2012 Budget Document Guidelines 2012 Budget Document Guidelines Charting our Course STRATEGIC PLAN 2011–2014 Our Service Commitment We will: • respond promptly • make a sincere effort to help • provide easy access to our programs and services • be respectful • communicate clearly • keep our commitments Charting our course Charting our Course Region of Peel Strategic Plan The Region of Peel’s Strategic Plan charts the long-term vision for the communities in Peel, and the Region’s role in achieving that vision. Reviewed and updated at the beginning of each term of Regional Council, the Strategic Plan guides the work of Council and staff. The Strategic Plan contains a vision for the community, a mission for achieving the vision, and goals that respond to Peel’s changing and diverse needs. The Strategic Plan goals have been aligned to seven key themes that encompass the programs and services delivered to the Peel community. Environment Protect, enhance and restore the environment Social Development Build a community that is stable, responsive and adaptable Community Health Maintain and improve the health of Peel’s community Transportation Support and infuence sustainable transportation systems Cultural Development Build a cohesive Peel community Public Safety Ensure a safe Peel community Service Excellence Strive for continued excellence as a municipal government Responsible and effective planning is critical to the success of the Region of Peel. The Strategic Plan provides a foundation for establishing Term of Council Priorities, the annual Budget as well as program and operational plans. It keeps the organization focused on delivering the right services in the right way to the Peel community. The Strategic Plan works together with the Term of Council Priorities, Performance Reporting and Budget as a compass, charting our course. These components guide both the strategic and operational decisions made at the Region of Peel over the current term of Council. The Region of Peel’s Strategic Plan identifes a clear vision, and the work required to reach it. 1 Message from the Regional Chair I am pleased to present on behalf of Regional Council our revised Strategic Plan. This Strategic Plan is a testament to Council’s leadership and commitment to serving the changing and diverse needs of our residents and businesses in Peel. We are committed to working collaboratively with other levels of government, our community partners, residents and business owners to ensure that we are enabling the delivery of the right services to the right people at the right time. To ensure the Strategic Plan provides a clear direction for Peel, Council actively participated in a number of workshops to develop a Plan that considers the needs of their constituents and all residents and businesses in Peel. Council continues to present solutions and recognize opportunities in our large community, the second-largest municipality in the Greater Toronto Area with a population of more than 1.3 million. As our community grows, so does the demand for services. Council’s focus remains on keeping Peel strong—and this Strategic Plan is our dedication to your quality of life. Emil Kolb Regional Chair 2 Message from the Chief Administrative Offcer This Strategic Plan is the foundation of our planning as an organization. It is part of a strong and integrated planning process, ensuring we are focused on delivering the public services as mandated by Regional Council. Because our planning is integrated, our Strategic Plan informs the Term of Council Priorities, directs measurement of services, and deliberately sets appropriate budget targets. Together, they chart our course. They set the direction for staff and Council to realize our vision and achieve our goals. This improved alignment enables us to demonstrate the results of our work to meet the needs of the community while maintaining strong fscal and administrative accountability. Region of Peel employees are focused on providing excellent public service. We are committed to communicating clearly; doing what we say we will; following service delivery standards; and providing easy access to our services. Our promise to deliver client-centred service is upheld by our Regional Values. Achieving our vision is dependant on staff working collaboratively with Council, other levels of government, community partners, residents and businesses in Peel. By doing this well, we are better able to serve the communities in Peel. We strive to be a government that earns public trust and confdence. Goals and Strategic Actions Environment Goal 1: Protect, enhance and restore the environment 1.1 Demonstrate leadership in responsible environmental management practices and energy use. 1.2 Minimize the impact of waste. 1.3 Improve air quality, mitigate and adapt to climate change. 1.4 Protect and restore water resources, signifcant natural heritage and environmentally sensitive areas. 1.5 Support the viability of Peel’s agricultural resources. 1.6 Promote low impact development and urban restoration. 1.7 Collaborate with other levels of government and agencies on environmental issues. 4 Social Development Goal 2: Build a community that is stable, responsive and adaptable 2.1 Provide innovative and adaptable housing options. 2.2 Strengthen partnerships and services to respond to the needs of people during vulnerable times in their lives. 2.3 Implement prevention strategies that result in measurable outcomes and social change. 2.4 Strengthen neighbourhoods to enable people to participate in the community and economy. Community Health Goal 3: Maintain and improve the health of Peel’s community 3.1 Infuence healthy living through community design. 3.2 Increase investment in prevention strategies to strengthen the effectiveness and sustainability of the entire health system in Peel. 3.3 Deliver services that anticipate and respond to the evolving health needs of the community. 3.4 Ensure a clean, safe and adequate water supply. Transportation Goal 4: Support and infuence sustainable transportation systems 4.1 Support adequate Regional roads infrastructure and protect the traffc movement functionality of existing and future arterial roads to support evolving transportation needs. 4.2 Collaborate with other levels of government and agencies to infuence solutions. 4.3 Support improved and integrated active transportation, transit and land use systems to effectively move people and goods throughout Peel. 4.4 Collaborate with other levels of government and agencies to encourage barrier- free transportation within the Greater Golden Horseshoe. 4.5 Adapt, protect and accommodate integrated goods movement in the Regional transportation system while minimizing conficts with adjacent land uses. 5 Cultural Development Goal 5: Build a cohesive Peel community 5.1 Strengthen connections among the communities of Peel through partnerships with other levels of government and agencies. 5.2 Support the strengthening of neighbourhood cohesion through celebrating the cultural diversity, heritage and history of the communities of Peel. 5.3 Contribute to creating a receptive, accessible community that ensures full participation for all. Public Safety Goal 6: Ensure a safe Peel community 6.1 Strengthen Regional emergency management. 