    The Sustainable City V 495 How the resource curse affects urban development in East Timor I. M. Madaleno Portuguese Tropical Research Institute, Lisbon Abstract East Timor is heavily reliant upon royalty and taxation revenues from petroleum and natural gas resources. Poor management of natural resources revenue has given ground for the nation to fall victim to the ‘resource curse’. This paper provides an overview of the country’s recent history whilst characterising its energy resources availability and case-studying a stressing and omnipresent urban problem: the persistence of internal displaced people (idps) living in refugee camps within Dili district. The objective of this contribution is to describe sample research conducted in the capital city of the first 21st century nation on Earth, so as to evaluate with empirical data how the wealth of natural resources is being used both to improve East Timorese daily lives and to regenerate the urban tissue. Keywords: resource curse, refugee camps, urban regeneration, Dili, East Timor. 1 Introduction Asian tigers – South Korea, Taiwan, Hong-Kong and Singapore – are resource- poor countries. East Timor as well as Angola, both former Portuguese colonies, are resource-rich, exhibiting poor economic growth performances and displaying high levels of poverty (see table 1). The quality of local institutions is decisive, though, for there is no curse that cannot be lifted [1, 2]. It is widely accepted that good governance and a strong juridical and institutional framework tend to minimise the ill consequences of the mineral and energy resources privilege both on common people and on political leaders. Weak administration of revenues by contrast can lead to financial resources waste and environmental constrains on grounds of political mismanagement and corruption as on easy money availability excesses.

    The Programme for International Student Assessment (PISA) is a triennial survey of 15-year-old students that assesses the extent to which they have acquired the key knowledge and skills essential for full participation in society. The assessment focuses on proficiency in reading, mathematics, science and an innovative domain (in 2018, the innovative domain was global competence), and on students’ well-being. Source: OECD, PISA 2018 Database, Tables I.1 and I.10.1. • Students in Saudi Arabia scored lower than the OECD average in reading, mathematics and science. • Compared to the OECD average, a smaller proportion of students in Saudi Arabia performed at the highest levels of proficiency (Level 5 or 6) in at least one subject; at the same time a smaller proportion of students achieved a minimum level of proficiency (Level 2 or higher) in all three subjects. 2 | Saudi Arabia - Country Note - PISA 2018 Results What students know and can do in reading • In Saudi Arabia, 48% of students attained at least Level 2 proficiency in reading. These students can identify the main idea in a text of moderate length, find information based on explicit, though sometimes complex criteria, and can reflect on the purpose and form of texts when explicitly directed to do so. • Almost no student was a top performer in reading, meaning that they attained Level 5 or 6 in the PISA reading test.

The world's attention is focused on Libya, which is now in a state of civil war with the winner far from clear. While crucial for the Libyan people and of some significance to the world's oil markets, in our view, Libya is not the most important event in the Arab world at the moment. The demonstrations in Bahrain are, in my view, far more significant in their implications for the region and potentially for the world. To understand this, we must place it in a strategic context. As STRATFOR has been saying for quite a while, a decisive moment is approaching, with the United States currently slated to withdraw the last of its forces from Iraq by the end of the year. Indeed, we are already at a point where the composition of the 50,000 troops remaining in Iraq has shifted from combat troops to training and support personnel. As it stands now, even these will all be gone by Dec. 31, 2011, provided the United States does not negotiate an extended stay. Iraq still does not have a stable government. It also does not have a military and security apparatus able to enforce the will of the government (which is hardly of one mind on anything) on the country, much less defend the country from outside forces. Filling the Vacuum in Iraq The decision to withdraw creates a vacuum in Iraq, and the question of the wisdom of the original invasion is at this point moot.

