    C&W CLSAC Paper No. 38/2020 For information Report on the Organisation of Recreation and Sports Programmes in the Central and Western District by the Leisure and Cultural Services Department Purpose This paper aims to present to Members an overview of the recreation and sports programmes organised by the Leisure and Cultural Services Department (LCSD) in the Central and Western District. Background 2. To enable the District Council to have a better understanding of the services provided by LCSD, papers are submitted on a regular basis to present to Members an overview of the programmes organised in the district. Recreation and Sports Programmes 3. To tie in with the response level under the “Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance” being raised to Emergency Response Level and prevent people from gathering, the recreation and sports programmes scheduled between February and May, as well as 15 July and September were all cancelled to reduce the risk of spreading the novel coronavirus in the community and protect public health. About 299 recreation and sports programmes and 23 573 people are estimated to have been affected respectively between April and July. 4. Some recreation and sports programmes were resumed from 1 June to 14 July 2020 in the light of the latest development of COVID-19. To meet the requirements stipulated in the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G), the number of participants had been adjusted correspondingly when reorganising the programmes so as to reduce social contact and protect public health.

    Chapter 7: Healthcare in Hong Kong The Hong Kong Hospital Authority The Hong Kong Hospital Authority (HA) is responsible for managing all local public hospitals in Hong Kong. Staff of the HA can communicate in Chinese (mainly the Cantonese dialect) and / or English. If interpretation is needed for other languages, the HA will use reasonable endeavours to arrange for patients free interpretation services provided by third parties / consulates. Information about the HA, including the contact details of public hospitals, can be found on its website at www.ha.org.hk.Information on Accident and Emergency Departments and General Out-patient Clinics is also available in eight other languages, namely Bahasa Indonesian, Hindi, Nepali, Punjabi (Indian), Punjabi (Pakistani), Tagalog, Thai, Urdu on the website. Accident & Emergency services The Accident & Emergency (A&E) services are provided at 18 public hospitals under the HA. They deliver a high standard of service for critically ill or injured persons who need urgent medical attention. They also provide medical support for victims of disasters. To ensure that patients with more serious conditions are accorded higher priority in medical treatment, the HA adopts a triage system which classifies patients attending the A&E Departments into five categories according to their clinical conditions: critical, emergency, urgent, semi-urgent or non-urgent. Patients who do not require emergency attendance should seek medical treatment in public or private clinics.     Invitation for Expression of Interest (“EOI”) for Operating the Rehabus Feeder Services In 2018, the Transport Department of the Hong Kong Special Administrative Region Government (“TD”) invited interested parties (Proponents) to operate the Rehabus Feeder Services with effect from 1 June 2019 for a time period of three years. After years of operation, it is proven that to engage another Rehabus operator to provide Rehabus service can improve the operational efficiency in general. As the service period of the existing Rehabus operator will soon be expired, TD invites Proponents to operate the Rehabus Feeder Services and it is expected that the operator will start to commence the services from 1 June 2022 for a period of 5 years. TD may extend the operating period of the Rehabus Feeder Services for a further period or periods not exceeding 5 years at any one time, so that the operating period granted together with all extensions thereof shall not in any case exceed a period of 10 years in aggregate. Railway Service Performance 2. Carrying more than 4 million passengers on average each weekday (i.e. Monday to Friday), the MTR Corporation Limited (MTRCL) is dedicated to operating a safe, reliable and efficient railway service for the people of Hong Kong. 3. From 1 January to 31 May 2012, out of the more than 733,000 train trips operated in the heavy rail network (comprising the Kwun Tong Line, Tsuen Wan Line, Island Line, Tsueng Kwan O Line, East Rail Line, West Rail Line, Ma On Shan Line, Tung Chung Line, Disneyland Resort Line and Airport Express), the number of delays of 8 minutes or more totalled 82. The figures categorised according to the cause of delay are as follows: 1 January to 31 May 2012 Equipment failure 48 Human factor 5 Passenger behaviour and 29 external factor Total 82 4. It can be noted that among the 82 delays in the heavy rail network, 78 delays were between 8 and 30 minutes; 3 were between 31 and 60 minutes; and there was one delay that exceeded one hour, which was the West Rail Line incident causing 93 minute delay and suspension of train service between Nam Cheong Station and Tsuen Wan West Station on 3 May 2012. Investigation showed that the incident was caused by a piece of composite synthetic gap filler which came loose from installations on the tunnel ceiling and came into contact with the 1 pantograph of the passing train.
