elcome to the Town of Grand Falls- Windsor’s Commu- nity Profile. This document has been designed to provide you with details of our community’s events, businesses, demographics, statistics, and organi- zations in order to give you a per- spective on what the Town of Grand Falls-Windsor has to offer.

Grand Falls-Windsor is located in Central Newfoundland, positioned on the edge of the amidst a picturesque valley scene. It is the largest town in the central region of Newfoundland and Labrador. Grand Falls- Windsor’s scenic atmosphere works side by side with its diverse busi- ness foundation to provide citizens with a welcoming place to work, live, and do business.

There has been constant development over the past several years with the addition of new sub-divisions, showing confidence in our economy. Though Grand Falls-Windsor was originally developed around the pulp and paper industry, the town’s Economic Development team has been working to diversify its economy targeting industries such as Information Technology, Mining, Aquaculture, Post-Secondary Education, and Health related Research and Development. Our economy is also quite strong in small busi- ness and public service, which has allowed our town to become the major service centre for the Central Newfoundland region. Furthermore, Grand Falls-Windsor boasts many great recreational programs and facilities and an admirable quality of life for those who are looking to migrate back to Newfoundland.

History of Grand Falls-Windsor Introduction

The name “Grand Falls” derives from Lieutenant John Cartwright The Town Council who, in 1768, was tracing the Exploits River through the Exploits Val- ley when he came upon a waterfall in the area, which he aptly named “Grand Falls”. The actual settlement in the area of Grand Falls how- Location ever, was not until later in 1905 by brothers Alfred and Harold Harm- sworth, who had relocated to Newfoundland from Europe. Industry Anticipating war in Europe at the time, Harold Harmsworth began looking for a new location to set up his family newsprint business. They Arts & Culture traveled to Newfoundland and during their quest for a sufficient area, the Harmsworth’s came upon a location they later officially named “Grand Falls”. With the Exploits River, an abundance of available lum- Business Climate ber, and a potential port for shipping in the nearby town of , it was decided that they would set up their pulp and paper mill in Grand Falls. On January 7th, 1905, the Harmsworth brothers partnered with Labour Force Robert Gillespie, owner of the , and formed the Anglo-Newfoundland Development Company (A.N.D Co). Word spread of construction and employment opportunities in Grand Falls, Real Estate bringing workers from all over the world to help develop the pulp and paper mill and on October 9th, 1909 the mill was opened for business. In the beginning of its development, only workers of the mill and pri- Education & Research vate businesses were allowed to reside in Grand Falls. However, oth- ers settled in areas north of the railway which became known as Grand Services Falls Station. The population of Grand Falls grew as new organiza- tions were formed to accommodate its residents. In 1907, The Grand

Falls Athletic Club was established to structure interest in sports like Media hockey, baseball, soccer and golf. Various music and theatre groups, such as the Northcliffe Drama Club, were formed due to a growing interest in the arts and churches were constructed to house the reli- Recreation & Leisure gions of the community.

Introduction Incorporation

While Grand Falls continued to grow as a settlement, the outer area The Town Council known as Grand Falls Station evolved into a community of its own. In 1938, Grand Falls Station was officially incorporated as a town and was renamed Windsor. In 1961, after an election was held to form Location its initial municipal government, the settlement of Grand Falls also gained its official incorporation as a town. Many years later, in 1991, the two neighbouring areas amalgamated to become one community, Industry now known as Grand Falls-Windsor.

Present Day Grand Falls-Windsor Introduction A continuously growing community, Grand Falls-Windsor has an approximate population of 14,000 people and holds a landmass of 54.48 square kilometres. Nestled within the Exploits Valley, in the cen- The Town Council tral region of the province, the town has a beautiful scenic surround- ing of rolling mountains, waterfalls and of course, the Exploits River. The Town Council Mayor Al Hawkins First elected to council in 1993 and re-elected in 1997. From 2000 until present Mr. Hawkins Location has been working in the business community. Al Hawkins was elected as Mayor in September of 2009. He has resided in Grand Falls-Windsor for Industry approximately 36 years. He served on all commit- tees of Council, including 3 years as Chair of Economic development, chair of Recreation, Public Works and Multicultural committee. Mayor Arts & Culture Hawkins has served as Chair of Exploits Valley Economic Development Corporation and President of Exploits Regional Chamber of Com- merce. Mayor Hawkins is Ex-Officio of all Council committees. Business Climate Mayor Hawkins is actively involved in many other community groups and organizations, some of which include: volunteering with Allied Labour Force Youth, leader of church teen cell group, Director of Finance with Salva- tion Army Circular Road, Sprucewood School breakfast program, chair of Kiwanis Auction Committee, Treasurer of Alzheimer’s Association of Real Estate Newfoundland & Labrador. Mayor Hawkins has been working as Mortgage consultant with Domin- Utilities ion Lending for the past year. Deputy Mayor Anne Blackmore Education & Research Elected to council in September of 2009, Anne Blackmore has resided in Grand Falls-Windsor for approximately 22 years, having been born and Services raised here. She lived in St. John’s for a few years where she worked as a Nurse and she has recently returned home to live. Recreation & Leisure Councilor Blackmore is involved with the Newfoundland Nurses Union and is in the process of working on her Masters in Nursing from Memo- Business Assistance rial University. Having just returned home, she also hopes to become involved with her church choir and a youth sports team. Councilor Blackmore is currently employed with the Central New- Appendices foundland Regional Health Centre as a Registered Nurse.

