FROM GRANDE VILLE to HAUPTSTADT on the Morning Of CHAPTER ONE FROM GRANDE VILLE TO HAUPTSTADT On the morning of 28 September 1870, after a devastating siege of fi fty days, the French troops guarding Strasbourg capitulated to the opposing German forces. The heavy bombardment damaged the town’s fabled fortifi cations and many neighborhoods so badly that further resistance was pointless. In terms of military strategy, this victory was not signifi - cant. The German army had already established its mastery of eastern France after beating Napoleon III at Sedan earlier in the month and the real focus of the Franco-Prussian war was shifting towards Paris.1 Symbolically, however, Strasbourg’s capture was critical. It fulfi lled the dream of nineteenth-century German nationalists, including the histo- rian Heinrich von Treitschke who argued that a new Germany would be incomplete as long as Strasbourg, the wondrously fair city and pride of the old German empire, remained in French hands.2 To underscore this shift in geopolitical fortunes, the German leaders in Strasbourg celebrated their victory in a particularly evocative fashion. 1 The French Republic was proclaimed on 3 September, one day after Napoleon III surrendered at Sedan; because of the siege, however, Strasbourg’s citizens only heard this news on 11 September. Putnam’s Sons, 1915), 96 –79. 24 chapter one They held a special worship service for the troops on 30 September, the very day on which the free German city of Strasbourg surrendered to Louis XIV’s French troops back in 1681. By itself, this act serves as a useful reminder of the ways in which religion and ideas of national identity were linked in nineteenth-century German Europe. Hartmut Lehmann has emphasized that narratives of Germanness during this high season of nation building drew heavily on the notion that God was with the Germans, that they benefi ted from His special aid and protection, which made it all the more essential that momentous vic- tories were marked with religious celebrations of thanksgiving.3 The specifi c choice of venue for this service was equally telling. For rather than holding this liturgy at the Cathedral, that icon of Strasbourg’s medieval German past, the Germans gathered at the Lutheran parish of St. Thomas. It was this Protestant setting that served as a legacy of Strasbourg’s Reformation past and an emblem of its multiconfessional present, where fi eld chaplain Emil Frommel offered thanks and rejoiced that Strasbourg’s future lies with the “Protestant German Empire of the German Nation.”4 Strasbourg’s return to Germany certainly marked the beginning of a new era in the city’s history. After 1871, the major French city ( grande ville) and departmental seat became the capital (Hauptstadt) of the German imperial territory (Reichsland ) of Alsace-Lorraine. This change in status along with the reconstruction work set in motion forces that turned Strasbourg into a big city, a Großstadt. Critical as these developments were, so too were the continuities between the French and German periods. The foundations for Strasbourg’s prominence as an administrative, commercial, transportation and intellectual center were all established well before 1870. So too were the basic elements of its religious culture. The city counted large numbers of Catholics, Protestants and Jews among its residents.     MANAGING FRANCE’S REGIONAL LANGUAGES: LANGUAGE POLICY IN BILINGUAL PRIMARY EDUCATION IN ALSACE Thesis submitted in accordance with the requirements of the University of Liverpool for the degree of Doctor in Philosophy by Michelle Anne Harrison September 2012 Abstract The introduction of regional language bilingual education in France dates back to the late 1960s in the private education system and to the 1980s in the public system. Before this time the extensive use of regional languages was forbidden in French schools, which served as ‘local centres for the gallicisation of France’ (Blackwood 2008, 28). France began to pursue a French-only language policy from the time of the 1789 Revolution, with Jacobin ideology proposing that to be French, one must speak French. Thus began the shaping of France into a nation-state. As the result of the official language policy that imposed French in all public domains, as well as extra-linguistic factors such as the Industrial Revolution and the two World Wars, a significant language shift occurred in France during the twentieth century, as an increasing number of parents chose not to pass on their regional language to the next generation. In light of the decline in intergenerational transmission of the regional languages, Judge (2007, 233) concludes that ‘in the short term, everything depends on education in the [regional languages]’. This thesis analyses the development of language policy in bilingual education programmes in Alsace; Spolsky’s tripartite language policy model (2004), which focuses on language management, language practices and language beliefs, will be employed. In spite of the efforts of the State to impose the French language, in Alsace the traditionally non-standard spoken regional language variety, Alsatian, continued to be used widely until the mid-twentieth century.

