In the piece by the TSecretary of State and Government Plenipotentiary for the Central Communication Port, Minister Mikołaj Wild maintains that the project is a development impulse for Poland and Central Eastern Europe. The author emphasizes the construction of the port would enable an increase in passenger and cargo potential and would situate Poland on the leading passenger and freight routes, which has considerable importance for economic development and security of the region. In another part of the issue, the predicaments faced by the European Union are examined considering its internal challenges, such as a new composition of the European Parliament and European Commission, and external challenges – including the ongoing trade war between the United States and China.

V SECTIO M 2020 Jerzy Sielski [email protected] ORCID ID: https://orcid.org/0000-0002-1900-6870 Political leaders of Poland’s transformation – in generational terms Introduction From the viewpoint of methodology foreign literature puts particular atten- tion towards describing the leader’s generation of leaders1 when dealing with Chinese political reality. From the methodological point of view, I accept the concept of dividing politicians in power into those in command, and those who are leaders. The one in command is a decision – maker with political background whose strategic decisions are most important, independent and permanent2. In Poland’s political reality, the criterion of belonging to a generation is associated with two positions: the prime minister and the president. In three cases, the centre of strategic power was and still remains outside the presidential and government centre. The first case concerns the withdrawal of Donald Tusk from the government in 2014 to the centre of power in the European Union. The second case is related to Marian Krzaklewski, who was the then founder of the winning group (Solidarity Electoral Action – AWS) and also managed the 1 Among others L. Oktober 2008 „Streben nach Hegemonie statt anspruchsvoller Regierung“ Eine Analyse von Jan Rokita zum Regierungssystem von Donald Tusk Jan Rokita ist Kommentator der Tageszeitung Dziennik, die vom Axel Springer Verlag he- rausgegeben wird. Bis September 2007 war er einer der führenden Politiker der liberal- konservativen „Bürgerplattform“ PO, bei den Wahlen 2005 ihr Premierministerkandidat. Kurz vor den vorgezogenen Parlamentswahlen im Oktober 2007 schied er im Streit mit dem Parteivorsitzenden Donald Tusk um Kandidatenlisten aus der Politik aus. Dabei spielte auch eine Rolle, dass seine Ehefrau Nelly Rokita-Arnold zuerst Beraterin für Frauenfragen beim polnischen Präsidenten Lech Kaczy ński wurde, dem politischen Gegenspieler von Tusk, und dann für die Partei „Recht und Gerechtigkeit“ PiS bei den Wahlen kandidierte. Sie ist heute Sejm-Abgeordnete. Rokita schlug das Angebot des Wechsels zur PiS aus und zog sich aus der Parteipolitik zurück. Obgleich weiter PO-Mitglied, wird er mit der am vergangenen Wochen- ende gegründeten Bürgerbewegung „Polska XXI“ in Verbindung gebracht, an deren Spitze neben dem Breslauer Oberbürgermeister Dutkiewicz ehemalige PiS-Politiker stehen. Wir dokumentieren seine kritische, manchmal auch polemische Analyse der aktuellen Regie- rungsarbeit in Polen, da sie strukturelle Eigenarten und Schwächen, die von Experten – nicht nur in Polen - seit längerem beklagt werden, zur Sprache bringt. Die Anmerkungen wurden als Erläuterungen für den ausländischen Leser hinzugefügt und die fett gekennzeichneten Stellen auch im Originaltext herausgehoben. Rokita kritisiert, dass im Parlament kein wirkli- ches politisches Leben mehr stattfinde, die Entscheidungen von der Regierungs- und Partei- führung vorgegeben würden, eine Oligarchisierung der Parteiführung und eine Monarchisie- rung des Kabinetts sich vollzogen habe.