Councillor Roger Barnett Introduction Councilor Barnett was first elected to council in the January 29, 2008 by-election filling the seat vacated by then Deputy Mayor Susan Sullivan. He The Town Council was re-elected to council in September of 2009. Councilor Barnett has resided in Grand Falls- Location Windsor for approximately 35 years. He is a mem- ber of the following council committees: Public Works & Planning: Chair, Finance & Administration, Exploits Regional Services Board. Industry Councillor Barnett is actively involved in many other community groups and organizations, some of which include: Lions Club, Hockey Newfoundland and Labrador: Senior hockey representative for cen- Arts & Culture tral Newfoundland, and volunteer with several organizations charities. Councilor Barnett has been employed Steele Communications/New- cap Inc. for 36 years. Business Climate Councillor Jean Buffett-Mercer Elected to council in September of 2009, Coun- Labour Force cilor Mercer has resided in Grand Falls-Windsor for approximately 40 years. She is a member of the following council committees: Public Works Real Estate & Planning, Economic Development & Tourism, Sanger Memorial R.V. She raised three daughters in Grand Falls-Windsor and has three Recreation & Leisure grandchildren.

Introduction Mining

Central Newfoundland has a long history in the mining industry The Town Council which dates back as far as the mid-1850s in the copper mines of Notre Dame Bay. The world-known copper, lead, and zinc deposits found in Buchan’s produced more than 17 million tons of ore in approximately Location 60 years of mining. Located approximately 100 kilometres southwest of Grand Falls-Windsor, the Duck Pond copper and zinc mine is cur- rently owned and operated by Teck Cominco Ltd and provides employ- Industry ment for a over 240 workers in the region. The company, based out of Vancouver, B.C, owns or has investments in 16 mines across Canada, in the U.S, Chile and Peru. Teck Cominco Ltd took ownership of the Arts & Culture Duck Pond operations through its acquisition of Aur Resources, for- mer owners of the Duck Pond mines, in August of 2007.

Grand Falls-Windsor acts as the Labour Force service centre to the aquaculture industry, providing a neighbour- Real Estate ing area for the purchase of auto- mobiles, recreational vehicles, and everyday household items. Grand Utilities Falls-Windsor also meets the need for the industry’s public services such as social, legal and medical aid. With operations that spread along Education & Research the southern coastal area of Newfoundland, this industry includes the communities of , Hermitage, McCallum, Boxey, Bel- leoram, Pool’s Cove, St. Alban’s, Conner River and others. Within Services this region, 4,857 metric tonnes of farmed fish were produced in 2007 at a value of over 30 million dollars, with higher numbers predicted

Several organizations are part of the aquaculture industry, including Coast of Bays Corporation, the Provincial and Fed- eral Government, CBDC South Coast, Coast of Bays Joint Mayors Recreation & Leisure Council, Memorial University, College of the North Atlantic and four- teen municipal councils. More than 750 people are employed, directly or indirectly, as a result of this region’s aquaculture operations, with Business Assistance new positions predicted to become available in the near future.

Arts and Culture Introduction The Gordon Pinsent Centre for the Arts

The Grand Falls-Windsor was officially The Town Council opened in 1971. The building itself has an interesting history as it was a given as a gift of gratitude from the Czechoslovakian Government. On September 5th, 1968, a Czechoslovakian Airliner went down at Location the Gander International Airport shortly upon takeoff. Salmon Fishing on the Exploits River Services The Exploits River is a fisherman’s paradise, with some of the best Salmon fishing in Atlantic Canada.
