Introduction Personal Design Objectives Many old towns are real chaotic. In these area, there are no distinct zoning ofresiden- tial commercial, office use. Everything is overlapping. Compare with new towns, the typical model IS the commercial and office complex in the city center, residential blocks and open park in a bit far away, and industrial buildings in an even remote area. Everything is so well defined. Although, the environment in old towns seems less better than that of new towns, the charm of old districts still there. In Christopher Alexander's essay "a city is not a tree ’ he have made a comparision between the structure of natural and that of an artificial city, from that comparision we can see that there are some values of the chaotic of the old towns.' So if an old town need reformation, there should be somethings emergence which can improve the environment of old town but at the same time reinforce its pattern.

Description of the subject A redevelopment of a station is selected because mass transport system has great influ- ence to the district, it brings people and goods there, and usually the place around station becomes city center. So usually a station has great potential to reinforce the identity of the city. Mongkok KCR station redevelopment is a suitable project. Mongkok is a very ener- getic urban place where the street is a vital place with a lot of activities happen. The exsiting Mongkok KCR station, located in a slightly higher level, overlooked and linked to the busy streets seems capable to speak for that place is now so low profile site there, so a redevelop- ment can make it a statement for the district. Description of the site and context Mongkok is a very interesting old district. This is a highly dense place and well articu- lated place. This place is very energetic with many activities happen. The feature of Mongkok are street activities. In the new towns, retail activities held in commercial centers and place are connected with elevated walkways and those walkways are only used for circulation purpose and no activities happen there. Mongkok is different, here street is the most active place, it is created by the way people use it. Another feature is the traffic network. Roads occupy about 40% landuse in the dis- tnct. In this small district, it serves by KCR and MTR, and in the future there will be Airport railway in . The location of the KCR is in the east boundary, the MTR in the middle and the future Tai Kok Tsui station is located in West boundary. DESIGN REPORT

Analysis about the existing station The station sit on a slightly higher ground. Road level is +5.2 and track level is +15 and the concourse level is +22, the hill top is +40. This is the topography of the site. Traffic flows in the station happens in all street level, platfrom level and concourse level. The train enter in +15 platfrom level, there are three main tracklines and three split lines. The two east main line serves customer only, the one west main lines serves both goods and customer, the three split lines are used for goods only. Vehicle to goodsyard access in Luen Wan street at +5.2 to+15, and leave at Bute street. The feeder traffic also enter in Luen Wan street, it go to the elevated road up to the +22 podium, and leave also at Bute street. Pedestrian linkage to the district is from poduim level down to street level through three different walkways. One at Bute street, one atArgyle street and one at Luen Wan street. Facilities in the concourse are Maxim cake shop, Maxim fast food shop, Centrepoint Mini- store, American bank electronic bank and Heng Sang eletronic bank, photo machines, weight scales, telephones and toliet. The station building complex include the massive concrete podium, the small station building, the Government building, some canopies over bus station and some connection walkways. Project Analysis Site/ Context analysis • The station located in the boundary between and Mongkok. Mongkok is a high population old district. Ho Man Tin is comparatively new and low dense. The street pattern in Mongkok is a grid, and Ho Man Tin is more organic. However, due to the hill, which blocks Ho Man Tin, and the well-known of Mongkok district, to most people, the Mongkok KCR station represent only Mongkok. The mental maps of people show that. The station located in a slightly higher ground (+22 level), in the boundary between Ho Man Tin and Mongkok. The east side (Ho Man Tin side) is a hill (+40), there are greenery. The hill top are the DBS school and some villas houses. There is the most greenery area in the district. Except that the the pedestrian road along the track are also very green. The west side (Mongkok side) are mainly old low-rise old residential / comercial blocks. For those buildings, usually the ground floors are used as retail shop, the upper floors are for residential use or some light industrial use. There are not much new buildings nearby Refer to the zoning map, it shows that the new high-rise commercial buildings are mainly centralized along , where the main bus route and MTR route located

Client/user analysis Sung Hung Kai as a large land developer in Hongkong. The station redevlopment is a part of the whole project. They look for a new station which has better relationship with the overall redevlopment. Quality of environment is important too, this can raise the value of the development. KCRC is a co-operate which runs in profit basic. For the KCRC, the best station is a one which can allow diverge and clear circulation. And recently, KCRC want to upgrade all the station, so a station with outstanding image and nice environment is as well improtant. More than that is the ease of management and the place for advertising. Users are divided into three groups, they are frequent passengers, like residents, work- ing group nearby, school children, infrequent passengers, like people go for shopping, serv- ice people, like staffs of KCR, staff of KMB, cashiers of the mini-stores and hawkers who make their living nearby station. For passengers, the important things is clear circulation and nice environment for waiting train. For service people, how will it be the interaction with passengers and their work environment is improtant.

