Global Travel Restrictions imposed amid COVID-19 Outbreak

I. Restrictions on Entering Kong

- The SAR Government (HKSARG) restricts any residents and non- who have visited the Hubei Province in the past 14 days upon arrival from entering Hong Kong since January 27, 2020. The restriction has been cancelled with effect from 21, 2020, but the residents should comply with the requirements same as other inbound travellers from the under Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C).

- With effect from 0.00am on March 25, 2020 until further notice, all non-Hong Kong residents coming from overseas and regions by plane are denied entry to Hong Kong; and non-Hong Kong residents coming from the Mainland, Macao and will be denied entry to Hong Kong if they have been to any overseas countries and regions in the past 14 days.

- Air transit/transfer services at Hong Kong International Airport (HKIA) have resumed gradually. From 15, 2020, passengers can use HKIA for transit/transfer on flights operated by different under the same air ticket, provided that the passengers have checked through at the origin port with their boarding passes printed and baggage tagged- through to the final destination. Transfer/transit services for passengers from airports in Mainland will resume with effect from August 15, 2020 until 15, 2020, while transfer/transit services to destinations in will remain unavailable at HKIA. The layover time of transfer/transit passengers at HKIA must be within 24 hours. The no-entry restriction for non-Hong Kong residents from overseas remains unchanged. Passengers should confirm in advance that they are able to enter the final destination. Please check with airlines for details.

- Starting from 25, 2020, a traveller who, on the day on which the traveller boarded a civil aviation aircraft that arrives at, or is about to arrive at Hong Kong (specified aircraft), or during the 14 days before that day, has stayed in any specified place (i.e. , , , , , the , ; starting from July 29, 2020, and the , and starting from August 28, 2020, Ethiopia), must provide the following documents:

(1) a test report in English or Chinese issued by a laboratory or healthcare institution bearing the name and card or number of the relevant traveller to show that: (a) the relevant traveller underwent a nucleic acid test for COVID-19 the sample for which was taken from the relevant traveller within 72 hours before the scheduled time of departure of the specified aircraft; (b) the test conducted on the sample is a nucleic acid test for COVID-19; and (c) the result of the test is that the relevant traveller was tested negative for COVID-19;

(2) if the report in paragraph (1) above is not in English or Chinese or does not contain all of the information mentioned above, a written confirmation in English or Chinese issued by the laboratory or healthcare institution bearing the name of the relevant traveller identical to that in his/her valid travel document and setting out all of the information mentioned above. The said written confirmation should be presented together with the test report in paragraph (1) above; and

(3) documentary proof in English or Chinese to show that the laboratory or healthcare institution is ISO 15189 accredited or is recognised or approved by relevant authority of the government of the place in which the laboratory or healthcare institution is located; and

(4) the traveller has confirmation in English or Chinese of room reservation in a hotel in Hong Kong for not less than 14 days starting on the day of the arrival of the relevant traveller in Hong Kong.

A person who is in transit in Hong Kong, and a person exempted by the Chief Secretary for Administration from compulsory quarantine under section 4(1) of either the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C) or Compulsory Quarantine of Persons Arriving at Hong Kong from Foreign Places Regulation (Cap. 599E) will not be affected.

- As a flight operated by Air India (AI314) arriving Hong Kong from India on August 14 had 11 passengers confirmed to have infected with COVID-19, HKSARG prohibits landing of passenger flights operated by Air India in Hong Kong from August 18 to 31.

II. Compulsory Quarantine of Certain Persons Arriving at Hong Kong

- Inbound travellers from the Mainland, Macao or Taiwan, including Hong Kong and non- Hong Kong residents, are subject to compulsory quarantine at designated places (home or other accommodation) apart from the exempted persons under the "Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation".

- Hong Kong residents arriving in Hong Kong who have been to any overseas countries or areas in the past 14 days are subject to compulsory quarantine at designated places (home or other accommodation) apart from the exempted persons under the "Compulsory Quarantine of Certain Persons Arriving at Hong Kong from Foreign Places Regulation".

- All inbound travellers who are subject to the compulsory quarantine specified above should not have any symptoms and should have passed temperature checks upon entry. Those with symptoms will be referred to the Department of Health (DH) for further handling. Arrivals holding a visa with validity of less than 14 days will be denied entry.