    Saint Helena, Ascension, and Tristan da Cunha NON-INDEPENDENT COUNTRIES AND TERRITORIES NO ADVANCEMENT (formerly called Saint Helena) In 2013, Saint Helena, Ascension, and Tristan de Cunha made no advancement in efforts to prevent the worst forms of child labor. Although no information suggests that the worst forms of child labor are a problem, gaps exist in the legal framework to prevent children from involvement in the worst forms of child labor. The Government lacks legislation prescribing a minimum age for work, and it is unclear whether a list of hazardous occupations exists for children. It also is unclear whether laws exist regarding the use of children for drug trafficking or other illicit activities. These gaps may make children vulnerable to the worst forms of child labor. I. PREVALENCE AND SECTORAL DISTRIBUTION OF CHILD LABOR Research found no evidence that child labor exists in Saint Helena, Ascension, and Tristan da Cunha.(1) II. LEGAL FRAMEWORK ON THE WORST FORMS OF CHILD LABOR British Overseas Territories (OTs) are territories under the jurisdiction and sovereignty of the United Kingdom (UK), but they do not form part of the UK. They are self-governing, except in the areas of foreign affairs and defense. Domestic UK Law does not generally apply to OTs, unless explicitly extended.(2) The following conventions have been extended to Saint Helena, Ascension, and Tristan da Cunha (Table 1). Table 1.     Caring for the Health of Refugees and Immigrants Nepali-Speaking Lhotsampas of Bhutan Population of Bhutan: 798,000 (2016 estimate) Bhutan is a small, South Asian country nestled in the Himalayan Mountains between China and India. The Lhotsampas (“People of the South”) are an ethnically- and linguistically-Nepali people from Bhutan. They are descendants of Nepali people who settled in Bhutan mostly during the early 1800s to early 1900s. In the 1980s, xenophobic fear spread that the ethnic minority Lhotsampas were starting to overtake the ethnic majority Druks. This led the country’s king to institute a “one country, one people” policy that required all Bhutanese citizens to dress, worship, and speak as the Druks did. Textbooks were burned, Lhotsampa teachers were dismissed, and Nepali was banned from schools. Protests were declared subversive and illegal. By the early 1990s, the minority group was frequently subject to detention, imprisonment without trial, and torture. The citizenship of Lhotsampas was questioned and their Bhutanese nationality documents were often rejected. In December 1990, the government decreed that any Lhotsampas who could not prove they were residents of Bhutan in the year 1958 would have to leave the country. More than 100,000 Lhotsampas fled to Nepal, where they have spent the past quarter of a century in crowded, impoverished refugee camps. Nepal did not allow refugees to integrate into Nepali society, seek employment, or travel outside of the camps and initially refused to allow any refugees to be resettled in other countries. An intractable humanitarian crisis emerged, further complicated by the failure of diplomatic negotiations between Bhutan and Nepal.

    MARCH 2016 ISSUE NO. 135 Intra-BBIN Trade: Opportunities and Challenges PARTHAPRATIM PAL ABSTRACT The Bangladesh, Bhutan, India, Nepal (BBIN) sub-regional initiative is envisioned to improve economic cooperation and connectivity among the four South Asian countries. For India, this initiative allows it to bypass some of the more complex political issues of SAARC and engage in direct discussions on connectivity with Bhutan, Bangladesh and Nepal. This initiative is expected to help the landlocked developing countries of this region to integrate more effectively with the global economy. But there may be certain challenges, too. India has been a dominant member of SAARC; without Pakistan and Sri Lanka, India's dominance in BBIN will be even more pronounced. It is also important to keep in mind that political objectives and policy priorities of BBIN countries might not always align perfectly. The long-term success of BBIN will depend on how well these concerns are managed within the framework.     INFORMATION PAPER United Kingdom Overseas Territories - Toponymic Information United Kingdom Overseas Territories (UKOTs), also known as British Overseas Territories (BOTs), have constitutional and historical links with the United Kingdom, but do not form part of the United Kingdom itself. The Queen is the Head of State of all the UKOTs, and she is represented by a Governor or Commissioner (apart from the UK Sovereign Base Areas that are administered by MOD). Each Territory has its own Constitution, its own Government and its own local laws. The 14 territories are: Anguilla; Bermuda; British Antarctic Territory (BAT); British Indian Ocean Territory (BIOT); British Virgin Islands; Cayman Islands; Falkland Islands; Gibraltar; Montserrat; Pitcairn, Henderson, Ducie and Oeno Islands; Saint Helena, Ascension and Tristan da Cunha; South Georgia and the South Sandwich Islands; Turks and Caicos Islands; UK Sovereign Base Areas. PCGN recommend the term ‘British Overseas Territory Capital’ for the administrative centres of UKOTs. Production of mapping over the UKOTs does not take place systematically in the UK. Maps produced by the relevant territory, preferably by official bodies such as the local government or tourism authority, should be used for current geographical names. National government websites could also be used as an additional reference. Additionally, FCDO and MOD briefing maps may be used as a source for names in UKOTs. See the FCDO White Paper for more information about the UKOTs. ANGUILLA The territory, situated in the Caribbean, consists of the main island of Anguilla plus some smaller, mostly uninhabited islands. It is separated from the island of Saint Martin (split between Saint-Martin (France) and Sint Maarten (Netherlands)), 17km to the south, by the Anguilla Channel.
