LOCATION/HISTORY

King George County, formed from Richmond County in 1720 and renamed in honor of King George 1, is part of the rapidly growing Fredericksburg Region. The County is located in the northern area of what is known as 's urban crescent, bounded on the north by the and on the south by the . The County covers 183 square miles with a geographic center of approximately 77 degrees, 29 minutes West longitude and 38 degrees, 18 minutes North latitude.

The County's coastal plain location provides a striking natural beauty. Local economic activity as measured in terms of retail sales has grown from $42 million in 1992 to $47 million in 1996. Median family income is $38,210 for 1990, up 85% from 1980 representing a 6% increase in real dollars. Assessed value of taxable real estate for 1998 is $836 million. The market value of agricultural products sold in 1992 was an estimated $5 million with corn, soybeans, wheat and beef cattle being the major agricultural components of the County. EMPLOYMENT

The primary employment sectors in King George County are federal civilian government, services, trade and manufacturing. The major employer is the Naval Surface Warfare Center (NAVSWC) (Note: add Dahlgren Division here and in Major Employers Overview below???), which provides employment for over 3,400 civilian personnel. In addition to the base operations of NAVSWC, the Naval Space Surveillance Center, Naval Space Command, and the Aegis Training Center have assisted in attracting over 70 high tech software engineering firms to the County. Average weekly salary in King George County for the 3 rd quarter of 1996 was $574. As of September, 1997, the total civilian labor force within the County stood at 8,295, with an annual average unemployment rate of 3.4% for 1997.

COMMUNITY FACILITIES

Churches - 26 Protestant churches and one Catholic church. Lodging - Four hotels/motels with a total of 130 rooms. Library - 50,867 total volumes. Recreation - four swimming pools, ten tennis courts, eight ball fields, basketball courts, golf course, two pavilions with picnic tables to accommodate 100 persons each. King George Citizen Center - 10,000 square foot multi-purpose community center available for meetings, senior citizen activities, dances and recreational programs. Athletics - Adult and youth year-round programs include: basketball, soccer, football, gymnastics, volleyball, sports camps, aerobics, karate, and dance instruction. Parks - Two state parks; Caledon Natural Area (2,579 acres) provides a spectacular bald eagle nesting area. Land End Wildlife Preserve (430 acres) provides a Canadian geese refuge. There are also two local parks; Barnesfield (165 acres with facilities) and Wayside (10 passive acres).

HEALTH AND MEDICAL

Mary Washington Hospital in Fredericksburg (18 miles), one of Virginia's leading medical centers, is a new 308-bed full service regional facility providing excellent healthcare. It features a 24-hour emergency room, surgical and critical care divisions, and a dialysis unit. Heritage Hall, a state-licensed nursing home located in the County has 130 beds. Seven doctors and three dentists have practices in King George. Emergency transport service is provided by the Dahlgren Rescue Squad through its two locations and by Clare Ambulance Service. The Public Health Department offers immunizations, pediatric and orthopedic services, and pregnancy tests. The department also performs soil studies, tests water samples as part of its clinical/environmental program, and issues sewerage disposal permits. TRANSPORTATION

HIGHWAYS

Interstate 95, located 18 miles to the west, provides a six lane north-south transportation route from Northern Maine to Southern Florida. North-south travel in the County is supplemented by U.S. Route 301. East-west links are provided by Virginia Primary Route 3 and Route 218. Other primary local roads include Routes 205 and 206. The County has convenient connections to Interstate 66 in , Interstate 81 in the , and Interstate 64 to the Port of .

AIR SERVICE

Richmond International Airport, located within a 1-hour drive from King George County, provides commercial air service, freight and charter service. Three additional major airports: Dulles International Airport, in Northern Virginia, Ronald Reagan National Airport, in Washington, D.C. and Baltimore-Washington International Airport are located within a 75-90-minute drive. Shannon Airport, a general aviation (15 miles west) provides charter, corporate and commuter services and facilities. The airport has a 3,000 foot paved runway and FAA approved lighting. In 2000, the nearby Stafford Regional Airport will become operational and expand the County's corporate, commuter and air freight service. The new facility will serve as a reliever airport for Dulles International Airport and Ronald Reagan National Airport.

4 RAIL

CSX Transportation, with over 20,000 miles in its system, provides Class 1 freight and piggyback rail service to King George County. Amtrak provides regularly scheduled passenger rail service to points North and South, with connections for nationwide travel. The Virginia Railway Express (VRE) operates weekday commuter rail service to Washington, D.C.

PORTS

A 12 foot navigable channel in the Rappahannock River and a 24 foot channel in the Potomac River are directly accessible from King George County. Deep water river ports are located in Alexandria on the Potomac River, and Richmond and Hopewell on the James River. Worldwide export markets are served by the Port of Hampton Roads, the largest natural harbor in the world and the nation's number one export harbor. Excellent seaport facilities are also available at Baltimore, Maryland, which is within 90 minutes of King George County.

King George County is located in a very competitive trucking market with more than 20 major lines authorized for interstate shipping. Delivery services such as: Airborne, Emery, Federal Express, Purolator and United Parcel Service serve regional airports and provide worldwide shipping.