Arriving at Hong Kong from Foreign Places Regulation" is broadened to include: (a) either the owner of a Hong Kong enterprise with a valid business registration certificate issued under the Business Registration Ordinance and with manufacturing operations in the Mainland, and up to one person employed and so authorised by the enterprise; or (b) up to two persons employed and so authorised by such an enterprise as described in (a). Starting from May 18, 2020, the exemption is broadened to include registered practice units of the Hong Kong Institute of Certified Public , enterprises with provision of construction-related professional services in the Mainland, persons engaged in technological R&D co-operation-related activities in the Mainland, Macao or Taiwan, The - Hospital and Hong Kong enterprises providing or dental services in the Mainland. Starting from May 19, 2020, the exemption is broadened to include and dispute resolution services providers and enterprises with operating base relating to logistics, port and/or shipping business in Mainland. Starting from May 22, 2020, the exemption is broadened to include directors of listed companies or listing applicants. Starting from June 15, 2020, the exemption is broadened to include legal practitioners providing services for important and large-scale transactions. An exempted person must undertake to fulfill certain requirements.

- Inbound travellers arriving in Hong Kong HKIA are required to proceed to the Temporary Specimen Collection Centre (TSCC) located in the Midfield Concourse in the restricted of HKIA for collecting their deep throat saliva (DTS) samples immediately upon arrival. They will need to stay at the TSCC to wait for test results, which will usually be available on the same day before they can proceed with immigration procedures and collection of their checked-in baggage. Passengers whose test results will not be available on the same day (usually passengers arriving in the afternoon or at night) can proceed with immigration procedures right after their DTS samples are collected at the TSCC. They will subsequently be taken to the DH's Holding Centre for Test Results (HCTR) in Dorsett , Hong Kong by coaches arranged by the DH to wait for their test results. The DH will make flexible arrangements according to the capacity of the facilities and the daily number of passengers arriving on afternoon flights. If necessary, inbound travellers arriving in the afternoon could also be arranged to wait for test results at the TSCC.

- Starting from June 17, 2020, the DH has been distributing specimen bottles to persons exempted from compulsory quarantine who had travelled to 14 days prior to arrival at the HKIA. They should collect their deep throat saliva sample at home in accordance with the instructions, and deliver it to one of the collection points in the same morning while subjecting to medical surveillance at the same time. As for land control points, those who have been to Beijing in the past 14 days must possess proof of negative testing result for COVID-19 nucleic acid test that is taken within the past seven days. Those arrivals who are not exempted persons are subject to compulsory quarantine for 14 day at a designated place (home or other accommodation) while exempted persons are subject to medical surveillance upon arrival at Hong Kong. Those with travel history to Beijing 14 days prior to arrival at Hong Kong via land control points (applies to all inbound travellers including exempted persons) will also be given specimen bottles for conducting COVID- 3

19 testing and are required to collect and submit their deep throat saliva sample according to instructions.

- Starting from July 8, 2020, crew members of aircrafts and vessels entering Hong Kong via the HKIA are subject to a mandatory COVID-19 testing at the DH’s TSCC, in addition to a 14-day medical surveillance upon arrival.

- Starting from July 29, 2020, crew change arrangements for passenger vessels and goods vessels without cargo operation in Hong Kong are suspended. Testing and quarantine arrangement for sea crew members of goods vessels coming to Hong Kong for cargo operation, air crew members and other persons exempted from quarantine requirement arriving Hong Kong are also tightened. All exempted persons arriving Hong Kong at HKIA must have a negative result of nucleic acid test for COVID-19 done at an ISO15189-accredited laboratory or a laboratory recognised by the Government where the laboratory is located with the specimen collected within 48 hours prior to boarding the flight to Hong Kong. Otherwise, they must take a nucleic acid test for COVID-19 at DH's TSCC upon arrival at HKIA, and wait for the results there, or self-isolate at a designated location for 48 hours.

