SAFETY AND SECURITY ISSUES RELEVANT TO SSSI PERSONNEL AND CLIENTS

Various Threat Reports were received of possible attacks in over the past few days, and the insurgent’s intent and capability to conduct attacks in the Kabul City remains elevated. There are daily Threat Reports, but the received reports are mainly generic and lacking detail. It is possible that suicide attacks and indirect fire attacks can be expected in the city, but no time frames and/or specific targets were reported. Any attack in the city can be seen as a success for the insurgents, and they will make maximum use of the propaganda value of such an attack.

MAJOR COUNTRY WIDE EVENTS

Kidnap: Murder: 25 Jun, , , Bagh Char area, insurgents stopped a vehicle with local civilians on their way to Tarin Kot. They were then kidnapped. During a search operation ANP found eleven beheaded bodies.

Success: Cache Find: 23 Jun, , District, Darreh Pashai, a cache of six hand grenades was found by the ANP.

IED: 23 Jun, , Nejrab District, Zindagen, a road construction company vehicle was hit by an IED. No casualties reported.

IED: 23 Jun, Kapisa Province, Nejrab District, an IED has been found in the area Har Kheyl.

Success: IED Find: 24 Jun, Kapisa Province, Nejrab District, An ANP patrol found and destroyed an IED in the Jowr, area.

Attack: 22 Jun, , Deh Yak District, Ghazni – Gardez Road, insurgents attacked a road construction project guarding post, no casualties reported.

Attack: 23 0815 Jun, Ghazni Province, Deh Yak District, at 08h00 insurgents attacked a local road construction contractor in the Tasai area. Two local national guards were killed.

Attack: 24 Jun, Ghazni Province, Deh Yak District, at 03h00 a PSC post guarding a road construction project on the Ghazni – Gardez Road was attack by insurgents, eight PSC guards injured.

Ambush: 23 Jun, Logar Province, Charkh District, insurgents launched an RPG attack on an IM patrol, one IM member killed.

IED: 23 Jun, Uruzgan Province, Tarin Kot City, an ANP patrol was hit by an RCIED in the Sar Khum area, no casualties reported.

IED: 23 Jun, Uruzgan Province, Chorah District, Ghunyeh, a road construction company vehicle was hit by an RCIED on the Gizab Road, seven local construction workers killed.

Ambush: 23 Jun, Uruzgan Province, Chorah District, an ANA/IM foot patrol came under attack by insurgents with small arms, one ANA member killed.

Kidnap: Murder: 25 Jun, Uruzgan Province, Khas Uruzgan District, Bagh Char area, reportedly insurgents stopped a vehicle with local civilians on their way to the Provincial Capital on the Tarin Kot Road on 24 Jun. They were then kidnapped. During a search operation the ANP found eleven beheaded bodies in the Bagh Char area.

IDF Attack: 23 Jun, Wardak Province, Sayidabad District, an ANP Post came under IDF in tha Hashim Kheyl area. No casualties reported.

IED: 23 Jun, Wardak Province, Meydan Shahr City, an IED exploded prematurely at both Kashmirian & Pol-E Sorkh locations. No casualties reported.

Success: IED Finds: 23 Jun, Wardak Province, Sayidabad District, Shash Gow, a local PSC reportedly came across five IEDs.

Ambush: 23 Jun, Wardak Province, Shahr District, an ANA motorcade on the JALREYZ road came under attack in the Maidan area. One ANA member was wounded.

Ambush: 23 Jun, Wardak Province, Sayidabad District, a local PSC patrol was attacked by insurgents, one PSC guard wounded.

Kidnap: 23 Jun, Wardak Province, Nerkh District, ANP reported that two local national employees of an NGO were kidnapped in the Akhchi area.

Ambush: 23 Jun, Wardak Province, Maidan Shahr District, Jalrayz road, an ANA vehicle move came under attack. One ANA member was wounded.

IED: 24 Jun, Wardak Province, Jalrayz District, an IED exploded in the Sang-E Shah area. One ANA member was killed.

WESTERN REGION

IED: 23 Jun, Farah Province, Pusht Rud District, an IM vehicle patrol was hit by an IED in the Teppai Sheran area. One IM member killed.

Ambush: 25 Jun, Farah Province, , an IM contracted logistics convoy came under attack on Highway 1. ANSF QRF assisted the contractor. No casualties reported.

Success: Cache Find: 21 Jun, , Ghorian District, ANP found a cache of ten 107mm rockets and some A/T mines in the Bernabad area.

Insurgency: IVCPs: 23 Jun, Faryab Province, Dowlatabad District, during a illegal check point insurgents were stopping vehicles and searching for people with ANSF/GIRoA connections.

Insurgency: Poison Attack: 23 Jun, , Sar-E Pol District, insurgents poisoned a girls’ school classroom in the Boghoi Aliya area. Between fifteen and twenty schoolgirls and six teachers were affected and taken to hospital.

IDF Attack: 23 Jun, , Aibak City, an ANP Post was attacked by insurgents with IDF in the Akh Kham area. No casualties reported.

