Office of Industries Working Paper ID-053 September 2018 The Impact of Tariff Preference Levels on U.S. Textile and Apparel Trade Mahnaz Khan Abstract Certain U.S. bilateral or multilateral free trade agreements contain tariff preference levels (TPLs) that permit a limited quantity of specified finished textile and/or apparel goods to enter the U.S. market at preferential duty rates despite not meeting the agreement’s required tariff shift rules. This article seeks to examine the effect of TPL provisions that have expired, or will expire in 2018, on U.S. textile and apparel imports and exports from certain FTA partners, including Bahrain, Nicaragua and Costa Rica (under CAFTA-DR), Morocco, Oman, and Singapore. It will discuss import and export trends after TPL implementation and in some cases, TPL expiration, in the context of an FTA partners’ industry structure and competitiveness as a U.S. textile and apparel supplier. Such trends vary widely across countries, and analysis of the factors influencing these trade flows suggests that the effectiveness of TPLs is dependent upon myriad factors, including the structure of the partner country’s textile and apparel sector, the country’s competitiveness as a U.S. supplier, and existence or absence of relationships with U.S. textile firms. Dubai [Metro]polis: Infrastructural Landscapes and Urban Utopia When Dubai Metro was launched in 2009, it became a new catalyst for urban change but also a modern tool to interact with the city - providing a visual experience and an unprecedented perception of moving in space and time, almost at the edge between the imaginary and the real. By drawing on the traditional association between train, perception and the city we argue that the design and planning of Dubai Metro is intended as a signifier of modernity for the Gulf region, with its futuristic designs and in the context of the local socio-cultural associations. At the time of the U.A.E.’s founding in 1971, the country had just seven hospitals and 12 health centers. As of 2015, according to the latest figures from the U.A.E. statistics authority, the U.A.E. had 126 public and private hospitals with a combined capacity of over 12,000 beds.1 U.S. companies and citizens have played an important role in this growth story, as best symbolized by the Oasis Hospital in Al Ain. In 1960, U.S. missionaries Drs. Pat and Marian Kennedy built this hospital – the U.A.E.’s first – in a mud-block guesthouse donated by the late U.A.E. Over the recent decades due to increasing population and developing industrial zones, the demands are growing up over time. The Gulf Cooperation Council (GCC) is now embarking on one of the largest modern cross-border rail networks in the world. This is an ambitious step regarding the planning and establishment of the rail network connecting all the six GCC countries. This railway network will go through at least one city in each country to link the cities of Kuwait in Kuwait, Dammam in Saudi Arabia, Manama in Bahrain, Doha in Qatar, the cities of Abu Dhabi and Al Ain in the United Arab Emirates and Sohar and then Muscat in Oman in terms of cargo and passengers. The area of investigation covers different aspects of the shared Arabian countries rail routes called ‘GCC line’ and their national rail network. The aim of this article is to study the existing future plans and policies of the GCC countries shared line and domestic railway network. This article studies the national urban (light rail transportation (LRT), metro (subways) and intercity rail transportation to appraise the potential of passenger movement and commodity transportation at present and in the future. -