INSTITUTIONS OF HIGHER EDUCATION

Community Colleges - Rappahannock Community College, which offers classes in the County, Germanna Community College, Northem Virginia Community College and J. Sargeant Reynolds Community College. Colleges - Mary Washington College, located in Fredericksburg (18 miles), offers both undergraduate and graduate studies. Universities - Strayer University, George Mason University, Virginia Commonwealth University, Virginia Union University, and the University of Richmond. Old Dominion 5 University offers interactive telecourses at Germanna Community College leading to degrees in Engineering Technology, and Information Systems. In addition, the Naval Surface Warfare Center, Dahigren Division offers undergraduate and graduate courses from numerous universities and the National Technological University, via live instruction, satellite and video teleconferencing ranging from engineering to public administration.

VOCATIONAL/INDUSTRIAL TRAINING

King George Public Schools provide vocational education curriculum geared to meet the needs of the business base. Industrial Training Section of the Virginia Department of Economic Development will prepare and coordinate an industrial training program tailored to meet the specific needs of industries seeking to increase their employment, including: providing training equipment and facilities, instructors, and assistance in recruiting prospective trainees.

NATURAL RESOURCES

Forests - The County has 73,000 acres of forest land. Most of the forests contain hardwoods: oak, hickory and southern yellow pine.

Minerals - The sedimentary rocks of the Coastal Plain are overlain by a veneer of sand, clay, gravel, and marl. Large deposits of sand and gravel, for commercial purposes and for road construction, underlie many areas of the County.

Water - The flat-lying Coastal Plain has a large quantity of good quality artesian water in its unconsolidated sediments. As a result, the present water demand in King George is supplied almost entirely by groundwater resources. FINANCE

There are three banks located in King George; King George State Bank, and two branches of First Virginia Bank. Bank assets range from $39 million to 2.2 billion. NAVSWC provides a credit union with assets over $60 million.

The King George County Industrial Development Authority issues Industrial Development Revenue Bonds. The County participates in the Rappahannock Economic Development Corporation (REDCO) Small Business Administration 504 loan program.

6 EMERGENCY SERVICES

King George County is served by the 911 system. Protection is provided by the King George Sheriff Department which employs 14 sworn deputies. Five State Police officers are assigned to the area.

The County is served by two volunteer fire departments that operate from three stations. The Dahlgren Volunteer Rescue Squad has two stations and 50 trained volunteer medical personnel including paramedic, cardiac, and emergency medical technicians. The squad also has four paid staff. ELECTRICITY

Reliable, cost-effective electric power is supplied in King George through Virginia Power and two distribution companies, Northern Neck and Rappahannock Electric Cooperatives, that are members of Old Dominion Electric Cooperative.

NORTHERN NECK HERITAGE AREA DESIGNATION

The King George County Board of Supervisors recently accepted Congresswoman Jo Ann

Davis' invitation to join in her efforts to have the Northern Neck designated as a Heritage area.

ECONOMIC DEVELOPMENT EFFORTS

While working to preserve the County's unique rural character and many historic treasures, we are also striving to attract appropriate economic development initiatives. One such development is the proposed location of Universal Aggregates currently headquartered in

Pennsylvania. The necessary rezoning and special exception permits are pending approval by the King George County Board of Supervisors.

Universal Aggregates has received a $7.2 million grant from the U.S. Department of Energy to commercially demonstrate its process by building a lightweight aggregate manufacturing plant at the Birchwood Power Facility in King George County. The manufactured aggregate facility will take the coal combustion by-products (ash) generated at the BircitWuod Power Facility and manufacture a construction aggregate that will be sold into the surrounding regional area into the concrete masonry (block) industry. This 30-month project will enable Universal Aggregates to demonstrate their patented process, which converts coal combustion by-products from power plant scrubbers into lightweight aggregate for concrete masonry blocks or concrete. Most of this waste material current is disposed of in landfills. The aggregate manufacturing process will offer power generators an opportunity to tum their waste material into a beneficial use product.

If approved, the plant will be located within the confines of the Birchwood Power Plant property located in the western portion of the County and will employ approximately 9 employees. The plant will provide additional revenue to the County increasing its commercial tax base, while also providing an opportunity for the county to demonstrate its interest in environmental

The major employer in King George County is the Naval Surface Warfare Center which provic employment for over 3,400 civilian personnel. In addition to the base operations of NAVSWC the Naval Space Surveillance Center, Naval Space Command, and the Aegis Training Center have assisted in attracting over 70 high tech software engineering firms to the County

NAVSWC represents the leading naval facility for scientific and technological research, development, testing and evaluation in such diverse areas as surface ship combat systems, ordnance, strategic and strike systems, and theater warfare. NAVSWC features six technical departments, each responsible for a particular research, development, test and evaluation effort in support of the Navy and Department of Defense.

The base has also worked diligently to be a good neighbor in King George County in providing more than 10,000 hours of volunteer services. Volunteer activities include tutoring students in the King George County School system, Career Day speakers, Science Fair judges, holiday assistance in cooperation with King George County Social Services Department, and many other community related activities. The Naval Surface Warfare Center also joins with the County each July 4m to provide an Independence Day parade and activities hosted at the Base, including the big fireworks display.

POPULATION TRENDS

The Fredericksburg Region has been the fastest growing Virginian region for five consecutive years, with a 2000 population of 241,044 and a 2000 trade area of over 425,000 people. This growth has fueled an expansion of the local employer base and diversification of the regional economy. Despite the phenomenal growth, the Fredericksburg Region continues to retain a special character and varied lifestyle by offering residents a lower cost of living than surrounding metropolitan areas, as well as a highly desirable quality of life.

The Hospital is located on the Mary Washington Hospital Medical Campus in Fredericksburg and is presently expanding to over 400 beds. The Hospital proudly offers three medical centers of excellence, including the Heart Center for Cardiac Care.
