Humanitarian Assistance Programme (HAP) Weekly Summary Report “On New Responses to Natural Disasters and Follow-up” Reporting Period: 7 February 2013 – 13 February 2013 Donor: OFDA/USAID Submission Date: 13 February 2013 Incidents Update: During the reporting period three natural disaster incidents were reported. Central Region: • Parwan Province: On the 3rd of February, ANDMA reported 44 families affected by heavy rainfall in four districts of Parwan province: Sayd Khel, Bagram, Chaharikar, Surkh Parsa. One person was injured and three persons caught in an avalanche did not survive the incident in Shekh Ali district, Dara Botyan village. Consequently, the joint assessment conducted by IOM, ANDMA, CARE, ARCS, and DoRR on the 6th of February identified 27 families for immediate assistance (nine houses destroyed, 18 houses severely damaged). IOM provided winter warm clothing and blankets to these 27 families, while CARE provided nine tents and ANDMA assisted with food items. A separate assessment carried out by ANDMA recommended additional 22 families for assistance. UNICEF committed to assist 22 families with NFIs and hygiene kits. • Logar Province: On the 5th of February, ANDMA and IRC reported heavy snowfall and harsh winter affecting around 15 families in Kharwar district. Six casualties, including those of two children were also reported. Families in other districts of the province were also severely affected. In response, IOM and IRC conducted an assessment in six districts: Baraki Barak, Kharwar, Khoshi, Pul-e-Alam, Mohammad Agha and center, on the 10th of February. 152 families were confirmed for an assistance (houses severely damaged). IOM will provide winter warm clothing to all families, while IRC will provide tarpaulins, in addition to 27 latrine kits and kitchen sets to female headed families. IOM, 6 February 2013 Central Highland region: • Ghor-Lal Wa Sarejangal Province: On the 2nd of February, as per information from Lal Wa Sarejangal district’s governor and ANDMA in Ghor, 70 families were displaced from Qafla, Taimazar, Khawzari Bala, Khawzari Payen villages to Dara and Khawzari Meyana villages due to avalanches and snowstorm. Despite the transportation difficulties given the heavy snowfall, IOM together with CDC, Lal DDMC and a representative from Lal district government conducted an assessment on the 8th of February. 65 families were found displaced from Dara and Seya Bomak villages to Khawzari Payen, Khawzari Bala, Khawzari Meyana, Qafla and Taimazar villages. The families are currently living in the mosques and with host families. The main needs of the IDPs were winter warm clothing, blankets, hygiene kits, solar modules and food items. IOM will assist with the provision of winter warm clothing, blankets and solar modules on the 14th of February, while food items and hygiene kits have been referred to WFP and OCHA. [1] South Region: Kandahar Province: On the 4th of February, Kandahar’s ANDMA reported 40 Kochi families (Nomads) affected by heavy rainfall, causing damages and destruction of their houses in Daman district, Ghayabi Qalacha village. IOM conducted a joint assessment with HAPA, WFP, ANDMA and Save the Children on the 6th of February. 32 families were verified in need of NFIs, emergency shelter and food items. IOM assisted 32 families with family revitalization kits, tarpaulins and solar modules, WFP provided food items, while Save the Children delivered hygiene kits, shelter and sweaters. nd • Helmand Province: On the 2 of February, as Kandahar, Daman, Ghayabi Qalacha: Female headed household receiving NFIs, emergency shelter, and solar lightening device. IOM, 10 February 2013 reported by IOM field staff and ANDMA in Helmand, 55 families were affected by heavy rainfall in Lashkargah district, Qala Bist Manda Kalay and Qalay Kuhna villages. IOM, UNHCR, WFP, ANDMA, DoRR and the governor’s office representatives initiated an assessment on the 6th of February. 18 families were recommended for assistance in terms of emergency shelter and food items. IOM provided 18 emergency shelter kits on the 12th of February, while WFP will assist with food items the following week. • Zabul Province: On the 3rd of February, flash flood affected 90 families in Zabul province, Qalat village. The joint assessment team comprised of IOM, ANDMA, WFP, HAPA, ADA and DoRR; conducted an assessment of the affected families on the 5th of February. 