Mongkok is an old district with high population density. In this area, there is no distinct zoning of residential, commercial, office use. Here road is next to pedestrian; light industry coexist with domestic in the same building. Everything is overlapping. In planner point of view, such a place cannot meet today Hong Kong livin^ standard. In new town development, it shows very clear that an ideal city planning is about zoning. A typical new town model has usually a commercial and office complex in city center, residential blocks and open park in a bit far away, and industry in even more remote area. More than that, a new town itself is a self- sufficient zone in the whole territory.

If Mongkok is an not an ideal place by today planning standard, does it means that it is the desires of all people to demolish the existing fabric and to replace with new town model if reality allowed? No, because we like to go to Mongkok. Everyday thousands of people go to the district and in weekend the street is so crowd that people have to elbow through the street. What attracts people to such old district?

Christopher Alexander in his essay "a city is not a tree.'" said: HYmf to call those cities which have arisen more or less spontaneously over many, many years natural cities. And I shall call those cities and P s of cities which have been deliberately created by designers and planners artificial cities. From his definition, I think Mongkok is more like a nature city. It was formed in those day when there was no city planning in Hong Kong.

Nature city and artificial city have different inner structure. A natural city has the organization of a semi-lattice; but that when we organize a city artificially, we organize it as a tree. In semi-lattice overlap occurs but in tree overlap do not occurs. A semi-lattice structure compare to tree structure is potentially a much more complex and subtle structure. In fact, life is too complex and thick with overlap to be a tree structure. People need the flexibility given by semi-structure to live. That is why nature city is more chaos, that kind of chaos express ways of life. That is also the beauty of Mongkok.

Nowadays, many old districts called for changes, when new designs imposed to these place, they usually unable to respond to the characters of that place, instead they spoiled the local spirits, because they were usually identical structure and mass produced. Christopher said, the non-art-loving public at large, instead of being grateful to architects for what they do, regards the onset of modern buildings and modern cities everywhere as an inevitable, rather sad piece of the larger fact that the world is going to the dogs.

These project is an attempt to search for a possible development proposal to reinforce local spirits and act as a starting point for urban re-development program followed.

Project iWHiiiig Point of departure Mass transport system has great influence to the district, it brings people and goods there, so usually the place around station becomes city center. So, usually a station has great symbolic and functional meaning to a district. A station has a great potential to be a symbol to reinforce the identity of the city. Mongkok is a very energetic urban place where the street is a vital place with a lot of activities happened. Mongkok KCR station, located in a slightly higher level, overlooked and linked to the busy street, seems capable to speak for the culture right now is so low profile and so quietly leaning on the hill, there is an opportunity to redeveloped the station to make it a statement for Mongkok District, to make it a point for people to begin or to end their journey. At the moment, a redevelopment program has launched, but it covers only part of the site, the podium on the way to Argyle street is left unused. So, there is a potential for further redevelopment.

Vision Mongkok is an urban place with highly dense road network The I Fig“re I: fabric of Mongkok is formed by highly dense road network. In the Future trend district 40% of land use is for road. So the street actually formed the grid of the city. For public transport, the district is served by both KCR and MTR, and in the future there will be a Airport railway in Tai Kok Tsui. The location of the public transport network is quite special KCR is located in the east boundary, the MTR in the middle, the future Tai Kok Tsui station is located in West boundary, so East- West connection is even more important than now. The present road network in Mongkok enables that kind of network. However, KCR station do not fit in road network at present. The connection to the district is from two ends, one at Argyle Street, one at Bute street. In between, there are buildings block the connection. That stops the development of land around the station. So, if only the road grid up to the station is connected, the site around the station as well as in the district will start to develop.