III. Restrictions on Entering Mainland China

- The CPG temporarily suspends the entry into Mainland China by foreign nationals holding visas or residence permits still valid to the time of the announcement on March 26, 2020. Entry by foreign nationals with APEC Business Travel Cards are suspended as well. Foreign nationals for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or . Entry by foreign nationals with visas issued after March 26 will not be affected.

- On March 26, 2020, the Civil Aviation Administration of China announces that each Chinese is only allowed to maintain one route to any specific with no than one flight per week; selected foreign airlines are allowed to maintain one route to China with no more than one weekly flight.

- and Shenzhen authorities announce that all inbound travellers (including travellers from Hong Kong, Macao, and Taiwan, and transit passengers), regardless of their destinations, will be required to take COVID-19 nucleic acid tests and to undergo a 14-day quarantine.

- Starting from 10, 2020, the Shenzhen Municipal Government requires all cross- boundary goods vehicle drivers who enter Shenzhen via Shenzhen ports to present the "i Shenzhen" health certification code and proof of a negative result of a nucleic acid test 4

conducted within the previous 7 days to Shenzhen customs officers for examination before entering Shenzhen. Concurrently, the Municipal Government requires all cross- boundary goods vehicle drivers who enter Zhuhai via Hong Kong-Zhuhai-Macao to present proof of a negative result of a nucleic acid test conducted within the previous 7 days. Drivers must acquire a negative result of a nucleic acid test before entering the Mainland ports. Tests for the Hong Kong cross-boundary goods vehicle driver are centralised at the site of ports and the cost is HK$350. The HKSAR Government bears the cost involved.

- Starting from April 28, 2020, travellers entering Shenzhen via Shenzhen ports are required to stay at a designated quarantine centre for 14 days for medical observation.

- Starting from June 8, 2020, all foreign airlines are allowed to choose from a list of approved cities to operate one international passenger flight a week.

- Starting from July 17, 2020, save for persons who received prior approval for performing essential official and business duties, cross-boundary goods vehicle drivers, cross- boundary students, as well as persons who fall under the mutual recognition of compulsory quarantine by Guangdong, Hong Kong and Macao, all other persons are required to present a valid proof of a valid negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The negative test result would only be considered valid if it is within 72 hours from the date of collecting samples. They must bring along the valid proof, or otherwise they will be refused entry into Guangdong. When they re-enter Hong Kong after being refused of entry in the Mainland, they will be subjected to compulsory quarantine of 14 days pursuant to the Compulsory Quarantine of Certain Persons Arriving at Hong Kong Regulation (Cap. 599C).

- On July 21, 2020, the Civil Aviation Administration of China, the General Administration of Customs and the Ministry of Foreign Affairs announce that all airport arrivals from overseas will be required to undergo nucleic acid tests up to five days prior to departure at health institutions designated or recognised by Chinese embassies overseas. Chinese embassies will evaluate the nucleic acid testing capacities of the countries they are located in. Specific measures will be announced later.

- Starting from July 23, 2020, Shenzhen and Zhuhai Municipal Governments require cross- boundary truck drivers who are exempted from collective medical observation to present a negative result of nucleic acid test issued within 72 hours by a qualified testing institution recognised by the Guangdong and Hong Kong governments when entering the Mainland ports. Drivers should return to Hong Kong on the arrival day except in case of necessity.

- Guangdong Province has strengthened the entry management measures for cross-boundary goods vehicle drivers entering Guangdong. If a cross-boundary goods vehicle driver resides in a building reported as having a confirmed COVID-19 case in the past 14 days, his exemption from quarantine requirement on entering the Mainland will be temporarily 5

suspended until 14 days after the announcement of the last confirmed case in that building. The driver concerned must wait until his eligibility for quarantine exemption is restored (i.e. on the 15th day or later) to go for nucleic acid testing at the Mainland port. He will only be allowed to enter the Mainland again after availability of proof of the negative nucleic acid test result uploaded to the relevant anti-epidemic health information code programme and completing other necessary quarantine procedures on-site. If a cross- boundary goods vehicle company has a driver who has contracted COVID-19, other cross- boundary goods vehicle drivers of that company should not drive cross-boundary goods vehicles into the Mainland within 14 days from the date of confirmed infection of the driver concerned. All other cross-boundary goods vehicle drivers who have had contact with the infected driver during the period from the date of the infected driver's last nucleic acid test with a negative result to the date of confirmed infection should not drive cross-boundary goods vehicles entering Guangdong for 14 days counted from the date of confirmed infection. Before resuming the driving activity, the affected cross-boundary goods vehicle drivers are required to take a nucleic acid test again and obtain a negative result.

