Clause 5 in Report No. 10 of Committee of the Whole was adopted by the Council of The Regional Municipality of York at its meeting held on June 23, 2016 with the following additional recommendation: 3. Receipt of the memorandum from Daniel Kostopoulos, Commissioner of Transportation Services, dated June 22, 2016. 5 Regional Express Rail Update Committee of the Whole recommends adoption of the following recommendations contained in the report dated June 1, 2016 from the Commissioner of Transportation Services: 1. To help protect the health and safety of residents during the COVID-19 pandemic and following the advice of Ontario’s Chief Medical Officer of Health, the City held an Online Public Open House from June 22, 2020 to July 31, 2020. The City has identified an initial long list of LRT options and is recommending that a number of options be carried forward for further analysis. The purpose of the Online Public Open House was to present the evaluation of the long list LRT options and receive feedback from the public on the resulting short list. This report, prepared by the Community Engagement Facilitator Sue Cumming, MCIP RPP, Cumming+Company together with HDR Corporation, provides a summary with the verbatim public input that resulted from the Online Public Open House. Miller, Ph.D. Professor, Department of Civil Engineering Director, Transportation Research Institute Research Director, Travel Modelling Group University of Toronto James Vaughan & Monika Nasterska Travel Modelling Group, University of Toronto Transportation Research Institute June, 2016 i Executive Summary Project Objectives On December 11, 2014, City Council directed the City Manager in consultation with the Province/Metrolinx to develop a work plan to undertake an accelerated review of the SmartTrack and RER plans. Council also directed the City Manager to retain the specialized services of the University of Toronto Transportation Research Institute (UTTRI) to support the planning analysis and required transit ridership modelling as a component of the overall review.1 On February 10, 2015, City Council considered the report EX2.2 SmartTrack Work Plan (2015- 2016), and approved the accelerated work plan for the review of SmartTrack.2 The UTTRI component of this work was to provide transit ridership estimates and other key network performance measures using the City’s new Regional Travel Demand Model (GTAModel Version 4.0) developed at the University of Toronto by UTTRI. As detailed in the final Terms of Reference for the UTTRI work, this work included: • Confirming the integrated RER and SmartTrack Service Concept to be modelled. • Completion and validation of a new travel demand model system to be used by the City of Toronto in this and similar studies of transit ridership and travel demand. -

The following comments are provided by Region of Peel staff as input into the proposed amendments to the Building Transit Faster Act, 2020, Public Service Works on Highways Act, and Transit-Oriented Communities Act, 2020. This letter is considered to be staff level comments. If additional comments are provided through a Regional Council resolution, they will be forwarded to Ministry staff for further consideration. The Region supports the goals of accelerating the delivery of major provincial public infrastructure projects such as transit and highways. Staff are supportive of these measures in order to strengthen communities, create jobs, increase critical services in the Province, and support future growth within the Region. However, further details on the mechanisms and regulations to implement these initiatives and the impacts on local municipal works is required. Staff continue to plan and advocate for the development of transit-oriented complete communities in Peel. Through continued partnership with our provincial and local counterparts, staff remain committed to planning for higher order transit and linear infrastructure to accommodate forecasted population and employment growth in the Region. Further, staff support exploring extending the streamlining initiatives to linear municipal infrastructure such water and wastewater. -

INTRODUCTION The Consultant Team led by WSP Canada Group Limited in partnership with Watson and Associates Economists Ltd., PRIME Strategy and Planning, and SHS Consulting have been retained by the City of Brampton (the City) to complete a new Official Plan, which is a long-term policy document that guides growth while conserving the environment and protecting important City resources over the next 25 years. This Document Review and Gaps Analysis Report is the first major deliverable as part of Phase 1: Background Review and Community and Stakeholder Engagement Strategy outlined in the Project Plan. This report includes a consolidation of recent planning studies, a summary of the City’s 2040 Vision and a synopsis of the City’s current policy context. The purpose of this report is to determine whether additional studies and data are required to inform the new Official Plan. This report is organized into six sections and includes a comprehensive summary of Background Studies that will guide future work to develop the new Official Plan. The six sections are: Section 1.0 – Introduction includes the project team and introduction to the structure and purpose of the Document Review and Gaps Analysis Report as part of Phase 1 of the New Official Plan workplan. Section 2.0 – Purpose introduces the foundations and background context for undertaking a new Official Plan. Section 3.0 – Policy Context outlines recent Provincial, Regional, and Local legislative implication the project team and City will consider through the Official Plan Review Process. -

Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion. -

case study William Osler Health System turns to Interbit Data’s NetDelivery for COVID-19 emergency mass notification William Osler Health System is a full-service hospital system that serves 1.3 million residents within the Central West Local Health Integration Network in metropolitan Toronto, Canada. It operates three hospitals: Brampton Civic Hospital, Etobicoke General Hospital and the Peel Memorial Centre for Integrated Health and Wellness. The sites provide a comprehensive range of acute care, outpatient services including an expansive Mental Health and Addictions program, and community-based services. In March, due to the growing number of COVID-19 cases in Ontario, the government asked that all Ontario hospitals scale down on non-urgent surgeries and clinical activity to help healthcare staff and physicians preserve capacity for possible elevation in COVID cases that would require hospital care. This left Osler with a daunting challenge: Staff had less than a week to notify every provider that had referred patients for appointments that there were going to be cancellations and no scheduling of new appointments. Faced with this unprecedented demand, Osler staff quickly realized they had no way to easily notify all the providers from outside clinics, some of them many hundreds of miles away, about the cancellations. The health system had a paging system to send out mass communications to internal staff members, but no way of communicating externally to the more than 5,800 providers who refer patients to its hospitals. The only option was to manually contact each individual clinic by phone — a process that likely would entail assigning four or five employees to look up contact information and place calls full-time for at least a week, and then hope that staff at the mostly shuttered clinics were monitoring their voicemails.