Scenario Sun Hung Kai and KCRC are incorporate in the Hotel and Office development above the KCR track in Mongkok station. The project phase building is now in construction. It is the first phase of the redevelopment project. In fact, Sun Hung Kai have planned to redevelop the whole site around the station including the land bound by , Argyle Street and the old station, the place is now the location of a school, USD department, WSD Office. The negotiation with the Government and the school is now going. Basically there is great possibility in the success of getting the land. At the moment, Sun Hung Kai want to joint with KCRC to redevelop the station as second phase of the whole redevelopment program. And that phase is this report address to. Existing Stage-Site

Background Mongkok is highly dense urban place. According to 1991 Census population density is about 1,121 people per ha. In this district retailing is dominant activities. There are retail center, open market, boutique, stalls and hawkers. The good sells in the place are of wide variety ranging from fashion, sport equipment, camera, video, record to computer software and hardware. There are also a number of traditional wholesaling centers, such as wholesales of eggs along Kam Lam Street, wholesale of meta ware in Tai Kok Tsui, and Mongkok West and wholesale o construction material along he section of between Bute street and Mongkok West. Apart from retailing activities, there are also entertainment place and a financial center with banking, insurance, stocks and shares, import and export business anc professional services etc., so the place is very popular, many people go there any day anytime. Even in 3:00 am in some streets are stiL many people. In the day it is even more energetic, the moving crowd, the vehicles, the train make the place. That is the spirit of the place.

Architecture feature of the place is the street activities. In the new towns, retail activities held in commercial centers, and place a… connected with elevated walkways (walkways are only for circulation there are no activities), street activities is scare. Mongkok is different, streets are the most active places. The street is very important, lively atmosphere is created by the way people use space, interact and circulate. Mongkok is created by streets. If Mongkok is being seen as a whole continuous commercial place, it is streets which allow for the continuity.

Opportunities: • In the redevelopment program, we look for a way to extend road grid to the station, and road and street is inseparable in Mongkok, so that means we also look for a way to extend street to the station. Street is not only a circulation route but also activities and atmosphere. That means the expression of the energetic spirit of Mongkok can be the feature of the station.

Location The station locates in the boundary of Mongkok. Beyond this Appendix I: boundary is Ho Man Tin, the character of this side is totally different Site content from Mongkok. There is a hill with landscape and trees. It is low rise housing area. In contrast to Mongkok here is very static and dam. In fact, the station located in boundary of two socially and environmentally two distinctive site.

Opportunities: In the existing station, we cannot see the view beyond the boundary, because the station and the Government building block the hill. Appendix II: The image of that area to People is very vague. People are asked to Mental Maps draw mental map of Mongkok, all of these maps get blank in that area people do not draw it not because they know clear that part not belong to Mongkok because they do not get right answer for the boundary, so that simply implies that they know little about that site. So there may be a way for the station to expose the hill and make a better continuity between these two distinctive sites. In fact, the most insufficient land use in Mongkok is open space and community area, by expose the hill, it can improve the environment of the district and give relief to busy Mongkok. Topography Street level is about 5.2m above sea. The train track is located in the see the sile hill side, on level 15m above sea. The hill in the rear is a small hill section of about 40m above sea level. It is a hill with many trees. The zone around the track is the most greenery zone in whole Mongkok district.

Site Sections

Client Profile Client of the project is Sung Hung Kai and KCR. Sun Hung Kai is a large land developer in Hong Kong. Actually Sun Hung Kai invest the whole redevelopment project. In this phase, Sun Hung Kai and KCRC are in venture to redevelop the station for this is a project of above track development

KCRC is a cooperate which runs in profit-basic. For this phase development, KCR hopes to improve public image and encourage more people using KCR to Mongkok district, so to improve the environment is one way. Also, the when the whole redevelopment program complete, the place around the station will become a very busy place and that will certainly help KCRC to make profit. To KCRC the important issue is that the station should able to work independently and function well also in the future.

Sung Hung Kai is a large developer. To run this large redevelopment program Sung Hung Kai find potential of earning profit because, at the moment the land is not use in very good way. To Sung Hung Kai, this phase is the starting point for the future development. Also, due to the specially location of the station -- with greenery and hill as background, they look for new station which can improve environment as a whole, so that it can raise the environmental quality of their whole project in order to attract more people to rent, to get Government's approval as well as to enhance public image.

Zoning According to plan no. s / K3 / 9 Outline Zoning plan The site for this Appendix III: phase is zone as (OU) other specific use purpose. Change of land use Outline zoning plan. is required the permission of Town Planning Board according to town planning ordinance.

Public utilities The site is in urban center, electricity, town gas, water, sewage and telephone line supply are readily available. Existing Stage Mongkok Station

Service Network KCRC Train network covers mainly New Territories and part o Kowloon. In territory, the role of KCR is acts as a door to . station is the border terminus. In local, its main role is to connect New towns in New Territories like Lo Wu, , Taipo Shatin to Urban districts of , Mongkok and Hunghom. The transport in metropolitan area serves mainly by MTR people are expected to change MTR in Kowloon Tong.

Customer transportation The existing station has two components, customer transportation and Figure 3: goods transportation. Goods transportation For goods services, it only provide for transportation between China and Hong Kong. The goods yard redevelopment has been done in the first phase.