- Starting from August 6, inbound travellers who have been to or in the past 14 days (applies to all inbound travellers including exempted persons) arriving via land boundary control points ( and the Hong Kong-Zhuhai-Macao Bridge Hong Kong Port) will be provided with specimen collection containers and required to collect their deep throat saliva sample by themselves in accordance with the instructions and return the sample for conducting COVID-19 testing. Separately, the current testing arrangements required for relevant inbound travellers who have been to Hubei or Beijing in the past 14 days will be cancelled but those arrivals who are not exempted persons are still subject to compulsory quarantine for 14 day at a designated place (home or other accommodation) while exempted persons are subject to medical surveillance upon arrival at Hong Kong.

- Guangdong Provincial Government has adjusted the requirement for people entering the province. Starting from 10am on August 7, save for persons who received prior approval by Guangdong for performing essential official and business duties and cross-boundary goods vehicle drivers who would continue be subjected to the prevailing policies applicable to them, all other persons who are entering Guangdong via the Shenzhen Bay and Hong Kong-Zhuhai-Macao Bridge control points would be required to present a valid proof of a negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The negative test result would be valid within 24 hours from issue time of the report.

- Starting from 6am on August 8, the health management and service assurance measures for cross-boundary goods vehicle drivers will be strengthened at various land boundary control points in Shenzhen. Before entering Shenzhen, cross-boundary goods vehicle drivers must declare accurately the relevant detailed information on their operations through the WeChat mobile app "粵省事". Goods vehicles after crossing the boundary must

Updated on Sept 7, 2020 proceed to designated venues according to directions made by relevant departments for free installation of Global Positioning System and electronic toll collection devices.

Cross-boundary goods vehicle drivers must present proof of a negative result of a nucleic acid test conducted within 72 hours and cross the boundary after declaring information on their transport operations. Drivers must follow the declared driving routes from the control points to the destinations for carrying out point-to-point transportation. These drivers must return to Hong Kong immediately after loading/unloading operations. While staying in Shenzhen, drivers must wear a face mask at all times. They must not alight from their vehicles or have direct contacts with the locals or stay overnight in Shenzhen unless exceptional circumstances.

Cross-boundary goods vehicle drivers should only operate within the nine cities in the Guangdong-Hong Kong-Macao Greater Bay Area, and should return to Hong Kong on the same day or on completion of their driving duties except under special need and must not visit other cities in the Mainland. If the destination is within Shenzhen, drivers should immediately return to Hong Kong after completing their operation. When the destinations are , Zhuhai, , , , , and in the Greater Bay Area, drivers must not deviate from their declared routes when passing through Shenzhen. When the destinations are other cities of Guangdong Province or cities outside Guangdong Province, drivers must return to Hong Kong after loading goods or detaching trailer in the nine cities in the Greater Bay Area.

Cross-boundary goods vehicle drivers should follow the guidelines on site to use the service facilities at the following venues: service areas on expressways, tolling points, petrol stations, logistics park areas, check points, maintenance depots, car parks and other goods transshipment points along the operation routes.

Driver shift changing in the vicinity of Wenjindu Port shall be conducted at designated places. The cross-boundary drivers shall be staying at designated rest place or hostel to wait for loaded vehicles on return to Hong Kong. For cross-boundary goods vehicles and drivers adopting other operation modes such as onboard escort by cross-boundary drivers, prior approval should be sought from the relevant Mainland authorities.