Attack: 24 Jun, Kunduz Province, , insurgents launched an attack against a local pro-GIRoA militia location in the Ismael Kheyl area. No casualties reported.

Success: IED Find: 23 Jun, , Baghlan-E Jaded District, ANP found an IED in the Gerd Ab area.

IDF Attack: 24 Jun, Kandahar Province, KAF, Daman District, at 20h30 insurgents launched a single rocket attack against Kandahar Airfield. No casualties were reported.

Insurgency: Murder: 24 Jun, Kandahar Province, Kandahar City, District 2, insurgents killed a local GIRoA official.

Ambush: 25 Jun, Kandahar Province, Zhari District, Highway 1, north-east of Howz-E Madad, at 20h30 insurgents attacked a PSC escorted, IM contracted logistics convoy. ANSF assisted and no casualties were reported.

Ambush: 23 Jun, , Nahr-E Saraj District, insurgents attacked an ANP CN patrol in the Babaji area. No casualties reported.

IED: 23 Jun, Helmand Province, Nahr-E Saraj District, Highway 1, Yakchal, an IM vehicle patrol was hit by an IED in the South-East Of Gereshk area, four IM members wounded.

Attack: 23 Jun, Helmand Province, , single well aimed small arms shot, resulted in one IM member killed at PB Almas. The MEDEVAC helicopter was then targeted with ineffective automatic small arms fire.

Ambush: 23 Jun, Helmand Province, Marjah District, insurgents attacked an IM patrol. No casualties reported.

IED: 23 Jun, Helmand Province, Nahr-E Saraj District, Gereshk, insurgents threw an IED over the compound wall, but it failed to detonate. A second IED detonated outside the compound detonated and wounded a civilian. ANSF then found two wheelbarrow-borne IEDs during a subsequent search of the area.

Insurgency: Murder: 23 Jun, Helmand Province, Lashkar Gah City, at 20h00 two men on a motorcycle shot dead the Deputy District Governor of Garmsir area.

Kidnap: 24 Jun, Nimroz Province, Khash Rud District, insurgents kidnapped an ANP member.

Attack: 25 Jun, Nimroz Province, Chakhansur District, a group of sixty insurgents in fourteen vehicles attacked an ANP post and the nearby house of an ANP Officer. One ANP killed and one wounded. One civilian wounded and ten insurgents killed.

Q: In confronting the issue of Gen. McChrystal's apparent insubordination, did President Obama have any choice but to remove him? Going forward, what can Gen. Petraeus do to overcome this dramatic shakeup and keep his troops reassured and on mission?

Losing a leader in the home stretch of a long and complicated effort is rarely a net positive. A new leader will inherit a situation and a strategy that he did not create but must execute. The departing leader may be so entrenched that the mission falls apart when he is removed - like playing Jenga. Deciding whether a leader can safely be removed requires clear priorities and an in-depth understanding of the risks to the overall mission.

An example of the potential consequences of this decision is the leadership fallout at Freddie Mac from their financial restatement. Freddie Mac fired CEO Leland Brendsel, President David Glenn and CFO Vaughn Clarke. In the wake of the Enron debacle, as part of Sarbanes-Oxley regulations, there was a big push to hold the chief executives of a company accountable for their financial statements. Leland was the chief architect of Freddie and successfully managed the tension between their public mission to maintain liquidity in the mortgage market and their fiduciary duty to their shareholders. An entirely new leadership team was brought in with no prior experience in Freddie's business model. Without Leland's vision and without understanding enough about the risks and operations of Freddie's business, the new leadership was utterly unsuccessful and Freddie is now in receivership with the government - like a foreclosed property repossessed by the bank.

One could argue that it was an industry-wide problem, since Fannie Mae faced a similar fate. A quote about Daniel Mudd, the CEO who took over Fannie after Franklin Raines was ousted in the same accounting scandal, illustrates what happens when you lose sight of the mission: "He believes you make decisions based on business and the outside noise will take care of itself"

The question is: Which business did Daniel Mudd believe Fannie Mae was in - maintaining liquidity in the market or maximizing shareholder return? The subprime collapse and the resulting tsunami that washed away the mortgage-backed security market was part of an unprecedented financial crisis. But I would argue that replacing the leadership of Freddie Mac and Fannie Mae over ACCOUNTING without regard for their RISK MANAGEMENT strategies contributed to the severity and duration of the crisis.

There are parallels between the tensions at Fannie and Freddie and the current situation in Afghanistan. President Obama presumably replaced General McChrystal because he believed that the degradation of the chain of command posed too great a risk to the overall mission.

General Petraeus must now be VERY clear on the mission and strategy - is it counterinsurgency, is it troop withdrawal by a certain date, is it leaving Afghan leadership with control of their own security? He must maintain the support of the troops in the trenches and ensure the sacrifices made to date have not been in vain. The government bailed out and took over Freddie Mac and Fannie Mae when they failed - we don't have that option in Afghanistan.