Facilities in the station concourse There are Maxim cake shop, Maxim fast food shop, Centrepoint mini- store American bank and Heng Sang Bank Electronic Bank, photo machines, weight scales, telephones, toilets, ticket counter, ticket vending machines.

Vehicle Access Vehicle access to goodsyard is from Luen Wan Street and exit from Bute street, access to bus terminus and drop off place is access and exit from the elevated road in Luen Yan street.

Pedestrian Access There are three connecting points from station to the districts, the Appendix: V: Argyle street access, the Luen Wan Street to Argyle street access, and Connections Bute street access.

Mission statement Design a new train station which can tie-up local fabric, it can continue the energetic spirit of Mongkok and at the same time let the greenery of Ho Man Tin down to the station.

Issue : Environment Goal 1: The environment provide should allow for energetic activities of Mongkok.

Goal 2: The station should not block the hill and be in harmony with the natural environment.

Goal 3: The platform and concourse environment should be physically comfortable with shelter, enough space for circulation with sitting area, ventilation and air-conditioning.

Goal 4: The platform and concourse environment should be pleasant with view of greenery and penetration of indirect sun-light

Issue : Circulation Goal 1: The circulation system should provide a clear sense of orientation

Goal 2: The path should be accessible by handicapped and people with heavy luggage.

Goal 3: The circulation system should able to handle crowds with ease and safety.

Goal 4: The circulation system should be energetic and allows for different activities like hawkers, eating, waiting, interact with people.

Issue 3: Flexibility Goal 1: The station should be work independently in several years.

Goal 2: The station should able work as a part of the whole complex in the future. Problems and Opportunities

Detachment of the station with the Visual connection district

The Station is of a slightly higher level, but it is not visible in the street. In the east side and north side, it is block by the hill and vegetation. In the south side, the massive concrete structure of the station is slightly visible, and part of it is blocked by a commercial tower. In the west side, the WSD office, USD Kowloon Department, and a secondary school creates a separation for the station and the district. So the image of the station is not expressive, and almost not visible

Opportunities: • Open up the station by removing the buildings, the WSD office USD department the school, that can improve the connection of the station to the district as well as make better use of the land in that lot. This is a big development in the future phase. • Expose the hill, such that there is better visual connection to Ho Man Tin. That can be done in this phase. • Provide some place for people to look over Mongkok in the station.

Physical connection

For pedestrian access, there are only three connecting points from the station to the district. The Luen Wan street path is not connected to the district directly, and need to cross many road. And for vehicle access, there is only one connecting point. So the physical connection is quite weak.

Opportunities: • Provide mechanical system for movement, that system can be express to show the energetic spirits of Mongkok. • Provide more connecting points to the districts. That can be done in future phase after the redevelopment of the lot between Sai Yee Street and Luen Wan Street.

Psychological connection

After take off the train, people leave the station at once. Only some people stay in the station waiting people. There are some hawkers activities in the path, but not very much. So, the train for people is solely a mean for travel to the district, their real journey start while they leave the station and on the street. There lack a smooth transition of activities from station to the street.

Opportunities: • Bring the street activities to the circulation path to enrich the walking experience as well as bring more connection to the street. That can also has bring the developers some income. Problems and Opportunities

The pedestrian walkway are pushed to the edge of the site, while the vehicle terminus and parking place is located right in front of the station. The proportion of space for pedestrian path to vehicle path is about 1:10

Opportunities: • To create a unify structure to cover the bus terminus which gives people in this phase. In the future phase the bus terminus can be removed to the new development.

Design of pedestrian path Vs. vehicle path.

For pedestrian route to Argyle street,, the road is zigzag and there is an abandoned podium which fenced. For bus, light bus, taxis terminus, there is a shelter structure.

Opportunities: • Remove the abandoned podium and design a shelter path for pedestrian.

Fail to provide space for stop and rest Insufficient open space in the whole district

The site around the station is the only place in the district with large green area. However, the greenery is visually blocked by the station. In the station, there is no design for people to sit and take relieve.

Opportunities: Expose the hill to give greenery for the district. If the station has good environment, that can attract more people go to the district by KCR and also more people to the commercial development around the station.

Fail to create place for stop

The whole Mongkok district is very energetic and busy, once come out of a building and in a street, people are forced to move. There is seldom any place for to stop. People once take off the train, they leave the station immediately, that shows the inability of the station to keep people.

Opportunities: Provide some place for people to rest. That can encourage people to stay around the station. Schedule of Accommodation