For cross-boundary goods vehicle drivers who have a place of permanent residence in Shenzhen, the Shenzhen government will provide designated accommodation for them, subsidise part of their food and accommodation expenses, provide them with fee-paying parking spaces and transport shuttle services for implementing closed management. For cross-boundary goods vehicle drivers with their place of permanent residence in Hong Kong who cannot return to Hong Kong in time under special circumstances, they may stay at their own costs in hostels specified by the Shenzhen government after verification and are not allowed to stay in self-arranged accommodation in Shenzhen. Shenzhen government supports the cross-boundary transportation companies and cargo consignors to provide which can meet closed management standard for cross-boundary goods 7

vehicle drivers. Cross-boundary goods vehicle drivers may apply to withdraw from the exemption list of compulsory quarantine for cross-boundary goods vehicle drivers. Upon approval, they will not be subject to accommodation restriction measures on cross- boundary goods vehicle drivers. They are required to undergo local isolation at a designated place for medical surveillance if they have crossed the boundary within 14 days.

A cross-boundary driver will not be eligible for exemption from the quarantine requirement on entering the Mainland temporarily or will be removed from the exemption list by the Shenzhen Municipal Government if the following situations occur in the course of performance of the transportation duties: (i) travelling between Hong Kong and Shenzhen repeatedly without goods on board and with no sound and appropriate reasons during the prevention and control of COVID-19; (ii) not travelling on the declared route with no sound and appropriate reasons; (iii) having direct interaction with other people, entering public places or staying in self-arranged accommodation overnight with no sound and appropriate reasons; (iv) refusing to leave the Mainland after completing their driving duties with no sound and appropriate reasons; (v) declaring false information on their driving duties or submitting fake nucleic acid test result(s); (vi) receiving administrative penalties by the customs and immigration inspection of the Mainland for seriously contravening health quarantine, arrival and departure clearance or anti-smuggling regulations when crossing the boundary control points; (vii) receiving administrative penalties by the Mainland security, transport or market regulation departments for seriously contravening relevant management requirements when performing duties in the Mainland; (viii) residing in a Hong Kong building reported as having a confirmed COVID-19 case in the past 14 days or having had contact with an infected person within 14 days prior to entering the Mainland; and (ix) behaving not in accordance with other requirements and measures for prevention and control of COVID-19 imposed by Guangdong Province and Shenzhen City.

- Starting from August 17, 2020, all passengers travelling from Hong Kong to Beijing are required to present a valid proof of a negative COVID-19 nucleic acid test result issued by one of the testing institutions recognised by the HKSAR Government. The test must be done within seven days before boarding the flight to Beijing. Please check with airlines for details.

- Starting from August 23, 2020, cross-boundary goods vehicle drivers entering Guangzhou need to follow the health management and service assurance measures implemented by such boundary cities as Shenzhen and Zhuhai. Drivers must follow the declared driving routes from the control points to the destinations for carrying out point-to-point transportation in Guangzhou. They must wear a face mask at all times, and must not alight from their vehicles or have direct contacts with the locals unless exceptional circumstances.

Cross-boundary goods vehicle drivers should return to Hong Kong on the same day. Drivers with valid reasons to stay overnight in Guangzhou should be approved by the relevant authorities, and stay at their own costs in designated hotels for closed management.

For cross-boundary goods vehicle drivers who have a place of permanent residence in Guangzhou and have visited Hong Kong in the past 14 days, they also need to stay at their own costs in designated hotels for closed management. Part of their food and accommodation expenses will be subsidised.

A cross-boundary driver will not be eligible for exemption from the quarantine requirement on entering the Mainland temporarily or will be removed from the exemption list if they violate the prevention and control measures of COVID-19 imposed by Guangzhou or other boundary cities.

VI. WHO recommendations for international traffic in relation to COVID-19 outbreak

[Jul 30] Many countries have halted some or all international travel since the onset of the COVID-19 pandemic but now have plans to re-open travel.

WHO recommends that priority should be given to essential travel for emergencies, humanitarian actions (including emergency medical flights and medical evacuation), travel of essential personnel (including emergency responders and providers of public health technical support, critical personnel in transport sector such as seafarers and diplomatic officers), and repatriation. Cargo transport should also be prioritized for essential medical, food and energy supplies. Sick travellers and persons at risk including elderly travellers and people with chronic diseases or underlying health conditions, should delay or avoid travelling internationally to and from areas with community transmission.

There is no “zero risk” when considering the potential importation or exportation of cases in the context of international travel.
