pneumonia, Diarrheal diseases and Meningitis/Severely ill children, so that 59 deaths due to pneumonia, 2 deaths due to diarrheal diseases and 12 deaths reported due to Meningitis and Severely Ill Children. In this reporting week, five Measles outbreaks reported and investigated in Khost, Daikundi, Zabul, Kunar provinces. One mumps Outbreaks in Laghman province and One Pertussis outbreak reported and investigated in Hirat province. REPORTS RECEIVED FROM REPORTING SITES: As of March 9, 2012, 290 sentinel sites were functioning in eight epidemiological regions, in 34 provinces of Afghanistan . In this reporting week, all 289 sentinel sites have sent their reports on new cases of DEWS target diseases , recorded during the reporting. Out of all events recorded in DEWS sentinel sites, 15 target diseases (priority diseases) are included in DEWS weekly epidemiological reports. MIELKE & N. MISZAK SUMMARY So-called Islamic State (IS or Daesh) in Iraq and Syria is widely interpreted as a terrorist phenomenon. The proclamation in late January 2015 of a Wilayat Kho- rasan, which includes Afghanistan and Pakistan, as an IS branch is commonly interpreted as a manifestation of Daesh's global ambition to erect an Islamic caliphate. Its expansion implies hierarchical order, command structures and financial flows as well as a transnational mobility of fighters, arms and recruits between Syria and Iraq, on the one hand, and Afghanistan–Pakistan, on the other. In this Working Paper, we take a (new) social movement perspective to investigate the processes and underlying dynamics of Daesh’s emergence in different parts of the country. By employing social movement concepts, such as opportunity structures, coalition-building, resource mobilization and framing, we disentangle the different types of resource mobilization and long-term conflicts that have merged into the phenomenon of Daesh in Afghanistan. In dialogue with other approaches to terrorism studies as well as peace, civil war and security studies, our analysis focuses on relations and interactions among various actors in the Afghan-Pakistan region and their translocal networks. The insight builds on a ten-month fieldwork-based research project conducted in four regions—east, west, north-east and north Afghanistan—during 2016. We find that Daesh in Afghanistan is a context-specific phenomenon that manifests differently in the various regions across the country and is embedded in a long- term transformation of the religious, cultural and political landscape in the cross-border region of Afghanistan–Pakistan.

Last week, 7,314 people were 278.7M displaced in Badakhshan, Baghlan, Kunduz and Takhar provinces due to clashes 45.6% funded (US$) between the ANSF and NSAG. On 29 September, clashes in Baharak and Khowja Ghar districts in Takhar province displaced 7,000 people to Taloqan city who are AFGHANISTAN HUMANITARIAN staying at the Dashti Rabat areas compound (10 km away from Taloqan city). An FUND (AHF) inter-agency assessment is ongoing to assess needs. Humanitarian partners will provide those displaced with food, relief items, and hygiene kits in the coming 30.7M days. Contributions (US$) In the past week, 7,287 people displaced by conflict were verified by inter-agency 5.1M assessment teams in Baghlan, Kunduz, Takhar and Badakhshan provinces as Pledges (US$) being in need of humanitarian assistance. During the period, 25,718 people displaced by conflict were reported to have received assistance in Kunduz, 25.8M Baghlan, Badakhshan and Takhar provinces.

    Humanitarian Assistance Programme (HAP) Weekly Summary Report “On New Responses to Natural Disasters and Follow-up” Reporting Period: 7 February 2013 – 13 February 2013 Donor: OFDA/USAID Submission Date: 13 February 2013 Incidents Update: During the reporting period three natural disaster incidents were reported. Central Region: • Parwan Province: On the 3rd of February, ANDMA reported 44 families affected by heavy rainfall in four districts of Parwan province: Sayd Khel, Bagram, Chaharikar, Surkh Parsa. One person was injured and three persons caught in an avalanche did not survive the incident in Shekh Ali district, Dara Botyan village. Consequently, the joint assessment conducted by IOM, ANDMA, CARE, ARCS, and DoRR on the 6th of February identified 27 families for immediate assistance (nine houses destroyed, 18 houses severely damaged). IOM provided winter warm clothing and blankets to these 27 families, while CARE provided nine tents and ANDMA assisted with food items. A separate assessment carried out by ANDMA recommended additional 22 families for assistance. UNICEF committed to assist 22 families with NFIs and hygiene kits. • Logar Province: On the 5th of February, ANDMA and IRC reported heavy snowfall and harsh winter affecting around 15 families in Kharwar district. Six casualties, including those of two children were also reported. Families in other districts of the province were also severely affected. In response, IOM and IRC conducted an assessment in six districts: Baraki Barak, Kharwar, Khoshi, Pul-e-Alam, Mohammad Agha and center, on the 10th of February. 152 families were confirmed for an assistance (houses severely damaged). IOM will provide winter warm clothing to all families, while IRC will provide tarpaulins, in addition to 27 latrine kits and kitchen sets to female headed families.

    Strategic SSI - Afghanistan DAILY SITUATION REPORT 10 NOVEMBER 2010 SAFETY AND SECURITY ISSUES RELEVANT TO SSSI PERSONNEL AND CLIENTS STANDING THREAT ASSESSMENT (KABUL): Threat reports continue to indicate that insurgents aspire to conduct coordinated attacks in Kabul City, as such the threat remains extant. Recent threat reporting has also indicated likely reconnaissance of areas and businesses frequented by members of the international community. Although no significant attacks were carried out in Kabul during the recent parliamentary election, or indeed after the event, the recent reduction in physical security in the city may provide insurgents with exploitable opportunities to carry out attacks. Suicide and complex attacks remain the preferred choice for insurgents in order to gain maximum casualties figures and the associated high degree of media attention. It remains possible that insurgents will still seek to undermine the democratic process by conducting high profile attacks when the final results are announced. It remains prudent for international agencies in the Kabul area to maintain a high degree of security vigilance. Sporadic IDF attacks in the city centre are to be expected. Any attacks are likely to consist of between one and four 107 mm rockets launched towards the city centre. Incidents of intimidation, executions by insurgents and targeting of government officials are increasing throughout the country. The road connecting Mazar, Baghlan and Kunduz remained closed to civilian traffic. 5.07M Pledges (US$) North: 4,774 IDPs received humanitarian aid 25.82M Expenditure (US$) Clashes between NSAG and ANSF in Balkh and Faryab provinces continued in the reporting period while humanitarian access in most northern districts 1.65M remained restricted.

Initial reports suggest that 612M around 2,450 people were displaced from Mingajic, Mardyan and Qarqin districts to Requested (US$) the Aqcha district centre and Norabad returnee township. Armed clashes were also reported in Chemtal and Chahar Bolak districts in Balkh Province. In Faryab, 166M military operations and clashes took place and several villages were reportedly 27% funded (US$) retaken by NSAGs. Loss of civilian property and livelihoods due to fighting was reported in the Almar district centre of Faryab Province.
