As I inhaled the soothing aroma and sipped the delicious blend, I invariably feasted on the refreshments she and her daughter, Joan, placed before me. Rea, as she is known to friends and colleagues, did so much more. She opened up her life, papers—family correspondence, speeches, photos and Foreign Service evaluation reports, among other things—to me. In a quintessentially generative manner, she devoted her precious time to this undertaking to share the fascinating details of her trailblazing story with the wider world. I am profoundly grateful for Rea Brazeal’s unwavering commitment and support. Above all, in the process of conducting this research, I came to appreciate that Rea Brazeal constitutes a precious part of the enduring legacy of her parents, Brailsford and Ernestine Brazeal—educational trailblazers in their own right. I ii thank them for entrusting to me the seeds of curiosity and perseverance, two invaluable tools I continue to use on my journey. iii Abstract There is a gap in the literature on generativity and the leadership philosophy and praxis of African American Female Foreign Service Officers (AAFFSOs). I addressed this deficit, in part, by engaging an individual of exceptional merit and distinction—Aurelia Erskine Brazeal—as an exemplar of AAFFSOs. Using qualitative research methods of portraiture and oral history, supplemented by collage, mind mapping and word clouds, this study examined Brazeal’s formative years in the segregated South and the extraordinary steps her parents took to protect her from the toxic effects of racism and legal segregation. In addition, I explored the development of Brazeal’s interest in international affairs and her trailblazing diplomatic career. In an effort to understand her leadership philosophy and praxis, the study engaged eight additional research respondents, ranging from protégés and colleagues to Brazeal’s fictive daughter, Joan Ingati. Drawing from the Iroquois Great Law of Peace, this study employed the concept of generativity—concern for the welfare and well-being of future generations—as a focal lens. The research concluded that in order to be effective in the 21st century, leaders would do well to emulate Brazeal’s example as a generative leader. Kenzer, Thesis Director This thesis descnbes the first fifty years of the creation of Virginia Beach as a seaside resort. It demonstrates the importance of railroads in promoting the resort and suggests that Virginia Beach followed a similar developmental pattern to that of other ocean resorts, particularly those ofthe famous New Jersey shore. Virginia Beach, plagued by infrastructure deficiencies and overshadowed by nearby Ocean View, did not stabilize until its promoters shifted their attention from wealthy northerners to Tidewater area residents. After experiencing difficulties exacerbated by the Panic of 1893, the burning of its premier hotel in 1907, and the hesitation bred by the Spanish American War and World War I, Virginia Beach enjoyed robust growth during the 1920s. While Virginia Beach is often perceived as a post- World War II community, this thesis argues that its prewar foundation was critical to its subsequent rise to become the largest city in Virginia.

Introduction Forty years of war in Afghanistan has encouraged the most extensive periods of diplomatic and military cooperation between the United States and Pakistan. The communist overthrow of a relatively peaceful Afghan government and the subsequent Soviet invasion in 1979 prompted the United States and Pakistan to cooperate in funding and training Afghan mujahedeen in their struggle against the USSR. After the collapse of the Soviet Union, Afghanistan entered a period of civil war throughout the 1990s that nurtured Islamic extremism, foreign intervention, and the rise of the Taliban and Al-Qaeda, ultimately culminating in the devastating attacks against Americans on September 11th. Seventeen years later, the United States continues its war in Afghanistan while its relationship with Pakistan has deteriorated to an all-time low. The mutual fear of Soviet expansionism was the unifying cause for Americans and Pakistanis to work together in the 1980s, yet as the wars in Afghanistan evolved, so did the countries’ respective aims and objectives.1 After the Soviets were successfully pushed out of the region by the mujahedeen, the United States felt it no longer had any reason to stay. The initial policy aim of destabilizing the USSR through prolonged covert conflict in Afghanistan was achieved.

    Twixt Land & Sea Tales A SMILE OF FORTUNE—HARBOUR STORY Ever since the sun rose I had been looking ahead. The ship glided gently in smooth water. After a sixty days’ passage I was anxious to make my landfall, a fertile and beautiful island of the tropics. The more enthusiastic of its inhabitants delight in describing it as the “Pearl of the Ocean.” Well, let us call it the “Pearl.” It’s a good name. A pearl distilling much sweetness upon the world. This is only a way of telling you that first-rate sugar-cane is grown there. All the population of the Pearl lives for it and by it. Sugar is their daily bread, as it were. And I was coming to them for a cargo of sugar in the hope of the crop having been good and of the freights being high. Mr. Burns, my chief mate, made out the land first; and very soon I became entranced by this blue, pinnacled apparition, almost transparent against the light of the sky, a mere emanation, the astral body of an island risen to greet me from afar. It is a rare phenomenon, such a sight of the Pearl at sixty miles off. And I wondered half seriously whether it was a good omen, whether what would meet me in that island would be as luckily exceptional as this beautiful, dreamlike vision so very few seamen have been privileged to behold. But horrid thoughts of business interfered with my enjoyment of an accomplished passage. BACKGROUND Many federal agencies contain a messaging framework through which they are invited to express constructive criticism of government policy; this request will refer to such mechanisms as a “dissent channel.” Some agencies may not formally call it a dissent channel but the purpose is the same.