117 families confirmed to be in need of NFIs and food items. IOM provided 27 winter warm clothing and 117 tarpaulins, UNICEF 90 winter warm clothing and WFP food items on the 13th of February. East Region: • Kunar Province: On the 4th of February, heavy rainfall affected 29 families in eight districts of Kunar province: Dara-I-Pech, Asmar, Nurgal, Dangam, Khas Kunar, Chapa Dara, Shegal, and Sarkani. The joint assessment teams assigned by PDMC initiated the assessments on the 6th of February. IOM, WFP and ANDMA covered five Kunar districts: Chapa Dara, Dari Pech, Wata Poor, Asad Abad, Marawara; while IMC assessed Nurgal, Khas Kunar, Asmar, Chawki, Narang, Sarkani districts; and ARCs Dangam, Ghazi Abad, Shegal, Narry, and Asmar districts. Following is the number of families verified and eligible for food and non-food items: 1. Chawki district: 14 families; 2. Nurgal District: 9 families; 3. Khas Kunar District: 26 families; 4. Asad Abad Markaz: 22 families; 5. Sarkani and Nurang: assessment still ongoing; 6. Dari-e-Pech district: 61 families; 7. Marawar: 3 families, assessment still ongoing; 8. Wata Poor district: assessment still ongoing; 9. Ghazi abad, Shegal, Asmar, Dangam and Narry: results are expected today, the 13th of February. Once the assessment completed, ARCs will share its findings. • Laghman Province: On the 6th of February, during a PDMC meeting, ANDMA reported that 45 families were affected by heavy rainfall in four districts of Laghman province: Alishing, Alingar, Daulatshahi, and Qarghayi. IOM, MRRD, ANDMA, WFP, DAIL conducted an assessment in Alishang, Qarghayi and Dawlatshah districts on the 7th of February. 11 families were verified in need of NFIs, emergency shelter and food items. IOM assisted 11 families with winter warm clothing, family revitalization kits, emergency shelter and solar modules on the 10th of February. The food items were provided by WFP. [2] On the 9th of February, a landslide in Laghman, Mehtarlam, Ter Gari village resulted in five people being killed and one child injured. The house of two affected families was severely damaged. IOM provided winter warm clothing; ANDMA, ARCS, and DRRD provided food items, family kits, tents, and blankets on the 10th of February. Nangarhar Province: On the 5th of February, as per ANDMA, NRC and village elders’ report; seven families were affected by heavy rainfalls in Surkh Rod district (Shaikh Mesri village) of Nangarhar province. IOM, in coordination with NRC, ANDMA and other partners conducted an assessment and confirmed five families were in need of NFIs, emergency shelter, and food items. IOM provided five winter warm clothing, NRC household items, and WFP delivered food items. On the 7th of February, ANDMA and DoRR reported that eight families were affected by heavy rainfall in Bihsud and Jalalabad districts, in Daman, Per Nangarhar, Bihsud district, Per Sahib Village: Distribution of NFIs to the family affected by heavy rainfall. IOM, ANDMA, DoRR and other partners conducted a joint assessment on the 7th of February and found six families in need of NFIs (four houses completely destroyed, two houses severely damaged). IOM assisted the families with the provision of family revitalization kits and winter warm clothing, while NRC and WFP provided tents and food items on the 10th of February. West Region: Herat Province: Injil District: A continuous heavy rainfall resulted in loss of clothing and damage to houses of 150 families. The assessment team comprised of IOM and ANDMA, recommended on the 9th of February to assist the families with the provision of 150 winter warm clothing and food. IOM will provide winter warm clothing, while ANDMA will cover their food needs. Ghoryan District: On the 2nd of February, heavy rainfall further affected 126 families in Bazar Ghorian village. The assessment conducted on the 3rd of February by IRC, ARCS and ANDMA, showed that 92 houses were completely destroyed and 34 houses were severely damaged; in addition to loss of livelihoods and crops. The assessment team recommended the provision of food, winter clothing, and emergency shelter. IOM distributed 126 winter kits and 92 emergency shelter kits. ARCS covered their food needs. IOM, 7 February 2013 Pashton Zarghon District: In continuation of heavy rainfall, ANDMA reported that 200 families have been affected by heavy rain in 20 various villages. The assessment conducted by WFP, IRC and ANDMA concluded that only 150 families were in need of food and NFIs. IRC and NRC have already covered their NFI needs while WFP promised to provide food items to all 150 families. Chesht Sharif District: According to ANDMA, 308 families have been affected by heavy rain in various locations of the district. The assessment team consisting of ANDMA and WFP conducted an assessment on the 10th of February and found that 145 families were in need of NFIs, food and emergency shelter. IOM will provide one blanket module to each affected family, while ANDMA will provide household items, shelter kits and food for all 145 affected families. The distribution of the assistance took place on the 13th of February. [3] Further; Gulran, Obe, Farsi, Zendajan, and Kohsan districts have also been affected by heavy rains. So far, the joint assessment team comprised of IRC, NRC, DAC, RAADA, WFP, IOM, and GAP assessed Gulran, Zendajan, Obe and Kohsan districts and found that 21 families were affected by the rain in Zendajan district, 11 families in Kohsan district, and no families were affected in Gulran and Obe districts.
