Brozgal, Chair “The Algerian War of Independence in Algerian bande dessinée” is animated by the question of how bande dessinée from Algeria represent the nation’s struggle for independence from France. Although the war is represented extensively in bande dessinée from France and Algeria, French texts are more well-known than their Algerian counterparts among scholars and bédéphiles alike. Catalysts behind this project are the disproportionate awareness and study of French bande dessinée on the war and the fact that critical studies of Algerian bande dessinée are rare and often superficial. This project nevertheless builds upon existing scholarship by problematizing its assumptions and conclusions, including the generalization that Algerian bande dessinée that depict the war are in essence propagandistic in nature. Employing tools of comics analysis and inflecting my research with journalistic work coming out of Algeria, this project attempts to rectify the treatment of Algerian bande dessinée in critical scholarship by illustrating ii the rich tradition of historical representation in the medium. -

È stata quella che il presidente François Hollande aveva chiamato la “marcia per la Repub- blica”, una manifestazione di tutti i francesi, uniti, oltre le diversità politiche, in difesa della libertà di stampa, in difesa delle istituzioni repubblicane, in difesa della democrazia, della tolleranza e contro l’oscurantismo e il terrorismo di matrice islamista. L’abbiamo vista tutti in diretta televisiva ed è stato uno spettacolo incredibile di passione, di orgoglio, di parte- cipazione e di dolore. È stato come se all’improvviso tutta la Francia si fosse resa conto che qualcuno e qualcosa di terribile aveva attaccato il Paese, la sua laicità, le sue tradizioni di ospitalità, il suo essere rifugio, da sempre, per i fuggitivi dai totalitarismi, i suoi non sempre riusciti tentativi di integrazione, il suo voler pagare il debito di un passato coloniale mai dimenticato. Insomma, una Francia, scossa dalle stragi nel cuore della città, colpita all’improvviso da qualcosa di imprevedibile e ingiusto che tutti hanno sentito sulla pelle, come è successo per l’attacco terrorista a Copenaghen. Una ferita anche all’orgoglio della Francia della Rivoluzione, dell’illuminismo e di Voltaire. Ed è proprio per tutto questo che due milioni di persone sono scese in strada, subito dopo le stragi, per dire che il Paese non Così si è visto Hollande girare a piedi per le strade della città dopo essere uscito dall’Eliseo e poi lo si è ritro- arabi, russi e di altri “mondi” lontanissimi da Parigi. -

Je veux remercier mes collègues maires de France et du monde entier qui nous ont manifesté leur affection et leur solidarité. Mes premiers mots vont aux douze femme et hommes qui ont payé de leur vie le prix de notre liberté. CI-18/COUNCIL-31/6/REV 2 2018 DG Report on the Safety of Journalists and the Danger of Impunity INTRODUCTION This report is submitted to the Intergovernmental Council of the International Programme for the Development of Communication (IPDC) in line with the Decision on the Safety of Journalists and the issue of Impunity adopted by the Council at its 26th session on 27 March 2008, and renewed at subsequent sessions in 2010, 2012, 2014 and 2016. In its latest Decision, adopted in November 2016, the IPDC Council urged Member States to “continue to inform the Director-General of UNESCO, on a voluntary basis, on the status of the judicial inquiries conducted on each of the killings condemned by the Director-General”. The present report provides an analysis of the cases of killings of journalists and associated media personnel that were condemned by the Director-General in 2016 and 2017. It also takes stock of the status of judicial enquiries conducted on each of the killings recorded by UNESCO between 2006 and 2017, based on information provided by Member States. Économiste, universitaire, essayiste et journaliste, il était âgé de soixante- huit ans. Ancien élève du lycée Pierre-de-Fermat de Toulouse, diplômé de l’Institut d’études poli- tiques de la même ville, cet intellectuel non conformiste avait été marqué dans sa jeunesse par la lecture de la « sainte trinité », Nietzsche, Marx et Freud. Mais c’est de la découverte de l’œuvre de John Maynard Keynes qu’était venu l’éblouissement. En 1975, Bernard Maris a soutenu à l’Université Toulouse-I Capitole une thèse de doctorat en sciences économiques ayant pour thème « La distribution personnelle des revenus : une approche théorique dans le cadre de la croissance équilibrée ». Ce travail porte la 7 POUR SALUER BERNARD MARIS trace de l’importance qu’a eue l’économiste britannique sur sa pensée. La carrière d’ensei- gnant chercheur en sciences économiques de Bernard Maris a débuté à la fin des années 1970 à l’université Toulouse-I Capitole où elle s’est prolongée dans les années 1980. Agrégé d’éco- nomie en 1994, nommé professeur des univer- sités, Bernard Maris a ensuite enseigné à l’IEP de Toulouse puis à l’université Paris-VIII. -

Memorial Tribute 3 | 9 COMMEMORATION Reflections on the Meaning of a Tragedy Ephraim Nissan The Editorial of the 2015 volume of International Studies in Humour is followed by a section of memorial tributes, made a tragic necessity by the events of 7 January in Paris, which made the new year an annus horribilis for the organised production of humour. Thanks to Nelly Feuerhahn, editor of Humoresques, the present journal is able to publish two memorial tributes from France, by Yves Frémion, an expert whom she introduced as “a friend of mine, a great specialist of Charlie Hebdo and other press”, and he in turn wrote to “suggest a brief history of this magazine and a portrait of the five cartoonists killed”. This indeed is the topic of his two texts published here, in that order. He is in the process of completing a history of France’s political cartoons, and — to quote from an email, but see his formal biosketch in his first contribution — is the president of the Institut de Zygomatique appliquée (research about humour), former columnist about humour history in ‘Fluide glacial’ (best comics magazine in France) and editor-in-chief of ‘Papiers Nickelés’ (review about comics, cartoon, illustration, stamps, popular images and engraving). My last publication in the UK was the Charb obituary in The Guardian in January. At the very end of his second memorial tribute, Frémion points out what — apart from the specific losses for France, with the violent death of such veteran cartoonists as Cabu — arguably is the most important and general impact we are now witnessing: “Dessiner est devenu dangereux. -

These are the names of the seventeen victims of the attack against Charlie Hebdo, against the police and against the Jewish supermarket last week. On behalf of the European Parliament, I express our sincere condolences to their families and their friends. I also wish the injured a speedy recovery. Dear Colleagues, Seventeen people died. These cartoonists, these journalists, these policemen, these employees, these Jewish citizens died because they defended and because they embodied what fanatics do not want: Criticism. Humor. Satire. Freedom of expression. Our life in a single community, irrespective of different opinions and confessions. Our right to live together and in safety. To put it simply: Our freedom.