    Volume 4. Forging an Empire: Bismarckian Germany, 1866-1890 Heinrich von Treitschke Pronounces ―The Jews are Our Misfortune‖ (November 15, 1879) Heinrich von Treitschke (1834-1896) was one of the most prominent historians of nineteenth- century Germany and also the most politically engaged. In 1866, he was appointed editor of the Preußische Jahrbücher [Prussian Yearbooks], which provided monthly reviews of politics. In 1874, he was appointed Professor of History at the University of Berlin. He also served as a Reichstag deputy in the 1870s, representing the National Liberal Party. In his university lectures, journal articles, political essays, and even in his multi-volume History of Germany, Treitschke expressed his disdain for the governments of non-Prussian states, women, socialists, Catholics, Poles, and – as we read here – Jews. The ostensible impetus for this essay was Treitschke’s review of the eleventh volume of Heinrich Graetz’s History of the Jews [Geschichte der Juden]. Only the last third of the article – the part excerpted here – deals directly with the ―Jewish Question.‖ It was published in January 1880, along with two later articles, as a separate pamphlet entitled A Word about Our Jews [Ein Wort über unser Judenthum]. This pamphlet reached a far wider audience than the initial essay: by the end of 1880, it had been printed in three editions, with a fourth following in 1881. Treitschke’s polemic sparked the ―Berlin Antisemitism Conflict‖ [Berliner Antisemitismusstreit], which raged for the next two years and produced violent scenes like the one depicted in another document in this collection. Just as Stoecker’s social and political prominence had allowed him to state his ―demands‖ on the Jews two months earlier, Treitschke’s reputation as a university faculty member lent great weight to his pronouncements, particularly among members of student fraternities [Burschenschaften].

How different in this, as in all else, was the younger man, who was cut off by a premature death when the great task to which he had devoted his life was but half completed! What a contrast between him and the humanist who brought to http://ehr.oxfordjournals.org/ Hellenic studies a dignity of mind and sweetness of style which made him a worthy representative of the great school of German classicists! The comparison with Sybel lies nearer, for in their work they touch each other; but how little do we find in the younger writer of that tact, discrimination, finesse with which Sybel illustrated the writing of diplomatic history! And yet in creative power, in originality of conception, in his influence on his nation, Treitschke stood above them, as above nearly all his contemporaries. at UB Osnabrueck on April 14, 2015 Little is known of him in this country, and that little is not favourable. He was the chief spokesman of a party which in internal affairs was opposed to all that Englishmen are accus- tomed to admire, and in external policy he preached hostility to England. To nourish a passionate hatred of England was the chief task of his later years; with singular industry he collected and perpetuated every hasty criticism or thoughtless insult against Germany, that those who learnt from him might remember and avenge.

Strasbourg, n'est pas un récit d'aventures ni même un livre d'histoires, encore qu'il pourrait se lire comme un roman de cape et d'épée. Il n'a d'autre but que de familiariser le profane avec la grande famille de l'A.S.S. et de fournir, si possible, un complément d'informations au lecteur averti, membre ou sympathisant de ce «doyen» des clubs omnisports d'Alsace qui fête aujourd'hui son 90me anniversaire, puisque créé en 1890. Quatre vingt dix printemps - et non étés ou automnes - pour ce vénérable nonagénaire, car la vie d'un club qui fait corps avec sa cité, est une éternelle renaissance. L'A.S. Strasbourg, tout au long de ces 90 années, a connu des heures de gloires et des journées sombres. Contrairement à l'individu qui a la faculté et l'immense avantage de pouvoir oublier les mauvais moments pour n'en retenir que les plus agréables, la société, elle, a le devoir de se souvenir de son passé dans son entité et de le léguer à la postérité. Il nous a semblé que dans l'année de son 90me anniversaire, le mo- ment était venu de rassembler en un volume tout ce qui a pu être sauvé pendant cette longue période du patrimoine d'un pionnier du sport alsacien. Car ce n'est pas un mince travail que de rechercher puis de rendre compte de près d'un siècle d'évènements sportifs qui se sont déroulés sous la bannière bleue, puis blanche et rouge de cette société qui s'appela tout d'abord « Strassburger Fussball-Club », puis « Strassburger Fussball Verein » et « Sport-Verein Strassburg », enfin « Association Sportive de Strasbourg », l'A.S.S., un sigle que l'on espère définitif après une courte période, encore une fois, entre 1940 et 1945, de « Sport Verein Strasbourg » (S.V.S.).