6.2 Manage Regional infrastructure to ensure a safe living and working environment. 6.3 Collaborate with other governments, organizations and emergency services to develop initiatives to build a safe community. Service Excellence Goal 7: Strive for continued excellence as a municipal government 7.1 Ensure the fnancial sustainability of Regional services. 7.2 Advocate to senior levels of government for adequate funding to address community needs in Peel. 7.3 Educate residents and businesses about the programs and services provided by the Region of Peel. 7.4 Communicate with citizens directly to educate about the community needs that exist in Peel. 7.5 Strengthen coordination between area municipalities and the Region, as well as other levels of government and community partners to deliver services and achieve strategic goals. 7.6 Demonstrate accountability by making evidence-informed decisions, measuring performance and reporting outcomes. 7.7 Attract and invest in a skilled, engaged and diverse municipal workforce. 7.8 Manage growth through long-term integrated planning. 6 Strategic Planning at the Region of Peel The Region of Peel’s strategic planning process is focused on identifying and responding to the needs in Peel’s communities. The Region plans with a clear purpose, striving to build trust and confdence in the Region of Peel as a high-performing government. The Region is aligning planning efforts and resources with Regional Council priorities. By measuring outputs and outcomes, the Region is better able to demonstrate the services it provides are the right ones, and that they contribute to the quality of life in all of Peel’s communities. The Strategic Plan is the keystone for the Region’s strategic planning process. To create this long-term plan, Council and staff reviewed existing program plans from across the organization, as well as plans of other related organizations—including those of Caledon, Brampton and Mississauga.     case study William Osler Health System turns to Interbit Data’s NetDelivery for COVID-19 emergency mass notification William Osler Health System is a full-service hospital system that serves 1.3 million residents within the Central West Local Health Integration Network in metropolitan Toronto, Canada. It operates three hospitals: Brampton Civic Hospital, Etobicoke General Hospital and the Peel Memorial Centre for Integrated Health and Wellness. The sites provide a comprehensive range of acute care, outpatient services including an expansive Mental Health and Addictions program, and community-based services. In March, due to the growing number of COVID-19 cases in Ontario, the government asked that all Ontario hospitals scale down on non-urgent surgeries and clinical activity to help healthcare staff and physicians preserve capacity for possible elevation in COVID cases that would require hospital care. This left Osler with a daunting challenge: Staff had less than a week to notify every provider that had referred patients for appointments that there were going to be cancellations and no scheduling of new appointments. Faced with this unprecedented demand, Osler staff quickly realized they had no way to easily notify all the providers from outside clinics, some of them many hundreds of miles away, about the cancellations. The health system had a paging system to send out mass communications to internal staff members, but no way of communicating externally to the more than 5,800 providers who refer patients to its hospitals. The only option was to manually contact each individual clinic by phone — a process that likely would entail assigning four or five employees to look up contact information and place calls full-time for at least a week, and then hope that staff at the mostly shuttered clinics were monitoring their voicemails.

    Energy Conservation & Demand Management Plan 5 Year Planning Horizon July 2019 – July 2024 Energy Conservation and Demand Management Plan Forward Osler is committed to supporting the exceptional care we deliver with efficient and sustainable facilities which minimize our carbon footprint and contribute to the health and wellness of our community. While we reflect with pride on our achievements in sustainability to date, we are not satisfied as we acknowledge the opportunities yet to be realized. This Energy Conservation and Demand Management Plan (ECDM) provides renewed guidance and focus for sustainability at Osler as we look to the opportunities before us. Osler supports one of the fastest growing regions in Ontario and the demand for our services is ever growing. This growth drives the need for new facilities to support the growing demand and, while the addition of facilities inherently grow our physical footprint, Osler has committed to leverage the opportunity of new facilities to dilute our energy intensity through innovative and sustainable designs. The opening of Peel Memorial added 600,000 sq.ft. to our physical footprint, while at same time, reduced our energy intensity by 30%. This achievement results from a relentless focus on sustainability and Osler will continue to focus on the opportunities presented by redevelopment to dilute our energy intensity and green our aggregate footprint with the development of Peel Phase 2 over the next several years. While Osler benefits from occupying relatively new healthcare real estate, the complexities of multiple P3 sites have posed obstacles on our journey along our sustainability roadmap.     Ontario Health Coalition Backgrounder Brampton Hospital Crisis Warnings and Broken Promises January 24, 2020 For decades, proper planning has been ignored in developing Brampton’s hospital infrastructure. Repeated warnings from a wide array of groups were ignored. Promises regarding opening more beds and redeveloping the Peel Memorial Hospital have been broken and delayed repeatedly. According to Statistics Canada, Brampton’s population grew by more than 230,000 people from 2002 to 2016 (latest census) from 362,187 to 593,638 (almost double). In 2002, the District Health Council projected that the community would need 930 hospital beds by 2008. There are approximately 608 beds funded and in operation in the Brampton Civic Hospital and still no inpatient beds at the Peel Memorial site. (We have called the Brampton Civic Hospital to determine if the 37 additional temporary beds that were opened under Health Minister Eric Hoskins in 2017/18 are still open but could not obtain an answer in time for this release.) Brampton is extremely low in terms of the number of hospital beds per person, even by Ontario’s standards, and Ontario ranks at the bottom of Canada and developed nations. But a similar failure to plan, failure to listen to advocates and residents, and legacy of broken and false promises span decades in communities across Ontario even as the crisis in access to hospital care has worsened. This is what happened in Brampton. It is a microcosm of the unacceptable state of hospital capacity planning in Ontario: In 2003, the Halton-Peel District Health Council, which was the government body responsible for health care planning for the region, made a regional infrastructure plan that projected that by 2008, the community of Brampton and NW Peel would need 930 hospital beds.
