Centre for Peace Studies University of Auckland Private Bag 92019 Auckland New Zealand iii ABSTRACT This is the third in a planned series of working papers dealing with aspects of New Zealand's nuclear free policy and legislation. These papers are intended to cover the introduction of the policy in 1984 and the legislation in 1987, and related developments in New Zealand following these events. The present paper examines the operation since 1984 of the policy as embodied in the 1987 New Zealand Nuclear Free Zone, Disarmament, and Arms Control Act, the Act. It looks at the policy in action. The major sections of the Act are considered in turn and their effectiveness discussed, starting with the concept of New Zealand's own Nuclear Free Zone, the NZNFZ, as defined in the Act. The core matter of visits by nuclear armed or powered vessels is addressed in chapter 2, and of visits by foreign military aircraft in chapter three. The question of continuing military contacts with New Zealand's nuclear allies forms the subject of chapter 4, while chapter 5 reviews the work of the Public Advisory Committee on Disarmament and Arms Control, PACDAC, established under the legislation. In the final chapter Labour' nuclear stance in the 1980s is subject to scrutiny, and criticisms of it examined. The overall conclusion reached is that the policy has been effective in terms of its major objectives of keeping the NZNFZ free of nuclear weapons and of nuclear arrned or powered vessels. However, the detailed application of specific aspects of the policy is considered to be open to considerable criticism. Proposals are presented which, it is considered, would overcome some of these criticisms and strengthen New Zealand's nuclear free status. BIOGRAPHICAL NOTE The author, now retired from the University of Auckland, has an extensive record of research in nuclear physics. Since 1986 he has been engaged in research related to nuclear policies and strategies. He was a founder member of Scientists Against Nuclear Arms (NZ) in 1983, and has been the Director of the Centre for Peace Studies since it was established late in 1988 in the University. He holds the degrees of Doctor of Philosophy (1957) and Doctor of Science (1981). iv ACKNOWLEDGMENTS The author is greatly indebted to a number of people who contributed to this paper in various ways.     Coalition Interoperability: An International Adventure by MAJOR DEAN S. MILLS, USAF ‘Interoperability - commonality of arms - is a hallmark of coalition warfare....’1 INTRODUCTION 1. To say there have been many rapid changes in the world political and military environment in the past decade is no earth-shattering statement. Increasing complexity and uncertainty make it more difficult for national leaders to know how to deal with threats. Military downsizing means, among other things, stretching capability wider, and possibly a bit thinner. One way to reinforce military capability is to fight in a coalition of forces from different nations, as seen in the 1991 Gulf War. But fighting in coalition comes at a cost, either during the war, or before the war. It does no good to fight together if systems, doctrine, and command of the individual forces are so different that all synergy is swallowed up during the war in battling the differences, not the enemy. To avoid this cost of inefficiency during the war, nations must ‘pay up front’ by planning and structuring to operate effectively together before the war. They must work to gain interoperability. 2. The purpose of this article is to evaluate the issues facing the United States and her allies (in this case, Australia) in their quests to recognize and successfully deal with interoperability challenges. Across the strategic, operational, and tactical levels of war, interoperability has varying applications. This article will focus mainly on issues at the military strategic level, although certain examples and issues in the tactical and operational levels will emerge, as appropriate. It will also deal with interoperability as it pertains to the western military alliances in general, and to the United States and Australia in particular.

RTO reports both to the Military Committee of NATO and to the Conference of National Armament Directors. It comprises a Research and Technology Board (RTB) as the highest level of national representation and the Research and Technology Agency (RTA), a dedicated staff with its headquarters in Neuilly, near Paris, France. In order to facilitate contacts with the military users and other NATO activities, a small part of the RTA staff is located in NATO Headquarters in Brussels.
