Christenson ABSTRACT From Gunboats to Good Neighbors: U.S. Naval Diplomacy in Peru, 1919-1942 Joel C. Christenson This dissertation examines the role naval power played in the evolution of U.S. policy toward Latin America during the interwar period, when the United States abandoned armed interventionism in favor of the policy of the “Good Neighbor.” Specifically, it focuses on two oft-overlooked types of naval diplomacy the United States used to exercise influence in the South American nation of Peru: the employment of U.S. personnel as naval advisers to the Peruvian government, and the use of U.S. naval vessels as agents of public diplomacy on “goodwill” cruises and port visits in Peruvian waters. It argues that the United States relied on the former while interventionism remained the accepted policy toward much of Latin America but was considered untenable south of the Caribbean (roughly 1919-1932), and embraced the latter after renouncing intervention in the interests of becoming a “Good Neighbor” (roughly 1933 through World War II). This research demonstrates that naval power was a much more flexible, integral part of U.S. diplomacy in Latin America during the 1920s and 1930s than historians have recognized. And importantly, it begins to bridge a persistent gap between the literatures on American diplomatic and naval history – neither of which captures the full extent of the nation’s efforts at naval diplomacy in the interwar period or adequately addresses the broader significance of those efforts to U.S. foreign relations. ii a mi esposa – eres mi hogar. iii ACKNOWLEDGEMENTS All I heard before setting out on this journey was that dissertation is a long, lonely pursuit.     Gunboat Diplomacy Political Bias, Trade Policy, and War∗ Brendan Cooley† 13 November 2019 Abstract Countries with deep trading relationships rarely ght wars with one another. Here, I develop a theory of trade, war, and political bias, in which both trade and war are endogenous objects. Governments can rectify poor market access conditions abroad through war and subsequent regime change, in which the victorious country installs a liberal “puppet” government abroad. Trade policy bargaining is therefore conducted “in the shadow of power,” with counterfactual wars shaping the policy choices that prevail in times of peace. When peace prevails, militarily weak countries are more open to trade than powerful ones, all else equal. Equilibrium trade policies balance domestic interests against military threats from abroad. War is less likely between liberal governments because they prefer less protectionist trade policies. As a result, trade ows and the probability of peace are positively correlated in equilibrium, even though trade does not cause peace. Navy Day in 1945 was both. Navy Day was established by the Navy League on October 27, 1922. The organization suggested October 27 as the annual day of observance to celebrate the United States Navy for two reasons: October 27 was the birthday of former President Theodore Roosevelt who was an advocate of a strong Navy to extend the power of the United States overseas and protect American interests October 27, 1775, was the anniversary of a Continental Congress report that called for the purchase of merchant ships to outfit as warships to create a navy1 In today's vernacular, one would also say that the navy was coming off a big win. The German and Japanese regimes were in the ashcan in large part because of the United States Navy. Past Navy Days in La Crosse included a dance at the Avalon ballroom and a mass swearing-in ceremony for new navy recruits. This year, 1945, the year of victory in World War II, offered much more. The star of Navy Day 1945 in La Crosse was LSM-104. LSM stands for "Landing Ship, Medium." It was one of the numerous fleets of amphibious vessels the navy used to deliver men, machines, and supplies to beaches. LSM-104 arrived in La Crosse on Monday, October 22.2 The ship had started out from Norfolk, Virginia, with two other ships of the same type.

Gunboat diplomacy, associated with chiefly the activities of the Great Powers, means the use of naval power directly or indirectly as an aggressive diplomatic instrument. It seems highly probable to see many examples of this coercive diplomacy in the world history, particularly after the French Revolution. Naturally, the Ottoman Empire, always attracted attention of the Great Powers, was exposed to this policy of the Powers. During the nineteen century, the rivalry among the European Powers on the Ottoman territorial integrity became a common characteristic that led them to implement gunboat diplomacy on all occasions. In this context, this article firstly offers a critical analysis of gunboat diplomacy of the Great Powers on the Ottoman Empire within the dimension of two specific examples: The Salonika Incident and Armenian reform demands. It is customary to begin filming at the upper left hand comer o f a large sheet and to continue from left to right in equal sections with small overlaps.
